1 C O U R S E R E P O R T ( 2 N D B A T C H I N D U C T I O N T R A I N I N G ) (28 TH AUGUST, 2016 TO 16 TH NOVEMBER 2016) The Second Batch consisting of 54 nos of newly recruited ORS officers were put to Induction Training in the Institute as per direction of Govt. in Revenue and Disaster Management Deptt vide Order no dtd Since they were totally new entrants, they need to be acquainted with different rules, laws, and regulations of Revenue Administration as well as Disaster Management, the 2 nd batch Induction Training of ORS Group- B Officers was organised at ROTI. Out of 56 nos. of sponsored trainees, two trainees namely Charulata Singh & Rashmilata Behera did not joined the training programme. Objective of the Programme:- To make the Participants aware about their roles and responsibilities in the Revenue Administration and to acquaint with different Revenue Laws. To acquaint the participants with the Criminal laws and powers and functions of Executive Magistrates and how to deal with Preventive sections of Cr.P.C. To make them aware about the Financial Rules and Regulations for effective Management of Govt. fund. To make them aware about Rules and Regulations on Service Laws. Enhancement of the operational skills of the officers like Personality development, Communication skill, Leadership quality, team building etc for effective improvement in Governance system.

2 Inauguration:- Sri Purna Chandra Dash, OAS(I) J.B, Administrative officer welcomed the dignitaries and the trainee Officers. Smt. Pratibha Dora, OAS (I) JB, Deputy Director and the Course Director welcomed the Trainees and briefed them on the objectives and contents of the induction Training programme. Sri Raghunath Mohanty, OAS (SAG), the Director, ROTI put words of advice to the Trainees to be most truthful, honest in their respective assignments. Sri Ashok Kumar Nayak, OAS (SAG), Additional Secretary to Government, Revenue & Disaster Management Department advised the trainees to be sincere, dedicated with positive sense of attitude in discharging their duties. A brief description on ROTI, its mandate and curriculum was presented after which, the training Programme started as per the schedule. The training was designed as hereunder. Class room teaching Exposure Visit Group Discussion Short Video clips on Personality Development, Change of Attitude, Leadership quality etc. Practical Training etc. As Per the training module communicate by Govt. in Revenue & Disaster Management Deptt, 12 weeks Training Programme was arranged. Week wise programme and details are as follows.

Servant Interface with public & Book Circular No. 42 History & Structure of the Land Revenue Administration, Vision, Mission of Revenue & DM Deptt, Structure and Organogram of Rev & DM Deptt, Board of Revenue, RDC, Collectorate, SRC,OSDMA. The Odisha Service Code. Odisha Survey & Settlement Act (Odisha Act, 3 of 1959) & Rules. Odisha Civil Services (Classification, Control & Appeal Rules) and Disciplinary Proceedings. The Odisha Consolidation of Holdings & Prevention of Fragmentation of Land Act, 1972 (Odisha Act, 21 of 1972) & Rules. The Odisha Travelling Allowance Rules & The Odisha Leave Rules Performance Appraisal e-par, Recording of CCR for Sub-ordinate Officers. The Odisha Special Survey & Settlement Act & Rules Experienced, Retired and Senior most Guest Faculties were invited for training sessions.

4 WEEK-2 The trainees got themselves acquainted with the Provisions of the following Act and Rules in the second week. Odisha Mutation Manual. Odisha Record Manual, Dealing with Letters, Certified Copy, Noting, Drafting & Library etc. Maintenance of Land Records and Initiatives taken under NLRMP. Office Procedure, Diary, Issue, Dispatch, Opening of Files, Log Book, forward Diary, Noting, Drafting, Preparation of Agenda Note & Recording of Minutes of Meetings. The Prevention of Corruption Act, 1988, Odisha Special Court Act, Sanction of Prosecution in Vigilance Cases, Concept of DGPS, ETS, Hi-Resolution Satellite Imagery and Aerial Photography and their acquaintance. Issues Relating to Sexual Harassment at the Work Place Visakha Judgment and Central Law. The Contempt of Court Act. & Respect and Obedience of Courts Order Process flow of Hi-tech Survey Operation. GCP Plan and Monumentation, Acquisition of Raw Images and Ortho Photo Generation, Boundary Fixation, Plot Vectorisation, Obscured Gharabari Areas Survey (Ground Truthing), Draft Map Preparation, Different Stages of ROR Preparation including dispute resolve Mechanics. 5 On the last day of 2 nd week i.e. on knowledge Test of the trainee officers was conducted in the afternoon, on the topics, taught during the first and second week. WEEK-3 The courses of week-3 started with Criminal Laws and Rules governing service conditions of the Govt. servant FIELD TRAINING ON PLAIN TABLE SURVEY & THEODOLITE SURVEY Technical Manual for Cadastral Survey using modern Technologies FIELD TRAINING ON PLAIN TABLE SURVEY & THEODOLITE SURVEY Concept of Fraud & its Implications in Revenue Administration FIELD TRAINING ON PLAIN TABLE SURVEY & THEODOLITE SURVEY Group Discussion on Article 311 of Indian Constitution and OCS (CCA) rules in detail thereof. All the trainees were required to submit resume on Training on the forenoon of the day following on the subjects taught in the previous day. This practice was made compulsory, by which all would go through the topics and present the gist of it, what they have understood. Indian Oath Act, Affidavit, Loudspeaker & Firework Act and Rules The Odisha General Clauses Act Group Discussion- The Origin of Terminology of Abadi, Gramakantha, Paramboke, Nazul & Cantonment land" and Procedure of Settlement of those types of land.

Foundation of our Democracy The Electoral System of India and the Conduct of Election to Parliament and State Assemblies. Week-9 Right to Information Act and Rules Registration Fees & Stamp Duty - Franking, e-stamping Right to Public Services Act & Rules 2012 with Special reference to services notified by Revenue and DM Department. The Land Acquisition Act, 1894 (Act, 1 of 1892) & Private Land Acquisition. The Registration Act The Land Acquisition with recent amendment and directives. The Registration Act & The Odisha General Clauses Act The Odisha Public Demands Recovery Act, 1962 (Odisha Act, 1 of 1963) and the Rules & Executive Instruction there under. ORV Act. & Rules. Group Discussion- What are the different types of Law & Order situation? Role and responsibilities of an Executive Magistrate for maintenance of those types Law& Order situation and dispersal of unlawful assemblies".

Odisha General Financial Rules & Relevant provisions of the Odisha Treasury Codes. Delegation of Financial power, Rules & related Circulars. The Odisha Cess Act, 1962 (Odisha Act, 2 of 1962) Audit & Audit Compliance AG Audit, Internal Audit & Local Fund Audit. The Odisha Irrigation Act, 1959 (Odisha Act, 14 of 1959) & Rules there under with special mention to determination of ayacut area and assessment of water rate / remission proposal. Mines & Mineral (Development and Regulation ) Amendment Act and Odisha Minor Mineral Concession Rules, S.C & S.T. (Prevention of Atrocities) Act Official Cash & Bank transaction and Maintenance of Cash Books. Group Discussion- Land Acquisition, Human Displacement and humane touch under Rehabilitation & Resettlement Policy of Govt. of Odisha and Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement (RFCTLARR) A CT & Rules". WEEK.11 Issue of Certificates under Miscellaneous Certificate Act. & Rules 1984 Executive Instructions. The Odisha Public Premises Eviction of Un-authorized Occupants Act, Manual of Tahasil Accounts. Orissa Municipal Act and Municipal Corporation Act: Provision of Municipal Services. Odisha Forest Act, 1972, Forest Conservation Act, 1980 with Provision of PESA. Odisha Development Authority Act & Rules. with up to date amendments. Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Right) Act. & Rules 2006.

Human Right Act & Rule with special reference to Relevant Chapters of NHRC AND OHRC Landmark Judgments of Hon ble Supreme Court, High Courts and Member, Board of Revenue in important Revenue Cases. Leadership Quality & Time Management. Right to Education Act, 2009 and Girl Child Education in Odisha Stress Management & Work Culture E-Governance and Cyber Crime, IT Act/Rules, Disposal of e-waste Group Discussion- "Role and Responsibility of Revenue Officer in Management of different type of disaster arising out of global warming and climatic change and provisions thereof in the Odisha Relief Code"

11 The Director, ROTI was used to take review on each subject, with the Trainee officers after 5.00 P.M every day. With this exercise becoming a routine matter, the trainees found it a very useful session as the concerned Topics / matters was discussed by the Director in a very extensive but simplified manner WEEK-13 The Prevention of Black Marketing & Maintanance of Supplies of Essential Commodity Act, The Odisha Scheduled Area Money Lenders Regulation Act.1967 Besides, the trainees appeared 2 Nos of Theory Exam, each consulting of 100 marks each which included all the important Revenue, Criminal, General, Civil laws & other related issues. Also, two nos. practical examinations on Plain Table Survey & Hi-Tech Survey were conducted among the trainees. The Trainees were provided with ideas on various Acts and Rules concerning to Revenue Laws, General & Civil Laws and also Management Techniques like teambuilding, Motivation, Leadership quality, Time Management, Communication Skill, HR Management etc. Experienced and learned people were invited as Resource Persons to impart the training. The trainees have practiced Yoga and Meditation under the supervision of experts in the concerned fields. Group Discussion Further, 09 (Nine) nos Group Discussions were held involving all the 05 teams. Specific Topics were assigned to all the 05 teams. They were asked to prepare PPT on the said Topics and present it before all. External Evaluators were invited to Judge the quality of presentation, as well as the questions which the opposite teams were asking or pointing out any omissions thereof. By this discussion, the judges also contributed to clarify their doubts.

12 Series of Group Discussions were held among the teams on different contemporary issues like mutation, Disaster Management, Procedure of recording Govt. Land etc. By this process our aim was to build their confidence and work in a team spirit. During Group discussion Each and every member of the Team was bound to ask question on the relevant topic to the other Team presenting the issue.there by, everyone took effort to put the best question, accordingly they have been judged. We put our best effort to arrange the training successfully in spite of the constraint of resources and infrastructure was there.

13 All the Trainees were being provided with Evaluation sheet to give their feedback about the Training course and resource persons at the end of each week. All the Trainees were provided with sufficient Training materials both in shape of hard and soft copies. On 16 th November 2016, the valedictory function was organized in which Sri Ashok Nayak, OAS (SAG) Addl. Secy. to Govt, R&DM Deptt., Sri Niranjan Sahoo, IAS, Collector Khordha graced the occasion. They inspired the trainees with their advices. The Team leaders of the Teams of ORS officers expressed their satisfaction on the overall conduct of the Training. The Director of the institute encouraged the Trainees to follow the path of truthfulness, humbleness and sincerity, and to have empathy, responsiveness towards public. During Valedictory ceremony all the participants were awarded with certificate of attendance of training. Group No. 5 was judged as Best team arising out of Group Discussion. The team comprising of Nutan Seth (Team Leader), Mamtaj Moharana, Murari Prasad Sahu, Priyaranjan Kumar, Rajendra Majhi, Hrishikesh Gond, Bineeta Dash, Purandar Nanda & Dinesh Kumar Naik was awarded as best team.

14 The Deputy Director, course extended her gratitude to the organization as well as to the Trainees for their support, cooperation for smooth conduct of the 13 weeks Training Programme. Assistant Collector, Khordha working on deputation in this institute extended vote of thanks to all concerned and with this, the 2 nd batch of 13 weeks Induction Training Programme of ORS-2011 batch came to an end.
