6 GBA+ An analytical tool to advance gender equality. When applied to government work, GBA+ can help us understand how diverse groups of women, men, girl and boys experience public policy in Canada. The + refers to other identity factors that must also be considered in addition to gender. sexual orientation, education, ability, geography, cultural ethnicity, income, age, language etc. This is referred to as intersectionality. 6

9 History of GBA+ 4th World Conference for Women in Beijing in women s rights are human rights, and human rights are women s rights Member countries, including Canada, adopted a global political declaration to accelerate progress of equality between men and women. Member states are obliged to implement gender analysis GBA adopted as a mechanism to reach goals of the platform The Beijing Platform for Action includes gender analysis of problems and opportunities in 12 areas of concern and action. 9

10 History of GBA+ United Nations recently adopted the Sustainable Development Goals (SDG s) and Gender Equality remains a key global priority. 9 actions are identified as outcomes for this goal, including: End all forms of discrimination against all women and girls everywhere. Eliminate all forms of violence against all women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation. Ensure women s full and effective participation and equal opportunities for leadership at all levels of decision making in political, economic and public life. GBA+ is used to systematically achieve these goals. 10

12 History of GBA+ Utilized in a number of different ways by the Federal Government and in 11 other Provinces/Territories as part of the policy and program development cycle. Gender equality is now identified as a key consideration for all GoA Cabinet Reports. The use of GBA+ is mandated as part of all policy development for the New Brunswick Government. 12

13 GBA+ in Government Benefits for policy, programs and evaluation: Better understanding of social and economic contexts of various groups and how policies and programs interact with them. Improves quality of policy advice and program options because more factors are considered and the affects of policies are more accurately predicted and evaluated. Allows for development of evidence based policy decisions and actions Enhanced data collection 13

14 GBA+ in Government Benefits for government: Make more informed decisions as a whole Meets national and international commitments more effectively More efficiently progress toward overall objectives Ensures that intended outcomes are achieved Unintended impacts are identified and addressed 14

15 GBA+ In Government Benefits for women and Canadians: Identifies if additional steps are needed to enable women to benefit from policy; provides an opportunity to revise a policy that has negative effects. Discrimination or systemic inequities are corrected through specific measures or resource allocation Appropriate courses of action are developed based on the diversity of women s and men s different realities Contributes to improving the status of women; achieves greater social justice and equality for all Canadians. 15

17 EQUITY and EQUALITY GENDER EQUITY Means fairness of treatment for people in all their diversity, according to their respective needs. May require different treatment or compensation for historical or social disadvantages that prevent diverse groups from operating on level playing field. Is usually demonstrated through strategies, measures or policies to achieve similar results for diverse groups of people. 17

18 EQUITY and EQUALITY GENDER EQUALITY The equal valuing of society of both the similarities and differences between diverse groups of women and men and the varying roles they play. Equality does NOT mean that all people become the same or need the same things. It means that diverse groups of women and men have equal resources, conditions, and benefits for realizing their full human rights. Equality is neither dependent on, nor constrained by sex or gender. 18

22 GBA+ Myth Busters Women and men are already equal in Canada, so GBA+ is not necessary. Men's and women's realities are different as a result of both sex (biological differences) and gender (social differences). Although great strides in economic and social equality have been made, equality has not yet been achieved. Furthermore, different groups of women and men might experience inequality as a result of other factors in their lives. GBA+ is advocacy for women. GBA+ is not advocacy for anyone. It is an analytical tool designed to ensure that potentially different impacts for different people are discovered and taken into account during the development and review of policy, programs and initiatives. 22

23 GBA+ Myth Busters GBA+ only applies to women and women's issues. GBA+ is important for everyone and for a wide variety of issues. Canadians are not a homogeneous group and should not be treated as such. GBA+ helps ensure that policies, programs or initiatives have a positive impact on all Canadians. GBA+ is biased against men. GBA+ is about fully analyzing impacts and options for everyone, not about promoting one group over another. GBA+ cannot be used in all sectors. GBA+ can and has been used in a wide variety of sectors including education, transport, immigration and health. It applies to social, economic, scientific and other issues as well. 23
