3 LAUDER SCHOOL OF GOVERNMENT, DIPLOMACY AND STRATEGY DEAN S WELCOME The Lauder School of Government at IDC Herzliya is one of the leading schools of public policy, diplomacy, foreign policy and strategy in Israel. Our program combines theory and practice in an interdisciplinary setting. Students can choose from four specializations: diplomacy and strategy; conflict resolution; Middle East studies; and homeland security studies. Selected students can participate in the prestigious Argov Fellows Program in Leadership and Diplomacy and in exchange programs with other universities. Lauder School students participate in activities of the school s five institutes, including the Institute for Policy and Strategy (IPS), which organizes and hosts the renowned Herzliya Conference; the Institute for Counter- Terrorism (ICT); the Institute for Renewable Energy Policy; the Center for European Studies; Programs in Applied Decision Analysis (PADA); and the project on Reforms in Government. LAUDER Ambassador Ronald S. Lauder, an international businessman and Jewish communal leader, was appointed US Ambassador to Austria in He established The Ronald S. Lauder Foundation in 1987 which focuses on Jewish education and community outreach. Among the many positions which he has held and currently holds are: President of the World Jewish Congress; Chairman of the Conference of Presidents of Major American Jewish Organizations; Chairman of the Board of the Jewish National Fund; and Chairman of the International Public Committee of the World Jewish Restitution Organization. 4 GOVERNMENT SPECIALIZATIONS: INTERNATIONAL AFFAIRS, THE MIDDLE EAST, CONFLICT RESOLUTION, COUNTER-TERRORISM The curriculum combines the traditional fields of government and international affairs with the opportunity to specialize in Middle East, counter-terrorism and conflict-resolution studies. The perspective is broad-based, dealing with the impact of political forces, social issues, business interests and economic policies, along with factors such as the media, culture and technology. Students examine the inner workings of the Middle East in all their complexity, while also viewing the region within the context of globalization. The study of Israel is comprehensive in scope, including exposure to all facets of the Israeli polity from issues of democracy to foreign policy to questions of national security. In addition, the program looks at issues confronting the world today: the environment; ethnic conflicts; nuclear strategy; terrorism; and gender issues. Studies are built on the concept of combining theory with practice, exposing students to real-life situations through case studies, simulations and face-to-face meetings with key figures. In a few short years, the Lauder School of Government has developed an excellent undergraduate program, attracting students from around the world who are interested in the Middle East and security issues. Alumni have excellent prospects for continued study at leading American and European graduate schools or for work as analysts in government agencies, NGOs or international institutions worldwide. THE ARGOV FELLOWS PROGRAM IN LEADERSHIP AND DIPLOMACY Building on the legacy of former Israeli Ambassador Shlomo Argov (z l) the Argov Fellows Program prepares twenty exceptional students in their final year of government studies to work towards advancing the interests of Israel and the Jewish people in the international arena. The Fellows acquire the knowledge, skills and tools necessary to explain and to work towards meeting the many challenges that Israel faces in today s complex global environment. The program, which is conducted entirely in English, combines academic training and practical skills. Its unique curriculum includes courses, seminars and hands-on workshops taught exclusively to Argov Fellows by leading academic and professional experts. During the fellowship year, the students participate in study tours to Europe and the United States and have the opportunity to interact with prominent leaders from a wide range of fields. The program concludes with the public presentation of capstone group projects which propose solutions to areas of relevant policy concern. 5 GOVERNMENT CURRICULUM The undergraduate program leading to a BA in government consists of 124 credits. The program is designed to be completed over a period of three years or six semesters. During the final year of the program, students select one or more areas to study in depth, earning a certificate of specialization in the area(s) of their choice. Courses in Communication Skills in English may be required of non-native speakers. 7 GOVERNMENT FACULTY Prof. Uzi Arad, PhD, Princeton University, 1975 Prof. Arad is the founding director of IDC Herzliya s Institute for Policy and Strategy, which convenes the Herzliya Conference. He is an expert on international strategy, Middle East politics and security, and transatlantic affairs. After twenty-five years of service in Israel s foreign intelligence service, the Mossad, culminating in his tenure as Director of Intelligence, then-prime minister Binyamin Netanyahu appointed him to be his foreign policy advisor. He also has served as a professional staff member of the Hudson Institute and a research fellow at Tel Aviv University s Center for Strategic Studies. Prof. Arad is currently on leave to serve as the National Security Advisor to the Prime Minister and Head of the National Security Council. Dr. Guy Bechor, PhD, Tel Aviv University, 1999 Dr. Bechor heads the Middle East Division at the Lauder School of Government. He has written several books and academic articles on Arab civil law and the politics and history of the Arab Middle East. Dr. Bechor has served as a lecturer and consultant to the IDF, Israel Police and Israeli Ministry of Foreign Affairs. He helped establish the Arabic website of the Yedioth Aharonot daily newspaper and has been an Arab affairs commentator for leading newspapers and TV stations like CNN, Al-Jazeera and the BBC. Dr. Bechor is a member of the Israeli Bar Association and the Israeli Press Council. Dr. Yariv Ben Eliezer, PhD, New York University, 1977 Dr. Ben Eliezer is the director of Media Studies at the Lauder School of Government and of the Political and Marketing Communications Program at the Sammy Ofer School of Communications. He has served as the dean of the Media School at the College of Management in Tel Aviv. He has held senior positions in political campaigns, including the Tzomet Party s 1992 Knesset campaign, Israeli President Shimon Peres 1996 campaign for the premiership, and Herzliya Mayor Yael German s 1998 and 2003 election campaigns. Dr. Ben Eliezer has written six books and many articles. Dr. Isabel Berman, PhD, Columbia University, 1985 Dr. Berman taught English as a foreign language at the Hebrew University of Jerusalem. She developed and taught an English program for Foreign Ministry cadets as well as one for Knesset members. She has been with IDC Herzliya since its inception and developed the communication skills in the English courses. Dr. Isaac Berzin, PhD, Ben-Gurion University Dr. Isaac Berzin is the founding director of the Institute for Renewable Energy Policy at IDC and an Affiliated Scientist at MIT. Dr. Berzin was included in the TIME Magazine 2008 list of the 100 most influential people. His innovative work in clean energy has won him numerous awards and accolades. Dr. Berzin founded GreenFuel Technologies in Cambridge, MA

8 Dr. Boaz Ganor, PhD, Hebrew University of Jerusalem, 2002 Dr. Ganor is the deputy dean of the Lauder School of Government and founder and executive director of the Institute for Counter-Terrorism (ICT) at IDC Herzliya. He is also the founder and chairman of the International Academic Counter-Terrorism Community (ICTAC). Dr. Ganor served as a consultant to the Israeli government on counter-terrorism. He was a member of the Israeli national and international commissions on counter-terrorism. From 1996 to 2000, he was a member of the trilateral (Palestinian, Israeli and American) committee on incitement, which was established under the Wye Accords. Dr. Ganor is the author of numerous articles on counter-terrorism and the book The Counter-Terrorism Puzzle A Guide for Decision Makers. Prof. Galia Golan, PhD, Hebrew University of Jerusalem, 1970 Prof. Golan heads the Diplomacy and Conflict Resolution specializations and is academic director of the International Program in Government. She specializes in international conflict, globalization, and the Arab-Israeli conflict. She is the recipient of the Israel Political Science Association Achievement Award. Formerly she was chairperson of the Department of Political Science and of the Lafer Center for Women s Studies at the Hebrew University of Jerusalem. She has been a consultant to the IDF and the Foreign Ministry; she is the author of nine books in the area of international relations and the Middle East. Dr. Eran Halperin, PhD, University of Haifa, 2007 Dr. Halperin is currently a senior lecturer at the Lauder School of Government and the deputy director of the Political Psychology Program at the IDC, Herzliya. He received his post-doctorate from the Department of Psychology, Stanford University (Fulbright Scholarship). His work integrates psychological and political theories and methods in order to explain different aspects on intergroup relations and conflicts. Dr. Halperin s main line of research focuses on the role of emotions in conflicts and conflict resolution. In recent years, he has published articles in the Journal of Conflict Resolution, Journal of Social Issues, Political Psychology, Political Science Quarterly, Social Science Quarterly and Journal of Peace Research. Dr. Liza Ireni-Saban, PhD, Tel Aviv University Dr. Ireni-Saban received her PhD in Political Science for her doctoral work, Distributive Justice and Genetic Technology: Moral and Political Problems in Democracy. Her main research areas are: ethics in public administration; public policy; comparative public policy; and bioethics. Dr. Ireni-Saban was a co-author of Regulation of Clinical and Genetic Trials. This year she will be teaching a course in Public Administration and Policy at the Lauder School. Dr. Isaac Kfir, PhD, London School of Economics, 1999 Dr. Kfir is a lecturer at the RRIS, the Lauder School of Government and the Institute for Counter-Terrorism at IDC Herzliya. He served as a research fellow in International Relations at the University of Buckingham and his research interests ranged from United Nations peacekeeping, peace-building and peacemaking. Dr. Kfir has published several papers in the field of counter-terrorism and democracy promotion.

9 Prof. Rafi Melnick, Provost, PhD, University of California, Berkeley, 1979 Prof. Melnick is the former dean of the Lauder School of Government. He is the former deputy director of research at the Bank of Israel. He has taught at the Hebrew University of Jerusalem, Boston University and the University of California at Davis. Prof. Melnick developed and publishes a monthly state of the Israeli economy index, The Melnick Index. He is the director of the investment committee of Migdal Insurance. Prof. Alex Mintz, PhD, Northwestern University, 1981 Prof. Mintz is the dean of the Lauder School of Government and head of the MA Program in Government at IDC Herzliya. He is coeditor of the journal Foreign Policy Analysis, associate editor of the Journal of Conflict Resolution, and editor-in-chief of Advances in Foreign Policy Analysis. Prof. Mintz received the 2005 Distinguished Scholar Award from the International Studies Association in foreign policy analysis. He was appointed, along with four Nobel laureates, to the advisory board of the Center for Conflict Prevention and Management at the University of Sydney, Australia. Prof. David Nachmias, PhD, University of Oregon, 1971 Prof. Nachmias heads the Reinventing Israeli Government Project at IDC Herzliya and specializes in public policy, public administration and Israeli politics. He has published numerous books, articles in professional journals and policy papers. Prof. Nachmias has received several international awards, including being named a Fulbright Senior Scholar and receiving the Donald Campbell Award for methodological innovations in policy studies. Dr. Reuven Ehrlich Neeman, PhD, Tel Aviv University, 1998 Dr. Ehrlich lectures on intelligence studies at IDC Herzliya and is the head of the Intelligence and Terrorism Information Center at the Israel Intelligence Heritage and Commemoration Center for Special Studies. Dr. Erlich served as the Israeli government s deputy coordinator for Lebanese affairs and was a member of the Israeli delegation to the bilateral peace talks with Lebanon. He is a retired Colonel from the Israeli military Intelligence. Dr. Alisa Rubin Peled, PhD, Harvard University, 1994 Dr. Peled is the academic director of the Argov Fellows Program in Leadership and Diplomacy. She has held teaching and research positions at Harvard University, Brandeis University and Ben-Gurion University of the Negev. Her first book, Debating Islam in the Jewish State, examines Israeli policy towards its Muslim minority. Her current research focuses on the role of American universities in the Middle East and how higher educational reform can spark economic development in the region. Prof. Amnon Sella, PhD, University of Edinburgh, 1973 Prof. Sella has taught at the Hebrew University of Jerusalem and has served as a visiting professor at Oxford and Georgetown universities. Prof. Sella s areas of expertise include Soviet and Russian studies, Red Army and Soviet military doctrine, Russia as a state in transition, the history of world order in the 20th century, and issues of security and ethics in Israel and in general

10 Prof. Emmanuel Sivan, PhD, Sorbonne, 1965 Prof. Sivan is an internationally respected authority on Middle Eastern affairs. He chaired the History Department at the Hebrew University of Jerusalem. Prof. Sivan served as an advisor to the Israeli Prime Minister s Office, and as the chair of the Rothschild Foundation s Post-Doctoral Committee. He was the editor of the Jerusalem Quarterly and has written numerous books and articles about Islam, fundamentalism and politics in the Middle East. Dr. Leslie Terris, PhD, Tel Aviv University Lesley G. Terris received her PhD from the Department of Political Science at Tel- Aviv University. Her research focuses on negotiation and mediation processes in international conflict, while combining game-theoretic modeling with quantitative and qualitative analysis. Her research interests also include the study of international politics through simulations and network analysis. Dr. Hani Zubida, PhD, New York University, 2006 Dr. Zubida has taught at various universities in Israel and the US. He has written articles for academic journals and presented papers at international conferences on electoral systems, voting behavior, comparative politics, political methodology and statistics, public opinion, Israeli politics and society, the Israeli electoral system and the Middle East peace process. Dr. Zubida also has served as a consultant to Standard and Poor s. Visiting Faculty Dr. Eitan Azani, PhD, Hebrew University of Jerusalem Dr. Azani currently serves as deputy executive director of the Institute for Counter- Terrorism (ICT) at the Interdisciplinary Center (IDC) Herzliya. He is a Colonel (Res.) in the Israel Defense Forces with operational, research and academic experience in counter-terrorism. Fields of research: financing of global and regional terrorism; development of global jihad movements; and Iran and Shiite terrorism the phenomenon, its characteristics and developing tendencies. Dr. Ronen Hoffman, PhD, Kings College, London, 1999 Dr. Hoffman is the academic adviser of the Lauder School of Government. He served as a personal assistant to the late Prime Minister Yitzhak Rabin, and was the coordinator and a member of the Israeli delegation to the peace negotiations with Syria. Dr. Hoffman also served as an adviser to the Minister of Defense on political and international affairs and is a co-founder of the International Policy Institute for Counter-Terrorism at IDC Herzlyia. Dr. Maoz Rosenthal, PhD, Tel-Aviv University, 2007 Dr. Rosenthal studies the strategic interactions that characterize policy making processes in various settings, especially in the Israeli context. His teaching areas are public policy and administration, quantitative research methods and Israeli politics. During the summer of 2009, Dr. Rosenthal will be a visiting research fellow at the McMillan Center for International and Area Studies at Yale University.
