2 Introduction AAEC formed out of the realization that our continent suffers from a lack of competence in the establishment of Single Window and most countries, that have the will to set up national SW, do not know where to start. officially set up on March 13, 2009 in Addis Ababa. Our committment: to impact inter and intra-regional trade through promotion of the concept of single window using common standards. 1

3 Introduction AACE aims to: a) Establish a framework for the exchange of single windows experience in Africa, to enable countries to have a reference framework; b) Establish a competence framework to assist countries in the region to develop their single windows; c) Establish a framework for sharing resources and skills to facilitate the implementation of regional single windows; 2

4 Introduction d) Ensure representation of Africa in international fora and contribute to the development of the concept globally, and specifically within Africa; e) Implement international standards for the establishment of single windows and promote them in Africa, by ensuring interoperability with other regions of the world; f) Promote regional and inter-regional single windows in Africa; g) Be a focal point for development partners and international institutions interested in promoting single windows in Africa. 3

5 Strategic focus Five areas of focus in our current plan period our a) E-Commerce development - including developing standards and manuals b) Advocacy and Sensitization on Single Window c) Trade Facilitation Advocacy d) Building collaborations and resource mobilization e) Institutional Capacity building 4

6 Strategic focus I (1) E-commerce development UNCTAD B2C E-Commerce Index 2016, observed that Africa ranks the lowest in all the indicators related to e-commerce readiness, namely: Internet use penetration, secure servers per 1 million inhabitants, credit card penetration and a postal reliability score. 5

7 Strategic focus I Just over a fifth of the population in Africa uses the Internet. Unless there is improvement in the underlying transaction and logistics processes, African online commerce is likely to remain low Limited uptake of e-commerce related to both goods and services trade reflects critical constraints related to: 6

8 Strategic focus I a) limited knowledge among governments and regulators of e- commerce and its application; and concerns about possible adverse effects of e-commerce and how to mitigate them; b) affordable ICT infrastructure (Internet and broadband coverage); c) trade logistics and facilitation (including customs procedures and trade compliance); d) lack of security (user mistrust); 7

9 Strategic focus I e) inadequate online payment facilities; f) lack of trade finance, limited skills among enterprises to use ICTs strategically for buying and selling goods and services; g) absence of statistical data on electronic commerce; and h) weak legal and regulatory frameworks (including contract and dispute resolution mechanisms). 8

10 Strategic focus I AAEC borrow heavily from UNCTAD e-commerce week 2017 to define its e- commerce road map focusing on the following: a) Identification of strategies for e-commerce development b) Access to ICT infrastructure and services c) Trade logistics and trade facilitation d) e-payment solutions e) Legal and regulatory frameworks f) Capacity building and technical assistance g) Access to financing. 9

11 Strategic focus I (a) E-commerce readiness assessments and strategy formulation Like other regions challenges include a lack of understanding within government of how to leverage e-commerce for economic growth, trade and development; limited interaction between government and the private sector Area of collaboration: The region would benefit from an assessment of the e- commerce readiness on which to base the development of strategies for increasing e-commerce capacity. AAEC looks at possible partnership in conducting e-commerce readiness assessments and support for strategy development; 10

12 Strategic focus I (b) ICT infrastructure and services Challenges related to ICT infrastructure: internet penetration in our region is somewhere at 20%. Thus building out the Internet backbone to rural areas, and achieving last mile access, are significant challenges for attaining anything approaching universal access. Affordable and reliable ICT infrastructure is of fundamental importance to e- commerce. Areas of collaboration: (i) knowledge sharing on available resources to support the growth of e-commerce; make knowledge products available online. (ii) Building trade information portals. A number of countries have national trade information portals but there is need to either integrate these portals or develop regional portals. This will also assist in the development of commodity exchange portals 11

13 Strategic focus I (c) Trade logistics and trade facilitation National and international trade logistics as well as cross-border facilitation measures remain key for any international e-commerce transaction related to goods. Areas of collaboration: Development of SWs within the region especially in a majority of countries within the region that have not implemented the SW. 12

14 Strategic focus II 2. Advocacy and Sensitizations on Single Window SW has a role in meeting the objectives of the WTO TFA in trade facilitation and especially Art. 10 on formalities connected with importation, exportation and transit trade. etc 13

15 Strategic focus II Many countries in Africa are yet to implement the SW concept. AAEC intends to: a) Carry out as assessment to determine what hinders the uptake of the SW concept in the region b) Carry out a further gap analysis on a target number of countries c) Continue with sensitizations and advocacy and especially with relation to the SW implementation guide d) Provide technical support to countries in the implementation of the SW system All these areas of collaboration: 14

16 Strategic focus III (3) Trade Facilitation Advocacy Less than half of in African countries have ratified the TFA Thus hand in hand with advocacy and sensitizations on the SW will also carry trade facilitation advocacy. SW can play a role in achieving objectives of a number of the TFA provisions and we intend to carry out trade facilitation advocacy in all our activities. 15

17 Strategic focus IV (4) Institutional Capacity building Last and by no mean the least, like many other growing institutions we will focus on building the capacity of the AAEC both in structures and human capacity including decentralization of activities so as to reach the wider African region. The need to support other countries within the region especially in the implementation of the SW will continue increasing as more countries ratify the TFA. In this regard we intend to further build the capacity through: i. Engagement of technical experts to provide support to the AAEC in discharging its mandate ii. Strengthening the AAEC offices at the headquarters and supporting the establishment of satellite offices in other regions 16

18 Governance structure President of the General Assembly (Kenya): a) Promote the objectives of the Alliance b) Preside over the meetings of AGM c) Mitigate any conflict among members d) Representing AACE anywhere when required 17

19 Governance structure President of the Executive Committee (Cameroun): a) Promote the objectives of the Alliance; b) Preside over the meetings of the Executive Committee and other Meetings; c) Represent the Alliance in international events; d) Authorize expenses as defined in the procedure manual of the Alliance; e) Oversee the implementation of policies set by the AGM; f) Ensure an external and independent audit of the Alliance s financial statements is carried out every year ; g) Oversee and present, at the AGM, the entire requests for funding and assistance for the Alliance; h) Present an Annual Report of all activities and financial position of the Alliance; i) Communicate the resolution of the Executive Committee and the AGM. 18

22 Conclusion AACE remains a credible partner to international actors and institutions involved in trade facilitation and the implementation of single windows. In the past we have partnered with bodies such as: the World Bank; the United Nations Economic Commission for Africa (UNECA), the Western African Economic and Monetary Union; (UEMOA), the African Development Bank (AfDB) etc. We are open to more partnerships in the areas of e- commerce and trade facilitation. 21
