3 1.) INTRODUCTION The Kalpataru Power Transmission Limited has installed 8 MW Biomass based Power Project located at Village Khatoli, Tehsil Uniara, District Tonk in the State of Rajasthan, India. The project involves the implementation of 8 MW Biomass based Power Plant using direct combustion boiler technology. The fuel used is primarily Mustard Crop Residue. The electricity generated is sold to the state grid. Tonk project has contributed, to bridge up the gap between the supply and demand of power in the state. The Tonk Biomass based generation project ( the Tonk Project ) is in line with the policies of the Ministry of Non conventional Energy Sources (MNES) and the Government of Rajasthan (GoR). The project has contributed to achieve the Plan target of renewable energy set by MNES. The purpose of the project is also to contribute to an economically, environmentally and socially sustainable development in the region through the commercial operation of a power plant and thereby creating sustainable stakeholder value. According to guidelines from the Designated National Authority in India, the following sustainable development aspects have been considered when designing this CDM project activity: Social wellbeing Economic wellbeing Environmental wellbeing Technological wellbeing The Stakeholder Consultation (SC) is an important part for the registration of a CDM project for Gold Standard Foundation. It encourages participation of local, regional and national stakeholders in the project and thus ensures a truly sustainable development. The Gold Standard manual for CDM project developers specifies guidelines on how to conduct a proper Stakeholder Consultation. For Kalpataru Biomass based Power Project, all these guidelines have been followed as documented in this report of Stakeholder Consultation Meeting.

APPOINTMENT OF INDEPENDENT REPRESENTATIVE TO THE MEETING As per the Gold Standard Foundation for organizing the Stakeholder Consultation Meeting, we have appointed Nature Club of Rajasthan as Independent Representative to the meeting. Contact No. : Website : ) PRELIMINARY STAKEHOLDER CONSULTATION MEETING The First Preliminary Stakeholder Consultation Meeting was organized on 22 nd April 2008 at Village Bhojpura (Ranipura), Distt.-Tonk in the Forest Nursery Campus at 05:00 PM. The site is on the main road of Kakod to Nagar Fort. District Collector (Tonk), Supdt. of Police (Tonk), Divisional Forest Officer (Tonk), Sarpanch (Ranipura), Member of Legislative Assembly (Niwai), representatives of Nature Club of Rajasthan, Member (District Council) (Tonk), Staff Forest Range Officer (Uniara), Mr. Anand Chopra, Vice President, Mr. Ravindra Sharma, Dy. Manager, Mr. Mahendra Pacholi, KPTL Staff alongwith villagers, farmers, teachers & women who came to attend the meeting belong to Bhojpura, Ranipura, Phuleta, Nayagaon, Jhalara, Nagar Fort and other villages. About 350 persons consting of Govt. officials, village elders, farmers etc. participated. The Second Preliminary Stakeholder Consultation Meeting was held on 30 th April 2008 at 11:00 AM at village Mahmud Nagar (Aligarh), Distt.-Tonk, which is located on the eastern side of the Power Plant. The programme was held in a Government School campus. Divisional Forest Officer (Tonk), Dy. Secretary (Environment) Government of Rajasthan, FRO (Uniara), Member of Panchayat Samiti, President of VFPMC (Village Forest Protection & Management Committee), Jhundwa, representative of Nature Club of Rajasthan, Member (District Council) Tonk, Mr. Anand Chopra, Vice President, Mr. Ravindra Sharma, Dy. Manager, Mr. Mahendra Pacholi KPTL Staff, alongwith villagers, farmers, teachers & women who came to attend the meeting belonging to Devli, Chhan, Kumahariya, Latifganj, Kalali, Dehlanpura, Mahuwa, Khatoli, Jhundva, Mubarak Nagar and other villages. About 370 persons participated. * Sarpanch: Head of the Panchayat. * Panchayat: Elected Body of Representative of a few villages.

5 The Third Preliminary Stakeholder Consultation Meeting was organized on 9 th May 2008 at 05:00 PM at village Khajuri (Nainwa) in District Bundi. Village Khajuri was considered for holding the meeting because substantial number of Mustard Crop Residue suppliers belonged to this village. District Collector (Bundi), Divisional Forest Officers (Bundi), Dy. Secretary, Deptt. of Environment (Jaipur), SHO Police Station (Dei), Forest Range Officers (Nainwa), Block Development Officer, Panchayat Samiti (Nainwa), District Literacy Officer (Bundi), Chairman, VFPMC (Village Forest Protection & Management Committee), Talwash, Khanpura, Sarpanch, Gram Panchayat (Dei), representative of Nature Club of Rajasthan, Mr. Anand Chopra, Vice President, Mr. Ravindra Sharma, Dy. Manager, Mr. Mahendra Pacholi, KPTL Staff balongwith villagers, farmers, teachers & women who belonged to Jarkhuda, Bawari, Sehon, Bansoli, Khajuri, Khajoora, Arjunpura, Patkuda, Moradia, Piparwala, Basoli, Dei etc. About 400 persons participated. After discussion & approval of One Carbon International, it was decided to hold the Second Round Stakeholder Consultation Meeting at Uniara (Tonk) Plant premises on 30 th June The preparatory actions were initiated. 4.) INVITATION PROCEDURE Following the guidelines of Gold Standard, a list of invitees was prepared. The list of such invitees is at Appendix 1. All invitees on the list were invited by Kalpataru either personally in the villages on 23 rd to 24 th June 2008 or via , fax, sent out on the same date. A copy of written invitation annexed at Appendix 2. Proof of all sent out s and faxes have been obtained and can be provided to Gold Standard upon request. Orally invited guests were asked to sign on an attendance sheet as a proof. Additionally, the meeting notices were published in a local and regional newspaper on 22 nd June The original newspaper cuttings and its English version exists at Appendix 3. A non-technical presentation was prepared both in English & Hindi (local language) for the meeting. The questionnaires recommended & approved by One Carbon International were prepared in both languages & also in two categories (A) for the Government Officials & (B) for the Stakeholders residing within 50 KMs radius of the Plant. Officials were required to answer the questions with perception pertaining to ecosystem, environment & pollution affairs. Villagers were explained in detail the meaning of each & every question & were required to answer with socio, economic & health affairs in mind. A copy is annexed at Appendix-6.

6 5.) THE MEETING The meeting was held on June 30, 2008 at AM at Power Project Site, near Village Khatoli, Tehsil Uniara, District Tonk. The Plant is situated approximately 150 KM away from Jaipur. a.) Meeting Proceedings:- Dr. Suraj Ziddi of NCR (NGO) called the meeting to order and compared the proceedings. Welcome Address by Mr. Anand Chopra, Vice President Kalpataru Power Transmission Limited. Self introduction by each stakeholders. The purpose of the meeting was explained by Dr. Suraj Ziddi, Secretary, Nature Club of Rajasthan. The Project Summary was briefed by Mr. Anand Chopra. Mr. Y.K. Lumb, Vice President, Nature Club of Rajasthan enlightened the Stakeholders about issues related to Environment, Socioeconomic & Health. The Questionnaire was distributed by Nature Club of Rajasthan amongst all the stakeholders for their comments. The same was filled up by all the stakeholders & returned back to Nature Club of Rajasthan. Clarification/ Replies were dealt by Mr. Anand Chopra. Presidential address by Mr. Kamal Jain, President (CFO), Kalpataru Power Transmission Limited. Chief Guest & one of the Stakeholder, Mr. Onkar Singh, Collector Tonk, addressed the gathering. Vote of thanks by Mr. Anand Chopra. 107 persons attended the Stakeholder Consultation Meeting including farmers, villagers, head of villages, contractors, suppliers, women representatives, elected village, area leaders, independent Stakeholders & Bricklin Owner and 14 Government Officials also attended the meeting. All the 107 attendees were asked to sign the attendance list (Appendix-4.) however the questionnaire was fill out by 88 persons out of 107 persons. The reasons of not filling the questionnaire by 19 persons are as follows:- 1.) 11 persons were representing Kalpataru Power Transmission Limited (Sl. No.-57 to 59, 62,63, 69,73, 74, 77 & 75) & Nature Club of Rajasthan (NGO) (Sl. No.-60), the host of the Stakeholder Consultation Meeting. 2.) Mr. Onkar Singh, District Collector Tonk has submitted the questionnaire as the representative of District Administration. Hence other officials from District Administration (Sl. No. 45, 56 & 82) not submitted the questionnaire. 3.) 2 Journalist (Sl. No.52 & 53) who were already represented by their 5 colleagues have not submitted their questionnaire. 4.) Mr. K.C. Meena, Dy. Director (Agriculture) has submitted the questionnaire. Hence Mr. Arjun Lal Choudhary, Agriculture Officer (Sl. No.56) has not submitted the same. 5.) Mr. D.K. Soni, AEN, GSS, Uniara has submitted the questionnaire. Hence Mr. L.B. Rai, XEN (O&M) (Sl. No. 65) has not submitted the same.

7 Every Stakeholder was given project summary in Hindi and English Version thereof (Appendix-5). The minutes were taken by Dr. Suraj Ziddi, Secretary, Nature Club of Rajasthan, who was involved in organizing the entire meeting (Appendix-7). b.) Outcome of the Meeting:- A question-answer session was conducted by Dr. Suraj Ziddi, Secretary of Nature Club under which the questions / suggestions were put forward by the Stake Holders & answered by Mr. Anand Chopra. Q-1: A-1: Q-2: A-2: Q-3: A-3: Q-4: A-4: Q-5: A-5: Q-6: A-6: Q-7: A-7: Q-8: A-8: Transporters should carry the fuel covered with Tarpoline or other materials. The material received from the transporter is well covered by Tarpoline or other means. Loose material cannot be carried in vehicles without covering. Long term system for Ash utilization should be implemented. The Lab testings for utilization of fly ash generated from our Plant is under progress. We are trying to utilize the same as building construction material & as fertilizer. Motivate people for the use of ash as fertilizer. After getting positive results, we will start motivating farmers to utilize the fly ash as a fertilizer. Water harvesting should be done in & around Plant. Water harvesting inside the Plant will be taken up shortly. For outside Plant it is to be explored. Some more Industrial activities should be planned. Ash utilization activity may increase some more industrial activity. Government is also taking some steps for Industrial growth of the area. Keep the pollutants under control & do more Plantation. The pollutants are under control. The Green Belt Development is already in progress. We have already planted more than 1600 saplings in the plant premises. More plantations are in progress. Contribute more under corporate social responsibilities. We are already implementing corporate social responsibility activities in the last 2 years. More contributions in the desired areas will be there according to the needs of the area & requirement. Implementing corporate social responsibility activities is an on going process. The Uniara-Khatoli link-road is not in good condition and needs maintenance. Kalpataru will fill-up the pot holes & shoulders so that the rainy season is safe. In addition, the Government is widening this road soon.

Suggestions:- Mr. Kamal Jain, President KPTL assured that every year for Four days tree plantation programmes will be organized in all the four directions of the Plant area, Youth Leadership Development Programme will be organized every year at District level, water harvesting will be executed, wildlife conservation will be supported, students who perform well will be assisted for pursuing further studies. Mr. Onkar Singh, District Collector, Tonk (Government Representative) offered to consider allotment of Land-Fill sites on receipt of definite proposals for ash disposal, offered to allot Government Grazing Land on specific proposals for green belt development and plantation of Uniara- Khatoli Link Road. He also suggested to provide assistance to students who perform well. Mr. K.C. Meena, Dy. Director (Agriculture)-Tonk offered the help of the Agriculture Department to find proper use of Ash. He also suggested that farmers should endeavor to learn improved Agro-Horty-Forestry techniques through the Training programs of extension wing of Agriculture Department, which are conducted regularly. d.) Appreciation:- Mr. Onkar Singh, District Collector, Tonk (Government Representative) greatly appreciated the KPTL dialogue with villagers & also the positiveness with which the KPTL responded. Mr. Bairwa, The Head of Village Khatoli stated that the project activity has helped a lot by means of economic, environmental, health etc in this region. Project has provided employment to the people of the region. Also project has donated for the development of Village Khatoli. The fuel which was of no use in past is purchased by Kalpataru at lucrative prices. It has helped in increasing income of the farmers. Mr. Aman Khan, supplier & transporter stated that the project activity has provided business very near to our home. The MCR supply contractors stated that they have earned a sufficient profit by selling MCR to the project activity. The fuel which was of no use is now increasing the income of the local community. Mr. Govardhan Lal, Dy. Supt. Police-Uniara thanked KPTL for providing all the help in modernizing the police station. Mr. Prem Verma, Dy. Manager, RREC-Jaipur appreciated KPTL for choosing Bio-mass over coal for generating power. Mr. Naresh Bansal, Member Zila Parishad, thanked KPTL for its initiative for industrializing Uniara & paving the way for overall development & employment generation. Mrs. Mathura Devi, Gadoli village, thanked KPTL for setting up the plant & promoting communal harmony & progress. Mr. Papu Singh Yadav, Transporter stated that the project activity has helped us to provide business opportunities.

9 e.) (i) (ii) (iii) (iv) (v) Copies of the original interviews conducted during field survey / three Preliminary Stakeholder Consultation Meetings are available. These can be made available whenever desired. NGO in India that support the Gold Standard have been invited but did not attend the meeting. Stakeholders (Government Departments), who were consulted earlier to the Plant commissioning, were also invited & their comments have been received in the questionnaire through their comments. Site visits like Uniara Power Plant, Ranipura, Mahmud Nagar, Khajuri were conducted by Nature Club of Rajasthan extensively to seek opinions. The Stakeholders who did not attend the meeting have been provided the questionnaire through by 08/07/08 for their comments & a few have not replied even then. 6.) CONCLUSION The meeting was held successfully. In general, the feedback from the Stake Holders was very positive. People are satisfied with the project activity and indicated that they would always be happy to contribute in the Project activity. No adverse comments of any kind were expressed by any stakeholder. Apart from this, the project owners are regularly improving the project activity.
