3 Session I Theme: Understanding Demographic dividend (the youth demographic and second demographic dividend) Time Chair: H.E. Ambassador Yuguda Alhaji Bashir Member, PPD Board and Supervising Honourable Minister/Deputy Chairman, National Planning Commission, Government of the Federal Republic Nigeria Proposed Keynote Speaker : TBD High Level Panellists: 1. Prof. Nurun Nabi, Vice Chancellor, Begum Rukeya University, Bangladesh 2. Prof. Parshu Ram, Director, Tata Institute, India 3. First DD (Experience from Thailand ) Discussion Mr. C K Mishra Additional Secretary, National Health Mission Ministry of Health and Family Welfare, Government of the Republic of India Session Objective and background: The session objectives are to increase the understanding among PPD alliance countries about Demographic Dividend (DD) and to identify a SSC advocacy agenda for increased social and economic investments and policies to position southern countries to achieve demographic divided. There is compelling evidence that a significant investment in today s youth and aging population can position a country to achieve a first and second demographic dividend, but the gains are neither automatic nor guaranteed. Many of the developing countries will continue to face challenges to reap accelerated economic growth unless they prioritize and take fast actions to increase commitments and investments that would result in a country s fast decline in fertility and child mortality and subsequent change in the population age structure. This session will create a platform to share experiences and strategies that enabled countries in Asia and Latin America that suggest a pathway to harnessing the power of As of 1 July 2014 Page 3

4 youth and the aging population to open the window of opportunity for realizing reaping the first and second DD, and to raise South-South voices and recommendations for SSC to harness the youth bulge and aging population for economic growth, holistically improving the lives of young people and the aging population today and in the future, as being central to sustainable development. 13:00 14:00 LUNCH BREAK: PMNCH Lunch Meeting As of 1 July 2014 Page 4

5 Session II Theme: SSC for promoting health lives of adolescents in the post ICPD PoA beyond 2014 and MDGs beyond 2015 to position southern countries to realize DD Time 14: Chair: HE Zahid Maleque, MP, Member, PPD Board and Honorable State Minister, Ministry of Health and Family Welfare (MOHFW) Government of Bangladesh Proposed Keynote Speaker: ASRH and DD TBD High Level Panellists: 1. Country experience (PMNCH +A, India) 2. EWEC (expert from UN Sec General office ) 3. CARMA (AU) 4. RMNCH (expert from PMNCH) Discussion - Dr. Munyaradzi Murwira, PPD PCC Zimbabwe & Executive Director, National Family Planning Council, Govt. of Zimbabwe Session Objectives and Background The session objective is to mobilize commitments within the SSC framework for investments in reproductive, maternal, new born, child and adolescent health, as critical elements for realizing demographic dividend. Health people are more productive, bringing greater resources and income to families and higher levels of economic growth. Child survival programs that promote good health and prevent disease and infection and good nutrition help the infants and children grow and develop physical, mental and emotional and intellectual growth of infants and young children. These positive health outcomes ultimately contribute to better educational impact and a more productive and higher skilled labor force. New health needs merge as children transition from childhood to adolescents along with opportunism to encourage healthy behavior, access to comprehensive age appropriate health information, life skills, and rights and gender based integrated youth friendly services. The session will provide expert views, share southern field tested practices and strategies for improving the health of children and adolescents as vital steps for improving the health of the population in southern countries and the economic wellbeing of nations. 6 15:30 16:00 TEA / COFFEE BREAK Session III Theme: Supportive economic policies and multi-sectoral opportunities investments for realizing DD in the ICPD beyond 2014 and MDG beyond 2015 development frameworks. Time Chair: H.E. Mr. Matia Kasaija Member, PPD Board and Honourable Minister of State for Finance, Planning and Economic Development Government of the Republic of Uganda - Ms. Esther Cofie, PPD PCC Ghana & Head, Population and Development Unit, National Population Council, Government of Ghana 16:00-17:30 Proposed Keynote Speaker: TBD : Proposed Keynote Speaker: Multi-sectoral policies and opportunities for DD (education, employment, gender equality and rights, governance) High Level Panellists: 1. Jill Sheffield, President, Women Deliver, 2. Prof Jayanta K. Das, Director, NIHFW, India Integration of health and education ( PPD country experience) 2. Integration of RH/HIV/AIDS services ( Expert) 3. Country experience (South Africa ) 4. Creating employment opportunities ( private sector millennial global young leader) Session Objective and background: The session objectives are to promote and advocate for increased investments in economic and governance policies and programs for fostering multi-sectroal rights and gender based approaches, improved quality and quantity of education, job and market creation, and meaningful youth participation, in south countries for economic growth and sustainable development. The links between education and economic development are well established Educated adults and their children are healthier and their contribution to economic growth are also greater than populations with low or no literacy. Education for girls,, especially at secondary and higher levels is a key development strategy because it increases the number of skilled adults who can participate in the labor force. Educated women tend to marry and start child bearing later, have smaller and healthier families, which is big contributing factor to demographic dividend. Post secondary education programs in the southern countries must adapt to the changing needs of the global economy to ensure marketable skills that can make youth more competitive in the international global labor market. With many developing countries, adding such a large youth bulge cohort to the working age population means southern countries are faced with the challenge of creating sufficient stable employment opportunities to avoid consequences to As of 1 July 2014 Page 6

7 Discussion the economy including high percentages of unemployed/inactive youth, a growing informal sector with low productivity and a smaller share of wage employed workers. There is growing evidence that a large population of unemployed youth with non-satisfactory income can undermine economic growth, peace and security. Key policies are needed to expand youth opportunities, equip them with skills to participate fully and responsibly in the economic and public life and promote healthy behaviors in order for southern countries to benefit from the youth bulge and reap rewards of DD. The session will share experiences and evidence from southern countries on investments to help youth transition health adulthood and gain job skills through education to spur economic growth. The session will provide platform to advocate with southern governments to enact and enforce enabling laws, develop economic policies that promote growth in sectors that are both labor intensive and can contribute substantially to employment and GDP growth.
