We cannot set any boundary limits on any one particular aspect. However, as an awaken citizen of India driven by scientific, social and ethical principles it would be expected to have adequate informative knowledge on Indian History, World Geography, Constitution of India, Indian Economy, General Science & Environment and Current Affairs. Concept Theory It would include (but not limited to) study of following main topics. It is estimated that in the year 2005 over $1.3 trillion was spent on health care in the country X. 13 Advanced technology that keeps critically ill people alive, the increasing incidence of expensive diseases such as cancer and AIDS, the aging of the population, and over-treatment for fear of malpractice suits have contributed to the escalation in costs. The rising cost of health care also underlies other problems in the country X, such as some stagnation in the creation of new full-time jobs. Employers increasingly rely on part-time labor rather than hire full-time workers who might be eligible for expensive health care insurance benefits. The philosophy in the country X has long been to pursue all medical procedures necessary to prolong life. These include life support equipment for all persons regardless of their prognoses, organ transplants, and expensive medications. Some of these procedures have pushed the overall cost of medical care so high that people are forgoing preventive care, including routine examinations, X rays, and blood tests. Although this saves money in the short run, it can become very costly in the long run when more expensive treatment is required because of lack of early detection. This further complicates the problem of escalating costs. Health care reform has been important topic for years. Proposals to provide basic preventive care for every Xian, to regulate hospitals and doctors, and to put ceilings on prices have frequently been presented to the government. Lurking behind these proposals for reform is a major, unavoidable decision imposed by scarcity: when to deny medical 13 Copyright - No part of this document can be copied in any form whatsoever nature.

If we are to reallocate scarce resources to preventive and basic care and extend health insurance coverage to all Xians, then we must question whether we can continue to operate under the premises that if the technology to prolong life exists, it must be used, and if a medical procedure exists, it must be made available. Many economic decisions are influenced by social, ethical, and other values. The decision to deny medical treatment is such an issue. What should Xian s consider when making hard choices about health care? Analysis Questions: 1. What is the basic economic problem presented in this case? 2. What reasonable solutions are available for alleviating the problem, and why are they reasonable? 3. What economic and non-economic values underlie your appraisal of these solutions?
