7 CONFERENCE FOCUS 7 CONFERENCE FOCUS Osmany Porto de Oliveira DEPARTMENT OF INTERNATIONAL RELATIONS, FEDERAL UNIVERSITY OF SAO PAULO EVENT COORDINATOR Osmany Porto de Oliveira at International Conference on Policy Diffusion, Cebrap Policy diffusion and development cooperation are two intrinsically intertwined fields of research. However, each research area has followed a specific path, resulting in development of independent research agendas and the emergence of specific concepts, methods and theories to interpret their objects of study. In many ways, analysis of issues from the current global order would benefit if these two disciplines became closer. The most evident aspect the fields share is that policy diffusion frequently takes place directly or indirectly via international cooperation. Sometimes, diffusion is a key part of development cooperation projects. This became more frequent in the realm of the so-called south south cooperation, where policy models developed in emerging economies such as Brazil were transferred to Latin America, Africa and Asia. Policy diffusion promoted by domestic and foreign actors via development cooperation raises several questions that remain unexplored and overlooked by the literature. These deserve more attention to amplify knowledge in the fields. How do development cooperation and diffusion create new power relations? Which identities, ideas and narratives are being (re)produced? Which actors, private and public (e.g. think-tanks, foundations, corporations, networks, states, international organisations), are engaged in these processes? When do resistance

What is being transferred (ideas, models, interests, national coalitions, elites, discourses, etc.), to where (city, state, international organisation) and how it is being translated to other contexts? In which spaces or institutions are models being legitimised (or delegitimized) and diffusion encouraged? How do these arenas operate? Do policy diffusion and development cooperation lead to mutual learning? In what way do staff recruitment and reconfiguration of international organisations bureaucracy impact upon policy diffusion and development cooperation? The use of development cooperation as a soft power strategy by states is not new. The difference relates to recently emergent actors and mechanisms, resulting in a reconfiguration of soft power resources. Brazil progressively became more interested in promoting its policies abroad. Indeed, social policies were part of the Brazilian foreign affairs strategy (Pimenta de Faria, 2012). Policies relating to, for example, conditional cash transfer programs, food purchase and health, were transferred from Brazil to Latin American and African partners (Leite, Peres, 2013; Cabral, Shankland, Favaretto, 2014). China invested heavily in development cooperation in Africa in different areas, promoting a narrative, which insisted on a mutual benefit model. However, new forms of imperialism can be seen in the solidarity claims of south south cooperation (Alden, Large, Soares de Oliveira, 2008). International organisations have been operating directly in states more frequently, globalising public policies (Woods, 2008). Such organisations intervene in areas where competences should be of national states. Programs for, for example, social assistance, urban planning, political participation, education, infrastructure and administrative modernisation, are the objects of international organisational actions. These organisations do not work alone, but frequently collaborate with other agencies and local non-governmental organisations. In addition, private foundations such as the Bill and Melinda Gates Foundation were responsible for funding projects involving the transfer of food security programs in African countries. The Rockefeller Foundation has also provided resources for resilient cities. World Bank projects for developing participatory budgeting were crucial for its worldwide diffusion and especially for implementing this device in sub-saharan Africa (Porto de Oliveira, 2017). In different cases, the World Bank, for example, operates in association with different national cooperation agencies, such as Swiss, Swedish and German agencies. The FAO also works with the British DFID to produce public policies in developing countries. These institutions frequently recommend models, directly fund policy implementation and evaluation, and offer training courses for building expertise. Diffusion and development cooperation are part of international (or global) public policymaking (Coleman, 2012; Petiteville, Smith, 2006). Coordination of these processes frequently takes place at summits, events and forums such as the recent Habitat III (Quito), Rio+20 (Rio de Janeiro), Cop-21 (Paris), 4th High Level Forum for Aid and Development (Busan), and so on (Hassenteufel, 2006). At these events, actors meet, form networks, promote policies, dispute for space and funding, sign agreements of cooperation, legitimate ideas, share them and concede awards (Eykut, Foyer, Morena, 2017). Moreover, these arenas can represent tipping points and starting points for paradigm shifts (Mawdsley, Savage, Kim, 2014).

9 CONFERENCE FOCUS 9 Far from being a consensual process, governments and civil society have been resisting foreign models and aid in different forms, either adapting instruments of public action to local interests or even through rejection. Inversely, the use of transfer and cooperation as a strategy to legitimise policies at domestic level is also a current practice. Transfers cannot be considered as merely copies of foreign models abroad, but involve adaptation. In particular, translations can take place in the realm of discourse, political ideas and institutional design. Despite the existence of consolidated research fields in the study of policy diffusion and development cooperation, more dialogue among scholars from these two research traditions is necessary. Taking into account the specializations of the two research traditions, which have been producing divisions among scholars, we also understand that collaboration and convergence is needed for a more profound, complementary and broader understanding of the phenomena. In short, the spirit of the conference is to build more bridges and break down walls that divide us. Moreover, it is important to produce and circulate knowledge from the south in collaboration with northern colleagues in a more democratic and inclusive way. The International Conference on Policy Diffusion and Development Cooperation is a continuation of the biennial conference first launched at CE- BRAP in Brazil in Our aim is to build a global network of scholars interested in these discussion themes, fostering research and debate on cutting-edge themes in this field. He holds two PhDs in Political Science. He received his PhD from the University of Sorbonne Nouvelle - Paris III (2015), with the highest distinction very honourable distinction, with unanimous congratulations from the jury, and a PhD from the University of Sao Paulo, in which the jury highlighted the intense engagement on fieldwork in his thesis (2013). He received his B.A in International Relations from the University of Bologne in Italy in 2006 and a M.A in Latin American Studies from the University of Sorbonne Nouvelle/ IHEAL in France in He won the award of best young researcher at the CEISAL Congress at the University of Porto in Portugal (2013). He is author of International Policy Diffusion and Participatory Budgeting: Ambassadors of Participation, International Institutions and Transnational Networks, Palgrave McMillan (2017) and Le transfert d un modèle de démocratie participative: Paradiplomatie entre Porto Alegre et Saint-Denis (2010), Éditions IHEAL/CREDA. Currently in a CNRS delegation, he continues his research on the local construction of knowledge of scientific ecology, as well as on the institutionalization of conservation biology in France and Mexico and its contribution to a new eco-governmentality, through a multi-located survey (local case studies, national arenas and surveys in international conferences such as the World Congress of the Society of Conservation Biology). Currently, his research interests include comparative energy policies in the Andean countries. His previous works were related to environmental conflicts, the petroleum policies and social movements in Latin America. 29 UNIFESP PRESENTATION 29 Traditionally recognized as an institution specialized in health sciences, Unifesp is responsible for the training of qualified human resources and the development of scientific research in health. Its core is the Escola Paulista de Medicina (EPM), whose foundation dates back to 1933 and was supported by private funds and government subsidies until its federalization in With the enactment of Law No in 1994, EPM turned into a federal university, keeping the courses in Medial Science, Nursing, Biomedical Sciences, Speech Therapy and Ophthalmic Technology - which now integrates the Health Technologies. The strong growth experienced by the institution throughout decades has been reflected both in the occupation of more than a hundred buildings in the vicinity of its headquarters in Vila Clementino (Sao Paulo), in which teaching centers, research institutes and clinics were installed, as well as the construction of own buildings such as Research Buildings I and II, the National Institute of Pharmacology and the Regional Blood Center. Led by highly qualified faculty, health research at Unifesp is linked to the professional practice, which ranges from primary care to the use of the latest technology in diagnostic methods and disease treatment. The Hospital Sao Paulo - recognized as the largest teaching hospital in the country and reference in highly complex procedures - provides undergraduate and graduate students the exercise of clinical practice and welfare services to the underprivileged population supported by the Unified Health System (SUS). On the way to its consolidation as a full university, Unifesp has expanded its faculty by the admission of professionals holding at least a PhD degree and has begun offering new undergraduate courses based on modern pedagogical projects and allowing for greater curricular flexibility. For 48 out of the total of 55 undergraduate courses currently available, access is linked to the Unified Selection System (SiSU), which sets the approval criteria on the score obtained through the National High School Exam (ENEM). This measure, which aims at democratizing access to higher education, is complemented by booking 50% of vacancies to students with greater economic vulnerability. Graduate programs - created since form teachers and researchers with high level of technical and scientific competences, assigning Unifesp the greatest scientific output indicators per teacher, nationwide. Among the numerous training programs for human resources developed by the institution, specialized courses presential and distance - allow the continued training of hundreds of professionals in their specialties. Social projects - including the Xingu Project, the Open University of the Third Age and the Centre for Public Policy cater for interaction between academic knowledge and society as an important instrument of social transformation. At the international level, Unifesp - as a signatory of important agreements of international cooperation - promotes the exchange of students and faculty and participates in collaborative research networks. From 2005, with the support of local governments and resources from the expansion of the federal program, Unifesp implemented new units in cities near Sao Paulo. New campuses located in Santos, Diadema, Guarulhos, Sao José dos Campos and Osasco - took responsibility for organizing knowledge areas that include, among others, the Exact Sciences, the Humanities, Environmental Sciences and Applied Social Sciences. The Escola Paulista de Medicina and the Escola Paulista de Enfermagem are located at Sao Paulo Campus, representing the historical core of the institution. Thus, the multicampus geography of Unifesp, with six campuses and two being implanted in the state macro-metropolitan area, distributed in three metropolitan regions (Sao Paulo, Santos and São José dos Campos), let us compose a university network in an area of 29 million inhabitants, the largest urban density in the southern hemisphere. 31 Types of Session Programme Panel Plenary Round Table This is a space where micro-level debates will occur. Here, researchers will present their cutting-edge findings on policy diffusion and development cooperation. This is a space for discussing big ideas. Plenaries are the macrolevel debate sessions, where speakers will have one general subject to talk about. These are stimulating arenas in which current aspects of policy diffusion and development cooperation will be problematized, and new avenues for research will be presented. We will have only one round table on an important topic for thinking about policy diffusion and development cooperation: the topic of Democracy, social movements and citizenship. 4 5 PhD Session Ideas Café We understand that part of the most cutting-edge research is being done by PhD students, who will be leading the field in the near future. This session is open for them to present their research and receive comments from a leading senior scholar in the area. This is the space where mesolevel debate will take place. An ideas café is a short and informal session, with a talk of about 20 minutes from a leading expert on the field of policy diffusion and development cooperation. The conversation will be guided by a senior scholar, who will ask up to three central questions on a topic in the area of expertise of the invited speaker. After the presentation, the public will have a few minutes in which to ask questions in a relaxed environment, while drinking coffee. This session will be recorded and distributed via our website as a podcast.

This means that nationals of countries that require visas for Brazilian citizens will need a visa to travel to Brazil. Brazil has signed visa exemption agreements with more than 90 countries. Invitation Letter Conference participants will be able to obtain a Letter of Invitation for visa purposes once they have completed the registration process. Only participants with paper presentation will be eligible for Invitation Letters. Visa Application (Tourist Visa) According to the Brazilian government: The tourist visa will be issued to foreigners traveling to Brazil on a temporary basis, without purposes of immigration or the exercise of paid activity. Tourist visas can be granted for those traveling for tourism or to artistic competitions, sports competitions, conferences, seminars or meetings, among other purposes provided there is no payment or remuneration of any type. Vaccination According to the Brazilian Government The Ministry of Health recommends that tourists have their vaccination card up-to-date in accordance with the orientations of the vaccination calendar in the country of origin or residence, at least ten days prior to travel.
