1 4255 FA- Canadian Public Policy Instructor: Ms. Erika Halverson Fall 2018 Room: AT 1010 Wednesdays: 7pm-10pm Office: RB 2050 Office Hours: Wednesday pm Course Description This course will provide a critical introduction and understanding of the field of public policy. The course will focus on engaging students with an overview of the concepts and theories within the scope of public policy. The course will also explore the role of ideas, actors, institutions and structures within policy development. It will analyze modern theories of public policy as well as comparative policy processes. This course will aim to help students understand the dynamic aspects of policy making. Students will focus on using critical analytical skills in understanding the dynamic range of public policy. The course will pay special attention to policy analysis and the relationship of settler colonialism, gender, immigration, macroeconomics and social issues in public policy. This is pursued in order to state a critical intervention into the institutionalizations of multiple relations and scales of power inherent within policy making and the accompanying ideologies. Course Format The course is designed as a seminar and will primarily focus on class discussion. Class attendance and participation are very important in your success within the course. Seminars will discuss the assigned readings from the required textbooks as well as any other readings listed. Students are to attend class regularly, do the assigned readings and prepare questions for discussion. The course will be divided into two parts. The first part will focus on a number of policy areas: macroeconomic policy, gender mainstreaming in public policy, social policies, immigration, health, and Indigenous policies in Canada. The second part of the course will examine the institutions, processes and actors involved in policy making as well as the formulation and evaluation of public policy in Canada. Students should ensure to read all outlined material prior to class, as the class will focus on engaging students and encourage participation based on the weekly readings. Students are responsible for all required reading material. Students will be asked to prepare 2 questions and submit them by 4:00 pm Tuesdays via . Late questions will not be marked. Some questions may be used for class discussion.
2 Course Material Required Text(s) 1. Lydia Miljan. Public Policy in Canada: An Introduction. 7 th ed., Oxford University Press, Howlett, Michael. Canadian Public Policy: Selected Studies in Process and Style. University of Toronto Press Excerpts from other works and authors. ** **Readings are available via Scholars Portal. Students should have access by logging on via Lakehead University Library and log in using their Lakehead University and password. ** Course Evaluation 1. Attendance & Participation: 20% Students will be marked based on attendance, and engagement in weekly class discussions 2. Weekly Questions 10%- Due Tuesdays by 4 pm (via D2L) *late questions will not be marked* Students will be required to submit questions pertaining to the weekly readings for a total of 20 questions. Students will only be able to submit 2 questions per week for a total of 10 weeks (there are 13 weeks in the semester). Questions must critically engage with the readings, be well thought out and original. Basic questions will not be marked (i.e. What is public policy?). Questions should allow for the class to engage in lengthy discussions. Students are not permitted to use/alter questions from textbook, this will count as academic dishonesty. 3. Chapter/Seminar Reviews 30% - See below for due dates. Submit Via D2L Student will be required to submit 3 short papers throughout the course of the first part of the semester. Each paper will focus on specific topics discussed from weeks 2-8. The paper should be between 5-7 pages. The purpose of this assignment is to highlight and review the important points discussed in the readings as well as the class discussion. *Expectations for reviews will be discussed in class* a. 1 st Review due October 3 rd, 2018 at 4pm b. 2 nd Review due October 17 th at 4pm c. 3 rd Review due November 7 th at 4pm 4. Final Paper: 40%- Due December 11 th, 2018 (Via D2L) Students will complete a page research paper on a specific area of public policy. The final paper is due via D2L on December 11 th by noon. Students are required to use a MINIMUM of 5 peerreviewed sources from academic journals/books. Expectations for paper will be discussed in class. Late Policy Late papers will be deducted a 10% penalty per day (including weekends) up to 5 days after the due date. Papers will not be accepted after 5 days. This policy will be strictly enforced.
3 Academic Dishonesty Students are expected to uphold academic honesty at all time. Students are expected to ensure they are familiar with citation manuals and ensuring sources are properly cited. Students are also advised to familiarise themselves with the university policy on academic dishonesty, especially in relation, to plagiarism, cheating, impersonation etc. Students caught plagiarizing will be given a mark of 0 for that paper and potentially subjected to further consequences. Students who are unsure of how to properly cite should seek assistance with this. Violation of this will be strictly enforced. s will be answered within two business days.
