COURSE DESCRIPTION This course offers an introduction to the Canadian experience in international relations, from its early roots in Canada s drive to independence to Canada s contemporary role as a Middle Power and member of the G-8. The course will examine Canada s close relations with its traditional allies, but will also feature Canada s relations with emerging powers in the Global South. Among the themes to be covered will be Canada s approach

2 to multilateral issues, political relations, security, trade, aid, human rights and immigration. In addition to the well-recognized role of the federal government, notably the Department of Global Affairs, the course will explore the role of the provinces, civil society, diaspora communities and business in making foreign policy. The course will explore, through the use of Canadian case studies, key concepts in international relations, including the three strategic approaches of liberalism, realism and constructivism, the uses of power, including imperialism, hegemony, and soft power; the influence of domestic politics on international relations and vice versa; negotiation theory, and the role of leaders in making foreign policy. COURSE OBJECTIVES By the end of the course students should: 1. Have a sufficient base of knowledge of the fundamental principles of international affairs to proceed confidently to more advanced work as scholars, engaged in reading and research in this field. 2. Have had the opportunity to explore international affairs from the perspective of practitioners, as a professional field which may be open to them as policymakers, as advocates and as actors in the private sector. 3. Have explored the linkages between international and domestic affairs, and how this affects their role as citizens and future community leaders in Canada REQUIRED TEXTS There are no required texts for this course. The readings will consist of academic articles and book chapters. This material will be supplemented by topical material drawn from Canadian newspapers, magazines, and websites, to keep up with rapidly moving international events.

3 COURSE EVALUATION Literature Review: Critiquing the Critics 15% Policy Memo one 25% Policy Memo two 25% Policy Memo three 25% Class Participation 5% Class Participation Most weeks, class will consist of a minute lecture followed by a discussion session. Logistics for our discussion sessions will be dealt with the first week of class. These discussions are intended to help deepen understanding of the course content and particularly the readings. During some classes, guest lecturers with extensive practical experience in Canadian foreign policy will participate in the class. In others, we will discuss case studies drawn from recent issues in Canadian foreign policy. The quality and success of this course depends on the participants thoughtful engagement in class discussions. I value quality over quantity Warning: I reserve the right to ask individuals to answer questions or participate in discussions regardless of whether their hands are up. Some of the issues we will be discussing in class can generate strong feelings and passionate disagreement. Students will be expected to act at all times with civility and respect for their fellow classmates and visiting speakers.

4 Students who volunteer to introduce one of the readings in class, may qualify for bonus marks of up to 5% of the final mark. I will ask for volunteers and keep a roster a few weeks ahead of the readings. This is not a summary of the reading, but requires a critical assessment of and response to the piece. These introductions provided for each session will guide our thinking and our class discussions. Literature Review. The first paper is on the theme of Critiquing the Critics: What are the Key Complaints about Canadian Foreign Policy? What would the critics like Canada to be doing instead? It is action oriented

5 rather than analytical, and it makes very specific strategic recommendations on how to address the problem. The memo should be roughly four pages long (double-spaced, words). Policy-Makers value concise and crisp recommendations. Students will write three policy memos, on three themes: 1. A strategy for relations with a new Administration in Washington, after the November elections. This assignment will be due October A strategy for strengthening ties with a key Emerging Power: Choose one of China, India, Mexico, or Brazil. This assignment will be due on November A campaign strategy for Canada to win an election to the Security Council. This assignment will be due on December Background on the development of policy memos will be provided in class. Final Exam There is no final exam in this course. COURSE POLICIES Academic Misconduct and the Need for Academic Integrity Academic integrity is greatly valued in this course. Academic misconduct occurs in a variety of forms. Students are required to familiarise themselves with the University policies on Plagiarism Academic Dishonesty as well as the associated penalties which can be severe. Plagiarism: According to the Academic Calendar ( ), plagiarism involves using the thoughts, ideas, or writings of another person passing them off as your own (adapted from the Oxford English Dictionary definition). It can involve taking credit for ideas that were not your own or using the words of others without properly citing them. 6 Collaboration: all of the work produced by students needs to be the product of their own individual efforts. Although discussion of topics is to be expected this work needs to reflect original individual ideas be written independently. Submission Written work should be submitted by or through the drop box in mylearning space. Hard copies should be submitted at the beginning of class. Late penalties Late penalties for written work will be assigned at 2% (of the 100% value of the assignment) per day, including weekend days, with a midnight cut-off for each day. To stop late penalties you must submit work through the appropriate drop box on the course webpage in mylearning space Communication An active WLU account is required as a means of communication. Please ensure that your account is active and check it regularly. The course uses a mylearning space webpage important messages will be posted here as will some of the weekly readings. Students should be enrolled in the webpage and check it regularly. I encourage students to come and see me in office hours with specific questions or more general issues.
