4 Difference between Policy and Legislation POLICY A policy is a strategy developed to address a particular area of concern. E.g National Health and Nutrition Policies, such as; The Australian Guide to Healthy Eating. Policies may change. LEGISLATION A law passed by Government that describes what is legal in specific situations. E.g: Work Health and Safety Act (2012). These are laws passed by Governments at Local, State and Federal levels. Can be amended (changed) or repealed (cancelled) but the law must be put before Parliament. Lengthy process.

5 Why is policy and legislation Important in the AFI? Policies and Legislation are crucial in the AFI to ensure that food is acceptable for human consumption and that Australia s reputation for producing safe food for export remains intact. Businesses in the AFI must adhere to laws; otherwise, they can be fined, put out of businesses or face jail penalties, depending on the severity of the offence. Some food producers and business are self-regulated. They have their own codes of practice for areas such as food safety, product recall procedures and promotion. For Example; In the Dairy Industry, all farmers must adhere to the guidelines and procedures set up by Australian Dairy Corporation.

6 Who formulates and enforces food policy and legislation? What is an Advisory Group? An advisory group is an independent organisation set up to guide or advise governments in the development of their policies and laws (legislation). Examples include; Business Groups with a sector, such as; Australian Pork Limited. Supports and promotes the Pork Industry. Groups that advise on specific health issues, such as; National Heart Foundation. Independent Bodies that can make and changes laws relating to food, such as; FSANZ. Groups that support the local food supply, such as AQIS, which protects agriculture industries and the environment against exotic pests and diseases.

7 Advisory Groups Many of these advisory groups lobby (seek to influence) various levels of government hoping to encourage the development of policy and legislation that benefit the organisation and consumers.

8 National Advisory Bodies in the AFI Advisory Group (National) Australian Beverage Council Limited represents the interests of the manufacturers, distributors and importers of non-alcoholic beverages. Australian Chicken Meat Federation (ACMF) conducts research on the chicken meat industry. Example of Impact of Advisory Group on AFI This advisory group has worked with the Australian Food and Grocery Council to standardise nutritional labelling on beverage products so that consumers can make informed choices. ACMF worked with the Australian Government on preparations for Avian Flu and planning a response if Avian Flu were to enter Australia.

9 Local Advisory bodies in the AFI Advisory Group (Local) NSW Food Authority (NFA) was set up to ensure food safety across the entire food chain. Peak Oyster Advisory Group (POAG) represents farmers in the oyster industry. Example of Impact of Advisory Group on AFI NFA discovered that almost half of all pregnant women ignore serious risks associated with Listeria bacteria, which can lead to miscarriage if transferred to an unborn baby. As a result, they conducted an education campaign on its dangers and ways to avoid it. POAG has worked specifically with local governments to reduce water pollution from specific estuaries and ultimately improve the quality of oysters available to consumers.
