3 COURSE DESCRIPTION: CONTEMPORARY BRAZIL: POLITICS, ECONOMICS AND SOCIETY This course is Brazil 101, covering the fundamentals you need to know to make sense of its politics, economics and society. Lecturers will introduce the contemporary debates as they have evolved in expert literatures from Brazil itself and from scholarly works worldwide. Class discussions will draw on the fascinating evolution of Brazilian public life in the course of the last couple of years, while also looking forward in trying to answer the nagging question: What Next?. Participants sitting this course will be educated and informed professionals who are relatively new to Brazil and are keen to quickly grasp the fundamentals of what makes this country tick. FOR WHO? The MBA is recommended for foreign diplomats working in consulates. It is also facing foreign correspondents who have an interest and willingness to deliver the course. HOW DOES IT WORK? All lectures for this course will be given in English. We will meet two Saturdays (8.30am to 4pm). This course includes lunch on both days. On day 1, participants will have lectures on Politics and Economics. On day 2, we will cover Society and Foreign Relations. Participants will receive an electronic package of readings and core questions in advance to help them prepare for the lectures and ensuing debates. 3
4 LECTURES Politics: This session covers the foundations of the Brazilian political system, with a focus on the relationship between the Executive, the Judiciary and the Legislative, and the interaction between the federal administration and state governors. We will also look in detail at the Brazilian voter and its evolution over the last thirty years of democratic rule. The course will assess the current state of Brazilian politics, and go through the core perspectives moving forward towards the presidential elections of Economics: This session assesses the current state of the Brazilian economy and its key drivers, with an analysis of the most likely scenarios moving forward. It looks at monetary policy, fiscal politics, and the nature and structure of public debt. It also focuses on the role of state-owned enterprises, regulatory agencies, and the Central Bank. Finally, the session deals with the evolution of consumption patterns in the last several years. Society: This session analyzes Brazilian society and the key themes that shape the contemporary public debate. What is the role of Brazil s media? How do non-governmental organizations (NGOs) and social movements influence the political scene? How should we think of the protests that have erupted in Brazil since 2013? The course will also assess core themes such as religion, socioeconomic inequality, racism, the role of Brazil s indigenous population and environmental issues. Foreign Relations: This session analyzes Brazil s behavior abroad, first with regard to neighbors in the Americas and global governance, then in relation to the non-western world. What are the key drivers of Brazil s foreign policy, what are its domestic politics, how have they evolved and what can we expect in the coming years? The course will analyze how Brazil s role in the region has changed and how the end of the commodity boom has affected South America as a whole, and we then discuss Brazil s trade policy, assessing the role of Mercosur and the politics of the ongoing trade negotiations with the European Union. The course then turns to relations with the United States, followed by an analysis of Brazil s role in the BRICS grouping, as well as its growing dependence on China. 4
5 COORDINATOR Oliver Stuenkel is an Assistant Professor of International Relations at Fundação Getulio Vargas (FGV) in São Paulo, where he coordinates the São Paulo branch of the School of History and Social Science (CPDOC) and the executive program in International Relations. He is also a non-resident Fellow at the Global Public Policy Institute (GPPi) in Berlin and a member of the Carnegie Rising Democracies Network. His research focuses on rising powers; specifically on Brazil s, India s and China's foreign policy and on their impact on global governance. He is the author of the IBSA: The rise of the Global South?(Routledge Global Institutions, 2014) and BRICS and the Future of Global Order (Lexington, 2015) and the forthcoming Post-Western World (Polity, 2016). He was a Visiting Professor at the University of São Paulo (2010) and at the School of International Studies at Jawaharlal Nehru University (JNU) in New Delhi (2011, 2012), and a school teacher in rural Rajasthan in India (2006). He was part of the Brazilian delegation at the track II meetings in New Delhi, Chongqing and Moscow in preparation for the 4th, 5th and 7th BRICS Summits. Oliver holds a B.A. from the Universidad de Valencia in Spain, a Master in Public Policy from the Kennedy School of Government at Harvard University, where he was a McCloy Scholar, and a PhD in political science from the University of Duisburg-Essen in Germany.
