2 PAMANA is the national government s peace and development framework that caters specifically to the peace and development needs of conflict-affected communities. Objectives Improve socio-economic conditions in areas affected by and vulnerable to armed conflict through infrastructure development and focused delivery of social services Improve governance by enhancing capacities of national government agencies and local government units to pursue peace and development through capacitation on conflict-sensitive and peace promoting approaches and enhancement of transparency and accountability mechanisms Empower communities and strengthen their capacities to address issues of conflict and peace through activities that promote social cohesion

9 GPH-CPP/NPA/NDF Peace Process Moving towards a peaceful resolution of the armed conflict with the CPP/NPA/NDF GPH remains committed to a political settlement. GPH wants Talks to focus on issues that are meaningful; with results that are immediately felt by the communities (agenda-based) with strong bias on ending violence on the ground GPH is exploring how to reach a time-bound framework for talks, preferably to have substantial peace dividend achieved during the PNoy administration.

10 PAMANA as complementary to the Peace Table with the CPP/NPA/NDF PAMANA allows communities to have an alternative and nonviolent channel for their pursuit of social justice. PAMANA provides a platform to engage the community in charting their own development. With or without the formal peace talks, PAMANA will be pursued by the government. It is meant to reduce the levels of violence on the ground and improve the quality of life of the people.

11 CLIP as an Integration Program for former NPAs Comprehensive Local Integration Program or CLIP is offered to NPAs who have decided to return to the fold of law. Locally-led implementation providing Physical Security Socio-Economic Assistance Healing & Reconciliation Interventions Within the PAMANA Framework, CLIP is considered as a Pillar 1 Intervention - Building the Foundations Peace
