We, the Heads of State/Govenment of ASEAN Membe States, gatheed in Ha Noi fo the 16 th ASEAN Summit on 8-9 Apil We had extensive, open and fuitful discussions on vaious issues unde the theme "Towads the ASEAN ommunity: Fom Vision to Action". 2. We wee satisfied with the pogess in implementing the ASEAN hate and the Roadmap fo an ASEAN ommunity and eaffimed ou stong commitments to speed up the effective implementation though concete measues and activities. We wee also committed to stengthening coopeation in deepening egional integation and in addessing global challenges with a view to building a esilient, dynamic and sustained ASEAN ommunity. A Resilient, Dynamic and Sustained ASEAN ommunity ASEAN's Stategy fo Economic Recovey and Development 3. We ageed that ASEAN would act swiftly at national, egional and global levels to achieve sustained economic ecovey and development fo ASEAN in the aftemath of the global economic and financial cisis. We esolved to effectively implement the existing ASEAN coopeation ageements though effective monitoing, bette coodination, sufficient esouces, and geate involvement of the pivate secto. We ageed to focus ou effots on ensuing financial stability, fosteing egional infastuctue development and connectivity, pomoting sustainable development and naowing the development gap. We also ageed on the need to incopoate into the economic policy ou effots to stengthen coopeation on envionment potection and a netwok of social secuity system, including education and human esouce development. ASEAN's onnectivity 4. We wee encouaged by the ongoing effots in developing a Maste Plan on ASEAN onnectivity to be submitted to the 17 th ASEAN Summit in Octobe In this egad, we welcomed the outcome of the Fist Meeting of the High Level Task Foce (HLTF) on ASEAN onnectivity on 9-10 Mach 2010 in Ha Noi, especially the key elements and pinciples fo the Maste Plan. We instucted the HLTF to identify specific measues with clea tagets and timelines and to develop viable infastuctue financing mechanisms fo the implementation of this Maste Plan. ognisant of the coss-sectoal natue of connectivity, at national level, we esolved to suppot ou espective HLTF epesentative with the necessay mandate to cay out coodination acoss Ministies and agencies; at egional level, we tasked ASEAN's sectoal Ministes to continue to guide the HLTF. 5. We emphasized that pioity should be given to enhancing inta ASEAN connectivity, including the need to complete the missing ai, sea and land tanspotation links in Mekong and othe sub-eqions of ASEAN building 011 achievements of existing famewoks. We looked fowad to enhancing coopeation with ou patnes to pomote a futue East Asian connectivity and beyond. We futhe eaffimed that pioity be given to tanspot, infomation communication technology (IT), enegy and coss bode facilitation fo the smooth movement of people, goods and sevices. We emphasized the need to ensue synegy and consistence between the Maste Plan on ASEAN onnectivity and sectoal stategies. ASEAN's Response to limate hange _ , We eaffimed ou stong commitment to intensifying effots to addess climate change and othe tansnational challenges, at national, egional and global levels. Noting the lage numbe of counties associating themselves with the openhagen Accod, we ageed that ASEAN should actively continue to make contibutions to the global effots to achieve a compehensive legally binding global ageement on 2

11 climate change as guided by Bali Roadmap that ensues the successful "outcome of the 16 th Session of the onfeence of the Paties (OP 16) to the United Nations Famewok onvention on limate hange and the, 6 th Session of the onfeence Paties seving as the Meeting of Paties to the Kyoto Potocol (MP 6). 7. We also ageed to futhe stengthen ASEAN coopeation to effectively espond to climate change, especially on mitigation, adaptation and capacity building in aeas of mutual inteests such as sustainable development, envionmental potection and wate esouce management. We 'wee convinced that the ASEAN limate hange Initiative (AI) that was established to povide a consultative platfom will seve as an initiative that contibutes significantly to these endeavous. 8. '!'Ie, theefoe, adopted the ASEAN Leades' Statement on Joint _, Response to limate hange as a concete manifestation of ou,collective commitment to addess climate change. We tasked elevant Ministes and senio officials to implement this Statement and othe elated ageements, including the possibility of developing an ASEAN Action Plan on limate hange. ASEAN's Education and Human Resouces Development 9. We ageed that education and human esouces development should be given a pioity in the pocess of community building, given thei cucial ole in achieving a esilient, dynamic and sustained ASEAN ommunity and a peoploiented ASEAN ommunity. We wee committed to stengthening coopeation on education, technical and vocational taining and lifelong leaning, and othes. We stessed the impotance of medium- and long- tem measues to upgade the quality of the wokfoce and developing a wokfoce esponsive to the job maket. 10. We tasked ou Ministes and senio officials to sustain concete measues and activities to implement the ha-am Hua Hin Declaation on Stengthening oopeation on Education to achieve an ASEAN aing and Shaing ommunity. ASEAN's entality 11. We stessed the impotance of and detemination to maintain ASEAN's cental ole in the emeging egional achitectue, taking into account fast-changing developments in egional and intenational 3

We ageed to adopt a two-pong appoach with pioity given to the acceleation of ASEAN's integation and community building while intensifying ASEAN's extenal elations and ensuing ASEAN's ole as the diving foce in egional coopeation famewoks. We emphasized the need to develop ASEAN's stategies with impotant patnes and foste ASEAN's common stance and appoach on impotant egional and global issues. We ageed that any new egional famewok o pocess should be complementay to and built upon existing egional mechanisms and the pinciple of ASEAN's centality. ASEAN hate 12. We noted with satisfaction impotant pogess in the implementation of the ASEAN hate, which would povide a legal and institutional famewok fo the ASEAN ommunity and beyond. We wee pleased to see that ASEAN's new oganizational stuctue has been put in place with the establishment of new bodies, namely the ASEAN oodinating ouncil (A), the ommunity ouncils, the ommittee of Pemanent Repesentatives to ASEAN (PR) and the ASEAN Integovenmental ommission on Human Rights (AIHR). We appeciated the significant pogess in developing legal documents necessay fo the implementation of the hate, notably the signing of Potocol to the ASEAN hate on Dispute Settlement Mechaiisns and the Ageement on the Pivileges and Immunities of ASEAN, among othes. We esolved to finalise the emaining pending legal documents as soon as possible. 13. We stessed the impotance of binging the hate into life in all aspects at the ealiest. We, theefoe, instucted ou Ministes and senio officials to ensue the close coodination among key bodies, impove the woking methods and complete a full legal famewok fo the hate. ASEAN ommunity Building 14. We wee satisfied with the pogess in implementing the Roadmap fo an ASEAN ommunity by 2015, compising the Bluepints fo the ASEAN Political-Secuity ommunity (APS), the ASEAN Economic ommunity (AE) and the ASEAN Socio-ultual ommunity (AS) and the 2 nd Initiative fo ASEAN Integation (IAI) Wok Plan ( ). We tasked elevant Ministes and senio officials to speed up the implementation of those ageements though timely atification of ageements and potocols as well as concete actions. We stessed the need to set up a monitoing mechanism to ensue the effective implementation, to clealy identify pioities fo each peiod and 4

13 implementing bodies, and to impove coodination among the pillas and esouce mobilization. 15. With full commitment to a peoploiented ASEAN, we encouaged all sectos of the society to paticipate actively in the community buildinq pocess. We emphasized the need to enhance the sense of community among ASEAN peoples and to pomote the awaeness of ASEAN in ou patnes and the wold at lage. In this connection, we commended the adoption of ommunication Plans fo the thee ommunity Pillas. 16. We pledged to do ou best to futhe pomote and potect the ights of ou people. In this egad, we wee pleased with the opeationalisation of AIHR as an oveaching institution fo egional coopeation on human ights. We tasked elevant Ministes to give necessay guidance so that AIHR could finalize its 5 yea Wok Plan as equied by its TOR as ealy as possible. We noted the kind offe of the Philippines to locate the AIHR Headquates in Manila and equested the Foeign Ministes to conside this issue at a late stage. ASEAN Political-Secuity ommunity (APSe) 17. We noted with satisfaction the significant pogess achieved in the implementation of the APS Bluepint and tasked elevant Ministes and senio officials to enhance the utilization of ASEAN's existing tools and mechanisms such as the Teaty of Amity and oopeation in Southeast Asia (TA), the Southeast Asia Nuclea Weapon-Fee Zone Teaty (SEANWFZ), the Declaation of onduct of Paties in the South hina Sea (DO), the ASEAN Regional Foum (ARF), the ASEAN Defence Ministes' Meeting (ADMM), ASEAN Ministeial Meeting on Tansnational ime (AMMT) and the ASEAN onvention on ountteoism to ensue egional peace and secuity. We stessed the impotance of effective coodination and collaboation among vaious sectoal bodies unde the puview of the APS and the need fo a stategic and holistic appoach in the implementation of the APS Bluepint. We commended the APS ouncil fo adoption of the APS ommunication Plan in Januay We wee encouaged to note that the impotant ole of the TA as the key code of conduct govening intstate elations in the egion continues to be stengthened with the inceasing numbe of the High ontacting Paties and applicant counties. In this egad, we welcomed the desie of the EU/E, anada and Tukey to accede to the TA. 19. We eiteated ou commitment to implementing the SEANWFZ 5

14 Teaty and its Plan of Action and uged Nuclea Weapon States to conside thei ealy signing of the SEANWFZ Potocol to futhe pomote Southeast Asia as a Nuclea Weapon-Fee Zone. 20. We noted that ASEAN has submited the Memoandum on Activities Related to the SEANWFZ Teaty to the 2010 Review onfeence of the Paties to the Teaty on Non-Polifeation of Nuclea Weapons (NPT) which would help highlight the significance of SEANWFZ. 21. We noted the pogess made in dafting the Ha Noi Plan of Action to Implement the ARF Vision Statement, which would futhe contibute to confidence building, peace and stability in the egion. 22. We welcomed the pogess made in defence dialogue and coopeation unde the ADMM famewok. We viewed that an ADMM Plus could help stengthen the existing coopeation on egional defence and secuity between ASEAN and its Dialogue Patnes in accodance with the ADMM's open, flexible and outwad-looking natue. In this connection, we ageed on the convening of the ADMM+8 on a egula basis and tasked ou Defence Ministes to ensue its ealy implementation. 23. Noting with satisfaction ASEAN's ongoing coopeation in nontaditional secuity issues we emphasized the need to fully implement the ASEAN onvention on ountteoism and its ompehensive Plan of Action. We ageed on the need to futhe stengthen coopeation and coodination among domestic secuity agencies of ASEAN Membe States. ASEAN Economic ommunity (AE) 24. We welcomed the outcome of the 3 d AE ouncil Meeting, paticulaly on the pogess made in the implementation of the AE Bluepint. We ageed to intensify effots in inta-asean economic integation, stessed the need to finalise all emaining measues, and uged fo pompt implementation of all ou economic integation commitments by all Membe States. 25. We took note that since the adoption of the AE Bluepint in Novembe 2007, significant pogess has been made towads achieving the AE. Beginning 1 Januay 2010, 99.5% taiff lines in the ASEAN's inclusion lists unde the ommon Effective Pefeential Taiffs fo ASEAN Fee Tade Aea (EPT-AFTA) stood at 0 to 5%, making this the 6

15 most tangible high-impact outcome fo ASEAN. Inta-ASEAN tade almost tipled to US$ billion in 2008 as compaed to 2000 when all ten Membe States joined the EPT-AFTA. We eaffimed ou commitment to fee flow of capital with the endosement of the Implementation Plan to pomote the development of an integated ASEAN capital maket. We wee pleased with the enty into foce of the hiang Mai Initiative Multilatealisatioi (vlim) Ageement on 24 Mach 2010 and the poposed establishment of the edit Guaantee and Investment Facility (GIF). We futhe emphasised the impotance of conceted effots on enegy and food secuity, tanspotation libealisation, including the ceation of a single aviation maket in ASEAN by 2015 as povided fo in the AE Bluepint and othe sectoal coopeation. 28. To futhe expedite the AE building pocess, we undescoed the impotance of implementing measues consistent with the timelines in the AE Bluepint. To this end, we tasked Sectoal Ministeial Bodies to eview the implementation of commitments unde thei puview to ensue timely atification and implementation of, as well as, compliance with Ageements and Potocols that had been signed. We also instucted them to exet maximum effot, including allocating adequate esouces in implementing measues that would impact the AE most, taking into account the coe objectives of each of the fou pillas in the AE Bluepint. We futhe tasked Economic Ministes to cay moe public pivate dialogue activities fo a meaningful and effective AE. 29. We wee pleased with the achievements in vaious extenal economic integation initiatives in ASEAN as of 1 Januay 2010, 7

We welcomed the establishment of the ASEAN ommission on the Pomotion and Potection of Women and hilden (AW) as anothe impotant development of ASEAN. We believed that the AW would help stengthen egional coopeation and compliment national effots on the pomotion and potection of the ights of women and childen, fo thei well-being, development, empowement and paticipation in the ASEAN community-building pocess. In this connection, we tasked the ASEAN Ministes esponsible fo social welfae and development to ensue pope alignment of AW with the AIHR. 33. We noted with pleasue that the ASEAN Ageement on Disaste Management and Emegency Response (AADMER) came into foce on 24 Decembe We tasked ou Ministes to fully opeationalise the ASEAN oodinating ente fo Humanitaian Assistance on disaste management (AHA ente) as called fo in the AADMER and to finalise the Standad Opeating Pocedue fo Regional Standby Aangements and oodination of Joint Disaste Relief to povide timely elief in humanitaian emegencies. We welcomed the outcome of the 10 th Meeting of the ASEAN Ministes esponsible fo Infomation (AMRI) and the 1st ASEAN Infomation Ministes plus Thee Meeting (AMRI+3) held in Vientiane in Novembe 2009, which contibuted to enhancing media coopeation in ASEAN community building and ceated the ASEAN + 3 coopeation famewok in infomation. 36. We welcomed the pogess made in implementing the ASEAN Plan of Action on Science&Technology (APAST) and the Roadmaps fo Flagship Pogammes, which ae impotant guidance and diection fo us to implement ou science and technology activities in the futue to meet ou goals of social and economic development. 27 ASEAN LEADERS' STATEMENT ON JOINT RESPONSE TO LIMATE HANGE VIE'TNAM 2010 WE, the Heads of State/Govenment of Bunei Daussalam, the Kingdom of ambodia, the Republic of Indonesia, the Lao People's Democatic Republic, Malaysia, the Union c1f Myanma, the Republic of the Philippines, the Republic of Singapoe, the Kingdom of Thailand and the Socialist Republic of Viet Nam, Membe States of ASEAN, on the occasion of the 16th ASEAN Summit; RENEWING ou commitments made in the ASEAN Joint Statement on limate hange to the 15th session of the onfeence of the Paties (OP) to the United Nations Famewok onvention on limate hange (UNF) and the 5th session of the onfeence Paties seving as the Meeting of Paties (MP) to the Kyoto Potocol (2009), the ASEAN Declaation on the 13th session of OP to the UNF and the 3d session of the MP to the Kyoto Potocol (2007), and the ASEAN Declaation on Envionmental Sustainability (2007); REAFFIRMING that the UNF and its Kyoto Potocol constitute the cuent legal famewok and legal instument fo the intenational community to combat global climate change and that compehensive, effective and binding outcomes of the Bali Roadmap ae essential fo futheing the implementation of the UNF and the Kyoto Potocol and should be addessed by a consensusbased and tanspaent manne; FURTHER REAFFIRMING the pinciple of equity and in accodance with thei common but diffeentiated esponsibilities and espective capabilities and national cicumstances; UNDERSTANDING that while the openhagen Accod is not a legally binding instument, it povides elements that could be consideed as inputs to the two-tack pocess of the Ad-hoc Woking Goup on Long-tem oopeative Actions (AWG-LA) and the Ad-hoc Woking Goup on Futhe ommitments fo Annex I Paties unde the Kyoto Potocol (AWG-KP) aimed at eaching at a fai, equitable, and legally binding ageement that ensues a successful OP 16/MP 6 in Mexico; > NOTING the lage numbe of counties associating themselves with the openhagen Accod; REOGNIZING that the Southeast Asian egion is also vulneable to climate change which will seiously affect most of aspects of livelihood and limit ou development options fo the futue, including ou effots towads the achievement of the Millennium Development Goals; REOGNIZING the impotance of sustainable foest management in ASEAN, which will contibute significantly to the intenational effots to pomote envionmental sustainability and to mitigate the effects of climate change; SHARING a vision fo an ASEAN ommunity esilient to climate change, and suppoting ou national and global effots to combat climate change consistent with ou common but diffeentiated esponsibilities and espective capabilities; DO HEREBY DELARE TO: Towads a global solution to the challenge of climate change ateop 161MP _. -> > 1. Reaffim ou ight to sustainable development and esolve to achieve the ultimate objective of the UNF to stabilize atmospheic geenhouse gas concentations at a level that would pevent dangeous anthopogenic intefeence with the climate system and within a timfame sufficient to allow ecosystems to adapt natually to climate change, to ensue that food poduction is not theatened and to enable economic development to poceed in a sustainable manne; 2. Uge all Paties of UNF to wok togethe to secue a legally binding ageement, paticulaly to limit the incease in aveage global tempeatue to below 2 degees elsius above the pindustial level, and encouage all Paties concened to engage in futhe discussions to elaboate appopiate povisions, which should be concluded at OP 16/MP 6 in Decembe 2010;

Uge developed counties to continue taking the lead by making moe ambitious commitments and setting out specific and binding tagets to educe geenhouse gas emissions in the mid-tem and longtem; 4. all upon developed counties to suppot developing counties, and take full account of the specific needs and special situations of the least developed counties and those most affected by climate change, with adequate, pedictable and sustainable financial esouces, tansfe of technology, as well as capacity enhancement to enable adaptation effots and nationally appopiate mitigation actions by developing counties though effective and new institutional aangements; 5. Uge all counties, paticulaly developed counties, to ensue that thei existing and futue unilateal policies and measues as well as maket-based mechanisms in addessing climate change will not negatively affect intenational tade as well as the sustainable economic and social development of developing counties, taking into full account the specific needs and special situations of the least developed counties; 6. Uge developed counties to fulfill thei obligations unde the UNF and to povide scaled-up, new and additional, adequate and pedictable funding to the developing counties, taking into full account the specific needs and special situations of the least developed counties and those most affected by climate change which shall be povided with incentives to continue to develop on a low emission pathway; 7. Encouage all developing counties to make active contibutions to the global effots though the development and implementation of Nationally Appopiate Mitigation Actions (NAMAs) on a voluntay basis, in accodance with thei diffeent national cicumstances, while welcoming adequate financial and technical suppot that is made available to them; 8. Encouage South-South coopeation to suppot ASEAN Membe States in addessing the impacts of climate change though technical coopeation and capacity building; 9. Reaffim that ageement on and effective implementation of Reduced Emission fom Defoestation and Foest Degadation (REDD)-plus mechanisms is citical fo contibutions by ASEAN Membes States to mitigate emissions, and offes majo oppotunities fo enhancing biodivesity consevation and sustainable use of natual esouces, as well as suppoting the livelihood of local communities in' a sustainable manne; 10. Wok constuctively togethe to ensue that the outcome of OP 16/MP 6 will incopoate longtem coopeative actions to addess climate change in accodance with pinciples and povisions of the onvention and the Bali Action Plan, in paticula on mitigation, adaptation, finance, technology tansfe, capacity building and taking into account the specific national cicumstances of Paties and a futue ageement of the Second ommitment peiod of the Kyoto Potocol; 11. ommit to actively contibute towads a successful outcome of OP 16/MP 6; Towads an ASEAN ommunity esilient to climate change 12. ontinue to exchange views among ASEAN Membe States on intenational climate negotiations unde the UNF, befoe and in Mexico (OP 16/MP 6) as well as othe elated intenational confeences.
