8 Capabilities of the ACIJ Court of Justice International Criminal Court (ICC) can process 1 case at a time, averaging 0.66 cases / year International Court of Justice (ICJ) can process 3 cases at a time, averaging 2.3 cases / year European Court of Human Rights (ECHR) can process 10 cases at a time, handling 1,100 cases / year at only 3 days each ACIJ is designed to process 10 cases at a time for 100 cases / year, giving proper full-time Judiciary attention to each and every case for at least 30 days UN & EU treaty Courts refuse 98% of all cases with prejudice, accept only 2%, of which 60% are dismissed with no remedy. Lawyers & Judges say: where human rights cases go to die ACIJ is designed to be expandable without limit, by endowment funding. Total global demand of approximately 100,000 cases / year could be handled by 10,000 full-time Judges, only 36% of Judges which ACIJ already has access to

9 Priority Need for Enforcement Mechanisms Justice should not only be done, but should be seen to be done. - Lord Chief Justice Viscount Gordon Hewart (1923) International Law imposes a binding obligation on all countries to enforce International Court judgments UN & EU treaty Courts have no enforcement functions, officially consider judgments mere tools for advocacy Average enforcement of UN & EU Human Rights Court judgments is only the 21% rate of voluntary compliance All real enforcement requires Court Orders with strong penalties against governments which fail to enforce Treaty Courts can never do real enforcement, because penalty Orders would cause member countries to opt out and withdraw funding ACIJ as non-governmental non-treaty Court is Free to fully exercise universal jurisdiction with aggressive enforcement, by grass-roots and private funding ACIJ is the 1 st International Court with statutory authority to use the full range of mechanisms for meaningful enforcement
