5 CULTURALLY-LITERATE CVE CURRICULUM AIM Raising awareness on collaborative CVE approaches and enabling government officials and civil society to be better equipped to prevent and counter violent extremism through 10 modules: 1. Conceptual grounding in CVE 2. Understanding drivers of violent extremism in a contextualized manner 3. Opportunities for collaboration between government and civil society 4. Understanding gender dynamics to radicalization 5. Understanding and engaging young people 6. Engaging community leaders and families 7. Education s role in preventing and countering violent extremism 8. Understanding the role of narratives and media in VE 9. Utilizing an Innovative Toolbox: Leveraging media and technology 10. Monitoring and evaluation of efforts in response to violent extremism
6 STRAND 2 Projects under implementation: Proposals under revision: PROJECT 1 Countering radicalization among Women in Jalal-Abad and Chui oblasts by Mutakallim in Kyrgyzstan PROPOSAL 1 Strengthening Youth Resilience to VE through a Positive Youth Development (PYD) Curriculum by Eurasia Foundation in Tajikistan PROJECT 2 Supporting youth resilience to online propaganda of violent extremism PROPOSAL 2 Preventing VE in Southern Kyrgyzstan through education, dialogue and civic engagement by CIIP in Kyrgyzstan by Youth of Osh in Kyrgyzstan
7 WOMEN AGAINST VIOLENT EXTREMISM BY MUTAKALLIM DURATION: BUDGET: 95,847 EUR AIM To increase women s understanding and awareness of VE in Jalal-Abad and Chui regions in order that they can make a stand against it. SPECIFIC OUTCOMES women of the target communities will gain a better understanding of the risks of VE and means of prevention and will strengthen their leadership capabilities women leaders and 6 local communities representatives will be provided with tools to respond to radicalization. 3. Women will share experiences, gain self-confidence in their abilities and enhance their status in the family and in the community, becoming less susceptible to be radicalized.
8 ACTIVITY PACKAGES 1-4 ACTIVITY PACKAGE 1 ACTIVITY PACKAGE 2 Training of 20 women-leader on the risks of radicalization and VE, means of prevention, mechanisms of identification and response to early signs of radicalization. Creation of 2 Resources Centers based on Mutakallim offices premises - events and activities aimed at the awareness and prevention of VE among women and youth. ACTIVITY PACKAGE 3 ACTIVITY PACKAGE 4 The trained women-leader will enable 100 vulnerable women to raise voice through discussion clubs about problematic issues, conflicts, women rights and religion. Income generating activities will be implemented for 30 women selected as the most vulnerable.
9 SUPPORTING YOUTH RESILIENCE TO ONLINE PROPAGANDA OF VIOLENT EXTREMISM IN KYRGYZSTAN BY CIIP (Civil Initiative on Internet Policy) DURATION: BUDGET: 90,000 EUR AIM To strengthen youth resilience to online propaganda of VE views through the development of model narrative and an online learning module on media and digital literacy. SPECIFIC OUTCOMES 1. The quality and impact of core narratives in educational and information resources will be enhanced. 2. The ability of youth audiences to recognize and critically assess online extremist content and propaganda will be strengthened.
10 ACTIVITY PACKAGES 1-2 ACTIVITY PACKAGE 1 Initiation of a multi-sectoral practitioners working group to map the existing counter narratives and related initiatives in the country and develop effective narratives to counter VE in multiple Internetfriendly formats. ACTIVITY PACKAGE 2 After a skills gaps assessment of digital and media literacy competencies among youth (14-18 and 18-28), development of a digital and media literacy module on essential life skills. Pilot in 6 educational institutions.
11 STRENGTHENING YOUTH RESILIENCE TO VE THROUGH A POSITIVE YOUTH DEVELOPMENT (PYD) CURRICULUM BY EURASIA FOUNDATION DURATION: 1 YEAR BUDGET: 90,000 EUR AIM To strengthen the resilience of Tajik students and migrants to the narrative and recruitment of VE groups by promoting the use of a positive youth development (PYD) curriculum among schools, civil society actors and the national government. SPECIFIC OUTCOMES 1. Youth are more aware of the narrative and methods used by VE recruiters and able to engage critically. 2. The knowledge level about the strategies used by extremist recruiters and CVE approaches is increased among CS actors working with Tajik migrants in Russia. 3. Schools, communities and national government are made aware of the benefits of a PYD approach to CVE.
12 PREVENTING VE IN SOUTHERN KYRGYZSTAN THROUGH EDUCATION, DIALOGUE AND CIVIC ENGAGEMENT BY YOUTH OF OSH DURATION: 1 YEAR BUDGET: 100,000 EUR AIM To promote social inclusion of vulnerable youth and prevent their radicalization through education, dialogue and civic engagement. SPECIFIC OUTCOMES 1. The awareness of the dangers of radical ideas and critical skills are enhanced among youth of high schools and universities. 2. Civic engagement of young people is fostered through a volunteer work camp and youth community-based initiatives. 3. Positive behavioral models are promoted through the performance of a theatrical scenario on radicalization.
