Marshall European Center for Security Studies In cooperation with the United States Department of State Bureau of International Narcotics and Law Enforcement Affairs Counter Corruption Best Practices - Increased Effectiveness through Interagency and Multi-Sectoral Approaches 7-10 March 2011 AGENDA Conference Goals Cultivate a whole-of-government approach towards counter corruption activities within European Command's Area of Responsibility, the State Department Bureau of European and Eurasian Affairs and the EUR region, and partner countries in the region. Increase awareness of U.S. and European counter corruption programs, current best practices, and initiatives in Europe, including at the sub-regional level, within an audience of both U.S. and European governmental officials engaged in counter corruption work. Strengthen links among U.S. missions in Europe and between U.S. missions and local institutions involved in anticorruption efforts. Support counter-corruption initiatives. Drew Sullivan Editor of the Organized Crime and Corruption Reporting Project Sarajevo, Bosnia-Herzegovina Mr. Sullivan will provide an overview of the problems in the region and describe the effects on public attitudes of the Organized Crime and Corruption Reporting Project. Jovan Ilievski Chief Prosecutor of the Organized Crime Unit in Macedonia Skopje, Macedonia Mr. Ilievski will discuss the establishment of a special unit in the general prosecutor s office to combat organized crime and corruption. Kendall Day Resident Legal Advisor for Serbia United States Department of Justice Mr. Day will identify some of the key criminal procedure measures adopted by the United States that have facilitated effective investigation and prosecution of corruption. Dinko Cvitan Head, Prosecutor's Office for Suppression of Corruption and Organized Crime Mr. Cvitan will describe Croatia s special unit to combat organized crime. Page 2 of 7

Aleksandar Vujičić Head of Serbian Financial Intelligence Unit Belgrade, Serbia Mr.Vujičić will highlight Serbia s successes in using anti-money laundering tools to combat corruption. Yves Aeschlimann Financial Market Integrity Unit, World Bank Washington, D. C., United States Mr. Aeschlimann will discuss regional successes and best practices in using anti-money laundering tools to combat corruption. 4 DAY 3 WEDNESDAY 9 MARCH Panel Three Corruption in the Defense Sector This session will examine multi-sectoral approaches to fighting and preventing corruption in the defense sector. Alan Waldron Transparency International Consultant, Defence Against Corruption (DAC) London, United Kingdom Air Commodore (Retd.) Waldron will explain the pervasive nature of corruption in the defense sector and his institution's role in international cooperation to combat it. Todor Tagarev Head, Centre for Security and Defence Management IICT - Bulgarian Academy of Sciences Sofia, Bulgaria Dr. Tagarev will address the key challenges to Bulgaria and Southeast Europe and best practices for the region. Susan Pond Head, NATO Building Integrity Program Brussels, Belgium Ms. Pond will address NATO s efforts to promote reform in the defense sector through its integrity-building initiative, highlighting its successes and providing concrete steps that all nations can take to stem corruption within their respective military establishments Coffee Break Ballroom Foyer Panel Four Criminal Justice Tools This panel will examine specialized legal frameworks and institutions that have proven effective in combating corruption in the region and in the United States, with an eye toward sharing challenges and lessons learned. Lutfi Minxhozi Head of the Asset Recovery Section, Albanian State Police Tirana, Albania Mr. Minxhozi will share the Albanian experience with asset freezing and seizure as tools to facilitate and reinforce the investigation and prosecution of corruption. Joseph R. Biden, III Attorney General, Delaware Department of Justice Wilmington, Delaware USA AG Biden will identify some of the key criminal procedure measures adopted by the United States that have facilitated effective investigation and prosecution of corruption. Drago Kos President, Council of Europe s (CoE) Group of States against Corruption and recent past Chairman, the Commission for the Prevention of Corruption Ljubljana, Slovenia Mr. Kos will discuss Slovenia s experience with the adoption and use of specialized criminal procedure tools against corruption, as well as provide recommendations based on his regional experience as the President of the CoE s Group of States Against Corruption. Pavol Zilincik Political and Legal Specialist, US Embassy, Bratislava, Slovakia Mr. Zilincik will describe the experience of Slovakia with the adoption of specialized courts for corruption cases. Francesco Checchi United Nations Development Program (UNDP) Bratislava, Slovakia Mr. Checchi will describe UNDP s approach to improving institutional capacity to confront and reduce public corruption, including corruption in post-conflict countries, through country-level and regional activities. Szilvia Petkov United Nations Office on Drugs and Crime (UNODC) Vienna, Austria Ms. Petkov will describe UNODC s approach to countering corruption within its mandate against organized crime and drug trafficking, with an emphasis on programs and capacity in the region. Stanislav Alexandrov South East European Regional Anticorruption Initiative Sarajevo, Bosnia-Herzegovina Mr. Alexandrov will describe the resources and activities that the Regional Anticorruption Initiative makes available to its member governments. Georg-Florian Grabenweger International Anticorruption Academy Vienna, Austria Mr. Grabenweger will describe the programs and resources of the International Anticorruption Academy. 6 DAY 4 THURSDAY 10 MARCH Panel Six Interagency Coordination Mechanisms to Counter Corruption This panel will look at the experience with adoption of legal and institutional frameworks to promote interagency and inter-ministerial coordination and a whole-of-government approach to combating corruption, with a view toward sharing challenges and lessons learned. Nathaniel Heller Managing Director, Global Integrity, Mr. Heller will draw upon world-wide experience in evaluating countries anticorruption infrastructure in order to offer some global best practices as well as common pitfalls. Sladjana Taseva President, Transparency Zero Corruption and former President of the State Anti- Corruption Commission of Macedonia Skopje, Macedonia Dr. Taseva will discuss Macedonia s mechanisms for coordinating government efforts to counter corruption. Jeff Palmer International Criminal Investigative Training Assistance Program United States Department of Justice Mr. Palmer will describe best practices in the United States and southeast Europe, relating to increasing law enforcement effectiveness through interagency approaches that take into consideration both organized crime and corruption. Laura Stefan Anticorruption Coordinator, Romanian Academic Society Bucharest, Romania Ms. Stefan will discuss the importance of interagency and government-civil society partnerships in justice sector reform and anticorruption efforts, drawing on her varied experience in Romania both inside and outside of government.
