2 Indicators 5.a.1 and 5.a.2 are strictly interconnected Legal indicator Outcome indicator - Sex disaggregated data (SDD) on land ownership disclose the situation of o e s legal se u it i elatio to ag i ultu al la d. - The analysis of legal framework helps identifying causes and bottlenecks. - National Statistical Offices should collaborate with the overseeing body tasked with the monitoring of legal framework to help determine whether or not special measures should be discontinued, adjusted or prolonged to better address the disparities a Pe e tage of people ith o e ship o se u e ights o e agricultural land (out of total agricultural population), by sex; (b) Share of women among owners or rights-bearers of agricultural la d, y type of te u e Part (a) measures the incidence of people with ownership or secure rights. h.. * 100 Part (b) focusses on the gender parity measuring the extent to which women are disadvantaged in ownership or rights over agricultural land. h.. h. * 100
3 5a1 focuses on agricultural land as this is a key productive resource in developing countries where poverty reduction strategies are necessarily linked to agricultural development Target is the agricultural population because right-security over agricultural land is relevant especially for people engaged in agriculture Being gender sensitive, the indicator embraces: Documented ownership: presence of title, certificate, or deed Reported ownership: relevant if a formal registration system is not in place Rights over land: Colle ted th ough p o ies a le to aptu e i di iduals capability to control and take decisions over the land (e.g., right to sell, bequeath or decide how to use the land) Current status: data are scarce and frequently incomparable Possible Sources: However, land ownership data can be collected through surveys simply inserting a devoted module in already existing data collection programmes 1. (preferably) National Household Surveys Integrated Income Household Surveys Living Standard Measurement Surveys Multi-purpose Household Surveys 2. (alternatively) Agricultural Surveys and Censuses
4 Methodological work Methodological work is led by the The Evidence and Data for Gender Equality (EDGE) project, a joint initiative of UNSD and UN Women, in collaboration with the Asian Dev. Bank, FAO and WB 2013: methodology discussed wt agencies and NSOs Identification of problematic areas : Field tests in 7 countries De -Fe 5a1 methodology finalization (Consultation Process) Ma h : Submission to UNSC
5 Preliminary Conclusions Admin data are inadequate, especially in developing countries and to generate gender-relevant indicators Documented ownership is an insufficient proxy measure Overlap between documented/reported ownership and other rights is imperfect, suggesting the need to explore the bundle of rights. Avoid sex-disaggregations of the data based on the sex of the household head. Rather, collect ownership/right status of at least one adult household member, randomly selected If possible, collect ownership at parcel level Capture joint ownership FAO Role Custodianship: FAO Will provide feedback to the EDGE recommendations, once released Conducted and shared a secondary data analysis on 6 sub-saharan africa ou t ies ega di g the i pe fe t o e lap et ee epo ted o e ship and rights over land. Capacity development initiatives will be rolled out, once the methodology is established: elearning course & workshops Promote the collection of 5.a.1 in agricultural surveys (through the Integrated AGricultural Suryey project, AGRIS)

Collects all existing national policy objectives, draft provisions, legal provisions and implementing legislation that reflect good practices i gua a teei g o e s e ual ights to la d o e ship a d/o control. Based on 3 proxies: Government udgeta y o it e ts to st e gthe i g o e s equal rights to land ownership and/or control Joint titling P ote tio of o e s la d ights i legally e og ized usto a y tenure systems Indicator is already being generated as part of the FAO Legal Assess e t Tool LAT a d esults a e disse i ated th ough the FAO Gender and Land Rights Database FAO continues to work with countries and partners to scale up the availability of this indicator Recent examples include the Western Balkans initiative, supported by GIZ.
7 FAO Role As custodian agency for 5.a.2, FAO is developing a reporting methodology: 1. Designation of Responsible Entity (MoJ, Human Rights Commissions) 2. Designation of National Legal Expert 3. Expert analysis of the policy and legal framework (questionnaire) 4. Validation of the results by Responsible Entity 5. Communication of the results to FAO Example 1.
