Expectations of the Regional Networking - 1 Promotion of the COE values, health policies, objectives and standards in the regions. A vehicle for implementation of the CoE binding (conventions, charters) and non-binding (recommendations) instruments Mutual support and sharing between member states Transferability of the experience between regions Creating a forum for health ministries and a SEE Health Ministers Club An engine for international organisations to cooperate and reach out individual member states
Expectations of the Regional Networking -2 Critical mass of expertise and local political support The principles of full transparency, equal participation, fair sharing of resources and benefits, consensus and dialogue have created a veritable democratic health agora. PROJECT PROGRAMME POLICY-PRACTICE HEALTH AS A BRIDGE TO PEACE AND COOPERATION
Symphonic orchestra or jazz combo?
Potential to be exploited What can be still done? Mutual invitations, as observers, to regular and formal meetings of policy making and statutory bodies. Use existing foras such as European Health Committee (CDSP), WHO regional meetings to speak in one voice. Create and maintain the database of the pool of experts for the experts exchange. Mutual involvement in developing, monitoring and evaluations in projects presented to IGO s. Twinings within and outside the Region, create a clearing house of different initiatives.
We expect that the SEE Health Network will become an example For debate in the Standing Committee see Rule 15 of the Rules of Procedure Doc October 2006 The establishment of a Stability Pact for the South Caucasus Report, Political Affairs Committee Rapporteur: Mr Adrian Severin, Romania, Socialist Group
We expect that the SEE Health Network will try to avoid: Medicalisation of social problems. Socialisation of economic problems. Politisation of health problems.
Random conclusions -1 COE has benefitted more than the Network countries Investment in networking works!!! International organisations learn as much as they teach or more Planning must happen before budgets are adopted in IGO s and member states South-East Story can be as much instructive as the West Side Story or more
Random conclusions - 2 COE and CEB mutual involvement a potential not fully exploited A Stability Pact on Stability Staff a continuity of representatives a key for success Long term accountability of IGO s necessary in view of the quick turn-over of ministers Major threat: short-termism, when the next elections are more important than the next generation
A I D S Acquired International Demonstration of Solidarity.
A B C. Arriving to Bad Gastein, Counteracting new Divides of Europe
We expect that the SEE Health Network will look like that
