2 October 11, 2017 Ontario PC Party Members, As our Policy Process concludes, I am very pleased to report on the incredible success we have achieved together. On September 15th, 2017, the Ontario PC Party Policy Committee adopted 139 Recommended Resolutions to be voted on by our Members in the upcoming online policy vote. The Recommended Resolutions are a clear reflection of the exhaustive consultation conducted by our Leader, Caucus, and Party. The Recommended Resolutions in this document are the result of the most collaborative, exhaustive consultation done in the history of our Party and Province. Together, we threw the widest net possible and sought out consultation from any Ontarian willing to give us their time to tell us how they think things are going in our Province and what they think can be done to make things better. We were not disappointed. Thousands upon thousands of submissions were made to ForOntario.ca. Countless volunteer hours were spent by our Policy Advisory Councils reading, consulting, and refining the policy ideas that would become our Recommended Resolutions. This process has produced a record 139 Recommended Resolutions. You will find them in this document to review, reflect, debate, discuss and vote on. All Ontario PC Party Members with valid memberships as of September 14th, 2017, are invited to register to vote and become delegates between October 17th - October 20th and to vote on November 2nd - November 6th. In order to make the review of these Recommended Resolutions manageable for busy schedules, you will find them broken down into 7 sections. When it comes time to vote, the Recommended Resolutions will be broken down by the same categories, and will appear in the same order. PC Party policy is to ensure that young workers have greater access to their first apprenticeship and training programs. PC Party policy is to introduce a consumer-focused home renovation tax credit targeting energy efficient upgrades so that homeowners can improve their homes while helping the environment and reducing hydro bills (Sponsored by the Municipal Affairs and Housing PAC). R11. PC Party policy is to allow more input from local municipalities into the growth plan and their targets (Sponsored by the Municipal Affairs and Housing PAC with input from Toronto East Ridings). PC Party policy is to fill the skills gap in the resource economy by promoting natural resources management as a profession and supporting resource-specific post-secondary education (Sponsored by the Natural Resources PAC). PC Party policy is to seek advice from the Children and Youth Advocate before the drafting of any legislation directly affecting Ontario's youth (Sponsored by the Community and Social Services PAC). PC Party policy is to encourage client empowerment and equip itself to assess the quality of service by collecting and publishing rating information about the quality of care provided to people with disabilities (Sponsored by the Community and Social Services PAC). PC Party policy is to take greater provincial control over immigration selection from the federal government, which currently selects 95% of immigrants to Ontario, by enhancing the Ontario Immigrant Nominee Program (Sponsored by the Citizenship and Immigration PAC). 7

PC Party policy is to increase the proportion of highly-skilled international students in graduate and post-graduate programs immigrating permanently through the Ontario Immigrant Nominee Program, with priority given to those studying in the fields of science, technology, engineering, and math (STEM) (Sponsored by the Citizenship and Immigration PAC). PC Party policy is to improve the appeals processes available to internationally-trained immigrant professionals who have challenges having their credentials recognized by professional licensing bodies (Sponsored by the Citizenship and Immigration PAC with input from the University-Rosedale Ontario PC Riding R40. ONTARIO S COMMUNITY SAFETY, TRANSPARENCY, AND ETHICS R54. PC Party policy is to open an investigation into the lack of sufficient winter maintenance on provincially regulated highways and roadways in Ontario (Sponsored by the Transportation and Infrastructure PAC with input from the London West, and Thunder Bay-Atikokan Ontario PC Riding R55. PC Party policy is to ensure rigorous government oversight and transparency of all provincial infrastructure projects to protect taxpayers (Sponsored by the Transportation and Infrastructure PAC with input from the Ottawa West-Nepean and Kitchener-Conestoga Ontario PC Riding R56. PC Party policy is to review the Residential Tenancies Act to address delays in proceedings, to assist both tenants and landlords (Sponsored by the Municipal Affairs and Housing PAC). R62. PC Party policy is to streamline processes to improve access to justice and reduce delays in the Family Law and Criminal courts (Sponsored by the Justice PAC with input from the Ajax Ontario PC R65. PC Party policy is to commit to a multi-disciplinary task force to coordinate a response to human sex trafficking, including public awareness and education that operates in tandem with the Provincial Strategy on Internet Child Exploitation (Sponsored by the Justice PAC with input from the Ajax Ontario PC Riding R66. PC Party policy is to review and increase efforts to allocate collected proceeds of crime to fund community-based initiatives (e.g. Neighbourhood Watch programs) (Sponsored by the Justice PAC with input from the Toronto Centre, Spadina-Fort York, and Wellington-Halton Hills Ontario PC Riding R67. PC Party policy is to help protect firefighters by amending the building code to put reflective stickers identifying all wooden truss or lightweight construction buildings, so firefighters know the dangers before they enter (Sponsored by the Municipal Affairs and Housing PAC and MPP Randy Pettapiece with input from the University-Rosedale Riding Ontario PC R68. PC Party policy is to ensure the safety and security of Ontario s many social housing tenants, granting social housing service providers the ability to evict tenants permanently if they are involved in serious criminal activity (Sponsored by the Justice PAC). PC Party policy is to update and strengthen the Mandatory Blood Testing Act to protect first responders who, in the line of duty, ingest bodily fluids from potentially infected people (Sponsored by the Justice PAC with input from the University-Rosedale Ontario PC Riding 10
11 R70. PC Party policy is to address the crisis in community corrections by ensuring proper supervision and enforcement of probation and parole orders (Sponsored by the Justice PAC). R71.PC Party policy is to acknowledge and assess the increasing violence in Ontario s detention centres, and provide alternative penalties to address assaults as the use of segregation is reduced (Sponsored by the Justice PAC). R72. PC Party policy is to address excessive wait times for corrections investigations, assisting our critically understaffed jails and detention centres and increasing community accountability (Sponsored by the Justice PAC with input from the Spadina-Fort York Ontario PC Riding R73. PC Party policy is to ensure fiscal responsibility while addressing the crisis in corrections by conducting a thorough audit of the Liberal government s construction and operation of the troubled Toronto South Detention Centre (Sponsored by the Justice PAC). ONTARIO S AFFORDABILITY AND ECONOMY R74. PC Party policy is to cut your taxes and provide tax credits, to make life more affordable for families and businesses (Sponsored by the Finance PAC with input from the Carleton Ontario PC Riding R75. Ontario s debt is out of control. We spend more to service the debt every year than we do for hospitals. We are the largest debt holder of any province or state in the world. PC Party policy is to get the provincial debt under control to make Ontario a prosperous province and a meaningful contributor to Canada s economy (Sponsored by the Finance PAC with input from the Cambridge, Elgin-Middlesex-London, Kitchener South-Hespeler, Toronto Centre, Spadina-Fort York, Dufferin- Caledon, Huron-Bruce, Durham, Toronto Centre, Wellington-Halton Hills, and Flamborough- Glanbrook Ontario PC Riding Associations, and Toronto East Ridings). R76. PC Party policy is to get Ontario s economy going again - making it the number one jurisdiction to do business in - by having job creation become our primary focus, especially through small and medium-sized businesses (Sponsored by the Finance PAC with input from the Elgin- Middlesex-London, Flamborough-Glanbrook, Whitby, Huron-Bruce, and York-Simcoe Ontario PC Riding Associations, and Toronto East Ridings). R77. PC Party policy is to stop the bleeding by placing an immediate moratorium on all new energy development or energy contracts until a PC government examines them for need and establishes value for money (Sponsored by the Energy PAC with input from the Guelph Ontario PC Riding R78. PC Party policy is to reduce spending by recognizing that we have an energy surplus, and canceling all contracts for power projects that we do not need and have not yet been permitted to build, or those that have been built but are in breach by missing key dates, deadlines or 11

R79. PC Party policy is to stop the spilling of inexpensive water on clean renewable waterpower projects that have already been bought and paid for (Sponsored by the Energy PAC). R80.PC Party policy is to help businesses remain and grow in Ontario by simplifying energy pricing systems for commercial and industrial users (Sponsored by the Energy PAC with input from the Elgin-Middlesex-London Ontario PC Riding R81. PC Party policy is to explore a Made-in-Ontario electricity price for Ontario businesses who wish to expand operations after midnight rather than sell power at a loss to American competitors (Sponsored by the Energy PAC with input from the London-Fanshawe Ontario PC Riding R82. PC Party policy is to remove the smart meter charge that is currently embedded into your electricity bill (Sponsored by the Energy PAC). R83. PC Party policy is to create quality affordable rentals by encouraging secondary suites through small interest-free loans, accompanied by a short training course (Sponsored by the Municipal Affairs and Housing PAC with input from Kitchener South-Hespeler Ontario PC Riding R84. PC Party policy is to address the housing shortage by reducing red tape involved in the planning and building process, including making rules more consistent, reducing the frequency of changes and decreasing length of time, fees, and applications (Sponsored by the Municipal Affairs and Housing PAC with input from the Flamborough-Glanbrook Ontario PC Riding R85. PC Party policy is to support choice and affordability in all types of housing including rental and homeownership. We recognize that the lack of supply in all types of housing has led to increases in rents and housing prices that are unaffordable for many people (Sponsored by the Municipal Affairs and Housing PAC with input from the Toronto Centre, Flamborough-Glanbrook and the Kitchener South-Hespeler R86. PC Party policy is to address the record high wait lists for affordable housing and the units that have been boarded up due to lack of repair funds. We need a mix of solutions based on the local circumstances, including rent supplements, tax relief and leveraging government lands to increase affordable housing, partnering with the private sector, co-operatives, and non-profit housing (Sponsored by the Municipal Affairs and Housing PAC). R87. PC Party policy is to support leveraging provincial assets by selling air rights over provincially owned buildings such as GO and LRT stations where demand is outstripping supply (Sponsored by 12

PC Party policy is to encourage mid-rise density in existing urban areas by removing barriers and considering pre-zoning where the province has invested in transit infrastructure and it is appropriate (Sponsored by the Municipal Affairs and Housing PAC). PC Party policy is to develop a rolling four-year municipal infrastructure funding commitment so municipalities can more confidently plan for needed capital works investments (Sponsored by the Transportation and Infrastructure PAC with input from the Whitby, and Perth-Wellington R90. PC Party policy is to leverage technology and consumer choice to improve the movement of goods and people (Sponsored by the Transportation and Infrastructure PAC with input from the Brantford-Brant, Kitchener Centre, Hamilton Mountain, Toronto Centre, and Spadina-Fort York R91. PC Party policy is to commit to effective transit and transportation solutions that enable seamless collaboration between tech hubs, academic institutions, and operations throughout the Toronto-Waterloo innovation corridor (Sponsored by the Transportation and Infrastructure PAC with input from the Burlington, Kitchener-Conestoga, Kitchener Centre, Whitby, Hamilton Mountain, Pickering Uxbridge, and York-Simcoe Ontario PC Riding Associations, and Toronto East Ridings). R92. The PC Party recognizes the importance of mining and mineral exploration to Ontario s economy. PC Party policy is to play an active role in promoting mining and mineral exploration including the Ring of Fire (Sponsored by the Northern Affairs PAC). R93. PC Party policy is to encourage the federal government to bring in a loan guarantee program to help the forestry industry pay the unfair duties imposed on Canadian softwood lumber by the US (Sponsored by the Natural Resources PAC). R94. PC Party policy is to ensure sufficient resources to review and approve exploration permits and environmental assessments while examining Ontario s regulations and working with the federal government to eliminate duplicate regulatory requirements and processes for mining exploration, permitting and environmental assessments (Sponsored by the Northern Affairs PAC with input from the Elgin-Middlesex-London Ontario PC Riding R95. PC Party policy is to have government at the table for negotiations between resource companies and Indigenous communities and encourage resource and mining companies to involve Indigenous communities in their planning process from the beginning (Sponsored by the Northern Affairs PAC with input from the Thunder Bay-Atikokan Ontario PC Riding R96.
