I investigate what motivates US members of Congress to act on behalf of women s rights in foreign countries, analyze how the objectives of these policies differ, and show how domestic and global NGOs compete in the legislative process. First, I conduct a content analysis of all women s rights foreign policy bills introduced over the last 37 years. I show how feminist and strategic interests both conflict and overlap in the construction of foreign women s rights. Second, through regression analysis, I test which factors best explain a members motivation to sponsor a women s rights foreign policy bill in Congress. I find that individual and institutional factors trump electoral incentives. Finally, through qualitative analysis, I conduct case studies on the three most widely supported women s rights foreign policy bills introduced during the 111th Congress ( ). I illustrate how US domestic, foreign, and transnational advocacy groups vie over how to represent the rights of foreign women- who have no electoral voice in the process. My study contributes to our understandings of women s rights, congressional decision-making, and the dynamics of local and global issue advocacy in the US. Committee: Susan J.
