1 Dear Ladies and Gentlemen, citizens of the world. I hope to honor the confidence of you with a positive contribution to the program of human settlements.
2 I am here as an autonomous observer to service of children and God. The focus of my service is to contribute for this new direction of the world education: The promotion of Unity and Earthly Civilization across the major principles of Law, of Democracy and cultural traditions of Earth and of chargeability of the Peace, solidarity and World Sustainability - and, in this context promoting the build responsible citizens in Earth, capable of build and advance to earthly society and planetary sustainable future in the millennium (The build of citizen and citizenship earthly. The society of peoples and nations earthly; the State Universal of Earth represented by UN and by unity of the traditions cultural of planet in construction).
3 A clarification: Considering the definition of culture presented by UNESCO, with the term of cultural unity I say: An great platform of social ligament "set at the distinctive spiritual, material, intellectual and emotional features of society or a social group, and that it encompasses, in addition to art and literature, lifestyles, ways of living together, value systems, traditions and beliefs ( Preamble to the UNESCO Universal Declaration on Cultural Diversity, 2001).And, I consider, as a basis for the construction of this platform for the international world order, the state of international law in association with the cultural traditions.
4 So, I'm observing the UN-HABITAT direction looking to answer the following question: What is there in human settlements able to contribute for this process?
5 We can observe that approach of the human settlements in discussion in the last seventeen years from 1996 in Istanbul is the human settlements physical and civic of the human order in planet an action specifically connected to the construction of housing for poverty, jobs, assistance and development of population and of human services by states and governments on economy and competition. It seems that it does not contribute much to this direction. But it is not true.
6 In this context we have the mission of UN and the International State of Law in relation to global culture in the human settlements to know: Promote and compose a friendly integration of nations, peoples and communities with all religions, social movements, families and tutors within of human settlements physical and civic that presides. fundamental mission for the advancement of UN in goal of ensuring the orchestration of separate cultures, not into uniformity but into a unity- indiversity, so that human beings are not imprisoned in their separate cultures but can share in the riches of a single diversified world culture ( Report of the Director- General, 1947).
7 This is basic for the process of construction of citizenship and of the global planetary citizen - the conception of building responsible citizens by Earthly life and of Sustainable societies according Article 29 of Convention on the Rights of the Child - that our nations are asking for peoples and human families in the current process of creation of an new world or of globalization of life in the Earth.
8 It's a historic mission of the human conception civilizatory. Since Moses, this is the primary mission set out by God for the social leaders to the human settlements in the cultural hatcher of civilizations. And, now, we are in the hatcher of Planetary Earth Civilization. We began with the crossing of the Red Sea to western civilization for beyond the East and, in this historic moment, we are crossing the spatial sea, cultural and genetic of planet for an universal civilization shared by our peoples and nations.
9 Maybe this is the expected results when the rapporteurs of the Habitat Agenda registered in its paragraph 24 that, in full conformity with the purposes and principles of the Charter of the United Nations and international law, its implementation... "is responsibility of each State in conformity with all human rights and fundamental freedoms, including the right to development, and taking into account the significance of and with full respect for various religious and ethical values, cultural backgrounds, and philosophical convictions of individuals and their communities". And it that, should contribute "to the full enjoyment by all of their human rights in order to achieve the objectives of sustainable human settlements development".
10 Conclusion: As manager of human settlements, the UN-HABITAT has indeed the task of promotion and union of World Civilization on the major principles of Law, of Democracy and cultural traditions of Earth. Exactly the commandments of the UN conventions, articles of law and cultural declarations, relating to the character, dignity, ethics, conduct and accountability of human respect and solidarity that makes up the system of citizenship rights of people and nations in the current process of globalization. So, I believe that UN has the major interest in congregate the plans and targets cultural of world citizenship in this direction developed from 1945 by all conferences realized by organization. If I am wrong, please forgive me.
11 But if there is real interest, I request to the UN assume - with the direction of UN-HABITAT in association with UNEP, ECOSOC and the Commission for Social Development of UNESCO to consider a plan of social action in this direction:
12 The assembling the set of laws and actions of guidance and social support, able to promote the organization and socialization of the training of citizens of the world by fathers, mothers, guardians and families in the nations in the following sense: Ensuring for yours sons, from of the early age, the conditions of developed of your identity, dignity, skills and strength to withstand and overcome the elements that entice to evil or criminal culture - the elements of social direction that goes in the opposite direction to direction of world peace, liberty, democracy and sustainability of people and nations of Earth in the global relations.
13 In fact, according Edgar Faure, all education, beginning with family education, has the task of socializing children and adolescents. What lies behind this statement is the following fact: That from the local communities to world stage, the social human settlements begin with the paternal-maternal education and familial, in the identification, integration and socialization of children in childhood and adolescence. And, that the school education will continue to do its part: The duties of civic training of each generation in the same process for integration of adolescents in field of the State and civil society organization and government established.
14 This project was entitled DESD Plan Family Decade for Education for Sustainable Development in the Family. It presents two strategic lines of action for the UN: a) The establishment of a new pact over the citizenship world law between the United Nations and all religions and social movements related to the domes of families, sciences, wisdom, knowledge and beliefs of peoples and with base in this pact as an unity among their own structure of education, academically organized and the religious forces, b) Promoting the restoration of a synergistic relationship of people and human families with the State and organized civil society (companies, institutions, etc.) on the construction of the citizen and the world of love, peace and justice that we aim create - and That all cultural traditions are asking for each nation and people.
15 The actions in this direction are in movement. Is missing only its organization and systematization in the social organization. The main difficulty for this action is the interreligious competition and between religion and state in this field. Because in the social organization, the economic direction and state politic are not the axis of action. This axis is the spiritual state of humanity - faith, law, people, family, and cultural traditions.
16 This spiritual state of humanity is originally divided into different cultural traditions with numerous religious powers and social families. In the West was founded as a Religious State by the international power Catholic- Apostolic-Roman and the Catholic Orthodox Church and organized from the Bible built by the Jews hundred years before Christ and with the Christian Testament - and, in the East and middle east as a great divide religious and philosophical of populations representing the following cultural traditions: Buddhism, Hinduism, Islam, Taoism and Confucianism. And, integrated with the human family, this state is originally responsible for the constitution of citizenship and mentality of the generations - building responsible citizens - now outsourced to the market with families submerged in the field of economic and competition.
17 However, despite the difficulties, the forces of current time and culture are propitious for the establishment of such a pact. Because the cultural state too is in unification process in face of the current nations globalization process And, the family and cultural traditions can only concluding the international cultural unity of planet in partnership with the State of Law and Government. They are married in this direction. So, as the observer, I suggest for the UN-HABITAT to propose the General Secretariat of the United Nations study to adopt DESD Family Plan as the base for organization ensure the governance and sustainability of nations into the new world order that assumed establish. The effects of this strategy are extremely beneficial for global development and world governance, be it urban, rural or ultra spatial.
18 As I say, the time for this new Social Organization in the Human Settlements for the third millennium is now. In recent years, the last two Popes, representing the Religious State, opened the path of reconciliation and justice of your ministry with the youth, poverty and Wealth for the rescue of human dignity and the social sustainability. And, in this year, the Church assumed this specific mission in millennium with the Franciscum Pope:
19 The mission of: a) Redeem humility, trust, unity, dignity and faith of the man in the relationship from wealth with poverty and from poverty with wealth. b) Ensuring the strength of all faith, family, children and communities in building a union and unity of different cultures, peoples and nations of the earth for the peace, security and sustainable human development within and outside the planet. It's the direction of aim to the UN mission in relation to global culture in human settlements - and this brand the time to establish a large union of the cultural traditions of peoples with the UN on global social organization of peoples and nations of the planet.
20 Ladies and gentleman. The field of social organization of human settlements is, without doubt, exactly the field that incorporates, regulates and balances the spirit and consciousness of the human division for your integration in the physical and civic order of the states and governments in the planet. And, without this organization we not will achieve the real conditions of sustainability and a just and pacifies society..
21 Because the World Sustainability. planetária filosófica territorial, religiosa politica And, the overcoming of the economic differences by all peoples in the relation of poverty and riches; Really depends now of the values of the social organization.
22 Because all services, products or businesses economically established, organized and directed, can and usually will be shaky and corrupted if not possess the support of the dignity and integrity the child, family, faith, identity and force of human community, at the base of its system of organization and direction existential - be it scientific, governmental, industrial, commercial or military.
23 For this reason, we invite all the actors of social organization in Brazil and the world to subscribe to the proposal for UN to consider the adoption of DESD Family Plan as the base for organization and people ensuring the governance and sustainability of nations into the new world order that everyone assumed establish. For public consideration of plenary and anyone interested, I submit this plan for your appreciation. At the same time, I am available for a debate about it in a meeting where we can gather and review all suggestions and hone their specific lines of action.
