1 The EU Partnership for Peace Programme EU's position on the Middle East Peace Process The achievement of lasting peace in the Middle East is a central aim of the EU, whose main objective is: a two-state solution leading to a final and comprehensive settlement of the Israeli-Palestinian conflict based on implementation of the Road Map, with Israel and a democratic, viable, peaceful and sovereign Palestinian State living side-by-side within secure and recognised borders enjoying normal relations with their neighbours in accordance with UN Security Council Resolutions 242, 338, 1397, 1402, and 1515 and on the principles of the Madrid Conference. This includes: a fair solution to the complex issue of Jerusalem and a just, viable, realistic and agreed solution to the problem of Palestinian refugees. a solution in the Israeli-Syrian and Israeli-Lebanese tracks. The EU sees a need to address political, economic, humanitarian and security issues simultaneously, wherever necessary via negotiations between the Parties. It recognises that continued and comprehensive Palestinian reforms are necessary and national reconciliation is a basic step to move forward the solution of the conflict. On the other hand, the EU calls the freezing of settlement activities and dismantling of settlement outposts and Israeli abstention from measures which are not in accordance with international law, including extra-judicial killings and collective punishment. The EU unreservedly condemns terrorism, violence or incitement, which cannot be allowed to hold the peace process or stability in the region hostage. Terrorist attacks against Israel have no justification whatsoever and the EU has included Hamas, Islamic Jihad and other armed Palestinian groups in its list of banned terrorist organisations. The EU recognises Israel s right to protect its citizens from these attacks, but emphasizes that the Israeli Government, in exercising this right, should act within international law and takes no action that aggravates the humanitarian and economic situation of the Palestinians. The assumption of full control of security by the PA in areas under its authority is a key test for the Palestinian Authority and the EU urges it to show determination in the fight against extremist violence and to confront individuals and groups conducting and planning terrorist attacks 1

2 The EU Partnership for Peace Programme The EU Partnership for Peace Programme supports local and international civil society initiatives that promote peace, tolerance and non violence in the Middle East. The objective of this support is to contribute to the rebuilding of confidence within each society and between societies. The programme aims to promote initiatives in areas which are likely to have an impact on people s everyday lives and welfare, including practical activities which will promote communication and understanding by demonstrating the advantages of working together for mutual benefit and tangible results. The programme is jointly managed by the EU Representative Office to the West Bank, Gaza Strip and UNRWA, the EU Delegation in Israel, and the EU Delegation in Jordan. A Call for Proposals is published annually or bi-annually and the selection is made by an evaluation committee composed of representatives from each of the three EU offices The annual budget ranges from EURO 5-10 million The number of selected projects varies from 15 to 25 for each Call for Proposals The EU contributions range from EURO 100, ,000 The maximum EU contribution is 80% The maximum duration for a project is 36 months Projects can be implemented either at national level or at bi/multinational level. Only non-profit non-governmental organisations from the Mediterranean Partner Countries or EU Member States or countries that are beneficiaries of Pre-Accession Assistance or Member States of the European Economic Area are eligible to apply. 2

Community's representatives will be trained in advocacy of both their respective and neighbouring parliaments and governments and work together to explain regional water realities and advocate for sustainable regional water governance. Providing targeted youth in the West bank and Israel with creative video technical production training, the project will give voice to youths dreams and aspirations for a tomorrow different than the hopeless today. 24 short films will be produced by the trained youth and screened/discussed at 200 sessions, so providing a public forum in which empathy and understanding of youth s aspirations can be put on the social agenda in both Israel and in the West Bank and Gaza Strip. Through the creation of a new culture built on women's platform of non-violence, the project will strengthen the role of women in building peace and resolving conflicts peacefully in 26 sites in the West Bank, Jordan and the West Bank. To this aim, the project will form 26 groups and will provide them with extensive training program on different subjects such as resolving disputes by peaceful means, negotiation, persuasion, mobilization and advocacy skills. The project will increase the quality of media sector in terms of impartiality and independence in Israel and the West Bank. Through the establishment of joint working groups the project will provide a comparison of communication culture in the targeted countries aimed at enabling journalists to become more sensitive to the negative or positive impacts that their reporting can cause. The overall objective of this action is to contribute to Palestinian dialogue in national reconciliation as a precondition to the continuation of the Middle East Peace Process. Through the creation of two role models, a hero and a heroine characters that attract young people into reconsidering modes of responding and dealing with situational conflicts or intolerance, the project will promote a more tolerant culture amongst Palestinian youth that would lead towards more understanding and acceptance of the other and the adoption of wiser and non-violent reactions to differences. Stereotypes and violent attitudes will tackled and discussed at 24 TV shows produced within the project. The project will strengthen and reinforce the existing relations within the Med Cooperation network partners and their respective communities through the development and promotion of a common tourist route linking 3 Israeli and 3 Palestinian cities in the Northern part of Israel and the West Bank. A common package for sustainable tourism will be then created and promoted widely. Three fully operating demonstration sites (one in each of targeted country) will be created to this purpose. Head of agriculture cooperatives/leading farmers will be trained on environmental friendly pest control. The project aims to promote tolerance and better understanding between Israeli and Palestinian societies by engaging core representatives of the media in a process of reflection on the past treatment and historical background of the API and simulate the adoption of API and its potential consequences in the media; Moreover, the project will facilitate critical discussions on the journalist-editor relationship in uni-national settings, on the one hand, and establish open and sustained channels of communication between Israeli and Palestinian journalists and editors, on the other. The project aims to improve health care for children in the OPT suffering from congenital heart disease through cooperation between Palestinians and Israelis providing medical treatment (cardiology clinics and life saving open-heart surgery) at the Wolfson Medical Center (Israel). Through the training of Palestinian physicians in the field of paediatric cardiac care at the WMC, the project seeks, in the long term, to provide medial treatment in Palestinian hospitals. Mutual understanding between Palestinian and Israeli will be fostered through facilitating weekly joint support and dialogue groups for families whose children are hospitalised. The action aims to engage and expose Jews and Palestinian-Israeli youth and young adults to each other's narratives and stories, breaking down stereotypes. By advancing the integration of Palestinian-Israeli youth into the mainstream public and media discourse, both as media persons and legitimate opinion-shapers, the action will increase the Jewish majority's receptiveness toward the Palestinian "other" and readiness to the concessions entailed in reaching an end-game resolution of the conflict. 5

In this regard, an in-depth publication with broad analysis of the economic impact of implementing the API on the future economic relations between Israel, Palestine and the Arab countries will be produced and presented to key decision-makers and additional agents of influence (local and international) for them to understand the economic issues and possible scenarios when deciding on policy for the Middle East region. The project will also create public awareness on the tackled issue through a wide media coverage. The project will capitalize on the lessons learned and successes of the peace-building endeavour, the "Hello-Shalom" project, the present action aims to develop an innovative technological platform (The Wall) which would engage significantly more individuals with far more accessible and convenient technological features. The project will engage as many individuals as possible in the platform in dialogue and exchange between Israelis and Palestinians and thus instilling messages and values of respect and understanding. The project will increase trust and understanding between Arab and Jewish communities in Israel, and between Israel and Jordan through interactions in sport and education. Curriculum for intercommunity sports coaching, adapted for local contexts in Israel and Jordan will be created and training programme for sports and community leaders, including coach development, cascade training and mentoring will be undertaken. 6

On this basis, the project will be able to evaluate the impact of the Israeli activities on the overall political process and to gauge the immediate and long-term impacts on the Palestinian communities in terms of land, property, movement, etc. In addition, the project aims to follow Israeli settlers population trends and eventually make such information and produced results available to the different target segments of beneficiaries. The project aims to produce a refugee youth magazine using educational, creative, and recreational activities, thus enhancing democracy, human rights, and civic responsibility among Palestinian refugees. Young Palestinian refugees will be exposed to and practice attitudes and methods of cooperation that foster tolerance, understanding, and civic skills and attitudes. The overall objective of the project is to sustain strong relations between Palestinian and Israeli Peace NGOs and increase the breadth and effectiveness of their work, in order to increase the peace constituency among Palestinians and Israelis. Moreover, the project will empower the Palestinian and Israeli Peace NGOs through enhancement of their capacities and influence in the public, and in their relations with donors, decision-makers and other stakeholders, both locally and internationally. The Forum will be then becoming a gateway to resources for media, academia, decision-makers and others for peace building issues. Moreover, the project will broaden the support to the Southern Hebron Hills community by showing their nonviolent experience through national and international media. The overall objective is to establish an integrated regional Emergency Medical System (EMS) in Israel and Jordan that will offer a coordinated response to mutual medical emergency threats. The project also aims to achieve comparability of the Jordanian and Israeli EMS systems in terms of theoretical knowledge and practical skills. The action aims to provide the basic framework for upgrading the level of the Jordanian EMS system delivery as a necessary precursor to integration with the Israeli system for the purpose of achieving a coordinated response. The project will involve key EMS stakeholders, share knowledge and expertise, give response to legal and procedural problems (e.g. border crossing) that limit or prevent a full collaboration. The action aims to improve public and social policy in government ministries toward equality between Jews and Arab Palestinian citizens of Israel. After a mapping exercise to identify barriers to equal access, the project will align policies, procedures, and criteria within each Israeli ministry to the specific needs of the Arab Palestinian population. The project aims to create and institutionalize a permanent, constructive framework for dialogue and cooperation between Arab mayors and government ministries. The objective of this project is to develop a cross cultural mode for working towards the empowerment of residents in mixed disadvantaged neighbourhoods. Using Storefront Advocacy Rights Centres in Israel, Jordan and East Jerusalem, the project will develop a model for recruiting and training volunteers, for enriching the lives of the residents in these neighbourhoods and to work on problems common to people living in disadvantaged neighbourhoods. The project aims to help create the conditions under which an equitable and politically sustainable agreement may be reached on Jerusalem. The project will use a number of tools such as reports, media campaigns, study tours, seminars to address specific issues that may preclude final status negotiations, generate pragmatic 8

The overall objective of the project is to use football to unite Palestinian and Israeli youth, ages 9-13, in an effort to promote understanding and coexistence for the present day and as an investment for the future. Football will be the foundation upon which the participants from both sides can start building relationships. The primary specific objectives of the project are to create an environment in which Israeli and Palestinian youths can interact and learn from each other, and to provide these youth with a forum in which they can build relationships with their Israeli or Palestinian counterparts. The project aims to increase meaningful and fruitful partnerships between Israeli and Palestinian institutions, by facilitating concrete Israeli-Palestinian business partnerships and technical capacity transfer in support of the economic platform of the peace process. The expected results are (i) Palestinian and Israeli ICT business partnerships, niche areas of cooperation and third party investment prospects are identified, promoted and developed; (ii) Joint business opportunities highlight Palestinian-Israeli cross-border cooperation through linkages to European diplomatic efforts and private sector counterparts; (iii) Fifty (50) Palestinian ICT managers and entrepreneurs increase ICT and business skills through structured training within Israeli ICT companies for 3-month apprenticeships; (iv) Twenty (20) Palestinian ICT companies have enhanced business profiles after CMM certification.
