2 Not what to think but how to think Located in the Faculty of Arts, Humanities and Social Sciences, the Department of Politics and Public Administration is a department committed to the highest standards of international research and teaching. The atmosphere in our department is informal, friendly and above all professional. The Department represents a broad range of interests and areas within the discipline of political science. With internationally recognised experts in European, African, Latin American, Russian and post-soviet politics, as well as Irish politics and public policy, the department has an international and cosmopolitan orientation. In addition to the diversity of area specialisms on offer, the study of politics, in Limerick is also enriched by a variety of disciplinary approaches including: quantitative methods, political theory, international relations, international political economy, comparative politics, public policy analysis, and critical theory.

3 Meet our Head of Department Professor Neil Robinson Before coming to Limerick, Neil taught in the Department of Politics at the University of York, and the Department of Government at the University of Essex. Research interests include the political economy of post-communism; state formation in Russia; the political economy of reform in Russia and the former USSR. HONOURS PATHWAY IN PUBLIC ADMINISTRATION Why Study Public Administration and Leadership? Studying Public Administration and Leadership at UL will open up the world of politics, public administration and civil society in Ireland and internationally. You will learn to recognise that politics is not just the responsibility of those we elect but that it is of concern to individual citizens and to the organisations that they are part of. You will learn not only to understand the world of public leadership but how to critically analyse it. Learning about public leadership at UL is not about amassing lots of information; it s about enabling and empowering you to know what to do with that information. UL has a long tradition of teaching and research in the area of politics, public administration and civil society and actively engages with a variety of public and community based organisations. During your studies here you will have the chance to do a work based placement, with many opportunities available in public, private and non- profit organisations. Learning Outcomes: by the end of this module students will be able to identify the principal characteristics of Public Administration and explain the contributions of the foremost theorists associated with the subject. Students will also have the tools to review reforms made in the public sector and be able to articulate the values and ethics that are inherent in the roles of officials who develop, promote and implement public policy. Guest Speakers: Guest speakers from the civil and public service participate in the module. For example: the defense forces, court services, local councils, An Guarda Siochána, Irish Aid etc. Purpose of Module: The awareness of different systems is essential for explanation, theory and practice in Public Administration. This module explores how new national and international realities shape administrative practices and systems and draws on examples from throughout the world. It examines public service systems in different contexts, the roles and functions they fulfill and the administrative traditions that shaped them. It explores how common administrative problems are dealt with and the processes used to deal with contemporary challenges. It also identifies trends in public sector reform and the role of international institutions, such as the OECD, in promoting public sector modernization. 8 MA ETHICS IN INTERNATIONAL AFFAIRS The MA in Ethics in International Affairs is a one-year, full-time programme that offers specialised graduate training in political theory with a focus on the global dimension. The programme combines the study of normative theories with that of practical questions in international affairs. Postgraduate Programmes Department of Politics and Public Administration Where our graduates end up Course Director: Adina Preda adina.preda@ul.ie Tel: MA in EUROPEAN POLITICS AND GOVERNANCE The MA in European Politics and Governance is a one year full-time programme designed to provide students with an advanced understanding of how modern European societies are governed through the complex interactions between public and private actors at different levels of government. Course Director: Frank Häge Tel: frank.haege@ul.ie MA/ GRADUATE DIPLOMA in PEACE AND DEVELOPMENT STUDIES The Peace and Development Studies programme at the University of Limerick can be pursued either as an MA degree, or towards a Graduate Diploma. In both programmes, students investigate debates about the origins and nature of conflict and explore a range of approaches to conflict resolution. Contemporary cases of conflict and responses to these are examined, as are the connections between peacebuilding and development. Students further examine theories of economic and political development and explore contemporary strategies and practices of development. Students benefit from the close affiliation of the Department to the Centre for Peace and Development Studies. Course Director: Myriam Benraad myriam.benraad@ul.ie Tel: MA in INTERNATIONAL STUDIES The MA in International Studies is a one year, full-time programme which uses the disciplinary insights provided by international relations theories to investigate and explain contemporary international issues such as terrorism, nuclear proliferation, global inequality and child soldiers.core modules are supplemented by a wide range of departmental electives, allowing students develop expertise in areas of their own interests. Course Director: Owen Worth Tel: owen.worth@ul.ie MA in POLITICS The MA in Politics is a one-year, full-time programme that enables students to choose the areas they wish to specialise in within the field of politics. This is a truly flexible programme that enables students to tailor the degree to their own interests, skills and future career plans. The only core modules that the MA in Politics students will be required to complete will be the two research methods modules that are common to all our postgraduate taught degrees. In addition, they can choose any two electives in the first semester and any three in the second. Course Director: Adina Preda adina.preda@ul.ie Tel: Brian Knapp Roisín Lynch Karl Murphy Zhanina Yotova After graduating with an M.A. in Peace & Development Studies, I took a job in the political world in Washington, D.C. with POLITICO.com. I played a central role in expanding our election coverage during the past year, and I work with our sales team to make sure that major policy players at the Federal and State level have access to our real time coverage. I also track legislative and electoral updates and decipher how it could affect different the Democratic and Republican Parties policy agendas. Within a month of graduating with an M.A. in European Politics & Governance, I had secured an internship as a political researcher with a London-based public relations communications agency specialising in local planning policy. Taking that first step was pivotal to landing my first permanent position at the UK s leading political communications bodies, Dods Group PLC, where I still work today. I currently serve as an Account Manager on behalf of a wide range of clients, most of whom are Financial and Trade Union bodies, located across the UK and internationally. My main responsibility is to offer my clients the tools and resources they need in order to help them best carry out their public affairs strategies. I monitor legislation in both Westminster and Brussels, and regularly take exciting trips abroad to meet with highly influential political stakeholders. The M.A. in European Politics & Governance at the University of Limerick was a brilliantly organised degree which provided me with the research skills, tools and platform needed to continue my research in European politics at the PhD level. The level of teaching was outstanding throughout the year and my supervisor, Dr. Frank Häge, provided invaluable guidance and support during my thesis research. Shortly after completing my M.A., I was accepted onto a four year structured PhD scholarship at Dublin City University s School of Law and Government, focusing on informal negotiations (trilogues) in the European Union. I soon earned an Irish Research Council Government of Ireland Scholarship, and undertook further research at the European University Institute in Florence. The M.A. in International Studies programme equipped me with the knowledge and the experience necessary to be successful in my career in research and international relations. I work in the CEO s office at IDA Ireland, the Irish Government s Foreign Direct Investment Agency. We partner with potential and existing investors to help them establish or expand their operations in Ireland. Based in Dublin, I am responsible for ensuring the smooth running of the CEO s office and liaising with senior management, the IDA s Press Office, client companies, governments, other public sector organisations, news media organizations, and other stakeholders on behalf of the CEO. I previously worked with the Technology Division at IDA, where I was responsible for providing marketing and administrative support to the team, as well as for market research and data analysis. Before joining the IDA, I worked as a researcher in a travel technology start up based in Dublin.

9 Graduate Seminars Graduate Seminar in Institutions and Policies of the European Union The aim of this module is to develop students understanding of how the European Union formulates and adopts policies. Special attention is given to the roles and organisational structures of the different institutions involved in the EU policy-making process. The module presents theories of integration and policy-making, the internal organisation, functions, and powers of the main institutions of the EU, and the inter-institutional decision-making process through which those institutions interact to shape the content of policies. Graduate Seminar in European Governance This module will enable students to understand the role of public administration in the multi-level system of European governance. It provides an overview of the institutional features of public administration (actors, institutions, policy process) in several European countries. The module examines the interaction between the EU and member states administrations in the preparation and coordination of national positions in the EU policy-making process and the implementation of EU legislation. The module will further explore the explanations for institutional adaptation and innovation in the domestic politics, polity and policies of EU member states which are attributed to Europeanisation, globalisation, and public management reform. Graduate Seminar in International Co-operation and Conflict This module develops students understanding of the theories and methods used in the empirical study of International Relations. Substantively, the module focuses largely on questions of international cooperation and conflict. The module presents the main theoretical approaches to the study of interstate conflict, describes the role, functions, and decision-making structures of international organizations (with a particular focus on the EU and UN), and discusses a range of related topical issues, such as the role of trust for establishing cooperation, the democratic peace thesis, military interventions, and international terrorism. Graduate Seminar in Peacebuilding Since the end of the Cold War, the building of peace after violent conflict has become a key priority for the international community. This module will introduce students to central components of the peacebuilding agenda, including economic recovery, democratisation, security, statebuilding and transitional justice. It will further examine what contemporary peacebuilding policies have been criticised for, with reference to local practices as well as international interventions. As insecurity today derives not only from violence but also from risks related to climate change, students will also analyse links between the peacebuilding and sustainable development agendas. Graduate Seminar in International Relations This module introduces students to a range of theories and issues associated with international relations. Specifically, it outlines several of the major theories that may be used to analyze and understand international relations, including realism, liberalism, constructivism, and feminism, theories linking domestic politics with international affairs, and theories that purport to explain why certain armed forces are more successful in war than others. In addition, this module critically assesses several contemporary political issues, such as human rights, ethnic conflict, terrorism, and humanitarian intervention. Graduate Seminar in Development This module will introduce students to the various meanings and goals of development. It will discuss development as a process of historical change, addressing questions such as why industrialisation happened first in the West and why mass poverty and major inequalities exist in the world today. The module will further examine development as a set of practices in the contemporary world, addressing questions related to foreign aid, entrepreneurship, gender and minority groups, and agriculture and food security. The idea of economic growth as intrinsic to development will also be analysed in light of thinking about post-development and the challenge of climate change. Graduate Seminar in Contemporary Political Theory This module will introduce students to the methods of political theory and to some prominent debates within recent political theory, in the first place by studying some crucial political concepts, and subsequently by addressing substantive political controversies. Throughout, the module blends normative and conceptual analysis, exploring questions such as: What makes a society just? What are rights and how do human beings come to have them, if they do? What makes a state legitimate? How should goods, resources, opportunities and liberties be distributed, within and across societies? What would a democratic society consist in? Graduate Seminar in Comparative Politics This module introduces students to research themes and methods in the field of comparative politics. Students will become familiar with issues involved in research design in comparative politics, such as the use of case studies, small-n comparative research, case study selection and selection bias. They will also study key debates over substantive issues in comparative political studies to see how different scholars use comparative research to study political development. Finally, students will consider their own research work and how perspectives from comparative political studies. FIELD TRIP An international field trip for each programme will be organised in Spring Semester and all MA students are encouraged to participate.

10 Staff Profiles Dr Maura Adshead is Associate Professor in the Department of Politics and Public Administration at the University of Limerick. Prior to her appointment in Limerick, she carried out research and taught in the universities of Dundee, Liverpool, Essex, Galway and Dublin. Her research interests focus on Irish politics and public policy, comparative studies of public policy, policy change, and EU involvement in the policy process in European states. She is author of Developing European Regions? Ashgate, 2002 (vii+197pp), co-author (with Jonathon Tonge) of Government and Politics in Ireland. He has had a number of edited books and articles published in these areas and is the author of Resistance in the Age of Austerity and Hegemony, International Political Economy and Post-Communist Russia. Before coming to Limerick Andrew held a fellowship at University College London, and studied at the universities of Manchester and York. He is a political theorist, interested both in contemporary political philosophy and certain problems of 17th and 18th century political thought. He has published book chapters and journal articles relating to toleration, civic education, multiculturalism, nationalism, constitutional secession rights, citizenship acquisition and global justice. His PhD thesis was awarded the Sir Ernest Barker Prize from the UK Political Studies Association. His work has appeared in a number of journals, including Political Studies, Res Publica, Ethnicities and the European Journal of Political Theory. andrew.shorten@ul.ie Dr Frank Haege s research interests are in the areas of Legislative Politics, Multilateral International Negotiations, and Research Methods. Substantively, his research focuses mainly on the European Union. He has published on legislative decision-making and political attention in the Council of the European Union, agenda-setting by the European Commission, inter-institutional negotiations between the European Parliament and the Council, the application of fuzzy set methods in comparative case study research, and the measurement of foreign policy similarity in quantitative studies of international relations. He is the author of Bureaucrats as Law-Makers: Committee Decision-Making in the Council of the European Union, which has recently been published by Routledge. Her teaching and research interests include environmental policy, Europeanisation, the Irish public policy process and politico-administrative relations in a comparative perspective. Bernadette s publications include Europeanisation and New Patterns of Governance in Ireland (co-authored with Brid Quinn and Nicholas Rees, 2010), Politico-Administrative Relations at the Centre: Actors, Structures and Processes supporting the Core Executive (co-edited with Georg Sootla and B.Guy Peters, 2008), Political Administrative Dilemma: Traditional Problems and New Solutions (co-edited with B.Guy Peters and Georg Sootla, 2006). She has published articles in Public Administration, Irish Political Studies, Federal and Regional Studies, Halduskultuur-Administrative Culture, and Administration. Before coming to Limerick, she held positions at the University of Montreal, at the Hoover Chair, Catholic University of Louvain, Belgium and at University College Dublin. She completed her doctoral degree at the University of Manchester with a thesis on the moral justification of humanitarian intervention. She has published several articles on rights, especially group rights (Journal of Moral Philosophy, Political Studies) and the human right to health. adina.preda@ul.ie Dr Rory Costello specialises in electoral and legislative politics in Europe, with a particular focus on Ireland and on the European Union. Before coming to UL in 2011, Rory worked at the University of Twente in the Netherlands and at the London School of Economics and Political Science. He has published on topics such as election pledge fulfilment, party politics in the European Parliament, the division of power among EU institutions, bicameralism, political representation, and coalition formation. Rory is also interested in online tools to inform voters about policy choices, and runs the website for Irish elections. His research has appeared in a variety of international journals including the American Journal of Political Science, Electoral Studies, Party Politics, Journal of European Public Policy, West European Politics, and European Union Politics. rory.costello@ul.ie Dr Chris McInerney is Lecturer in Public Administration since August Prior to this he worked as a programme specialist at the Tipperary Institute / LIT, lecturing in the fields of social and community studies. He has also worked in a variety of national and international development organisations including the United Nations Development Programme in East Timor, the Community Workers Co-operative and Trocaire. His main research interests lie in the areas of democratic participation, civil society, as well as the role of public administration in deepening democracy and promoting social inclusion. Chris publications include The Challenge of Community Participation in the Delivery of Public Services: Exploring Local Participatory Governance in Ireland, co-authored with Maura Adshead, as well as chapters in a number of books on local and community development in Ireland and internationally. 12 Staff Profiles Dr Scott Fitzsimmons B.P.A.P.M., M.A. (Carleton), PhD. (Calgary), specializes in the behaviour of armed forces and the use of force in contemporary conflicts. Before joining the University of Limerick s Department of Politics and Public Administration in 2013, he was a Social Sciences and Humanities Research Council Postdoctoral Fellow at the University of British Columbia in Vancouver, Canada. He has also taught at the Universities of Victoria and Calgary.
