3 WHAT IS SVEEP? Systematic Voters' Education and Electoral Participation (SVEEP) is a programme of multi interventions in different modes and mediums designed to increase voters' awareness and their participation in the electoral processes. SVEEP is designed according to the soci-economic, cultural and demographic profile of the state as well as the history of electoral participation in previous rounds of elections and learning there of. Why SVEEP? India is the largest democracy in the world, with the second largest population in the world. Hence, India has the largest voting population as compared to that of any other country in the world. Voters are the central stakeholders in any election process, and more so in a democratic set-up. The Election Commission of India (ECI) mandated by the Constitution of India to ensure the conduct of free, fair and peaceful elections to the parliament, State Legislative Assemblies and State Legislative Councils throughout the Country. In accordance with the Representation of Peoples' Act, 1950 to facilitate all eligible members of the population, to register on respective electoral rolls To ensure a peaceful and enabling environment during polls, where voters can cast their vote without fear or favor To enable voters to get armed with requisite knowledge of their rights as voters and of voting procedures. However, over the years, it has been found that gaps remained between : Number of people who are eligible to vote and number of people registered vote. Number of people registered to vote and the number of voters who turn out at elections It was appreciated that greater participation alone can lead to a stronger democracy, and that towards such an objective electoral participation and voter's education required to move on to the center of the election management table. 8 2009 Assembly Constituency wise average number of voters per Polling Station : The average number of voters during 2009 Election per constituency is 14,82,419 (44 - Sangli ) and 4,65,741 ( 48 - Hatkanangale ) While at polling stations (PS) level the average number of voters during 2009 Election is around 857. The chart below shows the average number of voters per PS at Assembly Constituency ( AC ) level. Sangli is the highest average while Shirala has the lowest average. The average becomes important as it gives a fair idea of the number we are looking at for voters' education, while planning for it. The following detailed table provides information of voters' & polling station figures for all the 8 AC 's of the Sangli district. 9 VOTER PROFILE OF SANGLI - GAP ANALYSIS Loksabha 2009 Electors 14,90,571 Actual Voting 7,76, % GAP % GAP % GAP ANALYSIS : Gap analysis helps identify the focus areas of the voters' education programs for the region. It is done by analyzing the data of past elections for the following two aspects. 1) Identification of the gaps by analyzing the available statistics and other details of previous elections becomes necessary to establish the targets for the voter education efforts. The gaps are analyzed for two aspects - gaps in voter registration and gaps in voter turnout. GAP ANALYSIS Voter Registration 2) To identify gaps in voter registration during the previous elections, analysis of the available statistics with regard to registration is undertaken. This includes the analysis of various ratios based on Census figures, includes Elector - Population ratio, Age cohort of voter population, Gender ratio etc. 3) To identify gaps in voter turnout, not only statistics of turnout during the previous elections are analysis but the ground reality is checked to assess the specific interventions required for vulnerable / excluded segments of society, hindrances in registration / turnout due to the socio - cultural context etc. 4) Gaps in voters' registration were identified in Sangli district with the help of a clear idea of the following parameters: EP Ratio Voter Turnout Age cohort analysis Socio - Cultural Context Gender Ratio Trans Gender Ratio GAP ANALYSIS Literacy Rate Pardhi Samaj Sugarcane Cutters Excluded communities Urban voter population PLANNING TO COVER GAP : 1) Door to door visit to find out eligible voters who have not yet been registered their name in the voters' list. 2) In political party meeting messages given to all representative to enroll names of all eligible youth, women & other citizens in the voters' list. ( 07 )

10 3) Maps of polling area have been prepared by BLOs to make sure that not a single house has left. 4) Meeting with Mahila Bachat Gat and distribution of Form-6. 5) Appeal to Trans Gender to enroll their names. 6) Deletion of voters' who are not ordinary resident of the polling area / polling station and insure exact names of voters' of that polling station. 7) Deletion of names of dead and duplicate voters. 8) Appeal to ex - servicemen to work as a 'Matdar Mitra'. 9) Arrange youth festival. INNOVATION IDEAS 1) Efforts have been made to get more enrollments of women through Anganwadi Sevika, Bachat Gat and Aasha Workers. 2) Chitrarath, Cycle Rally and Pathnatya were arranged in the district. DEO participated in Cycle Rally. 3) Women icon Sheetal Chavan had been participated in Cycle Rally. She is Champion of World's Third International Championship in Himachal. 4) Arranged lectures in youth campaign. OUT COME : 1) The initiatives taken in LACs through out district have helped to increase women enrollment. 2) Especially following two LACs in the district shows growth in women enrollment. 11 EP Ratio Trend in Sangli 2011 As per the Census of 2011, the population of Sangli is 28,22,143 with 14,35,728 forming the male population and 13,86,415 forming the female population of the district. 12 WOMAN ELECTORS Enrollment of women electors in last five years during summary revision is as follows - Revision Years Woman Enrollments WOMAN ENROLLMENT CHART Difference OBJECTIVES : Door to door survey by Anganwadi Sevika, Aasha Workers to increase women voters and fill the gap of Gender Ratio helps a lot. The list of such women have been given to BLOs. BLOs filled up Form-6 of such eligible women electors. In this mission Enrollment of married women almost done. IV. ENHANCEMENT OF WOMEN'S PARTICIPATION Identification of gaps are done at Assembly Constituencies (AC) and Polling Station level in the beginning of the period since the last NVD was celebrated, and the period up to the next NVD is dedicated to reducing gaps in registration, particularly the youth and the gender gap. As a component of BLOs' training, sensitization to issues regarding Women's registration as electors was done. Grass-root women workers and self help groups were involved for capacity building. ( 10 )

13 Partnerships With Organizations - Private Media, Radio City, NYKS, NSS, NCC, Bharat Scouts and Guides & Educational Institutions). Appeals/ messages were made by local youth icons. All print media were encouraged to propagate the concept and celebrations of National Voters' Day. Brand Building & Promotion LEARNINGS FROM NVD 2011 AND 2012 The following key learning have emanated from the celebrations of NVD 201l and Celebrating a National Day for the Voters has generated awareness not only about the process of voter registration and importance of voting, but also about the functioning of the Election Commission of India and the offices of CEO and DEO, that hitherto maintained a low profile during non- election periods. 2. We learn from National Voters' Day to cast our vote ethically. Therefore 25 January is being celebrated as National Voter's Day & we get right to cast our vote from this day. 3. Celebrating NVD requires continuous efforts for Voters' education for youth and women in the year prior to the NVD. Without these efforts, it is an uphill task to generate enthusiasm for NVD. The same could be said for polls - that prior planning is very important. Election commission was ordered to find out the reason in each constituency where less percentage of polling and intimate remedies taken accordingly survey was carried out and following reasons were come into notice. REASONS OF LOW VOTING PERCENTAGE OF ALL VOTERS : 1. People migrated from one place to other place due to job or business. 2. Due to declaration of holiday on election day, tendancy of people is to proceed for picnic purpose instead of casting the vote. 3. In illiterate voter it is seen that no information about voting or voting process and also lack of importance of voting. 4. Due to job and business the percentage of people living on rent is more. 5. In voters list the percentage of migrated people/dead people and also duplicity of names is high. 6. Peoples belonging to high class society they are not interested in voting and such peoples are working out side from that area and they are not bother to come at village and cast the vote. 7. Majority voters are away from their native place for purpose of wages (i.e. sugarcane cutters) 8. Less percentage observed in that area where candidates not belong to their area. 9. People working as Police, Home guard are not taken part in voting because at the same time they are deployed by Govt on election duty. 10. All Government Staff who are appointed for election duties, they don't cast their vote. ( 11 )

16 1 YOUTH FESTIVAL : India is the largest democatic country in the world & Youth is playing vital role in Indian democracy. Percentage of youth voters is being decreased in day by day elections. This point has been noticed and focused on this we arranged Youth Festival in Sangli district to increase awareness among the youth. Due to activity carried out for youth best result was come as number Mr. Deependra Singh Kushwah (I.A.S.) DEO, Sangli addressing Youth In this Youth Festival Mr.Dipendrasingh Kushwah, I A S, D E O h i m s e l f addressed to youth & he explained to youth about importance of voting. He also appealed to youth be 100 % participate in casting the vote students from 300 colleges participated in this grand programme. This programme was also arranged at each Tehsil. of youth took part in this Youth Festival. 17 2 INVOLVEMENT OF NGO : Keeping in view of importance of NGO s role in society. NGO can implement all govt. schemes in society. Therefore we appealed NGO s to participate in programmes of awareness of voters which is being carried out by SVEEP. NGO s like Nehru Yuva Kendra, Arth Kranti Pratishthan was involved in this programme. We appealed to NGO s to give message in society about awareness of voters. Mrs. Smita Kulkarni ERO, Tasgaon - Kavathe Mahankal addressing to NGO's in meeting Social Justice Department has organised Rally regarding awareness of voters by 43 VJNT Boys & Girls Ashram Schools throughout Sangli district. ( 15 )

18 3 INVOLVEMENT OF EX-SERVICEMEN / MATDAR MITRA : As we know soldier is protecting our country with full devotion and they are very devoted to their duties. Ex-servicemen can play very important role in society about awareness of voters. Large number of Ex-servicemen are living in Sangli district. Most of them are living in rural area. So administration taken meeting with Exservicemen and appealed to them for involvement. In this meeting nearabout 160 Ex-servicemen were present. Dy DEO addressing in the Meeting of Ex-servicemen Ex-servicemen participating in meeting. Ex Servicemen as a MATDAR MITRA In Sangli district, there are approximately Ex-servicemen. District Administration is trying to attract Ex-servicemen to take part in this programme. 48 Ex-servicemen have been selected as a Matdar Mitra. They will try to encourage people to tender their vote. These Matdar Mitra will visit to locations distributed to him & they will look after the following points. They are already working as a BLO also. 1) 'Matdar Mitra' will observe how many people cast their vote. 2) They will promote to those electors who are not aware of their right to vote. ( 16 )

19 4 MEETING WITH PRINCIPALS OF COLLEGES / CAMPUS AMBASSADORS : As per the direction of ECI, all Principals of educational institutions in Sangli were invited for meeting and they have given directions to appoint one campus ambassador from each college. Volunteer student can be involved in this process. It may be ensure that this student not belong to any political party. Total 84 campus ambassadors have been appointed in Sangli district. District administration have also arranged meeting of Principals at Tehsil level. ready issued direction to arrange Principal s meetings at Taluka level are also arranged. 5 PATHNATYA : Pathnatya is small drama which is played by college students on road, corners, in crowded areas. The theme of Pathnatya is usually to create awareness about social issues. By using this we arranged Pathnatya throughout Sangli district for awareness of voters. 20 6 CYCLE RALLY : Cycle Rally was arranged throughout the district. DEO, Dy DEO, RO, ARO, senior citizens, NGO's, students participated in this rally. Large number of people participated in this cycle rally & also given slogans about casting vote. Mr.Maruti Kamble, aged 90 years participated in the Cycle Rally & cheered the citizens & appealed them to exercise their voting right in the coming elections. DEO, International Cyclist, Citizens, students, participated in Cycle Rally International cyclist Sheetal Chavan has been selected as icon of this campaign. Dy DEO, ERO participated in Cycle Rally on 25 January National Voter's Day. 90 year old senior citizen Shri. Maruti Kamble participated Cycle Rally for Matdar Jagruti. NCC students participated with ERO in Cycle Rally ( 18 )

22 7 JINGLES TO AKASHWANI & GREEN FM : For the purpose of edutainment, many jingles were developed which soared in popularity due to their catchy style. They were played on the Sangli Akashwani & Green FM in events / shows. Some of popular jingles were developed by students. 8 SLOGANS : For awareness of voters various slogans were selected from students & they were used during Cycle Rally and also on the Road Rally & Human Chain. Number of people were attracted towards Rallies due to this slogans & very good message passed in society regarding voters awareness. ( 20 )

23 9 PAMPLATES / HOARDINGS : Pamplates / Hoardings were developed on various subjects and displayed at many strategic locations. Across the district nearabout 6000 pamplates were distributed to citizens by the election machinery as well as who assisted in generating voter awareness regarding registration and voter turnout on poll day. These were developed for general public, for women, for youth etc. 10 Al Setu s, Sangram s & Maha E-seva Kendra which provide different types of services to Citizens : There are number of SETU Karyalayas, Sangram Kendras & Maha E-Seva Kendras in the district. Number of people visiting this offices day to day for their work. Therefore these offices are connected with people. Keeping in view of this, District Administration taken decision to involve this offices in SVEEP Programme and Form No. 6, 7, 8 & 8-A were made available for distribution to people and offices were instructed to collect the said form Miraj Setu Karyalaya at their offices. ( 21 )

24 11 SEVA Lulla Charitable Trust had organised the exhibition in Sangli. Number of NGO's were participated in this exhibition. Keeping in view of visitors in that exhibition District Election Office, displayed stalls, leaflets regarding importance of voting, distribtued to voters, various banners and posters were displayed about awareness of voters. Form No. 6, 7, 8 & 8-A were made available in this stall. Students playing Pathnatya in SEVA BHARAT NIRMAN : Under Central Govt. Scheme, Information & Broadcasting Ministry, there was exhibition in Kavathe Mahankal. In this exhibition, stalls of each Govt. dept. was displayed. From this stall, representatives of Govt. was giving information about their various schemes. District Administration had been displayed stall, regarding voting awareness in people. In this stall, different types of banners were displayed. As a part of this programme, Loknatya was local artist of Tung. Some college students also played Pathnatya on this spot. By the mean of this Loknatya message was given regarding voting awareness & ethical voting. And in this programme Officers also took part to understand problems of people & at their own level tried to solve the problem. Add. 25 13 RANGOLI COMPETITION : A Rangoli Competition was held throughout the district to attract & appeal the voters to exercise their franchise throughout the district. Many student took part in this competition. It helped to increase voter awareness among the citizens. 14 ANGANWADI SEVIKA & ASHA WORKERS : Anganwadi Sevikas and ASHA workers are serving in every village, so they have very close contacts with rural people. So taking into consideration Anganwadi Sevikas & ASHA workers under SVEEP Programme were motivated & trained. They visit door to door & find out eligible voters whose name have not yet been included in voters list. They distributed Form No. 6 to eligible voters & collected the forms duly filled. Islampur AERO arranged a meeting with Anganwadi Sevikas and Mahila Bachat Gat. Tasgaon AERO arranged a meeting with Anganwadi Sevikas and Mahila Bachat Gat. ( 23 ) Jath Anganwadi Sevikas visited door to door for distribution of forms.

26 15 CHITRA RATH : To create awareness among the people 'Chitrarath' is very useful media. Keeping in view of this under SVEEP Programme Chitrarath was displayed throughout the district. Banners, Posters were displayed on this Chitrarath. ' Chitrarath ' regarding Awareness of Voters was displayed on 26 January 2014 ( Republic Day ) ( 24 )

27 16 EPIC DISTRIBUTION TO TRANS GENDER : Usually the trans genders never take part in the election process. But this time the district administration did their best & appealed these people to register their names in the voter list & exercise their rights to vote. These citizens took an oath to participate in the democratic process of elections. This was an exceptional meeting of the trans genders along with all voters. The DEO distributed EPICs to these trans genders along with the other youths who are going to vote for the first time in their lives. ( 25 )

28 17 CAMPUS AMBASSADORS : As per direction of ECI, we selected one student from each college as a campus ambassador. Preference given to girl student. This student should be volunteer for this work. He / She will visit the decided places & make awareness among the people for voting & he will try for 100 % voting in his locality. District Election Office may help the campus ambassador regarding his training & any other help. Every campus ambassador will work for that academic year only. 18 HUMAN CHAINS : DEO briefing to Campus Ambassadors about their role & responsibilities Human Chains were organised as part of Voters awareness programme. The DEO addressed the youth of the district & he explained how every single vote is important for strengthening of democracy. He appealed the students, workers, businessmen & people to come out & take part in this democratic process. He also appealed his officials to work honestly & help to increase the percentage of voting. ( 26 )

29 19 National Voter Day Celebration - 25 January 25 January is celebrated as National Voters Day. On this occasion Under Matdar Jagruti Abhiyaan District Administration have been arranged number of activities like Elocution Competition, Poster Competition, Slogan Competition, Rangoli Competition. A large number of students took part in this events. Winner of this events were given Certificates & DEO addressing on National Voter Day honoured them. On this occasion, DEO arranged meeting with students, senior citizens, Trans Gender. In this meeting, message g i v e n b y C h i e f E l e c t i o n Commissioner, Hon. Shri. V.S. Sampat, shown to all participants. All voters were given oath to vote ethically. Participants in National Voter Day Voters taking oath on National Voter Day 20. Involvement of Co-operative Housing Societies : For awareness in voters living in co-operative housing societies, we arranged meeting with the chairman & secretary and appealed for casting of 100 % ethical voting. We requested to spread this message to maximum houses. ( 27 )

30 21. Involvement of Banks : Under SVEEP Programme, we arranged meeting with Lead Manager and Managers of all Banks. In this meeting information was given to them regarding awareness of voters. We appealed to all of them, to convey message regarding awareness of voting to maximum members of their bank. Form No. 6 have been made available for inclusion of names in voters list. Adequate posters on the subject have displayed in the bank. 22. Media Participation : Meeting with all editors & representatives of media was organised. DEO appealed to all of them to publish maximum articles on 100 % ethical voting and also requested to publish article in their newspaper related to registration and polls. Private TV Channel like Cable NEWS, SMS and Radio Channel Green FM was requested to took part for huge voter awareness programme. 23. Involvement of Doctors : Meeting with Editors & Representative of Media On 23/03/2014, meeting with Medical Practitioners was arranged and they were requested to print a slogan regarding awareness of voters on their prescription form and also educate people about 100 % voting.
