We employ a multi-party model of redistributive politics with mixed (office and policy) motivated parties that compete in two dimensions (economy and ideology) and we explore the impact of unemployment on electoral fragmentation (the distribution of votes among parties). We uncover a nonmonotonic relationship between unemployment and fragmentation that protest voting theories so far ignored. We show how big parties can capitalize electorally on unemployment by exploiting redistribution (in equilibrium) to woo the unemployed voters who are relatively more willing to switch their votes in response to more generous redistribution financed through taxation. When employment is high (and unemployment is low) the tax-base is large enough allowing for more redistribution. A moderate increase in unemployment can favour the big parties by increasing the size of their target voters (unemployed) that are up for grabs, before excess unemployment renders redistribution mechanism impotent by shrinking the tax base. Hence, electoral fragmentation initially declines before taking the uphill. We identify two necessary and sufficient conditions: i) the existence of an effective redistribution mechanism that big parties can exploit to score electoral gains, and ii) the absence of institutional checks and balances that can limit opportunistic usage of the public purse by big parties. Using data from OECD economies, we confirm empirically this non-monotonic relationship between unemployment and electoral fragmentation. We find that the economy is the single most important determinant of party-system structure in a democracy. Overall, our model lays a theoretical and empirical framework that relates economic malaise (unemployment) with party-system structure and political power (distribution of votes). It also points to the limitations of inclusive economic institutions (e.g. redistribution) by highlighting the opportunistic special interest politics behind redistributive mechanisms, not explored so far. Finally, it demonstrates that institutional and fiscal constraints are a double-edged knife: they can lead to more electoral power-sharing and pluralism but they can also increase electoral support for the extremes.
