2 2016 LEGISLATIVE SCORECARD Planned Parenthood Votes Colorado compiles legislative scorecards to educate and inform voters about the record of support for reproductive health and education of current members of the Colorado Senate and Colorado House. The information presented is based on votes on key legislation related to reproductive health and rights. ANTI-WOMEN'S HEALTH During the 2016 session, we again saw numerous attacks on reproductive health care in Colorado. However, with the help of our coalition partners, we defeated all six anti-abortion bills. These attacks included: : Would have created fetal personhood in Colorado law, banning all abortion in the state, even in cases of rape or incest. : Would have banned all abortion in the state and criminalized doctors who provide abortion care. : Would have created regulations to scare doctors out of providing abortion care, under the guise of protecting infants. : Would have stigmatized abortion care by creating regulations and moving jurisdiction away from the public health department around fetal tissue donation for medical research. Federal law already regulates and prohibits profit from fetal tissue donation. : Would have created unnecessary and burdensome requirements for abortion providers, with the goal of reducing access in rural communities and making abortion care extremely costly to provide. : Would have made Colorado women go through forced vaginal ultrasounds, leave work to go to two appointments, and wait 24 hours, among other things, to get abortion care. DISCRIMINATION LEGISLATION During the 2016 session, we also saw two bills that would have allowed discrimination based on personal religious beliefs. Both failed. : Would have allowed any religiously affiliated organizations/persons to refuse to participate in ceremonies, including weddings, that conflict with their religious beliefs, even though religious organizations already have Constitutional protections. The true goal of the bill was to attack marriage equality. : This bill would have made it so no state action may burden a person s exercise of religion. This would legalize discrimination against the LGBTQ community and allow denials of vital reproductive health care and education. PRO-WOMEN S HEALTH During the 2016 session, there were three bills seeking to expand access to birth control in Colorado, and one to protect pregnant women in the workplace. Two passed, while two did not. : Would have better aligned state law with federal Affordable Care Act regarding insurance coverage of all FDA-approved contraceptive methods, and make it easier for women to choose and get the best birth control for them. : This bill would have allowed women to pick-up 12 months of birth control pills at a time, so that women don t have to visit a pharmacy every month for the contraception that has already been prescribed. : This bill is known as the Long Bill, which is the bill outlining the budget for next year. This year it included funding for a program that provides long-acting reversible contraception (LARC), after defeat of the proposal last year. : This bill will make reasonable accommodations for pregnant women in the workplace, such as not requiring a pregnant woman to move heavy boxes, or giving a pregnant woman adequate water and bathroom breaks.
