1 Republic of Liberia National Elections Commission (NEC) PRESS BRIEFING NOTES SUNDAY, JANUARY 9, 2:00PM Ladies and Gentlemen of the Press: TOMORROW IS D-DAY Talking Points Hon. James M. Fromayan Chairman of the National Elections Commission Fellow Citizens, on August 27, 2010, the National Elections Commission (NEC) announced the launch of the Voters Registration Exercise as a key activity for the 2011 electoral process. After 125 days of investment and preparations, the NEC is pleased to announce that all is set for this important exercise. Ladies and gentlemen, tomorrow January 10, 2011 is D-Day. Tomorrow marks the start of the widely publicized and much anticipated Voters Registration. It is expected that hundreds of thousands if not tens of thousands of eligible Liberians will enthusiastically respond to the call to exercise their civic duty to be registered as voters. While registering is purely a matter of choice, it is a prerequisite and a key component of the electoral activities. Voters Registration is a time to respond to participatory citizenship which rests on the collective effort of all. It is in the rubric of nurturing and widening our democratic frontier that the NEC pleas with all Liberians age 18 and above to stand up and be registered as voters. The card you will receive upon registration will be used for the Referendum in August 2011, the Legislative and Presidential elections to follow later in the year and subsequent local elections. The new card will also replace the 2005 voter s card. After February 6, 2011, the 2005 voter s card will no longer be valid and only Liberians who will be in possession of the 2011 voter s card will be qualified to vote during the elections. Therefore, it is very important that Liberians show an early mark by turning out in large numbers and to also conduct themselves peacefully during the Voters Registration exercise. Let me also draw your
2 attention to the fact that a massive response of eligible Liberians to this Voters Registration throughout the duration of the exercise will show the premium we attach to the forthcoming elections. Members of the press, fellow Liberians, once again, Voters Registration is a time when every Liberian that has turned 18 years or older will go to a registration center to register as a voter. Showing up in large numbers during this period will send an early indication that Liberia is on the solid path towards peaceful elections later this year. It will further indicate that Liberians are taking matter of their destiny in their own hands. This is truly the defining moment to set the proper trajectory for the rest of the electoral process. To facilitate the registration of all eligible Liberians, 1,780 Voters Registration Centers have been set up all over the country to give a chance to everyone to register. The registration exercise will start at 8:00 a.m. and close at 5: p.m. each day. DEPLOYMENT OF VOTERS REGISTRATION STAFF AND MATERIALS UNDERWAY Deployment of Voters Registration Staff and movement of materials from the County Warehouses to registration centers began January 5, 2011 and will continue till the early morning of January 10. NEC wants to assure registrants that all of the 1,780 registration centers will be ready in time for the process. With support from the United Nations Development Program (UNDP) and the United Nations Mission in Liberia (UNMIL), deployment of staff to inaccessible areas is proceeding with few challenges which have already been addressed. Deployment in Grand Kru, Gbarpolu, River Gee, Sinoe and Grand Gedeh is also well ahead of schedule. Deployment and movement of Voters Registration materials to accessible areas began yesterday January 8 and will continue till the early morning hours of January 10. NEC PROCEEDING WITH LOGISTICAL PREPARATIONS The United Nations Development Program (UNDP) has hired and placed at the disposal of the NEC 36 Trucks, 110 vehicles (Jeeps and Pickups) to facilitate the movement of personnel and materials. The Commission has also hired 3 trucks, 17 additional vehicles and purchased 38 Motor Cycles
3 out of its budgetary allocation to meet the logistical demand for the VR exercise. 39 trucks, 127 vehicles and 38 Motor Cycles to convey personnel and materials to the 1,780 VR Centers. In addition to these, the Commission will utilize the services of over 600 potters to transport materials to areas that are unreachable by car. TRAINING OF VOTERS REGISTRATION STAFF COMPLETED The training for a total of 7120 Registrars, Clerks, Shaders and Camera Operators/Inkers have ended across the country. The training was conducted by 356 Electoral Supervisors under the watchful eyes of Elections Magistrates, Assistant Magistrates, Regional Coordinators, Regional Officers, County Coordinators and support Staff from Headquarters. NEC has also ended a one day briefing and training session for Party Representatives/Agents in Kakata. Similar briefings have been held for Civil Society Organizations and other groups. NEC wishes to reiterate that the technology being introduced for the Voters Registration is new. It is expected that registration staff will need a few days to get fully adjusted or familiar with the equipment. Consequently, the NEC craves the indulgence of registrants to exercise patience and to understand that the processing time during the beginning days of the VR will be slightly longer than normal, but this will improve as the staff gets fully acquainted with the operation of the equipment. CIVIC VOTERS EDUCATION ACTIVITIES Civic and Voters education activities have scaled up all over the country. The International Foundation for Electoral Systems (IFES) has made initial payments to 19 civil society organizations and community based organizations selected to undertake civic and voters education in the 15 counties. This is an embodiment of the sensitization and mobilization strategy which widens the coverage of CVE delivery to reach towns and villages. Additionally, the United Nations Development Program will begin payment of funds to over 30 CSOs and CBOs that have been qualified to support the CVE endeavor of the NEC. As part of on-going community outreach, the West Point Intellectual Forum and the West Point Health and Sanitation Organization with support from the NEC held a one-day massive
4 awareness program in the Township of West Point on Friday, January 7, During the program, Co-chair Elizabeth J. Nelson and Cllr. Jeanette Ebba- Davidson were on hand and interacted with West Pointers. There was also large scale distribution of CVE materials including flyers, posters, among others. The National Elections Commission and its partners have produced and mounted over 400 banners, over 500,000 posters and flyers. Also, about 90, 000 stickers have also been distributed. NEC has also supported Senior Professional Liberian footballers to carryout sensitization and mobilization for the VR exercise. In this regard, the senior professionals are holding a sporting activity in Tubmanburg today to support the VR awareness campaign. Moreover, the NEC extols the overwhelming solidarity and support that have come from the Coalition of Youth organizations, an idea which was conceived by Minister Amara Konneh and that has brought on board, the Federation of Liberian Youth, Youth Action International, Crusaders for Peace, the Musicians Union and other groups. This tapestry of collaboration among youth organizations clearly manifests that a lot can be achieved when Liberians work in unison. ACCREDITATION OF OBSERVERS The NEC announces that 1,808 Local Observers and 123 International Observers have been accredited. 71,200 Party Agents have also been accredited. From the media perspective, the Commission, working in concert with the Press Union of Liberia (PUL) has issued 97 Observer Tags to Media representatives. SECURITY Security during the Voters Registration exercise will be coordinated with the Liberia National Police (LNP), the Bureau of Immigration and Naturalization (BIN) and the United Nations Mission in Liberia (UNMIL). The Commission has also deployed its recently trained security unit at all of its premises across the country.
5 INFORMATION TECHNOLOGY & DATA CENTER The processing of the Optical Mark Registration (OMR) Forms containing VR data will be processed seven days after the commencement of registration. NEC has recruited and will be training 100 Data Entry Clerks. Data obtained from the field will be stored in a server at the data bank of the Commission. A press conference will be held following the processing of the first batch of data from the field and will continue in that pattern. CONCLUSION Fellow Liberians, the investment and preparations by the NEC which was made possible through funding by GOL and generous support of our international development partners will be fruitless if you do not turn out in your numbers to register. Therefore, I appeal to all qualified youths, women, the disabled and the elderly that are Liberian citizens who meet the registration requirement to register. Without a valid voter s card you will not vote in the 2011 elections. As we end this pre Voters Registration press briefing, the NEC wishes to register its profound thanks and appreciation to the Government of Liberia, International Development Partners, USAID, UNMIL, UNDP, IFES, EU, AU, Diplomatic Missions accredited near Monrovia for the generous support and interventions which have landed us on the outskirts of the Voters Registration exercise which kicks-off in about 19 hours from now. On behalf of the Board of Commissioners of the National Elections Commission, I look forward to a peaceful Voters Registration period. I urge all eligible Liberians to join the queues beginning tomorrow to register as voters. I thank you for your attention.
6 Republic of Liberia National Elections Commission (NEC) P r e s s R e l e a s e (NEC: January 14, 2011) - The National Elections Commission (NEC) says that the indelible ink being applied on the thumb finger of registrants is not fake or duplicate as it is being claimed in some quarters. In a statement, the Commission maintains that the indelible ink currently being used was tested through a robust verification process by the NEC and its partners and was qualified as meeting all the specifications for the ongoing voters registration exercise. The National Elections Commission further notes that the date of registration is not required to be displayed on the current voter s card being issued. The Commission declares that the important features on the new card which registrants should take note of are: the registrant s unique Voter ID Number; the photo; registration center code; and county of registration. The NEC also reminds registrants that the date of registration for each registrant is being recorded on the OMR forms which will be processed and stored in the data servers of the Commission for future verification purpose. 7 Republic of Liberia National Elections Commission (NEC) P R E S S R E L E A S E (NEC: January 14, 2011) - The National Elections Commission (NEC) has warned that registering or attempting to register to vote more than once in the 2011elections or any other fraudulent act relating to voter registration is punishable by the imposition of a fine of US$500.00, or a sixty-day imprisonment or both if such person is found guilty of this offense. In a strongly worded release issued in Monrovia today, the NEC says it remains unbending and resolute to apply the full weight of the law against anyone found violating any provision of the Elections Law. The Commission further warns that any person or party that offers or attempts to use money or anything of value or benefit or promise to give anything of value with the intent to induce or influence any person; elections officer or registration officer during this registration period will be committing an electoral offense and is punishable under the law. NEC also observes that any election officer, political party or aspirant or an agent of an aspirant that is guilty of bribery is also punishable by a fine or imprisonment for not more than five years. In addition to this, the NEC statement noted, any individual guilty of bribery as an election offense shall be disqualified from holding any elective public office in the Republic of Liberia or from voting in any elections held under this law for a period of seven years. At the same time, over six persons have been arrested and charged for registering more than once or attempting to register more than once. These persons which include some foreigners have been turned over to the Justice Ministry for prosecution. -END- Signed: The Public Information Office
