6 COURSE DESCRIPTION POL 101 INTRODUCTION TO POLITICAL SCIENCE Nature, Scope Concepts and Methods of Political Science and International Relations including Basic terminologies: Power, Influence, Authority State, Society, Nation, Constitutions, and Forms of Government. POL 102 CITIZENSHIP AND ELEMENTS OF GOVERNMENT The relationship of the citizen to the state in terms of the duties and obligation of the citizen to the state. The responsibility of the state to the citizen must also be investigated. The nature of strained relations and the processes of reconciliation. Political obligation, basis of freedom, loyalty and patriotism. POL 103 INTRODUCTION TO INTERNATIONAL RELATIONS Meaning and Scope of International Relations, Sources of International Law, Forms of interaction between Nation-States, Foreign Policy as well as distinction between International Relations, International System and International Politics. POL 104 NIGERIAN CONSTITUTIONAL DEVELOPMENT A study of the political and constitutional developments in Nigeria from the historical event of amalgamation in 1914 through the various constitutional developments. POL 105 FOUNDATIONS OF POLITICAL ECONOMY Examination of the conceptof Political Economy via a study of the relationship between Politics and Economics. A foray into the theory of Political Development as espoused by schorlars including Claude Ake, Samir Amin and Bade Onimode; Stages in Political Development to wit: Capitalism, Socialism, and Communism. A detailed review of the Modernization and Imperialism Theses and an examination of the Political Economy of Post- Colonial African (Nigerian) State. This course should also grapple with the symptoms of underdevelopment in Africa as well as a study of how Development Institutions so-called impact the study and understanding of Political Economy. Such institutions to be review include- IMF, World Bank, ECOWAS, EAC and SADC. POL 106 INTRODUCTION TO AFRICAN POLITICS Survey of approaches to the study of African Government and Politics as well as the basic features of pre-colonial, colonial and post-colonial systems of government in Africa. POL 201 POLITICAL ANALYSIS 266

The relationship between regime types and political efficiency, citizen participation and political culture POL 202 THEORIES OF STATE An examination of the various theories of State culminating in the Marxian and Capitalist theories. POL 203 POLITICAL IDEAS Introduction to major political ideas in their historical context. Emphasis should be placed on concepts like Monarchism, Liberalism, Democracy, Socialism, Fascism and Anarchism. POL 204 NIGERIAN GOVERNMENT & POLITICS Survey of approaches to the study of Nigerian government and politics as well as the basic features of pre-colonial and post colonial systems of government. POL 205 INTRODUCTION TO COMPARATIVE POLITICS The scope, basic concepts and theories associated with comparative politics. System, structural-functional, elite, modernization, power, Marxist and other theories are compared and related to countries as they are affected POL 206 INTRODUCTION TO PUBLIC ADMINISTRATION Nature of Public administration; Similarities and differences between public and Private Administration, functions of public administration, schools or conceptual approaches to the study of Public Administration the goal Model, System Model, Decision-Making Model, Classification Model, Human Relations Model Sociological Model, classifications or typologies of Organizations. Bureaucracy, Functions, Public Administration in National development Growth and development, Reforms of the Civil Service, Changing Role of Socio-Economic and Political Transformation. International Public Administration and its Relationship with Domestic Public administration POL 207 INTERNATIONAL POLITICAL SYSTEM Actors and their behaviour within the international political arena. Conflict resolution etc. War and Peace as issues in the international political system. Diplomacy and other instruments of inter state relations POL 208 LOCAL GOVERNMENT IN NIGERIA 267

8 Evolution of local government in Nigeria; problems, challenges and prospects. A critical study of whether or not local governments are autonomous arm of government or surrogates of others. POL 301 RESEARCH METHODOLOGY Study of concepts and methods of social sciences inquiry especially of Political Science and International Relations discipline. Philosophy of science and social sciences inquiry; presuppositions, aims and history of procedures and methods; research techniques, source, bibliography, references, presentation and analysis of data, publication of investigative results. POL 302 COMPARATIVE FEDERALISM A critical expository study of federal government across the globe in relation to Nigeria. Origin of Federalism, Classification and models; evaluating structural arrangements in federal systems such as Nigeria, Canada, USA, Germany and India POL 303 FOREIGN POLICY ANALYSIS Nature of Foreign Policy as an activity. Purpose and determinants of foreign policy. Decision making in foreign policy; different theories. POL 304 COMPARATIVE POLITICS Comparative political Analysis: History of Comparative politics concepts, the Scientific Method, and Logic of Comparative Politics; Case Study approach; Competing paradigms or orientation in comparative political analysis; the strategy of across-system theorizing; measurement problems in cross-national research POL 305 CONTEMPORARY POLITICAL ANALYSIS Contending paradigms in contemporary political analysis, their philosophical and ideological roots, as well as evaluation: elite approach, group theory, functional system and communications theory, basic concepts and elements of game theory and political, bargaining structural analysis, theories of political development; the new political economy. POL 306 STATISTICS FOR MANAGEMENT AND SOCIAL SCIENCES Basic items in descriptive, analytic and predictive statistics, measures of central tendencies, logic and technique of chi-square, correlation, regression, and Analysis of Variance, ANOVA POL 307 THEORIES OF INTERNATIONAL RELATIONS 268

9 Examination of the various theoretical approaches used to explain interactions among states and non-state actors in the global system- e.g. system theory, game theory, bureaucratic theory, rational actor model, balance of power POL 308 CONTEMPORARY ISSUES IN INTERNATIONAL POLITICS Examination of contemporary issues of the day in global politics including treatment of issues like War against Terrorism, Crises in the middle-east, Global Economic recession, Environment, Poverty, Islamism and debt issues. POL 309 POLITICS OF DEVELOPMENT & UNDER-DEVELOPMENT A systematic and theoretical study of the political and socio-economic context of the problem of development and underdevelopment; dependency and international and internal economic structures; analysis of profound change; agents of change and constraints and problems contingent on rapid socio-economic change, with specific reference to postcolonial African States in comparison with Latin American and Asian countries. POL 310 COMPARATIVE FOREIGN POLICY An examination of Foreign Policies of selected countries-usa, Britain, France, Germany, Japan etc in comparative perspective to Nigeria and Africa. Emphasis on the North-South politics and the policies that drive their relationship including G8, G20 and fallouts as they relate to Africa. POL 311 INTERNATIONAL POLITICS OF FRANCOPHONE STATES Studies government and politics of selected Francophone African states, especially those surrounding Nigeria. POL 312 ASIA IN WORLD POLITICS Focused attention on the rise of Asian Tigers and implication on status quo and global politics. POL 313 HISTORY OF POLITICAL THOUGHT Examination of selected Classical and Modern Political Thinkers, such as Plato, Aristoltle, Machiaveli, Locke; Marx, Fanon, Senghor, Nkrumah, etc., with special emphasis on the germination and impact of their ideas. POL 314 NEW STATES IN WORLD POLITICS The emergence of news states in world politics and their impact. A survey of how great powers are incorporating or checkmating the new and emerging economic and political powers. The Politics of G8, G20 and emerging nations. POL 315 POLITICAL BEHAVIOUR 269

10 The study and measurements of various determination of political behaviour; political socialization, political culture, political participation and apathy. Electoral behaviour, opinion, and political communication POL 316 PUBLIC POLICY ANALYSIS Concepts and strategies of planning, programming and budgeting system (PPBS); basic techniques of network construction and analysis examined descriptively and from the perspective of administrative system; cost effectiveness and critiques. POL 317 GOVERNMENT & ADMINISTRATION OF URBAN SYSTEM 3Credits The problems involved in the planning and execution of major services in urban political systems, and an examination of the structure of political power operating in such system. POL 318 REGIONALISM IN AFRICA Exploration of how Africa has fared as a regional entity as well as contextualization of regional politics among the blocs of the continent. Politics in the African Union and the various sub-regional organizations like ECOWAS, SADC and EAC. POL 401 DIPLOMACY AND INTERNATIONAL POLITICS The course deals with the problem of definitions, historical development of diplomatic practice, diplomacy as a foreign policy, the foreign officer, diplomatic representation function of diplomacy, diplomatic career, etc. It also examines trends in diplomatic practice, diplomatic language and documents, diplomatic immunities and privileges. POL 402 LONG ESSAY/RESEARCH PROJECT Designed to allow students to embark upon independent research in such fields and on such topics as may be agreed upon between the student and his or her instructor/supervisor. POL 403 THE MILITARY AND POLITICS Interdependence of civil and military types; military in the foundation of state; impact of social structures and ethnic or class conflicts upon military organizational procedures and behaviours; the problem of civilian control of the military; the role of armies in revolution; the phenomenon and definition of military industrial complex, ubiquity of military extractive tendency; explaining the stability or instability of civil military relations in comparative setting. POL 404 PRINCIPLES OF INTERNATIONAL LAW Studies of the general principles and practice of international law; law of treaties, diplomatic law; Detailed study of major institutions (Governmental, and Non-Governmental) e.g. League of Nations, UNO, AU, ECOWAS, OAS, Red Cross and AREF. 270

11 POL 405 POLITICS AND LAW IN AFRICA This course is a comparative examination of the inter-relationship between laws and politics in different African countries by studying the political significance of the judicial process during the colonial and independence periods. The first section deals with the concept of law, what it is; how law arises and how it becomes institutionalized. The second part addresses the judicial process, specifically the systems of criminal justice which translates the abstract concerns of law into concrete institutions and policy and analysis of application to specific individual benefits POL 406 CONTEMPORARY DEFENCE AND STRATEGIC STUDIES Examination of issues like, peacekeeping and humanitarian, ethics in international politics, refugees, displaced persons and international migration. A survey of the strategy and tactics in international politics including emphasis on the three strategic plan of action isolation, mentality and aggression; a review of the policies of arms race, arms control and deterrence and such other current issues as many arise from time to time. POL 407 PRINCIPLES OF ADMINISTRATIVE LAW Administrative process, purposes of government, delegated legislation, redress of grievance, public corporation, discretionary power, case studies and application. POL 408 INTERNATIONAL INSTITUTIONS Detailed study of major institutions (Governmental and non-governmental) e.g. League, of Nations, UNO, OAU, ECOWAS, OAS, Red Cross and AREF. POL 409 REVOLUTION & SOCIETY In-depth study of the major trends in the studies of revolutions and rebellion across the globe; from notable ones like the socialist revolution in the Russia, Romania to others like the Beninois version of Perestroika and Glasnost as well as those of popular uprisings like those led by: Thomas Sankara of Burkina Faso, Jerry-Rawlings of Ghana and Samuel Doe of Liberia. POL 410 COMPARATIVE PUBLIC ADMINISTRATION Concepts and the Evolution of comparative public Administration; Cross-national study of Public Administration both on Emergent and Developed States, Structures and Functions of Bureaucracies in these states. POL 411 FOREIGN POLICIES OF WORLD/GREAT POWERS 3credits Selected foreign policy issues and initiatives of world powers e.g. USA, Britain, France and former USSR (now Russia). POL 412 COMPARATIVE LOCAL GOVERNMENT 271

12 Examination of the theoretical bases of different local government systems (e.g. Nigerian, British, French, and American) and their relationship to structural organisation of local government. Comparison of main features of devolution, and deconcentrating, management, community power structures, finance and central-local relationships. POL 413 THE POLITICS OF INTERNATIONAL ECONOMIC RELATIONS This course underlines the economic bases of some of the actions and reactions in international politics, drawing material from International Trade, Commercial Policy, Capital Movements, etc. Role of IMF, World Bank, and such monetary agencies; Multinational enterprises and national power. Theory of unequal exchange and the North/South problems; finally the Economic theory of national boundaries, Customs Unions, and Currency areas POL 414 GLOBALISATION AND DEVELOPMENT 3Credits A survey of the idea of global village and its implications on development across the regions of the world. Gains and pains of globalization to Africa and Nigeria in particular with emphasis on remedies or way forward. POL 415 HUMAN RIGHTS 3 credits A panoramic survey of human right records globally with case studies of major abuses across regions of the world plus special emphasis on developing countries of the world, Africa and Nigeria. Human Rights Organisations, Refugees and Human Right issues and cases. POL 416 THIRD WORLD AND DIPLOMACY The modernization/development school and contemporary Third World politico-social structure. Criticisms of the modernization/development school. The dependency/underdevelopment approach to the understanding of contemporary Third World political and social structure. Criticisms of the dependency/underdevelopment school. The modes of production school. Capitalist penetration of the Third World nations, under the dominance of merchant capital. Capitalist penetration of the Third World nations (especially African, Asian and Latin American) under the dominance of capital export. POL 417 NIGERIAN FOREIGN POLICY The internal setting of Nigeria s foreign policy; pressure groups; domestic schisms; consensus building processes, etc. Nigeria s neighbours as the wider African setting; and international environmental policy process and issues during civilian and military regimes. The effect of the Civil War on Nigeria s foreign policy; the changing pattern of Nigeria s foreign policy; Issues and problems of foreign policy making since 1976 and Nigeria s Pan- African role. 272

13 POL 418 INTERNATIONAL POLITICS OF MASS COMMUNICATION 3Credits The course is an overview of world s press systems. The focus will be on the directional flow of information between the industrialized and Third World nations, the scope, characteristics, peculiarities and current issues in international communication will be exhaustively treated so as to acquaint the student with a thorough knowledge of the politics and manipulate nature of international communication. 273
