At conclusion of meeting coaches elected Mark Shubert as Coach Advisory Chair. Executive Directors report - Ms. Swalley - - Written report submitted Ø SCS will be represented on 2016 TEAM USA by Jordan Wilomovsky (TSM) and Haley Anderson (TROJ), the first two members of the 2016 Olympic Team on the strength of their performances at the World Championship 10K Open Water competition. Ø SCS has continued to grow, breaking 25,000 on the athlete side with 1,594 outreach and 1,780 seasonal members. This again highlights the need for competition opportunities across the board. Geographic committees must take a long hard look at available facilities, competition balance, needs of ALL athletes and planning with accurate input from committee teams. 2 2 Ø Pacific Coast All Star meet will be held January 9-10 in Portland, Oregon. SCS will be sending a team of 32 8 by gender and ages 11-12, Head coach will be Ken Lamont (NOVA) - assistant coaches to be selected from MVN, CANY and AZOT. Ø The SCS team will be selected based on short course yard times achieved between September 1 st and December 21 st (end of Sectionals). Ø Applications are due by Sunday December 13 th (end of Winter JO). Application is open on the SCS home page under All Star logo. Ø The North American Challenge Cup will be held in Houston, Texas. The meet date has ben changed to August because the date of the Futures meet was changed. Ø A booster club in support of a coach owned club must join USA Swimming as an Organization to be insured. The team is insured as a member, but a booster club running the meet/snack bar, banquet, or any fund raising activity should also join to have insurance. The cost of joining USA Swimming is $ versus potential thousands of dollars a booster club would spend to insure its activities. The membership applications are available on line or call the office for this information. Ø Safe Sport has moved to being more proactive in education for athletes and parents. Clubs need to do more to get athletes and parent more active in the online education that is available. As a safety issue deck control at competitions needs to be enforced. Ø Clubs are again reminded that it is their responsibility to ensure that all athletes are current members of USA Swimming and ALL coaching staff maintains current safety requirements and certifications. This is a requirement to keep club liability insurance active. Ø 2016 will mark the end of eight Olympic Quads that I have worked for SCS. From my focus on creating a financial sound organization to my focus on quality experience for our athletes, I have always considered swimming the best youth sport for not only the competitive and physical advantages but also for the values instilled in our athletes. I have worked with incredible volunteers, coaches and officials to strive for SCS to be the best, and I thank each and every one of you who has been part of this journey. The end of 2016 is time for me to conclude my day- to- day efforts on your behalf; I will do everything I can to assist the Board in a smooth transition into I will continue to be active in USA Swimming as an official and national committee chair. Thank you for the opportunity to be part of such a great sport. Mary Jo Swalley General Chair - Mrs. Marshburn No Written report submitted Ø After 8 years Robin Smith will be stepping down as Top 10 banquet chair. Any parent interested in replacing Robin is encouraged to call the office to be put in contact with Robin. She will be happy to train a new chair. Administrative Vice Chair Mike Jafari - Written report submitted Senior Chair Rick Shipherd Ø Presented SCS Senior Development Competition model including o Meet calendar directed to three (3) cycle approach for Senior Development Ø Nomination of Karen Shipherd for SCS Senior Race Series Commissioner for M/S/C Age Group Vice Chair - Stacy Smith - Written report submitted Ø Due to the number or athletes SCS serves, many clubs are experimenting with innovative ways to accommodate these numbers. One area that we must not lose sight of in developing these meets is the 8 hours rule. There is the 4 hour rule limiting the time of events for 12 and under, but there is also a recommended 8 hour rule for a day. Ø The December format is a change for SCS, and unfortunately many coaches did not inform their families of these changes leading to many phone calls and misunderstanding. Change is always difficult but hopefully as we move forward this will be easier for all. We will also be evaluating this change in January.

3 3 Ø Club Championship - Since this is the first year of the new capped meet system and schedule, it was decided to blast reviewing: a swimmer entered and not making the top 8 for the 1650 will be allowed a bonus event. Will be included on web posting. Ø Motion: Allow any swimmer entered and then not selected for 1650 at Cub Champs will be able to enter the 1650 at the Junior Olympics in December. M/S/C Ø Meet size was discussed and all committees are reminded that more thinking out of the box needs to be done to offer meets of reasonable size for the athletes. Ø Committee reports o Coastal - Carried by Stacy Smith - - Coastal has added a position for Open Water Rep to Coastal Committee Board o Pacific Andy Chen - No report o Eastern John Ogden - No report o Orange - Devon Ames - No report o Metro - Sheri Stoddard The Metro Annual Age Group Camp (9-10 and 11-12) will be held in January because of the December SCS schedule. o Desert - Mike Polk - carried by Bob Hommel The Nevada State meet was held and as usual it was a large meet. Air quality was not optimal. Treasurer - Ron Ross - Written report submitted Ø Currently we have 110 athletes affiliated with SCS who have achieved Olympic Trials cuts. Secretary - Ms. Williams - Present - No report Committee Reports Athlete Jade Mueller- Galbraith Ø Proposed every club have an athlete representative involved in its club governance and on geographic committee. Ø Advised that clubs should get their athletes more involved and educated on safety and Safe Sport. Coaches Advisory - Mr.Voigt - Written report submitted Ø The SCS Coaches clinic featured USA Swimming High Performance Consultant, Russell Mark. Stroke technique, starts and turns were highlighted. Additionally Russell addressed the concerns of developmental and age group coaches. Ø Motion: In light of the results of the nomination process this year for SCS Coach of the Year it was suggested that we offer two awards in the future. One being Kevin Perry Award for the Senior Coach following the previously established criteria and a second award for the Developmental/Age Group Coach of the year, with criteria to be determined. M/S/C Disability Miss Johnson NP Legislation - Mr. Ruth NP Diversity and Inclusion Mr. Jafari Written report submitted Ø Moving in right direct The D&I Chairs for each committee are established and conducting monthly conference calls to help digest the information from the Western Zone calls and create a unique plan within SCS. Ø The inaugural D&I Camp will be held November 13 th and 14 th at Golden West College with guest speaker Anthony Ervin. An overwhelming numberof athletes registered, but a cap of 60 athletes was placed. The concept behind the SCS camp is to create a base of leadership within SCS that we can move forward to Western Zone D&I and eventually the National D&I camp.

4 Ø Special thanks to Kacy Ota, Tracy Maurer, Mohhammad Khadembashi, Bill Carroll and Virgil Chancy for all their hard work to make the camp possible. 4 Officials - Mr. Olivieri - Written report submitted Ø Spreadsheet containing all currently certified SCS officials is available. This list is available for all committees and host clubs to use in contacting officials to work their meets. SCS has 212 certified officials in 2015 reaching the goal of having over 200 officials certified in 2015 Ø Everyone is again reminded that SCS officials are volunteers and are not assigned. Host clubs and meet directors are encouraged to contact anyone on the list to officiate their swim meets. Ø SCS Level Meets are the only meets where the referee is assigned, but host clubs may request officials. Requests will be honored as much as possible based if the requested official holds the qualifying level of certification. Ø All officials who attended the 2015 Clinic do not have to take the 2016 test for SCS re- certification. Ø SCS has established a level of certification for SCAF officials allowing them to be in a position to be observers for high school league championship. Membership in USA Swimming and compliance in completing APT and background check are required. Open Water - Mr. Anderson - Ø Congratulations to Jordan Wilomovsky and Haley Anderson on their USA Olympic team selection. Ø There were twelve 2015 sanctioned Open Water events, up from the previous year. Ø Motion: Each geographic committee have an athlete on its committee board to represent Open Water. This is not to replace the current athlete, but an addition to the committee board. M/S/C Ø Chair is currently talking with other coaches and officials re: being part of the Open Water Committee. Anyone interested in Open Water please feel free to contact Jeremy to become a part of this movement. Ø Proposal and discussion about team selection and funding a coach and manager to represent SCS at the Age Group Nationals. This proposal was referred to the Age group committee to be explored because funding would be part of the age group budget. Review - Mr. West Written report submitted Ø This year has been a light year in protest filing due to the changes in Review procedures. There have been a total of ten administrative protests: o 3 incidents of bounced checks which were handled by policy o 2 incidents of late payment of entry fees which were handled by policy o I incident of parent wanting to get a valid time in Swims for a swimmer who was not eligible to swim the event. No rule violation; protest not heard. o I protest where entries were purported to be late. Handled by executive arm. o 3 protests referred to the Western Zone Board of Review. Ø Three hearings held this year due to carry- over of protest filed in late Ø All matters are current and there have been no hearings in the 2015 calendar year. Planning - Mr. Stoddard Written Report submitted Ø The Planning committee feels there will be a need to initiate a Strategic and Integrated Planning process for Southern California Swimming. Ø The following recommendations were submitted as a consideration item for the next SCS Board of Directors meeting agenda. To be added to Rules And Procedures for Swimming - Part One General Rules and Procedures o The Planning Committee is recommending the addition of the following: c. Upon completion of the SCS schedule, each Geographic Committee shall schedule age group competitions suited to the Committee s needs. Clubs whose home pool is outside a 200 mile radius of a scheduled SCS Meet either Age Group or Senior may

5 o o 5 request to host a meet for athletes who are also outside the 200 mile radius of the scheduled SCS meet to their Geographic Committee for approval. (1) The Geographic Committee schedule is due at the September age group meeting. BoD Meeting. (2) The Age Group Committee and/or Senior Committee shall review and recommend approval as submitted or as amended by the Geographic Committee to the Board of Directors. Safe Sport - Ms. Lennon and Ms. Marshburn - Present - Written report submitted Ø This is 6 th year of USA Swimming Safe Sport program. Safe sport needs to be leadership driven and locally implemented. Ø This year marks a greater shift to local engagement. The best child protection efforts happen at club level and should be a part of the club culture. Ø SCS Safe Sport fund will be targeted toward swim meets as a primary parent engagement opportunity Ø Additionally opportunities will include: o Bag tags to clubs that provide and facilitate the athlete protection training for their athletes o USSA developing a Safe Sport Club certificate program. LSC Safe Sport chairs are being trained to assist clubs in achieving this status. o LSC Chairs will implement efforts to increase awareness, understanding and implementation of the three required policies (electronic communication, travel and bullying) by all SCS clubs end of the swim year. Times Recognition- Ms. Divan - - written report submitted Ø Time standards for have been developed at the recommendation and with guidance and assistance of Stacy Smith, Age Group Chair. They are now posted on the SCS website. Ø Sectional/Sectional Bonus standards are also posted and were developed at the recommendation of the Sectional committee for the senior category. Ø SCS once again submitted among the largest number of meets for the year to the national times database SWIMS. Between September 2014 and August 2015 ASCS submitted 317 meets to SWIMS 280 sanctioned, 32 observed and 5 approved. Ø SCS Top 16 is posted on a monthly basis to the website. Records are published on a quartile basis; September December - March and June. Old Business Ø Stacy Smith will be contacting all clubs who have not submitted club information for the 2016 Swim Guide. New Business - Executive Board Committee to meet following the HOD meeting.
