4 This is a National Special Security Event (NSSE) - The U.S. Secret Service is the lead agency - They will rely on partnerships with Law Enforcement Agencies Federal, State & local - Their goal will be to provide a safe and secure environment for dignitaries, event participants and the public (primarily in Chicago)

6 How Could the NATO Conference affect US? An estimated 30,000 protestors will be present in Chicago and the surrounding suburbs. EVERY prior summit has had associated protests. Although McCormick Place is the primary venue, there will be meetings at other locations
7 Prior History NATO Germany, ,000 protestors 2,000 or which were considered violent - Black Blocs set fires and destroyed a hotel, post office and pharmacy Lisbon, Portugal Thousands marched - 42 arrested - traffic disrupted by groups playing dead
8 Potential Points of Interest to Protestors - Fortune 500 company headquarters Deerfield, Glenview, Northfield, Riverwoods, Lake Forest, Hoffman Estates, Northbrook, Oak Brook and Schaumburg ( and perhaps CEO private residences) - Disruption to transportations systems - trains/buses - vehicular traffic on expressways or other major thoroughfares - Disruption to the hotels where dignitaries have meetings or will be staying

17 Protest Group Dynamics Lawful demonstrations Any gathering of people during which all laws are obeyed, no threat to life or property exist: speeches, marches, picketing, chanting, leafleting and approaching passerby. Civil Disobedience Civil disobedience is expression through the intentional commission of non-violent crime, disobedience of police: trespass, refusal to comply with orders and passive resistance.
18 Destructive & Violent Protestors Those who destroy property or endanger the safety of individuals. This does not include people present at a demonstration who are not participating in destructive or violent activity. Mob Action Committed by people who KNOWINGLY join together to commit misdemeanors or felonies.
19 Constitutional Considerations Conduct that would otherwise not be tolerated is tolerated during marches, demonstrations and other gatherings that implicate the First Amendment. The courts have told officers to tolerate: yelling, chanting, and ringing bells. Edwards v. South Caroling, 372 U.S. 229 (1988) Use of a loudspeaker in a residential area at night. Sail v. People of the N.Y. US 558 (1948) Volume can be limited if necessary Ward v. Rock against Racism 491 U.S. 781 (1989)
20 Permits May be required. However, for the police on the street, permits cannot be required for simple marches that otherwise obey the law. Demonstrations hastily assembled because of citizens responding to current events can not be expected to seek permits. Vodak v. Chicago 639 F.3d 738 (7 th 2011)
21 What are professional protestors preparing for? Protesters will strive to: disrupt corporate operations through a wide-variety of tactics, including: Building occupations; sleeping dragons; lock-ons; sit-ins; non-compliant/ non-violent traffic disruptions; flash mobs; noise and/ or odorous assaults on/in buildings; hacktivism and smear campaigns against board members and employees.
