Lack of integrity creates financial crises, allows terrorists to board planes, sends innocent people to jail and lets guilty ones walk free, destroys the environment and worsens the impact of natural disasters, wastes tax revenues, causes unnecessary diseases and deaths, damages markets, distorts news and information, increases poverty and inequalities, fuels wars and conflict, supports organized crime, undermines sports, the arts, educational institutions and public policy. From bribery and illicit enrichment to obstruction of justice, from abuse of power to clientelism and favoritism, corrupt acts touch global, national and local communities. This course first traces the history, nature, causes and effects of corruption through concrete cases and illustrations. It then turns to international and national laws and standards against corruption (with special emphasis on the UN convention against corruption and the Foreign Corrupt Practices Act). Following a discussion of efforts to measure corruption, governance and anti-corruption efforts, the course finally focuses on the role of stakeholders from private sector to government, civil society and individual actors. No matter what career path we follow and what roles we play in society, the course shows how fundamental are the values and practice of integrity, responsibility and accountability. Learning Objectives: 1. Develop an understanding of the history, different types and manifestations of corruption. 2. Become aware of the inter-connectedness of his problem with contemporary issues. 3. Develop good understanding of the negative effects and risks of corruption for democracy, justice, sustainable economic growth, and quality of life. 4. Develop knowledge of national and international legal standards aimed at coordinating the social control of this phenomenon. 5. Link theory with policy and enhance knowledge on sources of relevant and practical information. 2 Final Test 30% Participation 05% Attendance Attendance is absolutely essential, as lectures will include material from more sources than the assigned texts. Questions and discussions will be encouraged. Moreover, the tests will cover the material presented in the text and in class. Also, please remember that your active participation and effort in the class will be taken into account (10% of grade). Examination Make-up Policy You are expected to turn in assignments and take examinations on the days specified above. There will be NO MAKE-UPS. In the event of extraordinary hardship, you must notify the TA BEFORE the assignment/test and document it in writing as soon as possible afterwards. If a serious problem was not foreseeable and you miss an assignment, possible alternative arrangements can be made. Other Policies No eating is allowed in the classroom. You may, however, bring a drink. Make sure your cellular phones are switched off during class time. Due to the disruption late arrivals cause, no one will be admitted to the classroom ten minutes after the beginning of the class. If there is a serious reason for the delay, please or call me in advance. For the same reason, no early departures are allowed, unless you have asked for it at the beginning of the class.
