3 SYNTAGMA of DEMOCRATIC OLESTIA Olestia The term "Olestia", states the unification of all people of a common geographical space, in order to live with protecting each other, with respecting each other, with concord, with order, with security, with progress, and with final pursuit the common happiness. The Olestians have equal rights and obligations, to the Syntagma, the laws, and the decisions, of the Olestia, as well every one towards every other. Governing system The governing system of the Olestia, is "Democracy". Foundation of the governing system, is the idea of the domination of the majority of all Olestians, in the legislation, in the dispensation of justice, and in the administration of the Olestia; this domination must be exercised, with respect to the equality of the free Olestians. The domination of the majority of the People on the Olestia, is realized with the separation of the domination in parts, and the assignment of the execution, of every specific part of this domination, to specific group of Olestians; every such group of Olestians, constitutes one Olestiac "Exusia" (power). The right to elect All living Olestians, regardless of place of stay, regardless of education, regardless of profession, regardless of wealth, regardless of gender, and regardless of age, have the "right to elect", namely: a) the right to elect representatives of them, as officers for the legislation, dispensation of justice, and administration of the Olestia, and b) the right to elect the approval or the rejection of Referendums. It is not allowed penalty which deprives the right to elect, from anyone Olestian. The right to be elected All Olestians with the right to elect, have also the right to be elected, under the sole precondition that they are able to exercise this right to elect, in person. The right to be elected for an Olestian, means that, he can be elected as The minimum of Democracy 3

4 representative of other Olestians, for all electable positions of the Olestia. It is not allowed penalty which deprives the right to be elected, from anyone Olestian. Management of Olestiac secrets With Olestiac Referendum is defined, whether exist or not, secret treaties and agreements of the Olestia with third parties, either secret articles in known treaties and agreements of the Olestia with third parties, and if "yes", then, for how long they remain secret, how exactly they are binding the Olestia, who, and with what terms are allowed to agree them, and who, and with what terms are allowed to know and apply them; the same is valid and for Olestiac decisions, regarding the safety of the Olestia itself. Rights of Olestians The rights of the Olestians guarantees the Olestia; the restrictions of any kind, which can be imposed on these rights, are foreseen only from the Syntagma. All Olestians, are entitled without exceptions, of the absolute protection of the life, the honour, and the freedom of them, without distinction, of nationality, either of race, either of language, either of religious beliefs, either of philosophical beliefs, either of political beliefs. Inviolable rights of the Olestians, are: 1. the within the territory of the Olestia free, anonymous, unrestricted and not being monitored, or, the between the inside and the outside of Dedonea eponymous, and potentially being monitored without judicial decision, but as to the remainder free and unrestricted: 1.1. connection with internet addresses, 1.2. searching, downloading and uploading, of thoughts, knowledge and information, from and to internet addresses, 1.3. searching, receiving and sending, of thoughts, knowledge and information, from and to Olestiac-state either private Media of Mass Information, 1.4. in any manner communication with any person and anywhere it is, 2. the free and secret movement within the territory of the Olestia, 3. the free relocation within the territory of the Olestia, and 4 The minimum of Democracy...

5 4. the free and secret of the thoughts. Judicial decision from at least 3membered court, can allow the lifting of the inviolability, of the previous rights, except that of the free and secret of the thoughts. Congregation All have the right, freely to congregate publicly, in order to consult jointly either to attend spectacles. Only Olestians have the right, freely to congregate publicly, in order to demonstrate shared beliefs and shared pursuits. Media of Mass Information The purpose of the Media of Mass Information, is to objectively serve the truth and nothing but the truth, with the really analogue and without passion, publicizing of the facts and opinions, of all opposing parties, of the Olestiac and of the global society. Judicial protection Offense does not exist, nor penalty is imposed, in intent either of thought of perpetration of offence. Offense does not exist, nor penalty is imposed, without law which was valid before the perpetration of the offense. Never is imposed with newer law, penalty heavier, than that which was foreseen when the offense was perpetrated. It is obligation of the accuser to prove the accusation, and never of the accused to prove his innocence. Death penalty is not imposed. The tortures, any bodily injury, damage to health, use of psychological violence, as well any violation of the human dignity, are not allowed. Arrest-Imprisonment No one is arrested, without prosecutorial warrant that justifies the arrest, and which is delivered at the time of its execution; excluded are the flagrante delicto offences. The minimum of Democracy 5

6 The arrest, either the custody, either the detention, either the imprisonment of anybody, is executed only from Olestiac employees. Private wealth The movable either immovable, individually or jointly owned, private wealth, which is located inside the territory of the Olestia, are under the full protection of the Olestia, however, the rights, arising from this private wealth, must not be exercised, against of the interests of the Olestia and of the Olestians. Economy No tax, of any kind, is imposed from the Olestia, with retrospective validity. No tax, of any kind, is imposed from the Olestia, on foreseeable earnings before their actual materialisation. No tax is imposed from the Olestia in money, on anything non monetary. No economic debt to the Olestia, is collected with use of private companies, either private persons. No person is arrested, nor imprisoned, for economic debt. Currency The use from the Olestia in its territory, of non Olestiac currency, can be proposed with substantiated data, in favour and against, not only financial, but also of dependency of the Olestia and is approved with Olestiac Referendum. Only bank, which belongs by 100% to the Olestia, has the right to issue, and is obliged to control, the currency used in the territory of the Olestia. Justice No one located inside the territory of the Olestia, enjoys immunity for his actions, for whatever reason, and in whatever case. The justice of 1st degree, is dispensed from courts, composed only from Olestiac employees tactical judges. The justice of appellate 2nd degree, as well of cassation 3rd degree, is dispensed from mixed courts composed, from Olestiac employees tactical judges and from elected judges; these courts are presided from tactical judge and their elected 6 The minimum of Democracy...

7 judges are superior by one in number from their tactical judges. Method of conducting Olestiac Elections The Olestiac Elections begin, the 1st Sunday of the 9th month of the year, every five years, with votings being done in consecutive Sundays; on the day of the 1st Sunday of the elections, all Olestians with the right to elect, form few-membered voting groups, who convene and elect one member of every group, as representative of all Olestians of the group; in the continuity of the elections, the elected representatives of the Olestians of every group, form new few-membered votings groups, wherein is elected new representative of the already elected representatives; the same is repeated, until the final representatives elect the supreme legislative, judicial and administrative members of the Olestia. On the Referendums all Olestians with the right to elect, form few-membered voting groups, who convene and decide for the approval or rejection of the proposed Referendums. Boundaries and status of independent administratively regions The terms, of operation and supervision, of the specific status of administratively independent regions inside the territory of the Olestia, as well the boundaries of these regions, are defined with law from Olestiac Referendum. Revision of the Syntagma In the revision of the Syntagma or of a law, it is allowed all of their orders to be changed, or to be repealed, as well it is also allowed to be added new orders. Moral duties of the Olestians Moral duty of every composer of draft of revision of the Syntagma is, not to include rules and orders, which exchange the freedoms of the Olestians with their safety, because, this leads to the loss, and of their freedom, and of their safety. Moral duty of the Olestians is, not to approve draft of revision of the Syntagma, wherein are given to them privileges, either financial safety, either even true safety, in exchange of one any freedom of them. 8 wherein is affected the Democratic axiom, "Equality of Free Human Beings", nor to approve draft of revision of the Syntagma, wherein is affected the Democratic axiom, "The Majority of All Olestians Decides". Respect and protection of the governmental system The respect of the Syntagma, and of the laws and of the decisions of the Olestia which are issued in accordance with it, as well the devotion to its Democratic governmental system, constitute fundamental obligation of all Olestians. The usurpation in any way, of the sovereignty of the Olestians, and of the powers that stem from it, is crime to degree of nefarious felony, and is punishable, as soon as is restored the sovereignty of the Olestians; the statute-barring either the pardoning of this crime, is not permitted. The Olestians, are entitled and obliged, to resist by any means, against anybody, who, in any way, attempts to catalyze either to usurp, their sovereignty. The observance of this Syntagma, is assigned to the Olestians and relies principally on their love for their Freedom. 8 The minimum of Democracy...
