1 ZUNDAF RESULTS REPORT FINAL REVIEW & PREPARATIONS FOR IMPLEMENTATION GOVERNMENT OF ZIMBABWE UnitedÊNationsÊ Zimbabwe Through the ZUNDAF, the UN family has been able to leverage its comparative advantage as a convener between the Government and Development Partners. Going forward, we want this to be further enhanced in the implementation of ZUNDAF through formal adoption of Delivering as One. Justin Mupamhanga (left), Deputy Chief Secretary to the President and Cabinet Building on the gains made thus far which resuscitated and sustained social services, the Government and the UN, in close consultation with Development Partners, have advanced significantly on developing the plans and programmes for the implementation of the ZUNDAF Mr. Bishow Parajuli (right), UN Resident Coordinator The Government and United Nations jointly hosted Annual High Level ZUNDAF Meeting on 27 November The meeting validated the final review of the ZUNDAF and allowed participants to validate and sign the ZUNDAF Joint Implementation Matrix. The meeting, held in Harare, was attended by over 100 senior representatives from Government, UN, Diplomatic Corps, Donors, Civil Society Organization, NGOs, the Private Sector and the Media. The United Nations, under the ZUNDAF, had planned to mobilise USD 1.48 billion in support of seven national development priority areas. Through the generous financial support from donors, USD 1.68 billion (13% over planned budget) was actually disbursed in development grants, contributing to the achievement of selected Millennium Development Goals (MDGs) and the national development priority areas highlighted below. Highlights of ZUNDAF supported development results by National Priority for the period: Good Governance for Sustainable Development Pro-Poor Sustainable Growth & Economic Development A progressive and people driven constitution was supported and is now in place to enhance good governance, human rights and rule of law The Zimbabwe Electoral Committee was supported in its establishment and functioning at central, provincial and district levels. The proportion of people living below the Food Poverty Line was almost halved, from 41.2% (2001) to 22% (2015) New data and indicators made available from major surveys and studies informed Zim Asset and the ZUNDAF planning Food Security at Household & National Levels Sound Management & Use of the Environment, Natural Resources & Land Access to & Utilisation of Quality Basic Social Services for all Universal Access to HIV prevention, Treatment, Care & Support Women s Empowerment, Gender Equality & Equity Food assistance activities supported more than 1.4 million food insecure people across the country Under-five underweight kept in the moderate range of 10% (2011) and 11.2% (2014) 440,000 food insecure people received food or cash-based assistance in exchange for participation in community asset creation projects The ratio of land area protected to maintain biodiversity remained constant at 13% (2000 to 2015) Completion rates rose from 76.4% (2012) to 77.3% (2014) for primary school and from 61.1% (2012) to 64.2% (2014) for secondary school A 1:1 pupil to textbook ratio achieved and maintained for over 2.5 million primary and secondary school children New HIV infections fell from 2.63% (2000) to 0.49% (2015) A national monitoring and evaluation system was put in place Gender parity in primary and secondary school achieved and maintained. Women s representation in parliament increased from 19% (2008) to 35% (2013) through the introduction of proportional representation.

2 ZUNDAF Final Review & Preparations for Implementation 2 KEY MESSAGES FROM THE ZUNDAF CO-CHAIRS UN Resident Coordinator, Mr. Bishow Parajuli The 2015 Annual High Level ZUNDAF Meeting marks the end of the ZUNDAF and the beginning of the ZUNDAF cycle. The meeting allows all partners to reflect on progress, challenges and way forward is also the year, where the world community endorsed the 17 Sustainable Development Goals (SDGs) to be achieved by The UN system is strongly committed, in collaboration with other stakeholders, to support the Government on achieving the SDGs. The SDGs have been reflected in the ZUNDAF which in turn complement the national priorities in the Zim Asset. It was therefore greatly beneficial that the UN family supported and participated in the Zim Asset mid-term review exercise held from November USD 1.68 billion was delivered in the ZUNDAF cycle. This was possible through very generous support from donors. Globally a number of emergencies will compete for Official Development Assistance. As such we have a common challenge to sustain the level of ODA to Zimbabwe. The resources required for the ZUNDAF are estimated at USD 1.64 billion. In light of the competing global challenges, doing more with less will be imperative. The Joint Implementation Matrix is therefore designed to increase efficiency and prudence as it allows the Government, the UN and Development Partners, to optimize collaboration by delivering as one through better coordination and coherence. On the immediate horizon, Zimbabwe is challenged by drought and the forecasted severe effects of El Niño. This underscores the need for all stakeholders to work effectively together in life saving endeavours and to promote resilience in order to reduce recurrent shocks. Close collaboration is needed to meet the ambitious objectives set out in Zim Asset, the ZUNDAF and the SDGs. allow Zimbabwe access new credit lines. As such the Lima process is not a magic bullet for delivering investments tomorrow, but it is a move in the right direction, driving Zimbabwe Towards an Empowered Society and a Growing Economy - our goal for the country, as articulated in the Zim Asset. Development aid is about improving people s lives. It is about increasing the prospects of every child that is born, to allow them have a brighter future. It is about letting the people work their way towards achieving their development aspirations. Beyond trust and collaboration, this requires capital investments. The Government is therefore particularly pleased with the positive results on the discussions held in Lima-Peru in October 2015 to resolve the debt overhang and The Government is committed to UN reform and the Delivering as One agenda in order to enhance UN coherence and results. As such, the Government calls on the UN family in Zimbabwe to Deliver as One. The signing of the Joint Implementation Matrix is a step in the right direction of more consolidated action plans and the Government is therefore pleased to sign it. The ZUNDAF high level final review brought together representatives from Government, UN, Diplomatic Corps, Donors, Civil Society Organizations, NGOs, the Private Sector and the Media.

3 ZUNDAF Final Review & Preparations for Implementation 3 UN DEVELOPMENT SUPPORT TO ZIMBABWE REVIEWED The Zimbabwe United Nations Development Assistance Framework (ZUNDAF) signed by the Government of Zimbabwe and the United Nations Country Team in April 2011 contributed to seven national priority areas and was implemented under the joint leadership of the Office of the President and Cabinet and the UN Resident Coordinator. The priority areas were followed through by six ZUNDAF Thematic Groups, each co-chaired by a Permanent Secretary from the lead Government Ministry and the Head of the Lead UN Agency (see table 1 below). In addition, each of the groups had Government and UN focal points who coordinated the secretariats of the group. The UN has contributed to the outcome indicators below. Some outcome indicators saw significant progress, but still fell short of targets set. Some indicators were met due to external positive circumstances and some were not met due to constraints beyond the control of the UN. The quantitative overviews in Figure 2 and Table 3 therefore serve to asses which outcome indicators were met or not met alongside budgets and disbursements. The reasons behind progress and challenges are complex and are detailed in specific ZUNDAF Results Group reports. Table 4 provides details on the outcomes achieved. Of the 55 outcome indicators in the ZUNDAF, 33 were met (60%), 19 were not met (35%) while data not yet being available for 3 (5%).

5 ZUNDAF Final Review & Preparations for Implementation 5 Table 4: ZUNDAF Highlights of progress made ZUNDAF Outcome Highlights of progress made National Development Priority 1: Good Governance for Sustainable Development Thematic Group: Governance and Human Rights Of the 12 ZUNDAF Outcome indicators 11 (92%) were reported met and 1 (8%) reported not met. 1.1 Improved Justice Delivery System and Rule of Law 1.2 Strengthened Mechanisms for Peace Building and for the Prevention Management and Resolution of Conflict 1.3 Increased Accountability in the Management of Public Resources and Service Delivery System 1.4 Enhanced Peoples Participation in Democratic Governance Structures and Processes Case backlog was significantly reduced in the judicial system with a 60% reduction from 2014 to 2015 alone. The court system was expanded to remote and previously unserved areas (e.g. Lupane, Murehwa) with minimum statutory guidelines required to dispense justice. Judicial/Court judgements were aligned to human rights obligations. Pre-trial Diversion Programme became operational in 4 cities (Harare, Chitungwiza, Bulawayo and Gweru) and one district (Murehwa) and has handled 1772 cases since The Legal Aid Directorate assisted 589 children 2014/2015. Two international human rights instruments (CRPD optional protocols on the CRC) were ratified and the country fulfilled its reporting obligations of six party reports. Zimbabwe Human Rights Commission secretariat was fully established to carry out its mandate. Constitutional provision for the National Peace and Reconciliation Commission were put in place. Faith Based Organizations and Civil Society are now working on the same constitutional provisions of the peace architecture. Parliamentarians and Independent Commissions were trained on conflict prevention and resolution. 60 community outreach initiatives were held to promote peace and reconciliation across the country. As part of rolling out Integrated Results Based Management (IRBM) systems in government institutions, 92 Local Authorities have adopted and institutionalised IRBM. The Committee on Public Accounts reviewed all Government and public service s audit reports (a total of 162 accounts were reviewed). Close to newly elected local authorities councillors were trained on the administration of council. Performance management systems of 16 pilot local authorities reviewed to enhance accountability and effective public service delivery. A number of mechanisms were put in place to encourage people s democratic participation (Constitution Making Process; Election, Parliamentary Portfolio/ Thematic Committee). Zimbabwe Electoral Committee were supported with functional offices in Harare and at provincial and district level. Several platforms for citizen s engagement and dialogue tracks on key national issues were realised during the constitution making process. Junior Parliamentarians in place with 320 young people elected to articulate youth priorities. Junior parliamentarians and children trained on national budgeting processes. National Development Priority 2: Pro-Poor Sustainable Growth and Economic Development Thematic Group: Economy, Employment and Poverty Of the 9 ZUNDAF Outcome indicators 6 (67%) were reported met and 3 (33%) reported not met. 2.1 Enhanced Economic Management and Pro-Poor Development Policies and Strategies 2.2 Increased Access to Livelihoods and Decent Work Opportunities Especially for Youths and Women 2.3 Government and other Partners Generate and Utilise Data for Policy and Programme Development and Implementation Mid-Year Macro Fiscal Framework was developed and served as input into the Mid-Year Fiscal Review Policy Statement released by the Ministry of Finance and Economic Development. An upgraded Integrated Financial Management System was made operational at levels of Central Government and Provincial Administration. Government - Development Partner development effectiveness dialogue was held to review coordination on the use of external resources to help in the achievement of Zim Asset. National development priorities for 2015 and 2016 facilitated and contributed to the development of Government s Ten Point Plan. Industrial recovery strategies and programmes for pharmaceuticals and textiles sectors developed. An average of 2200 jobs/livelihood opportunities per annum were created for youths and women in selected districts. However, by 2014, the unemployment rate for youth aged years remained high at 16.4%, with young women having a higher rate (21.2%) than young men (11.7%). After studies revealed access to training as a major obstacle for rural, poor youth over people were targeted with various livelihood and entrepreneurship development training and capacity development programmes in addition to the many churned from the country s tertiary institutions. The Employment to Population Ratio has remained high at 79% (2004), 78% (2011) rising to 80.4% (2014) according to ZIMSTAT. However, informality in employment has also remained very high in the country throughout the period, ending at 94.5% (2014) despite efforts to promote decent work with adequate income, rights and social protection through the ZUNDAF. The following surveys were completed: 2010/11 Zimbabwe Demographic and Health Survey, 2011/12 Poverty, Income and Consumption Survey 2012 National Accounts, 2012 Population Census, 2013 National Health Profile, 2013 Education Management Information System report, 2014 Multi-Indicator Cluster Survey and 2011 and 2014 Labour Force and Child Labour Survey). More than twenty in-depth analysis reports of the Zimbabwe Demographic and Health Survey Census and Multi-Indicator Cluster Survey data were produced. New data and indicators were used for 2012 and 2015 MDGs Progress Reporting, Medium-term Plan Progress Reporting, ZUNDAF planning, SDG Planning and Zim Asset implementation planning. National Development Priority 3: Food Security at Household and National Levels Thematic Group: Agriculture, Land and Environment Of the 3 ZUNDAF Outcome indicators 1 (33%) were reported met and 2 (67%) reported not met. 3.1 Policy and Action Frameworks in Place for Enabling Agricultural Productivity and Production Food assistance activities supported more than 1.4 million ( ) food insecure people across the country to meet their basic food energy and nutrient requirements, providing some 187,700 metric tons of in-kind food assistance and a total of US$16.6 million in cashbased transfers for the purchase of food in local markets where feasible and appropriate. Request for assistance to develop a National Land Policy was submitted to FAO. Activity to be carried forward to the next ZUNDAF cycle. Three post-harvest management technologies (metal silo, improved granary and hermetic bags) were pilot tested in 2 districts of 4 Provinces in the country. 257 extension staff trained as trainers in grain post-harvest management. 91 builders and 32 tinsmiths trained in construction, repair and maintenance of the storage technologies. Manuals were produced and disseminated. 155 dams and 58 weirs were created/rehabilitated to improve water sources. 34 irrigation schemes (655.5ha) were undertaken for rehabilitation for improved crop productivity. National food and nutrition security monitoring systems were enhanced through the piloting of a mobile vulnerability analysis and mapping tool to allow for real-time food security and market price monitoring both of which will continue to be rolled out during the next ZUNDAF cycle.

6 ZUNDAF Final Review & Preparations for Implementation 6 National Development Priority 4: Sound Management and Use of the Environment, Natural Resources and Land to Promote Sustainable Development Thematic Group: Agriculture, Land and Environment Of the 4 ZUNDAF Outcome indicators 2 (50%) were reported met, 1 (25%) reported not met. For 1 (25%) data is not yet available. 4.1 Environmental Management Energy and Climate Change Policies and Systems Developed and Implemented Around 110,000 food insecure people each year received food or cash-based assistance in exchange for participation in asset creation projects including the construction of rainwater harvesting structures, the rehabilitation of small-scale irrigation schemes, and value-chain inputs for smallholder farmers such as storage facilities. The Government and UN piloted a Food Security Climate Resilience facility in Zimbabwe, as a financing facility to promote early action in response to weather forecasts. As part of the first phase, the pilot provided cash transfers for seeds and fertilisers along with trainings in climate smart agriculture to over 550 smallholder farmers in Mwenezi district, promoting their resilience to climatic shocks through cultivation of small grains. A Land Information Management System (LIMS) was established. Data for 120 farm inventories, records for 5,883 former commercial farms, 16,230 A2 and 68,489 A1 plots were uploaded onto the database. 114 staff from Ministry of Lands and Rural Resettlement and Surveyor General were trained to use the system. 3 institutions (Forestry Commission, Agritex and Department of Research and Specialist Services under Agricultural Research Centre) were trained in forestry Integrated Pest Management. 4 sectors (agriculture, energy, water and forestry) were trained in climate change mitigation through 8 projects. A number of policies were developed: A National Climate Change Response Strategy was launched, an Energy Policy was developed, a National Biodiversity Strategy and Action Plan was completed and Climate and Disaster Risk Management (DRM) policies were established together with a Disaster Risk Management database. 29 wetlands in Harare were gazetted and 7 wetland sites in Zimbabwe recognized by the International Convention on Wetlands. National Development Priority 5: Access to and Utilisation of Quality Basic Social Services for All Thematic Group: Population and Basic Social Services Of the 14 ZUNDAF Outcome indicators 8 (57%) were reported met and 6 (43%) reported not met. 5.1 All males and females in and out of school receive quality relevant inclusive formal and non-formal equitable education training and life skills by Access to and Utilization of Quality Basic Health and Nutrition Services by The most vulnerable households have access to quality and equitable social protection by Marginalised populations have increased equitable and sustainable access to and use of safe and adequate water improved sanitation and hygienic by 2015 Net enrolment rate was kept high in primary school despite falling from 97% (2006) to 92% (2015). The same applied for secondary school which, however, rose from 47% (2006) to 53.6% (2015). In both cases a high degree of gender parity was maintained. Retention/Completion rates rose from 68% (2009) to 77.3% (2014) for primary school. The completion rate for secondary rose from 61.1% (2012) to 64.2% (2014). Gender parity was maintained with a Gender Parity Index of 112 ( ) biased in favour of girls. Learning outcomes: Pass rates at national examinations rose from 39% (2009) to 56% (2014) for primary education and from 19% (2011) to 22% (2014) for secondary education. Yet, primary school pass rates still have not recovered to the pre-2007 level of 70%. A 1:1 pupil to textbook ratio was reached for over 2.5 million primary and secondary school children. With support provided for training, equipping and retaining health workers, skilled birth attendance increased significantly from 60% (2009) to 80% (2014), expected to reach the target of 90% by the end of 2015 (data not yet available). Immunization coverages were maintained through provision of vaccines, expansion and maintenance of the cold chain system, training and retaining staff for the national immunization programme. From an average baseline of 62% (2010) high immunization coverages were maintained for all the traditional antigens, with BCG at 92% (2014), OPV3 at 85% (2014), DPT3 at 85% (2014) and measles at 83% (2014). Exclusive breastfeeding rates increased from 26% (2009) to 41% (2014) Vitamin A supplementation in children 6-59 months increased from 66% (2012) to 89% (2015). 92% (2015) of the health facilities had most of a selection of vital medicines and health commodities compared to a baseline of 52% (2010). The stock of health facilities with tracer medicines grew from 21% (2010) to 75% (2015) A number of policies and strategies were developed and put in place: Infant and Young Child Feeding Policy, National Nutrition Strategy, National Fortification Strategy, National Health Sector Strategy and the Child Survival Strategy households, representing 10% of the total household population in 20 districts were reached with cash transfers through the Harmonised Social Cash Transfers. Additionally, over households were reached with humanitarian assistance through vulnerable group and seasonal targeted food schemes nationally. The annual target of children with access to effective social services was surpassed throughout the ZUNDAF lifespan. A child protection national case management system was rolled out country wide. In the justice sector, a pre-trial diversion programme together with a strengthening of Victim Friendly Systems and legal aid for children were supported. Over children victims of violence received specialized child protection services. Use of improved sanitation facilities (shared and not shared) improved from 43% (2009) to 48% (2014) in rural areas while in urban it remained unchanged from 97% (2009) to 97.5% (2014). Substantial progress was made in water supply where 76.1% (2014) now have improved water supply as compared to 73% (2009). The greatest improvement was in the rural areas which had a baseline of 61% (2009) and now has 67.5% (2014) of the population with access to safe water. Over people benefitted from 481 new and repaired bush-pump boreholes. Progress was achieved in reducing open defaecation from 33% (2009) to 31.7% (2014). Open defaecation in rural areas was reduced from 48% to 43.5% (2014). The level of open defaecation in urban areas has remained static at 1% National Development Priority 6: Universal Access to HIV Prevention, Treatment, Care and Support Thematic Group: HIV and AIDS Of the 7 ZUNDAF Outcome indicators 3 (42%) were reported met, 2 (29%) reported not met and 2 (29%) awaiting data 6.1 Improved Access to and uptake of HIV Prevention Services 6.2 Improved Access To (and Uptake of) HIV Treatment, Care and Support Services 6.3 Improved Leadership Coordination and Management of the Multi-sectoral HIV Responses HIV incidences fell from 2.63% (2000) to 0.49% (2015). Mother to child transmission of HIV was reduced from 18% (2011) to 6.6% (2014). Number of HIV positive women who receive antiretroviral prophylaxis and antiretroviral treatment for their own health to reduce motherto-child-transmission rose from 50 % (2011) to 78% (2014). The percentage of infants under 15, born to HIV positive mothers who receive antiretroviral prophylaxis after delivery, rose from 24% (2011) to 88% (2014). 96% of all health facilities provided integrated antiretroviral treatment (2014) 78% of HIV positive women received antiretroviral prophylaxis and antiretroviral treatment (2014). Improved access and uptake of HIV treatment, Care and Support services with coverage increased from 34% (2011) to 67% (2014) Over males circumcised to reduce HIV infection (2014). A new Zimbabwe National HIV&AIDS Strategic Plan was developed. The country saw a strong M&E culture with most of the sub-systems currently functional and generating reports. 7 ZUNDAF Final Review & Preparations for Implementation 7 National Development Priority 7: Women s Empowerment Gender Equality and Equity Thematic Group: Gender Of the 6 ZUNDAF Outcome indicators 2 (33%) were reported met and 4 (67%) not met 7.1 Laws Policies and Frameworks Established and Implemented to Ensure Gender Equality and Empowerment of Women and Girls The first ever Gender Commission was established with a Constitutional mandate for oversight and ensuring accountability for Gender Equality and Women s Empowerment in Zimbabwe. Women s representation in parliament increased from 19% (2008) to 35% (2013). However, women s representation in Local Authorities decreased from 21% (2008) to 17% (2013) while amongst Permanent Secretaries it increased from 26% (2008) to 30% (2013). Women Public Service Commissioners decreased from 67% (2008) to 57% (2013). Increased awareness was achieved amongst more than more than 100,000 women and community leaders on laws and policies on Gender Based Violence Increased access to services for gender based violence survivors was provided through expansion of the case management system to 56 districts, support from 9,365 community child care workers and 17 Victim Friendly System subcommittees, use of the multi-sectoral protocol by service providers, legal aid provision in 3 districts and community mobilisation by community focal persons. A National Gender Based Violence Strategy was developed and implemented 10,323 women were given increased skills on value addition of crafts, business management, rural economic empowerment and youth empowerment, finance and accessing local and international markets through exhibition at fairs children and 700 adults (victims of gender based violence) accessed free and integrated health, psychosocial and legal services. MDGS: FINAL REVIEW OF THE MDG IMPACT INDICATORS SELECTED IN THE ZUNDAF In order to respond to Zimbabwe s development priorities, specific Millennium Development Goal (MDG) impact indicators were selected for each of the seven national priority areas, providing an overarching and recognisable framework in working together towards accelerating the achievement of the eight global goals. The ZUNDAF was thus explicitly informed by the MDGs in support of national development priorities. As 2015 was the end year of the MDG-period ( ), the ZUNDAF Final Review addressed progress on the MDG agenda. A Zimbabwe MDGs Final Progress Report is available, offering a full overview of progress and challenges. In going forward, progress on the MDG impact indicators will also serve to inform programming through the ZUNDAF and the implementation of the new global goals the SDGs. Of the 24 MDG impact indicators selected for the ZUNDAF, 7 were met (29%), 16 were not met (67%) while 1 was dropped (4%). Proportion of population living below USD 1 per day (MDG1) MET By 2011/12, Zimbabwe had more than halved the proportion of the population below the Food Poverty Line from 41.5% (2001) to 22.5% (2012) against an MDG target of 29%.

However most of the working population is engaged in the informal economy (94.5% in 2014) characterised by very high levels of decent work deficits. NOT MET Under-five underweight (weight-for-height) remained in the moderate range at 10% (1999) rising to 11.2% (2014) with boys worse off than girls, and rural areas worse off than urban areas. NOT MET Moderate malnutrition remains. The prevalence of underweight children rose from 10% (2011) to 11.2% (2014) with large rural (12.7%) versus urban (6.8%) disparities (2014). The MDG target of getting below 10% was not reached. 9 ZUNDAF Final Review & Preparations for Implementation ZUNDAF: SUCCESS FACTORS AND LESSONS LEARNED The following are summary of key success factors and lessons learned identified at the Annual High Level ZUNDAF Meeting: Political will and national ownership as most important factor for success: Political will at the highest level is a critical success factor in realizing the plans and strategies set out in the new Constitution, Zim Asset, the SDGs and the ZUNDAF. A number of strategies and policies have been drafted but not yet implemented. Concentrate M&E structure and results based management on achieving outcomes more than performing outputs. Continue evidence-based advocacy for increased national budget allocation and timely disbursement in key sectors (e.g. health and education). Government allocations in these sectors remain very low as percentage of GDP and development aid accounts for a very high degree of current delivery. Strengthen coordination among sector players: There are still gains to be made from reducing duplication between sectors and optimize available resources. The terms of reference for the Results Groups have been updated accordingly, strengthening the need for inclusion of sector players. Focus interventions more towards resilience building: Droughts and other national disasters continued to pose shocks on vulnerable populations placing a huge strain on capacity to provide social protection and building of resilience. Focus on Zimbabwe s productivity: Particularly in the agricultural sector, the productivity (yield/hectare) is much lower than in neighbouring countries. Irrigation and teaching about good managerial practices are key paths to pursue. Continue advocacy for increased representation of women in all positions of decision making: The constitution and a number of ratified policies have integrated gender provisions, yet a more gender equal Zimbabwe is still an unredeemed outcome. Pursue economy of scale, through enhanced jointprocurement: Particularly in the health area, a number of agencies procure medicines but do not get the benefits of procurement of scale. Emphasise executive level participation in coordination: Staff changes and limited capacity in government (financial and physical) affected participation in meetings and programmes. Participation in the three yearly Results Groups meetings should be on the level of Permanent Secretary. Likewise, the Heads of UN Agencies should prioritize these meetings. Communications and Advocacy Through a robust UN Communications Strategy ( ), which was taken as a best practice by the UNDG guideline on communication as one, the UN system in Zimbabwe has been at the forefront of bringing in to the public space critical development challenges, steering national humanitarian and development efforts, promoting partnerships, and improving the UN s standing and position in the country. The UN Communications Strategy operationalized through a successive UN Communications Group Annual Work Plans ( ) has facilitated the establishment of an online platform that includes a website and social media as well as offline communication products such as quarterly newsletter and regular programme results briefings. In addition, the UN media relations including the UN-Media action plan on development reporting has facilitated the expression and coverage of UN perspectives. Joint UN advocacy and communications ensured that emerging development and social issues took centre stage, covering issues ranging from poverty, MDGs and SDGs, maternal and child health, social issues such as ending child marriages and gender based violence, economic recovery, and food security. In a nutshell, UN s increased communications and advocacy activities uplifted the UN s comparative advantage as a trusted and neutral partner, one which works for the benefit of all Zimbabwean people. In this regard, the UN maintained its position as a key and strategic partner, mobilizing and delivering required resources amounting to USD 1.6bn which has contributed to the achievement of concrete development results, supporting advocacy on major development challenges, and uniting partners to address development and humanitarian needs. Going forward, the strong communications and advocacy capacity and undertakings have set the tone for the ZUNDAF to inform areas for continued action and support. Joint Operations Throughout ZUNDAF cycle the UNCT had in place a working Operations Management Team (OMT) to meet the demand for efficient, functional and streamlined operational support in areas such as finance, human resources, information and communication technology, logistics, administration, and procurement to programme delivery and to adopt harmonized operational and administrative processes and practices in line with global trends.

10 ZUNDAF Final Review & Preparations for Implementation 10 Collaborative procurement through piggybacking and shared Long Term Agreements (LTAs) was implemented in areas such as security services, travel services, fuel, banking, hotel & conferencing services, cleaning services, auction services, and vehicle maintenance services. High standard health services were available to staff members and their dependants through an adequately staffed, well equipped and well managed UN Clinic. Harmonised Approach to Cash Transfers (HACT) principles including macro-assessments, micro-assessments, and joint training of Implementing Partners (IPs) were adopted and are being implemented by at least three agencies. Furthermore, agencies consistently applied a common Daily Subsistence Allowance (DSA) for all IPS. In the area of human resources management, both comprehensive and interim remuneration surveys were carried out from which recommendations for adjustments to staff remunerations were made, adopted and implemented. Common training was also implemented in some areas. The UN in Zimbabwe adopted a strategic approach to operations through the Strategic Operations Framework (SOF) 2016 to 2020 which is a lighter version of the UNDG s Business Operations Strategy (BOS) approach. Prior to this planning for joint operations was through Annual Work Plans (AWPs). Multi-year planning for joint operations was implemented on a trial basis for SOF seeks to achieve net benefits totaling $7.9 million for UN agencies collectively through efficiency gains in material & service procurement, labour costs, and from savings in expenses. It also seeks to improve service quality, reduce service time through streamlined processes, and achieve overall efficiency and effectiveness of common UN operations : UN STRATEGIC ENGAGEMENT IN ZIMBABWE The Zimbabwe United Nations Development Assistance Framework (ZUNDAF) is the United Nations (UN) strategic programme framework to support national development priorities as informed by the Zimbabwe Agenda for Sustainable Socio-Economic Transformation (Zim Asset) and to advance on the achievement of the SDGs as well as other international commitments, norms and standards. The ZUNDAF was signed by Government and UN on 29 May The programme framework succeeds the ZUNDAF. The ZUNDAF elaboration process was jointly led by the Government of Zimbabwe and the UN Country Team with the participation of development partners, civil society organization, non-governmental organization, and international financial institutions, ensuring national ownership and inclusiveness throughout the process. Table 5: The 15 Outcomes in the ZUNDAF by priority area. Food & Nutrition Security Outcome 1.1 Targeted households in rural and urban areas have improved food and nutrition security Outcome 1.2 Communities are equipped to cope with climate change and build resilience for household food and nutrition security Gender Equality Outcome 2.1 Key institutions strengthened to formulate, review, implement and monitor laws and policies to ensure gender equality and women s rights. Outcome 2.2 Women and girls are empowered to effectively participate in social, economic and political spheres and to utilize gender-based violence services. HIV & AIDS Outcome 3.1 All adults and children have increased HIV knowledge, use effective HIV prevention services, and are empowered to participate in inclusive and equitable social mobilization to address drivers of the epidemic. Outcome 3.2 Outcome % of all people living with HIV know their HIV status, at least 90% of HIV positive people receive sustained antiretroviral therapy, and 90% of those on treatment have durable viral load suppression. Key institutions from Government and civil society effectively and efficiently manage a multi-sectoral AIDS response. Poverty Reduction and Value Addition Outcome 4.1 Key institutions formulate and implement socio-economic policies, strategies and programmes for improved livelihoods and reduced poverty of communities. Outcome 4.2 Increased access to income and decent work opportunities in key value chains and economic sectors, particularly for young people and women. Public Administration and Governance Outcome 5.1 Key public sector institutions mobilize, manage and account for resources effectively for quality service delivery. Outcome 5.2 Increased citizen participation in democratic processes in line with the provisions of the Constitution and relevant international norms and standards. Outcome 5.3 Government and its partners generate and utilize data for development. Social Services and Protection Outcome 6.1 Vulnerable populations have increased access to and utilisation of quality basic social services. Outcome 6.2 Key institutions provide quality and equitable basic social services. Outcome 6.3 Households living below the food poverty line have improved access to and utilization of social protection services.

11 ZUNDAF Final Review & Preparations for Implementation ZUNDAF RESULTS GROUPS Results Groups for the Zimbabwe United Nations Development Assistance Framework (ZUNDAF) are established by the Government of Zimbabwe (GoZ) and the UN Country Team (UNCT) to facilitate the achievement of sustainable development results. They have been linked to the Zim Asset clusters as follows: Zim Asset Clusters Food & Nutrition Security Value Addition & Beneficiation Social Services & Poverty Eradication Public Admin, Governance & Perfomance ZUNDAF Results Group Food & Nutrition Security Gender Equality HIV & AIDS Poverty Reduction & Value Addition Social Services & Protection Public Admin. & Governance The Results Groups thus serve as coordination mechanisms which enable the successful elaboration, implementation and monitoring of the ZUNDAF, while providing a coherent support system for GoZ and UNCT decision making on strategic orientations. As a new mechanism, the specific UN agencies have been assigned ZUNDAF Outcome Leads on specific outcomes as described in table 5 below. It will be used by the ZUNDAF Results Groups for joint planning, monitoring and reporting. It is built to foster complementarity between agencies, build transparency and accountability, and reduce transaction costs and duplication and to incentivise joint advocacy and resource mobilization. UNICEF UNHCR It builds on experiences and lessons from implementation of the ZUNDAF and is modelled on the UN Delivering as One principles, which entails that it also contains budget figures broken down by agency for each output. As the JIM is the primary implementation document the Government and the UN agreed to sign it. The signing took place at the Annual High Level ZUNDAF meeting on 27 November A more unified implementation tool will reduce transaction costs in the daily operations between Government and the UN and allow the UN to better align to Government priorities and deliver better results. It provides scope for all UN agency actions and can replace specific agency specific documents furthering a more nimble and unified UN. The JIM is a living and working document, ultimately meant to support the achievement of ZUNDAF results. The JIM further allows UN agencies to determine complementarities and put forward joint programme / programming efforts. Such joint efforts are aimed at achieving high level and strategic results in line with the ZUNDAF and the SDGs and are made to further clear gains in effectiveness and efficiency from combining efforts and resources. For the ZUNDAF period the following Joint Programmes / Programming efforts are currently being worked on.
