4 Current Initiatives GFP Global Facilitation Partnership for for Trade and and Transportation TFNSP Trade Facilitation Negotiations Support Project launched in 1999 network of 150 public and private partners working together to: design and undertake specific programs create knowledge and support training (includes a distance learning initiative) capacity building initiative to help countries respond in real time to the: proposal for negotiation as well as a gap assessment responds to a demand by the negotiating parties on TF at WTO takes the form of a: toolkit sub-regional seminars to help implement the support mechanism (cf. corresponding description) October 17, 2007 Activities for Multi-Donor Trust Fund 4

7 Current Projects Trade logistics indicators Transit facilitation Operational toolkits: Port Reforms Security indicators are in much demand to benchmark countries, help policy makers assess the importance of reform and monitor their impact database (140 countries) developed in partnership with international freight forwarders flagship activity to address the specific problems of landlocked countries core issues, such as guarantee systems, need urgent reassessment in light of the priority given to landlocked developing countries (Almaty program of actions, Doha Development Agenda) designed to lower the learning curve for institutional renewal provides background information, concrete examples, specific tools and methods which policy makers and reformers require to proceed with the confidence that genuine knowledge affords October 17, 2007 Activities for Multi-Donor Trust Fund 7

11 Current Activities Details TTFA Trade and transport facilitation audits (LDCs) Middle Income client countries establish a diagnosis of procedural or operational constraints to external trade and international transportation services baseline diagnostics fed from public and private sector assessments carried out primarily in LDCs on a self standing basis or as a contribution to a wider diagnostic. generally funded in IF countries as part of the IF process (e.g. recently Chad, Mozambique, Rwanda, Uganda, Benin, Zambia ) there is high demand for audits in non IF IDA countries (LDCs or Middle Income) and such activities are critical as many of these countries are gateway to landlocked LDCs many TTF issues need to be assessed in a regional or sub-regional approach face high logistics constraints and are increasingly requesting the Bank to provide comprehensive in depth assessments, substantially more sophisticated than TTF audits in LDCs projects recently implemented in Morocco and Colombia helped identify measures and projects to improve the connection to global markets and boost to competitiveness of exports this cross-cutting assistance not only revisits a wide range of policy areas but also looks into the national and cross-border performance of the market for logistics services; investigation requires a rich set of fact finding activities demand recently expressed from countries in South Asia, MENA, EAP October 17, 2007 Activities for Multi-Donor Trust Fund 11
