1 1 February 6, 2015 Dean of the Graduate School Search Committee University of Colorado, Denver/Anschutz Dear Members of the Search Committee: I would like to be considered as a candidate for the position of the Dean of the Graduate School at University of Colorado, Denver/Anschutz. I believe that I have the qualities that you can expect from the best candidates for this position. Particularly, as my curriculum vitae indicates, my extensive and successful administrative experience in leading various academic units at two national research universities, internationally-renowned research record, proven fund raising capability, strong interpersonal skills, tested ability to work collaboratively with internal and external stakeholders, demonstrable achievements in interdisciplinary initiatives, and award-winning teaching/mentoring performance qualify me for this leadership position and give me the competence to help the university realize its full potential and reach new heights in graduate studies. Currently, I serve as Dean of the College of Graduate Studies, and hold a named professorship, William Borah Distinguished Professor of Political Science, at University of Idaho (UI), the flagship, land-grant research university in the state of Idaho. I am also the Vice President of the Council of Chinese American Deans and Presidents (CCADP). Before joining UI, I served as a Chair of Department of Political Science and Geography and held another named professorship, Louis I. Jaffe Professor of Political Science and International Studies, at Old Dominion University (ODU). I also directed campus-wide, interdisciplinary international and area studies programs at ODU: the Graduate Programs in International Studies and the Institute of Asia Studies. I have served as a Guest Professor of Comparative Politics at the School of International Studies of Renmin University of China, and Zhiyuan Chair Professor of Public Opinion Studies at Shanghai Jiaotong University in China. Due to my consistent efforts and significant achievements in international education, I was awarded Provost s Award for Leadership in International Education at Old Dominion. For the commendable performance in teaching and mentoring at both undergraduate and graduate levels, I became a finalist of the Virginia Outstanding Faculty Award in the state of Virginia and received Joel S. Lewis Award for Excellence in Student Mentoring at Old Dominion. In recognition of my support for underrepresented minority students, I was recently presented the Award for the Contributions to Education of Underrepresented Minority Students by the University of Idaho Chapter of the National Society of Black Engineers (NSBE). I secured major research grants from the U.S. National Science Foundation and China s Ministry of Education to conduct original survey studies of the middle class, private entrepreneurs, and political culture in China. I also received a major program development grant, Title VI Grant, from the U.S. Department of Education to develop and strengthen Asian Studies programs. Most recently, I secured another major program development grant from the U.S. National Science Foundation to recruit and retain underrepresented minority graduate students in To enrich education through diversity the University of Idaho is an equal opportunity/affirmative action employer

I was awarded a residential research fellowship at the Woodrow Wilson International Center for Scholars in Washington, D.C., and became a Fulbright Scholar conducting survey research in China. I was granted the honorific titles of the Changjiang Scholar and Distinguished International Expert, which were the highest honors bestowed by the Ministry of Education of the People s Republic of China to acknowledge distinguished contributions made in various areas of scientific research. I also won the Robert Burgess Award for Excellence in Research at Old Dominion. In recognition of my important role in promoting friendly relationship between the U.S. and China, I was invited to serve as a member of the National Committee on United States-China Relations. As an academic administrator, I have successfully played various leadership roles at university, college, and department levels at UI and ODU. Through these leadership roles, I have acquired valuable experience in strategic planning, administrative supervision, shared governance, accreditation assessment, change management, consensus building, program development/review, faculty recruitment/retention, interdisciplinary initiatives, research advancement, national/international outreach, and fund raising. In my current capacity as Dean of the College of Graduate Studies at University of Idaho, I developed a strategic plan with a new vision and new goals for graduate education, increased enrollment of new graduate students by over 6%, increased the amount of financial support for Teaching Assistants (TAs) by 36%, and strengthened shared governance in graduate education by institutionalizing meaningful participation/representation of the stakeholders such as the Faculty Senate, Graduate Council, Graduate and Professional Student Association, and Advisory Board in decision-making process. I worked with a team of senior administrators, including the Provost and the Vice Presidents, to design a set of strategies to upgrade the ranking of University of Idaho in the Carnegie Classification of Institutions of Higher Education (note: currently, UI is a Carnegie RU/High Research Institution). I also led efforts to make many significant and positive changes in graduate education at UI, such as revising and strengthening the criteria of the Graduate Faculty Status, improving the organizational structures of the campus-wide interdisciplinary graduate programs at both Master s and Ph.D. levels, developing a set of new policies governing the formation and operation of dissertation/thesis committees, restructuring the allocation and management of graduate teaching and research assistantships, creating a combined TA/RA Institute to train graduate-student instructors and researchers, streamlining the admissions process for international graduate students, restructuring and revitalizing the Professional Science Master s (PSM) programs at UI, stablishing collaborative work relationships with the University s Research Office (under the VP for Research and Economic Development), reorganizing the Dean s Office for the efficiency and effectiveness of services provided to graduate students and faculty, and initiating the first general fund-raising campaign for graduate education at UI. In addition, I improved the communication and collaboration between the College of Graduate Studies and all other colleges by establishing a system of regular meetings with the Dean, Chairs, and the faculty of each of those colleges, and institutionalizing the Town Hall Meetings for the entire university. Moreover, I strengthened the recruitment and retention of underrepresented minority students by participating in national and regional minority-student recruitment events and securing a major grant from the National Science Foundation ($600,000) to support the recruitment and retention of underrepresented minority students in To enrich education through diversity the University of Idaho is an equal opportunity/affirmative action employer

As a result, applications and admissions of underrepresented minority groups increased by 30% and 74%, respectively, for Fall I also made a positive impact on the recruitment of international students by establishing recruitment pipelines and joint degree programs (e.g., Master s 3+2 programs) with non-u.s. universities. Consequently, applications and admissions of international applicants increased by 15% and 38%, respectively, for Fall In recognition of my contributions to diversity in graduate education, I was presented the Award for the Contributions to Education of Underrepresented Minority Students by the University of Idaho Chapter of the National Society of Black Engineers (NSBE). As Department Chair at ODU, I led the Department of Political Science and Geography in the development of a new M.A. program in Political Science, in conjunction with the exiting Graduate Programs in International Studies. I strengthened the undergraduate curriculum by adding new foundational courses and deepening each subfield. During my term, the number of the majors in the department increased by 125%. More importantly, as Chair I was committed to diversity in the department, and made constant efforts to hire, support, and retain women and minority faculty members. For example, during my tenure as Chair, the department successfully recruited the first four women tenure-track faculty members in more than a decade, two of which were ethnic minorities. Moreover, I succeeded in retaining two highly soughtafter minority faculty members, working closely with the Provost Office. In addition, I improved the department s collegiality in my tenure as department Chair. Finally, I took various measures to enhance the research productivity/quality and teaching effectiveness of the department, including establishing clear incentives in the form of salary increments, tenure/promotion, and award nominations. The department was praised by the Dean of my college for its high research productivity and commendable record in winning research and teaching awards; I was commended as one of the most effective department Chairs in the college, as for shared governance, transparent decision-making, and advocacy of the department interests. As the Director of the Graduate Program in International Studies at ODU, I revitalized this campus-wide, interdisciplinary program by restructuring the curriculum, recruiting prominent faculty members, coordinating grant-writing activities, and expanding national/international connections. As a result, the visibility of the program has significantly improved. The program attracted the unprecedented number of highly qualified applications from overseas as well as the U.S.: the admission acceptance rate improved from 45% to 20%. Moreover, our faculty members received major grants from National Science Foundation ($220,000), National Institute of Health ($2.8 million), and Department of Defense ($600,000) for research and program-development projects, and three faculty members won teaching or research awards. As the Director of the Institute of Asia Studies at ODU, I successfully redesigned and administered the Asian Studies Program as an interdisciplinary teaching and research program. The redesigned Asian Studies curriculum included about sixty courses offered by thirty-five faculty members from various departments across the campus. After I took the position as the director, the enrollment in the Asian Studies program quadrupled and hence became the fastestgrowing area studies program at Old Dominion University. Moreover, I developed a new major in Asian Studies as an interdisciplinary program. 4 4 Title VI grant from the U.S. Education Department ($280,000) to develop the new major and expand programs in Asian Studies. As the Director, I also established new cooperative relationships with education intuitions and governmental agencies in several Asian countries, and successfully developed several study-abroad programs for ODU students and local teachers in Asian countries, such as China, Japan, India, the Philippines, South Korea, Taiwan, etc. As a scholar, I have a prominent record of scholarship and publications in the areas of Chinese Politics and U.S. Foreign Policy. I have authored or co-authored six books and many refereed journal articles and book chapters since Since 1995 my research has focused on China s public opinion, popular political support, democratization, mass political participation, and the role of the middle class and private entrepreneurs in political change. My research on these topics have been based on the original data collected from a series of probability-sample surveys conducted in both urban and rural China. The findings from these surveys have been published in four books and many refereed journal articles. One of these books, entitled Popular Political Support in Urban China, was published by the Stanford University Press in both paper back and hard cover in 2004, which has been well received among China scholars as well as political scientists. This book has been translated into Chinese, and published in China. Another book, Allies of the State: Private Entrepreneurs and Democratic Changes in China, was published by Harvard University Press in In addition, I recently published a new book, A Middle Class without Democracy: Economic Growth and the Prospects for Democratization in China, with Oxford University Press, which has been translated into Japanese and won the 2014 CALA Best Book Award: Academic Book. The articles based on my survey research on China appeared in leading refereed journals in the field, such as Journal of Politics, Comparative Political Studies, Political Research Quarterly, Public Opinion Quarterly, Social Science Quarterly, The China Quarterly, Asian Survey, Modern China, and Journal of Contemporary China. I have also been invited to serve as the Co-Editor of the Modern China Studies, an international scholarly journal. Due to my accomplishments in scholarship, I was appointed the Louis I. Jaffe Professor of Political Science and International Studies, and won the Robert Burgess Award for Excellence in Research at Old Dominion. I was also awarded the Changjiang Endowed Chair Professorship and Distinguished International Expert by the Ministry of Education of the People s Republic of China. I currently hold an endowed position, William Borah Distinguished Professor of Political Science, at University of Idaho. As an active grant seeker and fundraiser, I have secured several major grants for research, as well as major donations for program developments. As mentioned earlier, I was awarded two major research grants for a total of $220,000 from the National Science Foundation to support my study of the political roles of the middle class and private entrepreneurs in China. I secured a Title VI Grant for $280,000 from the U.S. Department of Education to strengthen the Asian Studies research and teaching programs at Old Dominion University, and a major grant from National Science Foundation for $600,000 to support the recruitment and retention of underrepresented minority students in STEM areas at UI. Most recently, I won a research grant from China s Ministry of Education for $200,000 to study China s political culture. I was also awarded two prestigious research fellowships: one by the Fulbright Scholar program to conduct two surveys in rural China, and the other by the Woodrow Wilson International Center for Scholars to complete a book manuscript. 5 5 I helped raised substantial funds from major corporate and individual donors to establish the new China Center at ODU, and initiated the first major fundraising campaign for graduate education at UI. As an educator, I have been very enthusiastic about teaching and tremendously enjoying professional interaction with students. Since I started my teaching career in the early 1990s, students qualitative evaluations of my teaching have been overwhelmingly positive, and their quantitative evaluations have scored significantly higher than the department, college and university averages. As my CV indicates, I have taught about twenty different courses at both undergraduate and graduate levels, which cover a large variety of subjects in East Asian/Chinese Politics, International Relations and Comparative politics. More importantly, I have designed and successfully taught several interdisciplinary courses on Asia and China, including study-abroad classes in China. I have also successfully supervised about twenty Ph.D. and Master s students for their dissertations or theses. Because of my distinguished performance in teaching, I received Joel S. Lewis Award for Excellence in Student Mentoring at my university, and became a finalist of the Virginia Outstanding Faculty Award in the state of Virginia. Moreover, I have been very passionate about the internationalization of higher education throughout my professional career. For instance, I have helped ODU and UI to establish longand short-term cooperative research and teaching programs with several high-profile Chinese higher-education institutions and government agencies, including the Chinese Academy of Social Sciences, Qinghua University, Renmin University of China, Beijing Normal University, Beijing Higher Education Bureau, Shanghai Jiaotong University, Fudan University, and the Academy of the Central Committee of the Chinese Communist Party. Through my connections with China s Ministry of Education and the Chinese Embassy to the United States, I secured scholarships for students of Old Dominion University to study any subjects at any Chinese universities. I organized two higher education executive training programs in each of which 30 Presidents and Vice Presidents of Chinese colleges or universities participated. I also helped University of Idaho establish the Confucius Institute in collaboration with South China University of Technology one of top universities in China and the Chinese government. Recently, I served as the founding director of the Institute, in addition to my position as the Dean of Graduate Studies. I also helped UI explore the feasibility of the University of Idaho s branch campus in China. I led efforts among a group of administrators and faculty members at UI to set up joint degree and certificate programs in business administration and education with top Chinese higher education institutions. In recognition of my important role in promoting friendly relationship between the U.S. and China, I was invited to serve as a member of the National Committee on United States-China Relations. Due to my consistent efforts and significant achievements in international education, I was awarded Provost s Award for Leadership in International Education at Old Dominion. Last but not least, as a foreign policy analyst and practitioner, I have gained practical knowledge of Chinese policy-making process through a two-year experience working at the State Council of the People s Republic of China. In these programs, there are about 2,400 graduate students and about 600 graduate faculty members. Within the college and Dean s Office, there are 12 staff members, including the Associate Dean, Graduate Admissions Director, Graduate Recruiters, Financial Officer, and Assistant to Dean. Responsibilities: Providing oversight of all graduate programs across the University. Serving on the Provost s Council along with all the other Deans and senior University administrators. Scope of the Organization: The Confucius Institute of University Idaho, established in collaboration with the Chinese government, promotes a deep understanding of Chinese culture and society through language teaching and cultural outreach programs at UI and in the Pacific Northwest Region of the U.S. It consists of five staff members. Responsibilities: Making decisions on all personnel, academic, outreach, and budgetary affairs in the institute. Raising funds from external donors. Major achievements: Played a critical role in establishing the Confucius Institute. Secured the annual operation funds from the Chinese Government.

10 4 Recruited the Co-Director and staff members. Successfully organized regional cultural events. Established strong and mutually-beneficial relationships with Chinese education institutions and the Chinese government. Generated a high level of interest among constituents in the region in learning about Chinese cultural and society. Guided the development of new curriculums in Chinese language and cultural studies CHAIR, Department of Political Science and Geography, Old Dominion University (the third largest public university in the state of Virginia, and a research university with high research activities according to the Carnegie Classification). Scope of the Organization: The Department of Political Science and Geography consisted of two academic disciplines, political science and geography. There were about 550 political science majors and 80 geography majors. Within the department, there were 25 tenured and tenure-track faculty members, and about the same number of adjunct faculty members. In Chair s Office, there were 4 staff members, including the Chief Advisors, Office Manager, and Assistant Office Manager. Responsibilities: Making decisions on all personnel, academic, and budgetary affairs at the departmental level. Raising funds Managing the personnel and office routines in the department. Major achievements: Guided the revision and implementation of the Strategic Plan for the department, plan which encompasses a new vision and a set of new goals. Helped raise substantial funds from major philanthropists to establish a China Center at ODU DIRECTOR, Graduate Program in International Studies (a campus-wide, M.A. and Ph.D.-granting, interdisciplinary program), Old Dominion University. Scope of the Organization: As a campus-wide, interdisciplinary graduate program, the Graduate Program in International Studies consisted of eight academic fields of concentration. In these eight fields, about 200 graduate students were pursuing their Ph.D. or Master of Art in International Studies. There were about 26 tenured or tenuretrack faculty members from three colleges, participating in teaching, research, and service of the program. In Director s Office, there were 2 staff members, Assistant Director and Program Coordinator. Responsibilities: Making decisions on all personnel, academic, and budgetary affairs. Raising funds. Fostering and expanding intramural and extramural connections. Designing and revising the curriculums for the M.A. and Ph.D. programs. Coordinating course offerings in International Studies among departments and units across campus. Major achievements: Successfully restructured and strengthened the interdisciplinary curriculum in international studies by developing new interdisciplinary tracks and restructuring core courses. Significantly increased the participation of the graduate faculty members from different departments in teaching and service in the program. Expanded extramural connections with higher-education institutions and government agencies in and outside of the United States Improved the process and strategy to recruit international and domestic students: the admission acceptance rate improved from 45% to 25%.

12 6 Facilitated grant-seeking efforts: grants awarded by NSF ($220,000), NIH ($2.8 million), and Department of Defense ($500,000). Scope of the Organization: As a campus-wide, interdisciplinary teaching, research and outreach unit, the Institute of Asian Studies run both major and minor programs in Asian Studies, supported research projects, sponsored conferences and speaker series, established/nurtured partnerships in the U.S. and in Asian countries, and established/expanded study-abroad programs. About 150 students were pursuing their BA or Minor in Asian Studies. There were about 30 tenured or tenure-track faculty members or lecturers from 12 departments, participating in teaching, research, and service of the Institute. In Director s Office, there are 2 staff members. Responsibilities: Designing and revising the curriculum for the Asian Studies Minor and Major. Coordinating course offerings among departments and units across campus. Exploring and maintaining short- and long-term cooperative programs with Asian countries. Organizing and coordinating various activities to stimulate and promote the interest in Asian Studies on the campus and in the community. Providing leadership for scholarly research in Asian Studies. Major achievements: Guided the development and implementation of the Strategic Plan for the institute. Successfully developed a new major in Asian Studies as a campus-wide, interdisciplinary program. Secured the Title VI grant ($280,000) from the U.S. Education Department to develop the new major and expand other research/teaching programs in Asian Studies. Successfully developed several study-abroad programs for ODU students and local teachers in Asian countries, such as China, Japan, India, the Philippines, South Korea, Taiwan, etc. Established new cooperative relationships with educational intuitions and governmental agencies in several Asian countries. Advising all International Studies minors. Teaching the Senior Seminar in International Studies. Arranging internships for International Studies minors. Major achievements: Increased the enrollment in the program by 50%. Established a new system of student advising. Established the regional consortium in International Studies with other three campuses in the University of Wisconsin System ASSOCIATE DIRECTOR, Center for Pacific Rim Studies, University of Wisconsin-River Falls. It concludes that the post-tiananmen Chinese Communist Party regime is both legitimate and viable, thanks to the high level of urban support. A fascinating study. Highly recommended Choice (September 2004: p. 182) Do urban residents support China s current regime? Will the regime be able to maintain power? These questions are of interest not only to China scholars, but also to political scientists who study ideological legitimacy, citizen s values and living conditions, and political participation in non-democratic states. Many studies address these issues, but survey-based empirical studies of communist societies, and China in particular, are limited. Jie Chen s systematic analysis of data from surveys conducted in Beijing in 1995, 1997, and 1999, framed around questions about the extent and form of legitimacy and popular support the current government enjoys, fills this gap. [The book] is thus required reading for all serious scholars of contemporary urban China, and every library would do well to acquire them. --- Perspectives on Politics (Vol. 9, No. 4, 2011: pp ) Political scientists Jie Chen and Bruce J. Dickson s new work Allies of the State: China s Private Entrepreneurs and Democratic Change is a major contribution to our understanding of the relationship between private entrepreneurs and democratic change in China. While there are a number of previous studies on the subject, none have presented this kind of detailed empirical analysis Besides contributing to the research on politics in China, Chen and Dickson provide clear insights for economists that analyze how entrepreneurs are utilizing political connections to gain advantages in China where the CCP continues to play such an important role for economic development. --- The China Quarterly (Vol. 203, 2010: pp ) Allies of the State, however, breaks new ground in its use of a more comprehensive dataset of large representative samples covering wide regional variation in levels of economic development and various sizes of private enterprises. In addition, their operationalization of key variables including democratic support is more rigorous than in past studies. This book is an exemplar on many counts, and I recommend it without hesitation. Much can be learned from it by scholars working in Chinese politics, political sociology, democratization, and market transition.
