MacArthur Foundation Chicago, Illinois Provided strategic direction and management oversight for all international grantmaking activities of the John D. and Catherine T. MacArthur Foundation, one of the world s ten largest philanthropies. In 2003, the Program on Global Security and Sustainability made approximately $75 million in grants in 86 countries in the areas of: international peace and security, population and reproductive health, biodiversity conservation and sustainable development, human rights, globalization, as
2 well as through special initiatives in Russia and Nigeria. The MacArthur Foundation maintains overseas offices in India, Mexico, Nigeria and Russia. Deputy Assistant Secretary of Defense for Counterproliferation Policy and Senior Representative for Trade Security Policy U.S. Department of Defense Selected as the first Presidential appointee in this position, and was responsible for developing and implementing U.S. defense policy to counter the proliferation of nuclear, chemical and biological weapons and their means of delivery (i.e., ballistic and cruise missiles, etc.). Worked closely with all elements of the DOD, including the Joint Chiefs of Staff, the Armed Services, Acquisition and Intelligence, and had management oversight of the Defense Technology Security Administration (DTSA). Represented the DOD in key inter-agency meetings on proliferation and export control matters, and represented the Department in several major international negotiations, including the Wasenaar Arrangement. Testified frequently before Congressional committees; explained counterproliferation concepts to allied or other friendly governments; represented the United States on export control matters as the Senior Representative on Trade Security Policy;; and served as Co-Chairman of the Steering Committee of the Senior Defense Group on Proliferation at NATO. Deputy Executive Officer National Research Council of the National Academy of Sciences Responsible for daily management of the National Research Council of the National Academies of Sciences and Engineering, a private institution with 1,400 employees and an annual budget of $250 million. Had oversight of more than 900 standing and special committees; developed fundraising strategies and review of fundraising plans; reviewed study proposals; maintained line supervisory responsibility for several administrative units, including publishing, information management and information security; prepared and reviewed budgets; led national; handled searches; handled EEO cases; and approved hiring and promotion decisions. 2
3 Executive Director Office of International Affairs National Academy of Sciences Managed a staff of more than 80 professional and support personnel, with an annual budget of $15 million. Maintained direct oversight of international programs dealing with (1) science, technology and international development, (2) the (then) Soviet Union and Eastern Europe, (3) Japan, (4) international security and arms control, and (5) science and human rights. I served as the institutional liaison on international policy matters to the U.S. government and to international institutions such as the OECD and the Commission of the European Communities (EU). Led a special effort to work with Mexican scientific and engineering leaders to reorganize and expand advisory resources to the Mexican government.
