3 INFORMATION FOR ELECTORS Requirements for electors a) Requirements To be an elector and to have the right to be registered on the list of electors, every person must: Be a natural person, and Be 18 years or older on November 5 th, 2017 And, as of September 1 st, 2017: Be a Canadian citizen; Not be under curatorship; Not be legally incapacitated. Furthermore, a person must fulfill one of the following conditions: Be domiciled in the territory of Sainte-Anne-de-Bellevue and, for at least 6 months in Quebec; OR, Be the sole proprietor of an immovable located in the territory of the City of Sainte-Anne-de- Bellevue since at least September 1 st, 2016 and have sent a written request for registration to the office of the returning officer; OR, Be the sole occupant of a business establishment located in the territory of the City of Sainte-Annede-Bellevue, since at least September 1 st, 2016, and have sent a written request for registration to the office of the returning officer. In the case of an immovable that belongs to undivided co-owners or in the case of a business establishment that is occupied by co-occupants, only the designated co-owner or co-occupant, by way of a proxy signed by the majority of co-owners or co-occupants, has the right to be entered on the list of electors as owner of the immovable or occupant of the business establishment. Said proxy must be sent to the office of the returning officer. 3
4 INFORMATION FOR ELECTORS b) To consult the list of electors To vote, your name MUST APPEAR on the list of electors. The list of electors shall be available for consultation at the following locations on October 6 th, 2017: City Hall, 109 Rue Sainte-Anne; Municipal Library, 40 Rue Saint-Pierre. Notice of registration During the week of October 9 th, 2017, you will receive by mail a notice of entry on the list of electors. Read it carefully. This notice will indicate the name(s) of the elector(s) at your address, as well as the place, time and date the Board of revisors will sit. If you do not receive a notice of registration or if corrections are required, you should appear before the Board of revisors. Board of revisors The Board of revisors will be located at City Hall, 109 Rue Sainte-Anne, Sainte-Anne-de-Bellevue. Revision opening dates and hours: October 19 th : from 2:30 pm to 5:30 pm and from 7 pm to 10 pm October 23 rd : from 10 am to 1 pm and from 2:30 pm to 5:30 pm October 24 th : from 10 am to 1 pm It is necessary to go before the Board of revisors to apply for an entry, a correction, or to strike a name off the list of electors. 4
5 Who can apply for a revision? The person herself/himself; The spouse (through marriage or common-law); Any of the following persons related to the elector: father, mother, grandfather, grandmother, father-in-law, mother-in-law, brother, sister, brother-in-law, sister-in-law, son, daughter, son-in-law, daughter-in-law, grandson, granddaughter; A person who lives with the elector; Any elector of the same polling subdivison (to strike off a name only). Accepted documents The person who files an application for entry, correction or strike off, is required to submit two (2) supporting documents with his/her application: The first document must, at the minimum, indicate the family name, first name and birthdate of the person for whom the application is made (i.e.: passport, birth certificate, citizenship certificate, health insurance card); The second document must, at the minimum, indicate the family name and first name of the person for whom the application is being made, as well as the address of the person s domicile (i.e: driver s licence, school report card, electricity or telephone bill). Reminder card On your reminder card you will find the address of your polling station, your section and the names of the candidates in your electoral district. Keep it in a safe place and bring it with you when you vote. It will allow the electoral staff to efficiently direct you to your polling station. 5
6 MOBILE POLLING The date and time of mobile polling will be confirmed at a later date. Who can participate? If you are domiciled in a health institution or a private seniors residence located in the City and recognized under the Act Respecting Health Services and Social Services (RLRQ, chapter S-4.2), and you are unable to move about, you can ask to vote in your room. 6
7 ADVANCE POLL October 29 th, 2017 Any elector registered on the list of electors may vote in the advance poll. The advance poll will be held on October 29 th, 2017 from noon to 8 pm at: Centre Harpell (district 1 to 6) 60 Rue Saint-Pierre 1. You must go to the voting location and bring your reminder card and any of the following: Health insurance card, as provided by the Régie de l assurance-maladie du Québec ; Driver s license or probationary license, as provided by the Société de l assurance automobile du Québec; Canadian passport; Indian status card; Canadian Forces identity card. 2. You will be directed to your polling station and the poll clerk will check that you are entered on the list of electors; 3. You will receive one or two ballot paper(s) and you will be directed to the polling booth where you will mark your ballot paper(s) with the name of the candidate(s) of your choice; 4. After having folded the ballot paper(s), you must return to the deputy returning officer in order to place the ballot paper(s) into the ballot box. The advance polling day station is accessible to people with reduced mobility. 7
8 POLLING DAY November 5 th, 2017 Any elector registered on the list of electors may vote. The locations to vote, from 10 am to 8 pm, according to the electoral districts are: Centre Harpell (Districts 1, 2 and 3) 60 Rue Saint-Pierre École du Bout-de-l Isle (Districts 4, 5 and 6) 190 Rue Vallée 1. You must go to the voting location and bring your reminder card and any of the following: Health insurance card, as provided by the Régie de l assurance-maladie du Québec ; Driver s license or probationary license, as provided by the Société de l assurance automobile du Québec; Canadian passport; Indian status card; Canadian Forces identity card. 2. You will be directed to your polling station and the poll clerk will check that you are entered on the list of electors; 3.
