2 12 th ANNUAL NATIONAL CONFERENCE ON HUMAN RIGHTS 2013 About Conference International Human Rights Observer (IHRO) commemorates the International Day of Human Rights of the United Nations every year with great commitment on national and international level. IHRO team has decided to commemorate the International Day of human Rights of the United Nations 2013by arranging its 12 th National Annual Conference on Human Rights from 9-10 December 2012 in Pakistan. International Human Rights Observer (IHRO) is a NGO in Special Consultative Status with the Economic and Social Council of the United Nations and working together with Governments, United Nations and other International institutions to promote and protect the basic fundamental human rights of the masses declared in the universal charter of human rights of United Nations to build a global village of lasting peace, social, and economic justice and development for the 21st century. In the past sixty years since the adoption of the Universal Declaration of Human Rights in 1948, the international community has made important advancement towards the fight against racial discrimination and other forms of intolerance, for the restoration of peace in the global regions. National and International laws have been enacted and numerous International Human Rights instruments, particularly a treaty to ban racial discrimination were signed in On 25 June 1993, representatives of 171 States adopted by consensus the Vienna Declaration and Program of Action. The 12 th National Conference on Human Rights 2013 will enhance, uplift and further strengthen the issues of the Vienna Declaration in 1993, with the present situation of Human Rights and its related mandates in Pakistan. Struggles for social justice, inclusion and respect for basic human dignity and fundamental freedoms are integrally connected to the promise of democracy. Respect for basic human rights - political, civil, economic and social - is necessary to the development of healthy and inclusive democracies. At the same time, healthy and inclusive democracies are considered to be vital to the effective protection of human rights. This connection has and continues to infuse the hopes
3 and dreams of those seeking social change and respect for human rights across generations, continents and history. IHRO annual Conference will provide a national forum for exploring how to build and revitalize democracies, focusing on the protection of human dignity and the challenges of equitable participation and democratic accountability. Agenda The main emphasis of the conference is to consolidate emerging transformative perspectives and social actions at institutional, local and national levels that can lead to a better Pakistan and future for all. The General committee has set the following six points agenda for this most important conference. 1. Challenges to implementation of human rights and attaining social justice 2. Role of Political Parties for Democracy and human rights in Pakistan. 3. Human Rights Legislation and Building of Human Rights Institutions. 4. Role of Media for Human Rights, Democracy movements. 5. Impact of Terrorism on Human Rights, Democracy and national, International Peace 6. Importance of Human Rights National Institutions At the conclusion of the conference, it shall adopt the Declaration and final report and produce an action plan to be implemented at the national regional and international levels. Conference Format The two days conference is expected to attract a substantial number of high profile and distinguished experts from across the disciplines within the global arena. The format will include full length papers, break-away working sessions, round table discussions, panel discussions, poster presentations and case studies. Implementation of Agenda The 12 th National Human Rights will be held in Islamabad, the capital city of Pakistan from December 9-10, The Conference will elect a president among the representatives of participating delegates. It is customary for a representative of the host organization to be elected in this capacity. The opening addresses will be made by the invited personalities, chiefs and leaders of civil society national and International Organizations. Appointment of the Credentials Committee Ten members team shall be appointed. The committee shall report to the Conference Secretariat regarding the all matters relating to the organization and delivery of the conference
4 Rules & Procedures 1. Conference Secretariat will set the rules and procedures of the entire Conference. 2. This shall be adopted by every participating delegate attending the Conference. 3. The Conference Secretariat will elect other officers of the conference in accordance with the set rules. Inauguration of the Conference His Excellency the President of the Islamic Republic of Pakistan has been sent an invitation for Inaugurating the 12 th Conference on Human Right Outputs & Expected Results The outcome of the Conference will not only generate a positive contribution towards the promotion of the Human Rights in Pakistan but will be another step forward towards Human Rights Conference held in Vienna in 1993, it will bring greater attention to the Human Rights situation of the national and International at large. The Conference on Human Rights recommends that the delegates should consider mechanisms and procedures with a view to promoting greater efficiency and effectiveness through better coordination of the various bodies, taking into account the need to avoid unnecessary duplication and overlapping of their mandates and tasks. The conference will employ speedy completion and adoption of the draft declaration on the right and responsibility of individuals, groups and organs of society to promote and protect universally recognized human rights and fundamental freedoms. Participants will split into working groups who will be responsible for taking forward the agenda for their area of interest and expertise. Registration There are two kinds of Registration for the Conference. Registration Fee (National Delegate) $200.00/ Registration Fee (International Delegate) $400.00/ How to Register Please complete the attached Registration Form and submit it to the Conference Secretariat, International Human Rights Observer (IHRO) along with the transaction of payment obligation for confirmation and further proceedings. Travel Arrangements The participating delegates shall have to make their own traveling plans and kindly inform the Conference Secretariat. Accommodation
5 Accommodation will be felicitated only upon prior confirmation to the Conference Secretariat. Language All the working sessions and Conference Material shall be in English. Mode of Payment In US Dollars: Credit Card, Cheque, or Bank Draft, converted at the current rate of exchange in favor of the Conference Secretary General, International Human Rights Observer, H.No.921, St.No.80, I-8/3, Islamabad. Or by Bank Draft in the name of IHRO account number: at the Allied Bank of Pakistan, G-7 Markaz Branch, and Islamabad. Please ensure that a copy of the bank transfer details is attached with your registration form. Also Ensure that the word IHRO, appear on any Transfer or Draft. Cancellation There are no cancellations or refunds after November 30, 2013.
