1 25 Years of Human Rights Situation in Data Informal Sector Service Centre (INSEC), registered at the District Administration Office after the restoration of democracy in 1990 started its work with an objective to prosper human rights campaign of Nepal. During that period there were no effective mechansims from to record human rights situation of Nepal, INSEC started documeting and publishing Nepal Human Rights Year Book from The Human Rights Year Book which covered all the incidents of human rights violations and atrocities was considered as one of the important document. The publication do not only documents facts and figures on incident of human rights violation and atrocities but also analyzes state s role on protecting and promoting human rights along with the analysis of human rights situation of the country. Similarly, the book also raises the issues of civil and political rights, economic, social and cultural rights with priority. In this chapter we will be presenting the data of human rights violation and atrocities since the publication of the Nepal Human Rights Year book Nepal Human Rights Year Book has completed its 25 th year of journey started its first publication in The contribution can be considered as one of the important effort by non-government sector. In this chapter, 25 years of human rights situation of Nepal has been analyzed in a data representation. 3 By State By Non-State of 1,365 incidents including 1298 incidents of killing and 67 incidents of death on firing were documented which was inflicted by non-state actor. Out of 438 incidents of torture, 1209 were the victims. In women trafficking, 317 and in rape 660 women were victimized. During the year majority of incidents related to human rights violation based on Economic, Social and Cultural Rights (ESC) were documented. 5 man rights year book was more focsued on to an armed conflict and its adverse effect. During this period, issues like effect of conflict, disruption in democratic practice and attempt made on conflict mitigation were given due importance in the book. INSEC had documented 13,248 deaths during the decade long armed conflict that began from Out of which 7,905 incidents were by state-actor and 5,343 by non-state actor. Similarly, the whereabouts of 824 people disappeared by state and 108 by nonstate actor are still unknown. During this period, incidents of rape, torture, intimidation and arbitrary arrest inflicted by the state actor were documented. Among these, the violations of right to life were the major one of the incidents. From 2007 to 2016 In 2006, the decade long armed conflict was officially ended after the signing of Comprehensive Peace Accord by the state and the Maoist party. Subsequently, (from ) there were decrease in incidents of killing however, killing incidents inflicted by other armed group were documented. Over the period, 45,319 were victimized by non-state and 5,024 by the state actor. Out of 31,866 incidents over the period of decade long conflict, 3,795 killings by non-state and 238 by state actor were documented. Similarly, 17 people died in custody, 1660 were tortured and six were disappeared by the state actor. In child rights violation 10,655 incidents of violation by non-state and 224 incidents by state actor were documented. Similarly in incidents of women rights violation, 16,067 women were victims. 6 According to INSEC documentation, in 25 years out of 84,498 incidents 2,68,077 were victimized among which 22,710 were the incidents of killing. Over the period, 192 people died in custody, 35,416 of torture inflicted incidents. In Conclusion INSEC had initiated the publication of Human Rights Year Book with an objective to monitor and document the human rights violation records throughout the country. On this the year book is published based on the information dissiminated by INSEC district representatives present in all 75 districts. The documentation by IN- SEC through its Victim Profile was a part of Nepal Conflict Report 2012 published by United Nations Office of the High Commissioner for Human Rights (OHCHR). l Years of Human Rights Situation in Data
