1 FOREWORD FROM THE PRESIDENT OF NUDO Hon. Asser Mbai NUDO as an alternative government will create an equal and just society, by equitably distributing needed resource to all Namibians. NUDO pledges to work towards a united and democratic nation, which is the corner stone of a prosperous society. A prosperous and just society can only be achieved when the gap between the poor and the rich is scale down. NUDO will ensure that a fair distribution of the total income of the fishing sector, large scale production of agriculture, the tourism industry and the mining sector be shared amongst the Namibia community at large. Those that may have fishing quotas and EPLS licences that are operational will be encouraged to share their 50% yearly profit with their fellow citizens, in order to reduce individual wealth and building on state investments that are managed and shared amongst the needy especially windows, orphans and vulnerable members of Namibia communities. NUDO will insure a sustainable way of privatizing state owned companies, the resettlement programs, approval of fishing quotas and EPLS in the future in order to reduce completely the favouritism, and individual interest of self- enrichment. The big question will be on how NUDO will achieve this noble vision. The answer is simple; NUDO will utilize what is left of the valuable knowledge of the elderly at adult education centres to establish sustainable information sharing. NUDO will provide free education and free health to the entire Namibia nation from pre- primary to tertiary education, in order to secure a sustainable literate and healthy future generation. On the land issue and the current resettlement program, NUDO shall distribute the land to those whose forebears has lost it, whilst taking into consideration the challenges of the new generation that will have the need to venture into agricultural, mining as well as business activities on the Namibia soil. NUDO will at the same time introduce pre and post settlement support to each farmer who has and will be resettled, to make farming profitable and the backbone of our self- reliance. Voting NUDO into governing our beloved country is insuring your vote in a trustworthy and a just political party that will invest in the social welfare of her citizen, through improved health care system, fare distribution of the wealth of our land and developing better ways to reduce all sorts of violence (domestic, work places, gender based and public violence) Therefore as the party president I urge all eligible voters to use their rights and vote for a party that has the interest of the people at heart. A party that has proven to our Namibia nation that we will not leave a stone un- turn until the current (1904 and 1905 Genocide) and many other burning issues are resolved an adequate compensation has been met by the regime of the time. Your vote will insure a leadership that will see both the youth and women growing to be great leaders of our tomorrow.

VIVA NUDO 1.2 OUR VISION The vision of NUDO is to create an egalitarian, non- racial, non- tribal, non sexist and a just society, with prosperous, hard- working, honest and united Namibian society. We stand for a social welfare state. NUDO will recognise togetherness as the foundation of all human interaction and that individual culture, customs, religious values and morals will find its ground in a harmonious way in order to enhance our diversity in Namibia. NUDO as the party that has the interest of its citizen at heart will invest in helping individuals to discover their full potential in order for them to become masters of their own destinies, whilst contributing to the overall welfare of our government, citizen, investors and the country as a whole. NUDO will not leave a stone un- turn until the issue (1904 and 1905 Genocide) is resolved an adequate compensation has been met by the regime of the time. (Honourable late Paramount Chief Kuaima Riruako s legacy will continue to the very last drop) Finally NUDO party will see to it that all Namibian citizens will share the resources, minerals that are mined from our soils and sea as well as the land needed for both agricultural activities and residential purposes in order to improve the wealth and health of its citizen whilst contributing to the development of the entire African continent. One Aim! One People! One Namibia! One Africa! One Destiny! 1.3 EXECUTIVE SUMMARY The third manifesto of NUDO is a culmination from the observation of current government failures and an offer of alternative solutions for future governance. It is also an identification of critical challenges facing our society in all spheres of live be it economical, poverty, social cohesion, moral decay and deteriorating health status. This manifesto is aiming to redress social injustices and inequity in the Namibian society and perpetuation of class society and dominance of elitist elements in governance structures. The present elitist stems from unwarranted and unsustainable enrichment of the few under the disguise of Black Economic Empowerment. A potentially well intended policy that was wrongly implemented and thus have comprador bourgeoisie class inclined to negate the rights of the fellow Namibians.

3 The Ruling Party has not delivered for the Namibian nation and has failed to address critical problems of poverty, unemployment and social justice. NUDO will thus look at redistribution of wealth and social and economic equity, by creating a welfare state to address health, education and unemployment. With a social democratic system of governance and limited capitalist input we will create a society that will be in charge of its resources and destiny. Democracy and pluralism and rule of law will be respected and strengthened, as entrenched in our Namibia constitution. We are committed to improving the lives of the down trotted and previously marginalised to be proud citizens of Namibia. We need to teach self- reliance and mental liberation of apartheid enslavement. With the above undertaking we are soliciting your vote. NUDO will also fight for the continued marginalization of our traditional leaders, who have historically contributed to the fight against colonialism and oppression to and now face totalitarian threats of their elimination from their role in society. Our cultures and practices should be safeguarded and stimulated to grow and not be eliminated under the cloak of change and regime change. Our leaders will be part of the new social order within an egalitarian society. With the above undertaking we are soliciting your vote. Vote NUDO for Peace, Vote NUDO for Equal Development Vote NUDO for Social Justice 1.4 PLEDGE OF NUDO On Democracy we will ensure a vibrant and participatory process On Socio- economic we pledge to keep increase the cheques and balances on the current market oriented economy as the market alone cannot solve the Nation s food security and spiralling food prices. People will be empowered and inspired to be the vanguard of our governance. Development would be sustainable, needs driven and inclusive. Quality of Life for both rural and urban areas will have the same amenities Agriculture would be flourishing and scientifically supported Youth and Women shall be made productive and participative Economy shall be globally competitive, nationally and regionally relevant Infrastructure shall carry the economy Governance shall be open, transparent and systems based.

4 Good Governance shall be pro- active, pro- people and pro- poor. The health and education for people shall be free. Strong sense of UNITY shall be fostered Security for all shall be provided by a professional army and police force. The land, the fish and mineral shall be shared with the people. 2. PREAMBLE NUDO is a political party with a social democratic economic development agenda for Namibia. The emphasis lies with the emancipation of the previously disadvantaged African masses, the socialist character is to create a welfare state where the economy is centrally planned and essential services like health and education are free for the citizens of the country. Though NUDO has a nationalisation agenda for the essential resources of the country it will allow for market forces to dictate some elements of development. THE NEED FOR AN ALTERNATIVE. For too long Namibians has done themselves a dis- favour by giving unchecked power to the current ruling party government, as they say everything stays the same until everything falls apart. The recent happenings with death of one of the struggle kids portrays that the power Namibian have granted to SWAPO has turned the SWAPO government into a power corrupt and potentially arrogant and deadly power at the expense of the voters. When this signs are becoming clear some Namibian are now saying they are not going to vote! Those harbouring this notion are again going to do themselves s another dis- favour. Do yourself a favour and vote for NUDO and be guaranteed of a viable opposition and government in waiting. The current development agenda is not suitable for the previously disadvantage Namibians. Critical sectors like fishing, agriculture and mining is dominated by foreign owners and does not serve to uplift the masses of Namibia. There is no strategy of empowering all Namibians. NUDO will use the Development Bank of Namibia (DBN), Agricultural Bank of Namibia (AgriBank ) and SME Banks to fund projects for previously disadvantaged Namibians without collateral, to ensure default NUDO will create entities to nurture and incubate all this development projects into mature projects to be weaned. NUDO is thus not wholly centralised socialist and also not anything goes liberal capitalist, but a centre party with an African identity. NUDO is also democratic and against one party absolutism and will fight any sectarian and authoritarian tendencies. NUDO has three key values, which are Solidarity, Freedom and Unity in Diversity

5 Solidarity NUDO will stand with the poor, down trotted of the world and Africa in particular. Solidarity will start at home were our people have to be molten into a One Namibia and not different tribes and distinguished too much by ethnic identity. FREEDOM We seek a Namibia in which every person has a dignified life, with integrity and whose rights are ensured and protected as in the (Namibia) constitution. Where every person s opinion is respected and is not prosecuted or repressed. UNITY IN DIVERSITY We also embrace that there is diversity in Namibia and that will be respected and everyone is equal within the law. We also embrace there is difference in culture, religion and thus Namibia being predominantly Christian will be a Christian state whilst tolerating other faiths. 3. PRIORITY AREAS 3.1 EDUCATION Education is the greatest equalizer! The challenges Education in Namibia is not addressing the market needs of the country and this signals the crisis in the system. The system must prepare the students for the market in order to meet visions 2030 as set out by the very government. NUDO will address this to make it fit for purpose. Educational standards are still as different for public and private schools. Private schools are haven for producing elite students for the market and the previously disadvantaged Namibians languish far behind in grades and opportunities. Twenty years is a long time to have the status quo remain. The free primary education system introduced in haste was without planning and proper consultation and is lowering the standards of primary education The solution

6 NUDO will tailor make education for our needs in order to meet Namibia s developmental needs. The challenges of education and the Cambridge system will be revised and molten into a need based education system We will develop as highly skilled, well paid, disciplined and highly motivated cadres of educators to achieve the desired results, supported by parents that show interest in the system to help guide the schools and institutions of high learning. Incentives for (performing) good teachers will be developed and (become) a priority. The student staff/teacher ratios should be improved to make the class room environments healthy and conducive for learning and teaching. We need to develop strong emphasis on mathematics and science as targeted subjects, with bursaries showing for it, with the training curricula for teachers integrated accordingly. The skewed investment in human resources development and NSASF student financial assistance will be unpacked and improved. Investing in pre- primary education in each village, in order to avoid parental child separation during the early stages of education. Investing in adult education in each village for the uplifting of our people in order to assist the very children being educated and act as motivation. The grade 10 and 12 drop out policies would be abolished and repeater centres developed for the children to attend classes on a fulltime bases if they can t be accommodated back in their schools. The NUDO Government will build vocational training centres and colleges for education in all regions, with housing for school teachers and staff in the regions is priority. Special schools for learners with disabilities and create centres for the visually impaired to meet the need for all. The automatic transfer of learners to next grade will be abolished since it creates a culture of non- commitment and free passes. Conditions of Employment and benefits for teachers should be addressed as matter of urgency. There should career guidance centres in every major town and city where there are high schools. 3.2 HEALTH AND WELFARE The problem Namibia has a poor health service for the majority of the poor Namibians. It does not deliver on promises and the administration is non- committed and not motivated. The whole civil service is not fit for purpose in this case The Solution We need a complete overhaul of the health service administration and re- motivation and retraining of the health care staff in our hospitals. Namibia should become a welfare state where health will be free for all; HIV AIDs should be national priority in order to reduce mortality and lack of productivity. Infrastructure provision like clinics and hospital will be improved in each region. There must be a doctor for every 1000 people which is not the case now. Most doctors are in urban centres.

7 NUDO government will build a State Pharmaceutical Company to produce medicines and distribute them to hospitals and clinics NUDO government will build a state owned healthcare equipment company to build healthcare equipment NUDO government will ensure that healthcare facilities are available to all communities through clinics, hospitals and community based healthcare workers NUDO government will send a minimum of 1000 young Namibians per annum to train as doctors in the best universities across the world. Improved Housing standard to improve the (total health problems surrounded by poor households) asthma problem in poor household will be address with the mass housing scheme. Environmental Health and Hygiene will be a priority to all areas and not just certain region with fulltime health official for every 1000 people. Sanitation in each region will be promoted by the health officers and alternative sanitation promoted where it cannot be afforded. Social welfare grants will be improved to meet the basic needs of the elderly (N$ 1200) and vulnerable (N$ 800) 3.3 LANDS, LAND REFORM AND RESETTLEMENT The Problem Namibia has not address the issue of land to the satisfaction of those that lost land, which means ancestral land was never discussed or rather factored into the resettlement programme. It has become a bargaining chip to pay political cronies for their loyalty and vote buying by the ruling party. It is also being used to resettle unproductive farmers who have little capacity to add to the economy of the country The Solution The land will be nationalised and revert back to the owners. The issue of lodges and game farms will be the first to go and game will be managed in conservancies by the African masses themselves. NUDO will introduce three programmes that will run concurrently as opposed to this one size fits all of the failed SWAPO government. A restoration programme for those communities who lost land previously under colonial rule. They will be served under a different tool sensitive to their peculiar situation and needs. Widen resettlement programme to include two legs: resettlement for those in need of land for agricultural purposes. At the same time NUDO government will introduce a new concept of urban land resettlement schemes. This will cater for low income Namibian residing in urban areas. NUDO government will introduce a flexible data base of people in need of land based on a demand basis rather than supply basis. NUDO will develop and introduce a tax system that will encourage productive use of land as a national resource to collect revenue to fund its programmes. Tax incentives will be introduced to those who are able to utilise land to their full potential. This is contrary to SWAPO government who penalise those making effective use of land by creating tax burdens. NUDO government will engage the German government to avail resources to survey, demarcate small- scale commercial farming units in communal areas and fund communal land development

8 by availing affordable loans and part grants to communal farmers. All those that require resettlement will be resettled and assisted with farming through post settlement support. Land Boards will operate with assistance of traditional councillors and regional councillors. The NUDO Government believes that without equitable redistribution of land resources, there will never be no genuine economic freedom, which is necessary if all our social welfare objectives are to be delivered in our lifetime. The NUDO Government will abolish all forms of foreign land ownership, and will institute a land lease system for foreign investors and companies to use the land for sustainable economic activities 3.4 AGRICULTURE AND WATER Problem Agriculture in Namibia is threatened by lack of investment, natural calamities like drought and lack of rainfall. Agricultural productivity has gone down and there is very little investment in infrastructure in communal areas Solution Agriculture will be centrally planned with aspects of mix capitalist economic models to allow for performances. Some form of private tenure of agricultural farms will be tolerated for the major produces like the milk farms, agronomy and meat productions. NUDO will also subsidise agriculture as it is a world-wide phenomenon where agriculture is subsidised. We will also set up a permanent fund to assist with the recurrent droughts and water infrastructure for the communal areas and previously disadvantage farmers. Training programmes through the agricultural extension will be increased on area like grazing management and animal health. We will create additional feedlots capacity in the country supported by fodder production at the Green Schemes in all regions to assist with livestock rearing for the market especially the MeatCo destined products. We will also increase the restocking programmes and supply of seeds for agronomic farmers nationally, and develop new markets for weaner calves and livestock in general. NUDO will develop a national livestock and meat industry strategy that will support the national policy of Growth at Home and will aim to make the livestock and meat industry sectors more self-reliant and sustainable. Further investment priorities will be in developing agro-industries to process and value-add raw agricultural produce for the export market. 3.5 DECENTRALISATION (REGIONAL AND LOCAL GOVERNANCE) The Problem Government is currently to centralised and thus only the centre benefits from government contracts and tenders. Regions are powerless and not employment is created in the regions The Solution NUDO government shall choose devolution as implementing stage of decentralization policy and it will be constitutionally enshrine. Under a NUDO led government the boundaries of the current demarcation of politically motivated Regional Councils will be subjected to a detailed review. Each Regional Councils shall be headed by an Executive Governor elected by regional electorate. Each Municipal and Town Councils shall be headed by fulltime mayors. This process is long overdue and regions will be empowered to raise own revenue and tax collection and not centralised by the Ministry of Finance. Each region will independently draw its own budget and finance its development project with some assistance from Central government. Regional government s will be headed by elected councillors and governors, whilst the traditional authorities will form the regional constituency governments with the elected councillor as head. Government projects in the regions shall be handled by the regions themselves and contracts for projects should be allocated to local companies unless there is a shortage of skills. 3.6 YOUTH DEVELOPMENT, SPORTS AND RECREATION The Problem

9 We have very high unemployment amongst the youth of our country. At the same time we have also low levels of skills in this youth. This leads to substance abuse and hopelessness in our youth The Solution Youth Development cuts across all aspects of the NUDO Manifesto, because the jobs the NUDO Government will create will primarily benefit the youth. The NUDO Government will mainstream youth development in all sectors of government, and pursue active programmes to professionalise youth work. The NUDO Government will pass legislations that will ensure that all government ministries and all public institutions employ a minimum of 40% of their workforce from people between the ages of 18 and 35. The NUDO Government will ensure that all private corporations employ a minimum of 35% of the workforce as people between the ages of 18 and 35. The NUDO Government will ensure that all communities have a Youth Information and Advisory Centre which will inform, educate and guide young people on possible career paths and educational opportunities available in Namibia. The NUDO Government will ensure that a minimum of 40% of all budgets allocated to Government ministries at all spheres of government are allocated for the purpose of youth empowerment and upliftment. NUDO will avail more land for recreation in the vicinity of suburbs so that access is nearby for youth use play parks and sports grounds. The youth of the country will be encourage to participate in recreational and youth developmental activities to become productive citizens of Namibia. Alcohol abuse and social decay will be routed tooth and nail. Youth camps and pioneer groups will be set up to develop solidarity and vision for Namibia. 3.7 ECONOMIC GROWTH AND JOB CREATION The Problem There is currently slow economic growth which results in little employment creation. There is no clear strategy in employment creation, the TIPEEG programme is designed to enrich the already rich and create temporary employment The Solution Namibia will have democratically planned with aspects of market driven economic development models. The current skewed economic development model, that create a Gini coefficient of 7 for Namibia is unacceptable and thus wealth redistribution will be a priority whereby the rich will pay super taxes and the poor nothing. Resource allocation to the connected and rich like EPLS and fishing quotas will end this will be nationalised and developed by government with limited foreign direct ownership of resources. The NUDO government will invest 41% in all mining industry and 59% will come from private companies. The profits that the state will generate from investing in mining industry will gradually loosen the taxes on private individuals. The state shall be the driver of employment through the State Owned Enterprises with reduced overburdening of State Owned Enterprises with salaries of the upper echelons of the companies 3.8 COMBATING POVERTY The Problem Namibia comes from a past which was characterised by high unequal distribution of wealth. This was part of the social engineering of apartheid. This has remained the same for the past 23 years. The new engineering is to enrich a certain elite group linked to the ruling party and undermine anyone who is not linked to the ruling party The Solution Poverty should be a development priority and a welfare state will be created to cater for the unemployment benefits and creation of job centres to source jobs. The Basic Income Grant will be introduced by NUDO for the unemployed and the vulnerable persons. N$ 200 will be given to all unemployed to alleviate poverty. All EPLS and fishing quotas will be reverted back to government to create income for the poor and unemployed. 3.9 LAW AND ORDER The Problem: Government does not ensure our safety and security. Law enforcement agencies cannot protect us because they are poorly trained and lack commitment and resources. Political agendas complicate and compromise honest policing and prosecution. State prosecutors are overwhelmed and demoralized by their caseloads. The courts take too long to finalize cases; some 70% of all cases are not prosecuted, and most criminals escape punishment. Our borders allow criminals free entry and exit. Our prisons are overcrowded and encourage crime instead of rehabilitation The Solution NUDO believes the Judiciary, the Police and the Prison system need to be overhauled. NUDO GOVERNMENT WILL INSIST THAT THE JUDICIARY:

10 Implement mandatory timeframes for each case to improve the efficiency of judgment and sentencing. Make legal action affordable and accessible for all Namibians by improving the legal aid system. Prosecute and punish any dishonest behaviour according to the law. Improve the working conditions for prosecutors, judges and court administrators to boost morale and efficiency. Depoliticize judicial appointments and instead appoint people who are capable. The NUDO believes a highly qualified, well paid and highly motivated police force is essential. We will, therefore, support the Police by: Upgrading the current training curriculum to emphasize human rights, empathy, investigative skills, and forensic analysis. DECENTRALIZING HOW THE POLICE AND ITS VARIOUS DIVISIONS ARE MANAGED. Encouraging the community to respect authority, and making the police more accountable to the communities they serve. Funding and resourcing the Namibian Police properly to make it more effective, efficient and professional. Appointing senior officers and administrators based on their ability and experience, and regularly review and reward their performance. Depoliticize the Namibian Police appointment to positions. Improving the conditions police officers work under and paying them properly. NAMIBIA NEEDS PRISONS AND CORRECTIONAL INSTITUTIONS THAT REFORM INMATES. To achieve this, the NUDO will: Overhaul and depoliticize the parole system so that hard-core criminals and those who are politically connected serve their full sentences. Improve the working conditions of correctional service employees and reward them based on their performance. Introduce danger pay for all correctional officers Establish Vocational Education Units at all correctional institutions. Develop and fund programmes that rehabilitate juvenile offenders. Develop alternative sentencing guidelines for those convicted of minor offences to reduce the number of inmates in our prisons and to ensure that violent criminals are not housed with those convicted of lesser charges.prosecute officials accused of corruption and hire and reward people based on their skills and experience. Namibia needs a tougher and more professional approach The biggest challenge in Namibia is law and order, our police forces are non-committed and don t care. Discipline should be brought back in the force. The rule of law will be reintroduced to address social ills of society. The NUDO Government will ensure that our communities are safe by increasing police visibility and making the criminal justice system more efficient. The NUDO Government will guarantee the right of communities to assemble and protest, with no intimidation from the police. The NUDO Government will completely ban live ammunition during protests 3.10 WOMEN EMPOWERMENT AND GENDER The Problem The levels of poverty and dependence of women economically on their male spouses is the biggest cause of GBV and child abuse. Inequality of women to men as a societal design is the root cause of women dependence on men The Solution There will be preference for women in position of power and employment in order to raise their participation. Women will be equal participant in decision making and partners in the economy. The rights of vulnerable will be protected CORRUPTION The Problem Corruption is equal to dishonesty. Namibia is riddled with dishonest people who through their stealing lessen our ability to learn, work, and survive. Dishonesty means: State procurement laws are abused and officials steal money from service delivery projects to enrich themselves and their families. Those guilty of stealing escape public prosecution. People are hired based on their party affiliation and not their competence. State-owned enterprises and departments cannot function properly because their resources are used to advance the political and financial interests of the elite. Law enforcement officers break the law by soliciting bribes, hijacking, extorting, pimping, assaulting, raping and murdering those they are meant to protect The Solution NUDO shall employ a zero tolerance policy on corruption, prosecuting those accused of corruption and ensuring that, if guilty, they serve their full sentences. FIGHTING CORRUPTION: The NUDO Government will increase, harness and enhance the efficiency and effectiveness of governance institutions to avoid all forms of corruption. The NUDO Government will abolish the usage of private companies in fulfilling functions and duties that government has to fulfil. The NUDO Government will build internal capacity to fulfil its own functions and responsibilities, which prevents its employees being influenced and bribed by private companies and consultants in their fulfilment of government tasks.

11 The NUDO Government will establish Anti-Corruption Court to promptly respond to incidents of corruption and maladministration with the aim of firing and blacklisting corruption state employees and private companies, and recover money lost to corruption. The NUDO Government will introduce a minimum of 20 years sentence without any option of payment for all those convicted of corruption. The NUDO Government will protect the independence of the Auditor General and Anti-Corruption Commission to independently oversee government programmes. The NUDO Government will illegalize all public representatives and public servants from doing any form of business with Public institutions FINANCING IN THE NUDO MANIFESTO: The current government operates in a budget of n$60 Billion per year, and distributes these amounts across government ministries, and toward regional and local spheres of government. The NUDO will engage in radical redirection of government spending to prioritise services that will alleviate poverty, reduce inequalities and prepare Namibian citizens for a better future. The following will be part of increasing the budget and cost redirection measures: 1) Increase taxes from private corporations and companies to run a N$80 billion budget by Corporate and company taxes should amount to not less than 40% of the tax revenue, while all other taxes, including VAT are retained at the same levels they are in currently. 2) Introduce education and training taxes from all private corporations to a minimum of 2% of the total revenue of all corporations employing more than 25 people, and this will fund all education and training activities and programmes performed by the state. 3) Increase customs and excise duties & levies by 50% and this will lead to additional billions of dollars for additional usage and income. 4) Tighten exchange control to lock capital to invest in Namibia, and pass laws that all corporations doing business in Namibia should be listed in and pay majority of their taxes in Namibia. 5) The NUDO Government will increase taxes on speculative capital inflows by 60%. 6) The NUDO Government will cut the budget for the presidency by 60%, closing the official residences in regions, and guaranteeing security only in one official residence. 9) The NUDO Government will end government corruption and incompetence, which currently cost the State more than N$30 billion per year. 10) The NUDO Government will use the money generated from state-owned enterprises to invest in sustainable development. 11) The NUDO government will downsize the size of cabinet from current 27 to 20 12) The NUDO government will downsize the government employees VOTE FOR A DISCIPLINED, ORGANIZED AND STABLE PARTY.
