2 Introduction to Simulation: The major powers in Europe by the late 1700s consisted of Britain, France, Prussia, Austria and Russia. Poland, Ottoman Empire and the Netherlands were powers in decline. Most of central Europe was divided into small states that could be dominated by the major powers. After Napoleon's disastrous invasion of Russia in 1812, Britain, Austria, Prussia and Russia formed a coalition that defeated Napoleon in 1814 and again in Goals: In your congresses, you will work together to achieve the following goals. Most of these will be achieved through signing treaties and allocation of land. 1. Reward victorious allies Russia, Prussia, Britain and Austria. 2. Reestablish a "Balance of Power" between the five major powers: Russia, Austria, Prussia, Britain and France. 3. Provide for the containment of France in the future. 4. Reestablish the French monarchy and provide for good relations with the new French government. Process: You will achieve the above goals by voting on proposals. Any country can make a proposal. All countries will vote on the proposals; France can propose and argue for ideas, but has no vote. Your congress will have 25 minutes (two 10 minute sessions with a 5 minute break) to discuss, propose, vote and complete deliberations. Your group will then present your Congress to the rest of the class. Due: At the end of your congress, you will hand in a map and a list of agreements/treaties that you have agreed upon. Colored pencils will be used by countries to show who owns what. The map and the treaty must be signed by all parties. Grading: You will be graded on your in-class behavior and effort during the workdays leading up to the Congress and the results of your participation in the Congress as shown by the map and treaties. Participation and achieving your country s goals are the most important factors in your grade. Rubric: Preparation Documents o Congress of Vienna Background Questions /10 Simulation o Participation /10 o Achieved goals /5 Did each of the 5 major powers get something that they want? Did all 5 of the major powers sign the map/agreement? Is there a balance of power? Total /25 2

3 The Congress of Vienna: Background Questions ANSWER THESE QUESTIONS FROM THE PERSPECTIVE OF YOUR HISTORICAL FIGURE (some of these are found in the Background Information packet; some you will need to figure out based on what you already know about this time period) 1. What are your views on the revolutionary ideas of the French? 2. What kind of government do you believe that the following countries should have? Your own country France Why? 3. What will you do if more revolutions break out in France, or elsewhere in Europe? Why? 4. How will you prevent France from taking over Europe again? 5. What are the 3 guiding principles of the Congress of Vienna? 3

4 YOU WILL USE THIS SIDE OF YOUR NOTES DURING THE SIMULATION 6. What land/border claims does your country want to make at this conference? Why? Circle on the map the claim(s) that is most important to your country. 7. What, if anything, should be done with Italy? 8. What, if anything, should be done with the Confederation of the Rhine (German-speaking states that are part of the former Holy Roman Empire)? 9. What should be done with the French overseas colonies (not shown on the map)? 10. Do you have any alliances to propose or countries to avoid? 11. Is there anything else that you would like to see happen at the conference? 4

5 The Congress of Vienna: Actual Simulation in Groups Agreements/Treaties your group agrees to: Prince Metternich (sign as the Prince) Viscount Castlreagh (sign as the Viscount) Marquis de Talleyrand (sign as the Marquis) Tsar Alexander I (sign as the Tsar) King Frederick William III (sign as the King) * * (sign your name) 5
