1 BS/FM/R(2006)1 REPORT OF THE FOURTEENTH MEETING OF THE COUNCIL OF MINISTERS OF FOREIGN AFFAIRS OF THE BSEC MEMBER STATES Bucharest, 26 April The Fourteenth Meeting of the Council of Ministers of Foreign Affairs was held in Bucharest on 26 April It was preceded by the Meeting of the Committee of Senior Officials on April His Excellency Mr. Traian BĂSESCU, President of Romania, attended the opening session of the Fourteenth Meeting of the Council of Ministers of Foreign Affairs. 3. The following Member States of BSEC attended the Meeting: Republic of Albania Republic of Armenia Republic of Azerbaijan Republic of Bulgaria Georgia Hellenic Republic Republic of Moldova Romania Russian Federation Serbia and Montenegro Republic of Turkey Ukraine 4. The Meeting was attended by the representatives of the Republic of Belarus, the Republic of Croatia, the Federal Republic of Germany, the State of Israel, the Republic of Poland, the Slovak Republic, the Republic of Tunisia and the United States of America as Observers. 5. The representatives of the Parliamentary Assembly of the Organization of BSEC (PABSEC), the BSEC Business Council, the Black Sea Trade and Development Bank (BSTDB) and the International Center for Black Sea Studies (ICBSS) also participated in the Meeting.

2 6. The representatives of the Arab Republic of Egypt, People s Republic of China, Japan and the International Organization for Migration (IOM) attended the Meeting as official Guests. 7. The representatives of the Black Sea International Shipowners Association (BINSA) and Union of Road Transport Associations in the BSEC Region (BSEC-URTA), as Organizations having sectoral dialogue partnership with BSEC, also participated in the Meeting. The list of participants of the Meeting is attached as Annex I. 8. The draft agenda of the Meeting was discussed and adopted. The agenda, as adopted by the Ministers, is attached as Annex II. 9. The Meeting was chaired by H.E. Mihai-Razvan UNGUREANU, Minister of Foreign Affairs of Romania. The opening statement of the Chairman is attached as Annex III. 10. Ambassador Tedo JAPARIDZE, Secretary General of the Permanent International Secretariat of the Organization of BSEC delivered a statement, the text of which is attached as Annex IV. 11. The texts of the general statements of the Heads of Delegations are attached as Annex V. ADOPTION OF THE BUCHAREST STATEMENT 12. The Ministers adopted the Bucharest Statement. The text of the Statement is attached as Annex VI. RESOLUTIONS, DECISIONS AND RECOMMENDATIONS 13. Taking into account the new developments in BSEC since the Thirteenth Meeting of the Council, the Ministers discussed and adopted the Resolutions, Decisions and Recommendations, which was submitted to them by the Committee of Senior Officials for approval. The respective text is attached as Annex VII. 14. The Report of the Meeting of Committee of Senior Officials is attached as Annex VIII. DATE AND VENUE OF THE NEXT MEETING OF THE COUNCIL 15. The next Meeting of the Council of Ministers of Foreign Affairs will be hosted by the Russian Federation in October 2006, to be preceded by the Meeting of the Committee of Senior Officials. 2

3 EXPRESSION OF THANKS 16. The Ministers expressed their sincere thanks to the Government of Romania and personally to His Excellency Mihai-Razvan UNGUREANU, Minister of Foreign Affairs of Romania, for their contribution to the further promotion of the BSEC goals. They also expressed their gratitude for the hospitality extended to the delegations and the excellent arrangements made for the Meeting in Bucharest. 17. The Council expressed thanks to the Observers, PABSEC, BSEC Business Council, BSTDB, ICBSS and Organizations having sectoral dialogue partnership with BSEC, for their participation in the Meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States. ADOPTION OF THE REPORT 18. This Report was adopted by the Fourteenth Meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States. 3

4 Bucharest, 26 April 2006 Annex VII to BS/FM/R(2006)1 FOURTEENTH MEETING OF THE COUNCIL OF MINISTERS OF FOREIGN AFFAIRS OF THE BSEC MEMBER STATES Bucharest, 26 April 2006 RESOLUTIONS, DECISIONS AND RECOMMENDATIONS The Council of Ministers of Foreign Affairs of the Member States of the Organization of the Black Sea Economic Cooperation (BSEC), Guided by the basic principles and objectives embodied in the Charter of the Organization of the BSEC, Bearing in mind the provisions of the Summit Declaration on Black Sea Economic Cooperation signed in Istanbul on 25 June 1992, the subsequent Summit Declarations, as well as the Istanbul Decennial Summit Declaration, signed on 25 June 2002, Emphasizing that the BSEC consolidation on the basis of its transformation into a projectoriented international organization requires more forceful and active commitment from each Member State, Recognizing that BSEC needs to develop practical contacts with other international organizations and institutions for the enhancement of its role in the Black Sea Region in particular and on the international arena in general, Pursuing the directives and guidance envisaged in the Resolutions, Decisions and Recommendations, adopted at the Thirteenth Meeting of the Council of Ministers of Foreign Affairs held on 28 October 2005 in Chisinau, Moldova, Taking note of the Reports of the Meetings of the BSEC Subsidiary and Related Bodies, Summary Proceedings of Conferences, Seminars and Workshops, agreed on the following: 4

5 I. RESOLUTIONS THE FIFTEENTH ANNIVERSARY OF BSEC 1. The Council welcomed the proposal made by the Republic of Turkey to organize a Summit of the Heads of State or Government in Istanbul, on 25 June 2007, on the occasion of the Fifteenth Anniversary of BSEC and expressed its gratitude to the Turkish Government. 2. The Council expressed its confidence that the Summit would give a new impetus to the cooperation within BSEC and greatly contribute to the achievement of the BSEC principles and objectives. PROJECT DEVELOPMENT FUND 3. The Council expressed its satisfaction with the increasing operational perspectives of the BSEC Project Development Fund and invited the relevant authorities of the BSEC Member States and BSEC Related Bodies to undertake coordinated initiatives towards international financial instruments with the purpose to contribute in project generation and financing. 4. The Council instructed the Working Groups to include a permanent item in their Agenda with the title Project Development Fund and regional projects. 5. The Council took note of the Report of the Sixth Meeting (Istanbul, 16 September 2005) and the Report of the Seventh Meeting (Istanbul, 3 March 2006) of the Steering Committee of the Project Development Fund. The Council commended the operations of the BSEC Project Development Fund and expressed its satisfaction for the approval by the Steering Committee of the following project: Identification of barriers to trade that small and medium enterprises of BSEC Member Countries face in intra BSEC trade, as well as, proposals for country specific policy recommendations for the elimination of these barriers 6. The Council also expressed its satisfaction for the completion of the following projects: a. Project by BSEC-URTA Development of Distant Professional Learning Software for the International Road Transportation Industry b. Project Development of fundamentals and design of the sorption-membrane green technology to utilize boron from natural and wastewaters c. Project EU-BSEC Energy and Environmental Policy Network PROMITHEAS The Council appealed for an increased role of the BSTDB in financing projects, as it is foreseen in the BSEC Economic Agenda and the PDF Manual of Operations, and invited the BSTDB Boards of Directors and Governors to consider the possibility of BSTDB financial contribution and technical assistance to the Project Development Fund. 5

The Council, being conscious of the critically diminishing financial resources of the BSEC Project Development Fund and in line with BSEC Organization s principle towards a project oriented approach, emphasized the importance of uninterrupted operations of the Fund and called upon the Member States to transfer their contributions to PDF. 9. At the same time, the Council would welcome any contributions from the Observers and other international economic, financial organizations and institutions. FINANCIAL MATTERS a) Auditing Report of the 2005 Budget of PERMIS 10. The Council appreciated the work accomplished by the Group of Auditors on the 2005 Budget of PERMIS and absolved the Secretariat of its responsibility for the 2005 Budget of PERMIS and declared its files completed and closed. 11. At the same time, on the basis of recommendations made by the Group of Auditors, the Council instructed BSEC PERMIS to prepare, for the consideration of the next meeting of financial experts, concrete proposals regarding: i) improvement of budget preparation and its execution process; ii) better coordination of activities between BSEC PERMIS and Chairmanship-in-Office, in planning business trips; iii) introduction of necessary amendments to the relevant financial regulations. b) Draft Budget of PERMIS for the Financial Year The Council approved the Budget of BSEC PERMIS for the Financial Year 2007 which is appended as Attachment 1 to Annex VII to BS/FM/R(2006)1. APPOINTMENT OF COUNTRY COORDINATORS 13. The Council appointed the Hellenic Republic as the Country-Coordinator of the Ad-Hoc Group of Experts for Cooperation in the Customs Services as of 1 May 2006 for a period of two years. 14. The Council appointed Romania as the Country-Coordinator of the Working Group on Cooperation in Science and Technology as of 1 May 2006 for a period of two years and expressed its appreciation for the work done by Ukraine, the outgoing Country-Coordinator. TERMS OF REFERENCE OF THE BSEC WORKING GROUP ON INSTITUTIONAL RENEWAL AND GOOD GOVERNANCE 6

7 15. The Council approved the Terms of Reference of the BSEC Working Group on Institutional Renewal and Good Governance. The said document is appended as Attachment 2 to Annex VII to BS/FM/R(2006)1. TERMS OF REFERENCE OF THE AD HOC WORKING GROUP OF EXPERTS ON ELECTRICAL NETWORKS 16. The Council approved the Terms of Reference of the BSEC Ad hoc Working Group of Experts on Electrical Networks. The said document is appended as Attachment 3 to Annex VII to BS/FM/R(2006)1. TERMS OF REFERENCE OF THE BSEC WORKING GROUP ON COOPERATION IN COMBATING CRIME, IN PARTICULAR IN ITS ORGANIZED FORMS 17. The Council approved the Terms of Reference of the BSEC Working Group on Cooperation in Combating Crime, in particular in its Organized Forms. The said document is appended as Attachment 4 to Annex VII to BS/FM/R(2006)1. TERMS OF REFERENCE OF THE BSEC WORKING GROUP ON COOPERATION IN EMERGENCY ASSISTANCE 18. The Council approved the amended Terms of Reference of the BSEC Working Group on Cooperation in Emergency Assistance. The said document is appended as Attachment 5 to Annex VII to BS/FM/R(2006)1. BSEC ACTION PLAN FOR COOPERATION IN THE FIELD OF ENVIRONMENTAL PROTECTION 19. The Council approved the BSEC Action Plan for Cooperation in the Field of Environmental Protection and called upon the Working Group and the BSEC Member States to take further steps for its implementation. The said document is appended as Attachment 6 to Annex VII to BS/FM/R(2006)1. ACTIONS UNDERTAKEN BY THE HELLENIC REPUBLIC WITH REGARD TO THE BSEC-EU INTERACTION 20. The Council considered with satisfaction the actions undertaken by the Hellenic Republic within the mandate attributed at its Thirteenth Meeting in Chisinau (28 October 2005) in order to achieve a closer cooperation between BSEC and the EU. Furthermore, the Council invited the Member States and the Related Bodies to coordinate their activities, in view of promoting the concept of the establishment of a new EU regional Dimension in the wider Black Sea area, as 7

8 well as of a more active and institutionalized participation of the EU in the BSEC Organization s work as specifically agreed by the Council. OBSERVER STATUS WITH BSEC a) Application by the Republic of Austria 21. The Council, considering the application of the Republic of Austria, agreed to grant Observer status to the Applicant State for a renewable period of two years as of 1 May b) Application by the Arab Republic of Egypt 22. The Council, considering the application of the Arab Republic of Egypt, agreed to grant Observer status to the Applicant State for a renewable period of two years as of 1 May SECTORAL DIALOGUE PARTNERSHIP STATUS WITH BSEC 23. The Council considered the application of the Black Sea International Shipowners Association (BINSA) and decided to renew its status of sectoral dialogue partnership with BSEC for another period of two years as of 1 May 2006 until 30 April The Council considered the application of the Black and Azov Seas Ports Association (BASPA) and decided to renew its status of sectoral dialogue partnership with BSEC for another period of two years as of 1 May 2006 until 30 April ESTABLISHMENT OF BSEC WORKING GROUP ON CULTURE 25. The Council welcomed the proposal of the Hellenic Republic that a new area of cooperation in the field of culture be initiated. The Council instructed the Committee of Senior Officials and BSEC PERMIS to elaborate concrete modalities for the establishment of a new Working Group on Culture. CONSIDERATION OF THE ISSUES RELATED TO THE DRAFT BSEC AGREEMENTS ON VISA FACILITATION 26. The Council took note of the state of affairs with respect to the Draft Agreement on Simplification of Visa Procedures for the Businessmen Nationals of the BSEC Member States and the Draft Agreement on Simplification of Visa Procedures for Professional Drivers Nationals 8

9 of BSEC Member States and, recognizing their importance for BSEC, called upon the BSEC Member States to inform about their readiness to become Parties to the said Agreements. DRAFT MEMORANDUM OF UNDERSTANDING BETWEEN BSEC AND THE INTERNATIONAL ROAD UNION 27. The Council mandated the Secretary General of BSEC PERMIS to sign on behalf of the Organization the Draft Memorandum of Understanding between BSEC and the International Road Union, as finalized by the BSEC Working Group on Transport (Bucharest, Romania, March 2006). IMPLEMENTATION OF THE BSEC ADDITIONAL PROTOCOL ON PRIVILEGES AND IMMUNITIES 28. The Council mandated the Secretary General of BSEC PERMIS to continue consultations with the Host Country and agree on behalf of BSEC on the relevant amendments to the Headquarters Agreement between the Organization of the Black Sea Economic Cooperation and the Government of the Republic of Turkey. APPOINTMENTS TO BSEC PERMIS a) Secretary General II. DECISIONS 29. The Council appointed Ambassador Leonidas CHRYSANTHOPOULOS (the Hellenic Republic) as the Secretary General of BSEC PERMIS for a three-year term in office as of 1 May 2006 until 30 April b) Legal Advisor 30. The Council renewed for one year the term in office of Mr. Stanislav DEMIRDJIEV (the Republic of Bulgaria) as the Legal Advisor of BSEC PERMIS as of 1 May 2006 until 30 April c) Three Executive Managers (an Executive Manager post vacant as of 1 November 2005 and one of the two Executive Manager posts vacant as of 1 November 2006) 31. The Council also decided: - to appoint Mr. Predrag GAVRILOVIC (Serbia and Montenegro) as Executive Manager of BSEC PERMIS as of 1 May 2006 until 30 April 2009; 9

10 - to appoint Mr. Alexei NISTREAN (Republic of Moldova) as Executive Manager of BSEC PERMIS as of 1 November 2006 until 31 October EXPRESSION OF THANKS TO THE OUTGOING STAFF MEMBER 32. The Council expressed its high appreciation for the outstanding leadership displayed by Ambassador Tedo JAPARIDZE as Secretary General of BSEC PERMIS and paid tribute for his most valuable contribution to the promotion of principles and objectives of the Organization, its efficiency and public prominence. 33. The Council expressed its appreciation for the services rendered for BSEC PERMIS by Ambassador Tugay ULUÇEVİK, First Deputy Secretary General (Acting Secretary General from 17 September to 1 November 2004), who will complete his term of office on 30 April REVIEW OF THE STATE OF COOPERATION AMONG THE MEMBER STATES a) Meeting of the Ministers in charge of Environmental Protection (Bucharest, 3 March 2006) The Council welcomed the adoption of the Joint Declaration of the Ministers in charge of Environmental Protection of the Member States of the Organization of the Black Sea Economic Cooperation and noted the importance of this document, which will serve as a platform for cooperation among the BSEC Member States in this particular field for the future. Furthermore, the Council instructed the Working Group to take due account of the Declaration and to start action in this respect. b) Meeting of the Ministers of Transport (Bucharest, 15 March 2006) 35. The Council welcomed adoption of the Joint Declaration on the Further Developments in the Field of Transport in the BSEC Region and called upon the Member States to take due account of it and to commence action with regard to its implementation and asked the BSEC Member States to submit in time the relevant information needed for normal and timely realization of the respective sectoral projects. c) Meeting of the Ministers of Interior/Public Order (Bucharest, 24 March 2006) The Council welcomed the adoption of the Joint Declaration of the Ministers of Interior/Public Order of the Member States of the Organization of the Black Sea Economic Cooperation on Strengthening Cooperation in the Fight against Organized Crime, Corruption and Terrorism and noted the importance of this document, which will serve as a platform for cooperation among the BSEC Member States in this particular field for the future. Furthermore, the Council instructed the Working Group to take due account of the Declaration and to start action in this respect. 10

11 The Council welcomed the signing of the Memorandum of Understanding between BSEC and the International Organization for Migration as a practical instrument towards more concrete regional cooperation for a better migration management. d) Meetings of the BSEC Troika (Istanbul, 11 November; 20 December 2005) 38. The Council appreciated the information provided by the Chairman-in-Office on the outcome of the Troika Meetings held in Istanbul on 11 November 2005 and on 20 December 2005, and underlined the importance of the Troika as an efficient tool for smooth transition from one Chairmanship to another, thus ensuring continuity of BSEC activities in priority areas. e) Coordination Meeting of the BSEC Chairmanship-in-Office, Related Bodies and BSEC PERMIS (Istanbul, 12 December 2005) 39. The Council took note of the Conclusions of the BSEC Coordination Meeting of the Chairmanship-in-Office, BSEC Related Bodies and BSEC PERMIS. f) Follow-up of the Informal Meeting of the Committee of Senior Officials (Sinaia, Romania, 3-5 February 2006) 40. Being guided by the provisions of the Bucharest Statement, the Council instructed the Committee of Senior Officials, BSEC PERMIS, as well as the BSEC Related Bodies, mentioned in the Statement, to follow the guidelines regarding: a) Monitoring the implementation of the Resolutions, Decisions and Recommendations approved by BSEC Council of Ministers b) Reform and restructuring of BSEC in order to increase its effectiveness c) Improving the contribution of the Observer States to the BSEC activities and to report periodically on the implementation in order to assess the status by the BSEC 15 th Anniversary. g) Meeting of the Ad Hoc Group of Experts on BSEC-EU interaction (Istanbul, 1-2 March 2006) 41. The Council took note of the Report of the Meeting of the Ad Hoc Group of Experts on BSEC-EU Interaction, organized and financed by the ICBSS, in cooperation with BSEC PERMIS (Istanbul, 1 2 March 2006) and requested the ICBSS to continue its support of the Ad Hoc Group of Experts with a view to concluding the assignment given by the Council of Ministers of Foreign Affairs within a reasonable time frame. h) Meeting of the Committee of Senior Officials and BSEC Related Bodies with representatives of EU institutions (Brussels, 11 April 2006) 11

12 The Council took note of the Report of the Meeting of the Committee of Senior Officials and BSEC Related Bodies with representatives of EU institutions held in Brussels on 11 April The Council suggested to the future BSEC Chairmanships to continue the initiative launched by the Romanian Chairmanship-in-Office that consists in inviting experts from the European Commission to participate in the meetings of the BSEC bodies and to involve the European institutions in the work of BSEC subsidiary bodies. i) Meetings of the Working Group on Transport (Istanbul, 8-9 November 2005 and Bucharest, March 2006) 44. The Council appraised the approval of the Action Plan of BSEC in the Field of Transport for presented by the Country-Coordinator Romania and instructed the Working Group on Transport to ensure the implementation taking into consideration recommendations of the High-Level Group and UN/ECE, UN/ESCAP Expert Group and ECMT as well. 45. It also took note of the presentation of annual reports by BASPA, BINSA, BRASS, BSEC-URTA and CTM CIS at the Meeting and called upon the BSEC Sectoral Dialogue Partners to enhance their contribution to the BSEC activities in respective domains. j) Meeting of the Ad-Hoc Group of Experts on Electrical Networks (Istanbul, December 2005) 46.The Council took note of the Report of the Meeting. It encouraged the Ad hoc Working Group of Experts to continue its work for the enhancement of cooperation in the field of electrical networks in the Black Sea region and deliberated on the issue of harmonizing the legislative frameworks of the BSEC Member States with a view to promote the bridging of the BSEC regional electrical networks to Trans European Networks (TENs). k) Meeting of the Working Group on Energy (Baky, February 2006) 47. The Council adopted the Draft Report of the Working Group on Energy, with the following Notes attached to it: - Note No: BS/INFO dated 20 March 2006; - Note No: BS/INFO dated 31 March 2006; - Note No: BS/INFO dated 31 March 2006; - Note No: BS/INFO dated 3 April 2006; - Note No: BS/INFO dated 11 April l) Meeting of the Working Group on Institutional Renewal and Good Governance (Istanbul, February 2006) 48. The Council took note of the Report of the Working Group on Institutional Renewal and Good Governance and encouraged the said Working Group to speed up its activities in compliance with the Action Plan proposed by the Country-Coordinator. 12

13 m) Meeting of the Ad-Hoc Group of Experts for Cooperation in Customs Services (21-22 February 2006) 49. The Council took note of the Report of the Ad-Hoc Expert Group for Cooperation in Customs Services and encouraged the said Group to continue its deliberations on cross-border and customs regulations and their harmonization among the BSEC Member States taking into consideration relevant international conventions, standards and best practice. n) Meeting of the Working Group on Environmental Protection (Bucharest, 1-2 March 2006) 50. The Council took note of the Report of the Meeting of the Working Group on Environmental Protection and encouraged it to take further steps towards strengthening practical cooperation in this field. 51. The Council instructed the Working Group to continue elaboration of regional projects to be included in the draft Working Paper on BSEC-EU Interaction and invited the Member States to bring their contributions to the said draft document, aiming at enhancing the cooperation with the European Union in the field of environmental protection. o) Meeting of the Working Group on Cooperation in Science and Technology (Athens, March 2006) and the Meeting of the Task Force to prepare the Work Program for the BSEC Action Plan on Cooperation in Science and Technology (Bucharest, 7 February 2006) 52. The Council welcomed the endorsement by the Working Group on Cooperation in Science and Technology of the Workprogramme for the BSEC Action Plan on Cooperation in Science and Technology, as elaborated at the Task Force Meeting and called upon the Member States to bring the Workprogramme and its Attachments, in particular the List of ongoing and planned activities by country, to the attention of national stakeholders and potential external partners for the purpose of promoting wider participation in major projects with a regional impact. 53. The Council encouraged the Working Group and Romania as its new Country- Coordinator to continue the efforts aimed at the enhancement of cooperation in this field and in view of the documents adopted at the Ministerial level instructed the Country-Coordinator to elaborate a revised version of the Terms of Reference of the Working Group as well as to prepare its Plan of Action for The Council commended the support of the ICBSS to the organization of the meetings of the Working Group and the Task Force and its contribution to the preparation of the Workprogramme. 13

14 p) Common Meeting of the Working Group on Cooperation in Combating Crime and of the Network of the Liaison Officers on Combating Crime (Bucharest, March 2006) 55. The Council took note of the Report of the Working Group on Cooperation in Combating Crime, in particular in its Organized Forms and of the Network of the Liaison Officers on Combating Crime and encouraged the said Working Group to speed up its activities in compliance with the Action Plan proposed by the Country-Coordinator. q) Meeting of the Working Group on Cooperation in Emergency Assistance (Plovdiv, Bulgaria, March 2006) 56. The Council appraised the approval of the Plan of Action for by the Country- Coordinator Bulgaria and the Working Program for the current year. 57. With respect to the signing and entering into force of Additional Protocol to the Agreement between the Governments of the BSEC Participating States on cooperation in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters it invited the Member States that had not signed the document yet, to do so at the High-Level Meeting to be convened in Sochi in the framework of the Russian Chairmanship. r) Regional Conference on Energy (Bucharest, 3-5 April 2006) 58. The Council took note of the Summary Proceedings of the Black Sea Energy Conference organized by the Romanian Ministry of Foreign Affairs, the Ministry of Economy and Commerce, the Chamber of Commerce and Industry of Romania and the American Chamber of Commerce in Romania under the auspices of the Romanian Chairmanship-in-Office, and the support of USAID. 59. The Council acknowledged the importance of the Conference results for the process of establishing closer cooperation in the supply - operational - financial - demand areas in the energy sector as well as the efforts to improve the Energy Regulatory Framework dialogue in the Black Sea Region and invited the Member States to take further measures with a view to strengthening the regional cooperation in the field of energy. s) Meeting of the Working Group on Cooperation in Tourism (Bucharest, 7-8 April 2006) and Salon on Tourism in the Black Sea Region (Bucharest, 6-9 April 2006) The Council took note of the Report of the Meeting of the Working Group on Cooperation in Tourism. It expressed its appreciation of the forthcoming training program for BSEC Member States on diversification of tourism product Case study: Ayas-Sapanca Corridor of the Silk Road (30 May 4 June 2006), offered by the Republic of Turkey. The Council also welcomed the proposals and ideas put forward by the BSEC Member States with the view of elaboration of possible multilateral projects in the field of tourism within the BSEC framework and instructed the Working Group to further work for their implementation. 14

The Council took note of the proposal of Georgia to organize the Meeting of Tourism Authorities of the BSEC Member States in June 2006, in Batumi, Georgia, in order to discuss the creation of a Common Marketing Council in Tourism Sphere within BSEC, and expressed its hope that the proposed initiative will contribute to the development of cooperation in entire BSEC area. 63. The Council expressed its satisfaction for the initiative undertaken by the Romanian Chairmanship-in-Office to organize and finance The Salon on Tourism in the Black Sea Region (Bucharest, 6 9 April 2006) which is proved to be useful to promote the Black Sea Region as a tourism destination and recommended to the Member States to organize BSEC Tourism pavilions on a regular basis. t) Seminar on Tourism Bringing BSEC Closer to Europe: Train the Trainers Tourism Program (Athens, 6-17 November 2005) 64. The Council took note of the information provided by the Hellenic Republic of Summary Proceedings of the Seminar on Tourism Bringing BSEC closer to Europe: Train the Trainers Tourism Program (Athens, 6-17 November 2005). 65. The Council welcomed the above mentioned Seminar as a positive event undertaken by the Hellenic Republic and invited the Member States to organize more similar events in the future. u) Workshop on SMEs in the BSEC Region Reality and Vision (Istanbul, March 2006) 66. The Council took note of the Summary Proceedings of the Workshop on SMEs in the BSEC Region Reality and Vision which took place in İstanbul, on March 2006 and was jointly organized by BSEC PERMIS and the Representation of the Konrad Adenauer Foundation (Stiftung KAS) for Turkey, in cooperation with the Small and Medium Industry Development Organization (KOSGEB) of Turkey and the Turkish Foundation for Small and Medium Business (TOSYÖV). 67. The Council underlined the important role of the SMEs in the economic and social development of the BSEC region and invited the Member States to take further measures with a view to strengthening cooperation in this field. 68. The Council also encouraged the Member States to develop projects in cooperation with non-state actors in the field of SMEs which could be evaluated within the mechanisms of the BSEC Project Development Fund. 69. The Council commended the ongoing cooperation of the Representation of the Konrad Adenauer Stiftung (Foundation) for Turkey with BSEC PERMIS in organizing biannual workshops on SMEs. v) Seminar on SMEs organized by the Ministry of Foreign Affairs of the State of Israel (Israel, 7-11 November 2005) 15

The Council commended the State of Israel for its contribution in its capacity as Observer to the BSEC activities and acknowledged the success of the four-day Seminar on SMEs organized by the Ministry of Foreign Affairs of the State of Israel for the representatives of the BSEC Member States. w) International Seminar in the Field of Agriculture (Chisinau, November 2005) 71. The Council took note of the outcome of the Seminar on Integration with European Economy and Market Reforms - Challenges for Agriculture and Rural Development and appreciated efforts and contribution of the UN FAO in organization and promotion of seminars in the agricultural field, taking into account the importance of this domain for all BSEC countries. x) Annual Seminar on the Implementation of the Agreement on Cooperation in Emergency Assistance and Emergency Response to Natural and Man-made Disasters (Nessebar, Bulgaria, December 2005) 72. The Council took note of the outcome of the Seminar on Purposes and Subject of the Agreement among the Governments of the BSEC Participating States on Cooperation in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters. It appreciated the lately established practice of conducting annual seminars and trainings on coordination of actions aimed at prevention and mitigation of disasters most typical for the BSEC region as well as counteraction to terrorist threats generating emergency situations. ACTIVITIES OF BSEC PERMIS The Council took note of the Progress Report of the Secretary General, Ambassador Tedo JAPARIDZE, on the Operations and Activities of BSEC PERMIS since the Thirteenth Meeting of the Council of Ministers (Attachment 7 to Annex VII to BS/FM/R(2006)1) and expressed its appreciation for the work done by the Secretary General and the Secretariat Staff to promote the BSEC activities and, in particular, the implementation of the BSEC Economic Agenda for the Future. EDITING AND PUBLICATION OF THE BLACK SEA NEWS 74. The Council expressed its satisfaction with the BSTDB s proposal to continue publishing the Black Sea News together with BSEC PERMIS with the view to further improve its effectiveness and increase awareness regarding the activities of the BSEC PERMIS and Related Bodies. 75. The Council mandated the Secretary General of BSEC PERMIS to clarify with the BSTDB the modalities of publishing a renewed version of the Black Sea News and to report to the Council on the eventual budgetary implications of such an activity. 16

17 76. The Council also empowered the Secretary General of BSEC PERMIS to support BSECrelated publications including to allow them to use the BSEC logo up to a renewable period of two years, as of 1 May 2006 on a case-by-case basis providing the relevant information to the Committee of Senior Officials. ACTIVITIES OF PABSEC III. RECOMMENDATIONS 77. The Council took note of the following PABSEC documents adopted by the Twenty Sixth Plenary Session of the PABSEC General Assembly held in Tirana on November 2005: - Recommendation 84/2005 on Development of transport infrastructure in the Black Sea region ; - Recommendation 85/2005 on Role of local governments in strengthening Black Sea economic cooperation ; - Recommendation 86/2005 on Cultural, educational and social aspects of the EU enlargement: consequences for the Black Sea region. ACTIVITIES OF THE BSEC BUSINESS COUNCIL 78. The Council assessed positively the activities of the BSEC Business Council. 79. The Council considered in a positive way the efforts of Dr. Costas MASMANIDIS, outgoing Secretary General of the Business Council, for his dynamism, as well as his creative and innovative approach to the Business Council. 80. The Council wished Dr. Costas MASMANIDIS every success in his future work. ACTIVITIES OF BSTDB 81. The Council welcomed the progress achieved in the development of the BSTDB, steady growth of its operations portfolio, which is becoming more geographically balanced. 82. The Council took note with satisfaction of the development of the Bank s cooperation with the European Commission and major IFIs under the recently signed Memoranda of Understanding with a view to increasing coordination and facilitating of co-financing projects in the region. 83. The Council took note that BSTDB will hold its Annual Meeting and the Black Sea Business Day on June 2006 in Baky and agreed to take steps with a view to promoting the Business Day in the Member States. 17

18 84. The Council took note of the information presented by BSTDB on measures undertaken by the Bank s Management in order to ensure annual contribution payments by all Member States. 85. The Council considered that the timely payment of the annual contributions by the members of BSTDB would contribute to the proper functioning of the Bank. The Council encouraged the Bank to inform the BSEC Member States at its next meeting on measures undertaken on improving this situation. ACTIVITIES OF ICBSS 86. The Council took note of the election by the ICBSS Board of Directors of Dr. Dimitrios TRIANTAPHYLLOU as Director General of the ICBSS. The Council commended the outgoing ICBSS Director General, Professor Thanos VEREMIS, for his impressive record of achievements during his term in office at the Center and wished the newly elected Director General every success in this responsible assignment. 87. The Council commended the ICBSS for its professional coordination of, and meaningful inputs in, the work of the second meeting of the Ad Hoc Group of Experts on BSEC-EU Interaction (Istanbul, 1-2 March 2006) and for securing the participation of prominent independent experts. 88. The Council expressed its satisfaction with the successful organization, in the framework of the EU-funded project on the Research Potential in the Black Sea Region, of the second Conference of the National Academies of Sciences of the BSEC Member States (Antalya, 6-7 April 2006) and took note of the detailed reports on the work performed over the two years duration of the project and the specific recommendations formulated on ways to enhance cooperation in the field of science and technology among the BSEC Member States and with the EU. 89. The Council appreciated the ICBSS contribution to the organization and financial support of the follow-up activities provided for in the BSEC Action Plan on Cooperation in the Field of Science and Technology (Meeting of the Ministers Responsible for Science and Technology, Athens, 28 September 2005; endorsed by the Council, namely the Task Force Meeting (Bucharest, 7 February 2006) and the meeting of the Working Group on Cooperation in Science and Technology (Athens, March 2006). The Council also appreciated the professional preparation by the ICBSS of the draft WorkProgramme on Cooperation in Science and Technology, which was considered and agreed upon by the Working Group on Science and Technology. 90. The Council appreciated the continuing meaningful participation of the ICBSS in academic and scientific events of relevance to the Black Sea cooperation process and expressed its satisfaction with the valuable scholarly contributions and publications produced by the ICBSS and its staff. 18

19 Annex VI to BS/FM/R(2006)1 Bucharest Statement BSEC towards its 15 th Anniversary We, the Ministers of Foreign Affairs and Heads of Delegations of the Republic of Albania, the Republic of Armenia, the Republic of Azerbaijan, the Republic of Bulgaria, Georgia, the Hellenic Republic, the Republic of Moldova, Romania, the Russian Federation, Serbia and Montenegro, the Republic of Turkey and Ukraine met in Bucharest, Romania, on 26 April Bearing in mind that, in 14 years of its dynamic existence, the Organization of the Black Sea Economic Cooperation (BSEC) has proved its value as a framework of regional cooperation, understanding and mutual confidence as well as a promising mechanism for finding the balance of common interests in the BSEC region, Reaffirming our commitment to the values enshrined in the United Nations Charter, the outcome of the Millennium Summit 2000 and the World Summit 2005, the BSEC Charter, BSEC Summit Declarations, BSEC Economic Agenda for the Future, the Joint Declarations adopted by the Meetings of the Ministers of Foreign Affairs of BSEC Member States and other sectoral Ministerial Meetings, Looking forward to the 15 th anniversary of BSEC in June 2007, as an important momentum for mobilizing its resources and capabilities and reinforcing common commitment to further promote BSEC values and ideals, We, the Ministers of Foreign Affairs and the Heads of Delegations of the BSEC Member States emphasize the need to enhance the multilateral cooperation in the Black Sea region and agree to: 1. Consider that the growing importance of the Black Sea Region, based on rich natural and human resources, scientific and technological potential, cultures and traditions as well as a broad consumer market is a strong prerequisite for building a reinforced and mutually beneficial cooperation within the BSEC, and also an important basis for mutual understanding, regional stability and security, 2. Acknowledge the importance of resources concentration of the BSEC Member States for expanding the transport, telecommunications and energy infrastructures (including that of trans-regional corridors) and trade facilitations in the Black Sea Region, 3. Highly appreciate the ground covered by BSEC in such a short period of time and would like to amplify their unswerving political support for the future success of this promising and dynamic Organization, 4. Emphasize that BSEC, as a regional organization, being committed to the principle of project-based approach to all its activities, will enrich the fields of cooperation and promote a more active involvement of the Parliamentary Assembly of the Black Sea 19

20 Economic Cooperation, the BSEC Business Council, the Black Sea Trade and Development Bank, the International Center for Black Sea Studies and the BSEC Project Development Fund, 5. Appreciate that the efficiency of BSEC, the economic credibility and effective financing of its future projects have to be considered and reinforced, 6. Therefore, decide to support the implementation of the following items: a) To monitor the implementation of resolutions, decisions and recommendations adopted by the BSEC Council of Ministers by: Focusing the meetings of the Working Groups, prior to the sectoral Ministerial Meetings, on the implementation of the decisions of the previous meetings, by the following modalities: short reports presented by individual Member States and Evaluation Report presented by the country-coordinator of the respective Working Group; Treating in a practical manner the item introduced on the agenda of the Meetings of the CMFA entitled Review of the state of cooperation among the Member States, by discussing the implementation of all decisions and recommendations adopted during the events under consideration; Increasing the role of the Country-coordinators of the Working Groups with regard to the continuity of decisions adopted by various meetings of the same Working Group; Periodical updating of the Chart of Implementation of the BSEC Economic Agenda, with specific provisions for the Member States having direct responsibilities on various aspects of regional economic cooperation; Better coordinating the current and prospective activities of the BSEC Related Bodies, in order to avoid duplications and to correlate efforts for implementing priority objectives; Assessing on a regular basis, through the Committee of Senior Officials, the Progress Report of the Secretary General of BSEC PERMIS and its Annexes. b) To reform and restructure the BSEC in order to increase its effectiveness through: Strengthening the competencies of the Committee of Senior Officials in the BSEC system, in its capacity as a body elaborating all drafts of Resolutions, Decisions and Recommendations to be adopted by the Council of Ministers of Foreign Affairs; Enhancing the capacity and the coordinating role of PERMIS in planning and organizing BSEC activities, including the taking over of the initiative to convene meetings, when there is an obvious lack of initiative (or expertise) of the countrycoordinators of different Working Groups; Introducing a rigorous financial discipline of PERMIS activities in relation to drafting and execution of annual budget, establishing the amount and utilization of the Reserve Fund, proper management of the Project Development Fund; 20

21 Ensuring the resources of the Project Development Fund on a sustainable basis, by voluntary or mandatory contributions of all Member States and large opening towards Observer States and other organizations and financial institutions; Ensuring the continuity of policies and objectives during several chairmanships of BSEC (by avoiding the fragmentation specific to other stages) and, particularly, a full compatibility between the objectives of the Chairmanship-in-Office with those of the country-coordinators of different Working Groups; Considering the establishment of a fast-track model in BSEC, which would enhance further cooperation in specific sectors; Further development of already established cooperation with UN/ECE, UNIDO, UNDP and other respective UN mechanisms on elaboration and realization of a unified and effective strategy able to meet challenges of the 21 st Century. c) To improve the contribution of the Observer States to the BSEC activities through: Participation, together with the Member States (through the specialized Working Groups), to the elaboration and implementation of certain projects, relevant for the Black Sea Region as well as for some adjacent zones, on the following topics: Trade and transportation facilitation; Regional energy market, energy transportation and energy security; Security issues: soft security measures for fighting against / prevention / suppression / detection / disclosure and investigation of crimes, including combating organized crime and international terrorism; Environmental protection; Good governance, education - exchange of students, training programs, human resources; Emergency assistance. Participation to the Project Development Fund with voluntary contributions; Transfer of expertise through specialized seminars and workshops; 7. Call upon the Member States, the BSEC Related Bodies, the Observers, the sectoral dialogue partners and other interested organizations and institutions to increase their efforts aimed to substantially prepare the 15 th BSEC anniversary through significant projects of regional development in such priority areas as: transport, energy, trade and economic development, agriculture, Small and Medium-sized Enterprises, tourism, environmental protection, health care, combating organized crime, good governance, science and technology, emergency assistance, education etc., 8. Welcome and fully support the initiative of the Republic of Turkey to host, in Istanbul, in June 2007, a BSEC Summit, devoted to the 15 th anniversary of the Black Sea Economic Cooperation, 21
