Why have some poor countries managed to catch up with rich countries within one generation s lifetime, and others lag behind for centuries? Which policies promote growth and development around the world? As Nobel Prize winner Robert Lucas put it: The consequences for human welfare involved in questions like these are simply staggering: Once one starts to think about them, it is hard to think about anything else. This course takes a largely positive approach to study (selected) topics in development economics with a special emphasis on microeconomic aspects of economic development and, particularly, empirical methods used in modern research in development. 1 The course topics and readings are listed below. There is no textbook in this course. The main readings for the course are comprised of the assigned papers. There are four books, however, which help putting the papers (taught in class) in perspective: - Ray,Debraj. Development Economics, Princeton University Press Easterly, William. Elusive Quest for Growth. Economists Adventures and Misadventures in the Tropics. MIT Press Easterly, William. The White Man s Burden: Why the West s Efforts to Aid the Rest Have Done So Much Ill and So Little Good. Penguin Press Ch. 2-3 in: Deaton, Angus. The Analysis of Household Surveys. John Hopkins, Ray is a textbook focusing on the theory of economic development. Easterly s books provide a rich-with-concrete-examples complement to Ray. Deaton s is 1 No half-semester course can cover all the issues relevant for economic development. Students are advised to take other courses in NES program especially the Political Economics course taught by Professors Sonin and Zhuravskaya. The Topics in Development Economics and Political Economics are designed to complement each other. In particular, Political Economics course discusses corruption, economic and political institutions, and the impact of ethnic divisions.
2 necessary for understanding empirical methods used in papers that we will study. Grading The course grade will be based on two problem sets (40%) and one essay (60%). The essay should have five pages of text (12 point font, double interval). Figures and tables illustrating the argument should be put in appendix with each table and graph on a separate sheet. The essay should be an in-depth study of an economic development policy episode in a particular country. The essay should contain a critical analysis of the applicability of the development economics research to this particular development episode in the respective country. Students should get an approval of the essay topic with professors by the end of the second week of the course. (Note that this means that you should start thinking about the topic right away.) A good initial source of topics is Rodrik D., ed. In Search of Prosperity: Analytic Narratives on Economic Growth. Princeton: Princeton University Press, 2003 or the country studies in the Global Development Network s Global Research Projects In addition, papers published by the Bureau for Research and Economic Analysis of Development ( is a nice source of inspiration. Both Easterly s books will also be very helpful in search for topics. The essay is due in class on the last day of class. No late essays will be accepted. There will be two home assignments, the first due at the end of the 5th week and the second due at the end of the 7th week. Essay deliverables are comprised of three things: 1) the topic due on Friday the 4 th week (to be approved by professors); 2) one page summary/abstract due on Friday of the 5 th week; and 3) the essay itself due at the end of the exam week. All assignments for the essay should be uploaded to my.nes.ru (and will not be accepted by ). The number of lectures assigned to each topic is approximate and may be adjusted in the course of the semester. The texts complement rather than substitute the lectures. Lecture 1.
