1 ex United Nations Educational, Scientific and Cultural Organization Executive Board Hundred and sixty-fourth Session 164 EX/40 PARIS, 11 April 2002 Original: French/English Item 7.3 of the provisional agenda RELATIONS WITH NON-GOVERNMENTAL ORGANIZATIONS, FOUNDATIONS AND SIMILAR INSTITUTIONS SUMMARY The Director-General submits this document to the Executive Board pursuant to 162 EX/Decision 8.4, and in accordance with the Directives concerning UNESCO s relations with non-governmental organizations adopted by the General Conference at its 28th session in 1995 (Sections V and VI), and the Directives concerning UNESCO s relations with foundations and similar institutions adopted by the General Conference at its 26th session in Decision required: paragraph 30.

2 INTRODUCTION 1. This document is divided into six parts. Part I deals with the role and terms of reference of the Committee on International Non-Governmental Organizations of the Executive Board. Part II concerns: continuation of the consideration begun by the Executive Board at its 162nd session with a view to the renewal of statutory relations with the five NGOs in formal associate relations with which framework agreements have not been concluded; and initiation of the procedure for renewing statutory relations with 63 NGOs in formal consultative relations, in accordance with Article I.1.1 of the Directives concerning UNESCO s relations with non-governmental organizations. Part III deals with reclassification and admissions. Part IV contains proposals relating to the conclusion of a cooperation agreement with an organization. Other questions relating to collective cooperation and cooperation with NGOs are dealt with in Parts V and VI respectively. I. ROLE AND TERMS OF REFERENCE OF THE NGO COMMITTEE OF THE EXECUTIVE BOARD 2. Established in 1966 at the 72nd session of the Executive Board, the Committee was mandated to carry out a thorough study, prior to their consideration by the Board in plenary, of questions relating to the admission and classification of NGOs. The Executive Board decided at its 122nd session that the NGO Committee would become a permanent committee of the Board (122 EX/Decision 3.6 and 123 EX/Decision 4). The original membership of 11 was increased to 24 in The successive terms of reference of the Committee, which are set out in the booklet made available to the Members of the Executive Board, have over time been broadened to include additional responsibilities, such as the implementation of resolutions and decisions concerning NGOs admitted to relations with UNESCO that have branches, sections, members or other constituent bodies in the Republic of South Africa (up to 1995) or Taiwan of China, or examination of the criteria to be applied for the granting of subventions and, since the adoption of the 1995 Directives concerning UNESCO s relations with non-governmental organizations, the conclusion of framework agreements. The Committee is also entrusted with the examination of all questions relating to cooperation with foundations and similar institutions coming under the 1991 Directives concerning UNESCO s relations with foundations and similar institutions. 4. Lastly, the Committee is entrusted with the preparation of the sexennial reports submitted every six years by the Executive Board to the General Conference on the contributions made to UNESCO s activities by NGOs. The most recent report, covering the period , was approved at the 31st session of the General Conference (31 C/27). 5. Since 1996, the Committee has considered numerous questions relating to the implementation of the Directives and the arrangements for which they provide, in particular financial and material. It has carried out an in-depth evaluation and a classification of NGOs under the 1995 Directives. At this session, it is called upon to renew this considerable undertaking with regard to NGOs in formal relations with UNESCO, at the expiry of the first six-year period, as stipulated in the Directives. 6. During this same period, the Committee has reflected upon its methods of work, opting for a more participatory approach and direct dialogue with NGO representatives. The Committee thus makes sure that NGOs are present at meetings where their statutes are under consideration, together with officials in the programme sectors responsible for cooperation with these organizations and preferably the chiefs of the executive offices of the relevant Assistant Directors-General, and with elected representatives of the International Conference of NGOs on the NGO-UNESCO Liaison

The Committee has also organized, in parallel with its proceedings, several thematic round tables providing an opportunity for direct and informal exchanges among the various cooperating partners. 7. One of the major tasks of the Committee at its last session was the preparation of the sexennial report for , which provided an opportunity for a comprehensive assessment of the functioning and relevance of the existing statutory mechanisms. On the basis of this assessment, the Committee proposed to the General Conference several necessary adjustments to the current arrangements and identify some general lines of approach for future cooperation. 8. At its 163rd session, the Executive Board, after establishing its Committee on International Non-Governmental Organizations, half of whose membership was renewed, and after electing a new Chairperson, gave the Committee the following terms of reference (163 EX/Decision 6.3): (a) (b) (c) (d) to continue to improve its methods of work, to enhance its intellectual and ethical reflection, and to pursue its dialogue with all non-governmental organizations and the Secretariat; to consider the proposals that the Director-General will submit to the Executive Board for the establishment or renewal of official relations with non-governmental organizations; to ensure that the Directives continue to be implemented in a spirit of openness to civil society, in particular in those parts of the world where civil society remains isolated or fragile; to examine all other questions coming within the purview of the Executive Board in relation to the implementation of the forms of cooperation with non-governmental organizations in accordance with the relevant resolutions and decisions of the governing bodies. II. RENEWAL OF STATUTORY COOPERATION RELATIONS WITH CERTAIN NGOS A. Continuation of the examination begun by the Executive Board at its 162nd session with a view to renewing statutory relations with five NGOs in formal associate relations with which framework agreements have not been concluded 9. Following its decision (162 EX/Decision 8.4) to begin, at its 162nd session, the procedure for the renewal of statutory relations with five NGOs maintaining formal associate relations with UNESCO with which framework agreements have not been concluded, the Executive Board is called upon to decide, at its present session, on the renewal of these relations. The updated individual fact sheets containing the Director-General s favourable recommendations are presented in Annex I to document 164 EX/40. Some of the fact sheets have been updated in cooperation with the organization concerned. Additional information has been added in italics. B. Initiation of the procedure for the renewal of statutory relations with 63 NGOs in formal consultative relations 10. According to the 1995 Directives concerning UNESCO s relations with international nongovernmental organizations, formal relations are established for renewable periods of six years (Article I.1.1). For NGOs and networks admitted to formal consultative relations in 1996 and 1997,

4 page 3 this period will expire during the present biennium. It is therefore proposed that the Executive Board should commence at its present session the procedure for evaluation of the statutory cooperation relations with these organizations with a view to taking a decision at its 165th session (autumn 2002), in accordance with the methods of work of the NGO Committee whereby requests for admission and reclassification to formal relations are considered over two consecutive sessions. 11. Sixty-three NGOs and networks (the list in alphabetical order is contained in Annex II to this document) are the subject of recommendations by the Director-General. Their fact sheets were sent to the organizations concerned and to the programme sectors to be updated and supplemented by a critical assessment of their cooperation with UNESCO during the sexennial period A summary evaluation of these sheets is presented in document 164 EX/ONG.2. III. RECLASSIFICATIONS AND ADMISSIONS 12. At this session, the Executive Board has before it two requests for reclassification to formal consultative relations submitted by the World Islamic Call Society (WICS) and the International Radio and Television University (URTI). The Committee on International Non- Governmental Organizations of the Executive Board is invited to take note of these requests at the present session. Detailed individual fact sheets containing the Director-General s recommendations are set out in Annex III to this document. 13. Pursuant to the Directives concerning UNESCO s relations with non-governmental organizations adopted by the General Conference at its 28th session (1995), the Executive Board is informed of decisions on admissions to operational relations taken by the Director-General in respect of the following three organizations: the World Water Council (WWC), the International Pharmaceutical Students Federation (IPSF) and Internews International. The corresponding individual fact sheets are provided in Annex IV. 14. In accordance with the Directives concerning UNESCO s relations with foundations and similar institutions adopted by the General Conference at its 26th session (1991), the Board is informed of the admission of the Paul Gérin-Lajoie Foundation to official relations as a foundation. The corresponding individual fact sheet is provided in Annex V. IV. CONCLUSION OF A COOPERATION AGREEMENT WITH ONE ORGANIZATION 15. The Director-General had submitted to the Executive Board at its 151st session proposals enabling UNESCO, in a flexible way and on a case-by-case basis, to establish relations with new partners or to pursue cooperation with organizations whose relations with UNESCO had previously been governed by other statutory provisions, in particular the old Directives. By adopting 151 EX/Decision 9.4, the Executive Board, (a)ware that certain international organizations are neither intergovernmental nor non-governmental in character and desirous of ensuring that suitable and mutually satisfactory arrangements can be made to cooperate with them, therefore decide(d) that: the Director-General may, under the general authority of the Executive Board, establish relations of cooperation with international organizations other than intergovernmental organizations established by agreement among governments of states, or organizations as defined under the Directives concerning UNESCO s relations with non-governmental organizations ; and that the principles set out in the ( ) aforementioned NGO Directives ( ) apply to relations of cooperation with organizations of this type.

5 page On the basis of the Executive Board s aforementioned decision, the Director-General is considering concluding a cooperation agreement with the Organization of Islamic Capitals and Cities (OICC), a non-governmental organization that had twice expressed the wish to establish official relations with UNESCO and has since developed practical and sustained cooperation with the Organization. A detailed individual fact sheet on OICC is set out in Annex VI to this document. Annex VII to this document contains the draft agreement submitted to the Board for its approval. V. COLLECTIVE COOPERATION International Conference of NGOs (12-15 December 2001) 17. The International Conference of NGOs, which was held at Headquarters at the end of the year 2001, brought together 133 NGOs, i.e. more than one third of the NGOs maintaining official relations with UNESCO, including 47 in formal relations and 86 in operational relations, and also many permanent delegations and representatives of the programme sectors. The Conference was convened late so that the conclusions of the Sexennial Report of the Executive Board to the General Conference on the contribution made to UNESCO s activities by non-governmental organizations ( ) could be taken into account. In this first review of the implementation of the 1995 Directives, the Committee on Non-Governmental Organizations proposed adjustments to these statutory provisions, concerning in particular the opening up of collective cooperation mechanisms to all the NGOs maintaining official relations with UNESCO. Following their endorsement by the General Conference at its 31st session (31 C/Resolution 48), these adjustments were able to be put into effect immediately. 18. As a result, the International Conference took place in a serene atmosphere and confirmed its support for a policy of opening up and rationalizing the collective cooperation mechanisms, which commanded general assent. The NGOs made it their first task to revise the Rules of Procedure. Thus the composition of the NGO-UNESCO Liaison Committee was modified, and one third of the seats was allotted to the NGOs in operational relations, which previously had not been eligible to vote or be elected. The Chairperson of the Liaison Committee is now elected for a two-year renewable term of office. In addition, the functions of the NGO Council 1 have been terminated and will in future be carried out in full by the Liaison Committee. This Committee meets three to four times per year and will in addition hold an annual meeting open to all the NGOs on a theme in keeping with the priorities of UNESCO s programme. Finally, the periodicity of the International Conference has been reduced to two years in accordance with the Directives. 19. The International Conference attracted numerous high-calibre participants to its round tables and workshops, giving rise to fruitful discussions on a variety of questions closely linked to the Organization s programme (intellectual property and the public good, the merchandising of education, science and culture, poverty and globalization, the challenges and opportunities associated with the new information and communication technologies). It adopted a series of resolutions reflecting the mobilization of NGOs on the following themes: combating poverty; science and ethics; the follow-up to Habitat II; education for human rights and tolerance; communication and new technologies; sustainable development; the International Decade for a Culture of Peace and Non-Violence for the Children of the World; building peace through the dialogue of cultures and civilizations. 20. Furthermore, the Conference re-elected to its presidency and to that of the Liaison Committee Ms Monique Fouilhoux (Education Coordinator of Education International, an NGO maintaining 1 See document 151 EX/31.

6 page 5 formal associate relations with UNESCO). It also elected a more inclusive and representative NGO- UNESCO Liaison Committee, made up of three NGOs in formal associate relations (International Association of Universities (IAU), the International Council for Engineering and Technology (ICET) and the World Federation of UNESCO Clubs, Centres and Associations (WFUCA)), three NGOs in formal consultative relations (the World Association of Girl Guides and Girl Scouts (WAGGGS), the Coordinating Committee for International Voluntary Service (CCIVS), the International Federation of University Women (IFUW)) and of three NGOs maintaining operational relations (World Federation of Scientific Workers (WFSW), International Federation of Training Centres for the Promotion of Progressive Education (FICEMA) and the International Association of Lions Clubs (IALC)). VI. ADDITIONAL QUESTIONS RELATING TO THE COOPERATION WITH NGOs Merger of the International Catholic Organization for Cinema and Audiovisual (OCIC) with the International Catholic Association for Radio and Television (UNDA) 21. During the World Congress on Catholic Communication held in Rome in November 2001, the International Catholic Organization for Cinema and Audiovisual (OCIC) and the International Catholic Association for Radio and Television (UNDA), both NGOs in operational relations with UNESCO, merged to form the World Catholic Association for Communication (SIGNIS). Considering that their roles and functions increasingly overlapped as a result of the extraordinary developments in new information and communication technologies, these two organizations took the view that media professionals needed to come together in a single association. The new association SIGNIS comprises a world network of more than 140 national associations and 23 international organizations with affiliates in over 160 countries and territories. Mobilization of NGOs for the World Summit on Sustainable Development (Johannesburg, 26 August-4 September 2002) 22. The non-governmental organizations in official relations with UNESCO mobilized very early in anticipation of this summit, under the aegis of the Liaison Committee and with the support of the Secretariat. They played a part in initiating 31 C/Resolution 40 of the UNESCO General Conference and during their International Conference in December 2001 adopted a resolution whereby they undertook to involve themselves actively in the action by civil society in the framework of the Johannesburg Summit and its preparatory process. This resolution was presented in New York on 31 January 2002 in the name of the NGO-UNESCO Liaison Committee during an event organized by UNESCO on the theme of education, in parallel with the second session of the Summit Preparatory Committee (PREPCOM 2). 23. UNESCO s NGO partners have also planned to present a common platform on education for sustainable development and to organize, as part of the Summit, a round table on this theme. Mobilization of NGOs for the World Summit on the Information Society (Geneva, December 2003) 24. In accordance with its mandate to promote the free exchange of ideas and knowledge, UNESCO will have a key role to play in the preparation of the World Summit on the Information Society (WSIS). 25. The Organization is preparing its contribution to the Summit through a series of thematic consultations and regional conferences which will also serve as platforms for the debates of its

7 page 6 partners in this process communities who produce, disseminate, gather and store information and knowledge and for the preparation of their input to the Summit. 26. In February, UNESCO opened the first round of consultations with non-governmental organizations representing professional communities working in the fields of education, science, culture, communication and information. 27. These meetings gathered more than 50 NGO representatives and NGO networks and focused on the challenges of providing affordable and equitable access to information and knowledge for people worldwide. 28. The participants of each of the four consultative meetings formulated a set of proposals on behalf of their professional communities which will be included in the Declaration of Principles and the Plan of Action that the World Summit is expected to adopt. These consultations dealt with the following themes: Infostructures in developing countries; Cultural diversity; Public domain and fair use; Freedom of expression in the Information Society and Education in and for the Information Society. 29. Online forums and meetings such as the African Regional Conference, scheduled to take place in Bamako (Mali) in May 2002, are part of a series of key events aimed at furthering the NGO consultative process initiated by UNESCO (Online forum and information: Draft decision 30. After examining this document, the Executive Board may wish to adopt the following decision: The Executive Board, 1. Having examined document 164 EX/40, 2. Takes note of the information contained in paragraphs 2-29 of document 164 EX/40; 3. Decides to renew formal associate relations with the following non-governmental organizations: the International Association of Universities (IAU); the International Council for Film, Television and Audiovisual Communication (IFTC); the World Federation of UNESCO Clubs, Centres and Associations (WFUCA); Education International (EI); and the World Conservation Union (IUCN); 4. Decides on the basis of the information contained in document 164 EX/ONG.2 to begin the procedure for the renewal of statutory relations with the NGOs maintaining formal consultative relations and to pursue consideration thereof at its 165th session (autumn 2002);

Takes note of the Director-General s recommendations concerning the reclassification to formal consultative relations of the World Islamic Call Society (WICS) and of the International Radio and Television University (URTI); and decides to pursue consideration of these recommendations at its next session; 6. Takes note of the Director-General s decisions concerning the admission to operational relations of the World Water Council (WWC), of the International Pharmaceutical Students Federation (IPSF) and of Internews International; 7. Takes note of the Director-General s decision concerning the admission to official relations, as a foundation, of the Paul Gérin-Lajoie Foundation; 8. Approves the draft cooperation agreement with the Organization of Islamic Capitals and Cities (OICC) set out in Annex VII to document 164 EX/40 and invites the Director- General to sign it.

10 Annex I page 2 Year founded: Background and mission INTERNATIONAL ASSOCIATION OF UNIVERSITIES (IAU) Created under the auspices of UNESCO, IAU constitutes a network for university cooperation and a forum for reflection and debate on the functioning and policies of higher education. Its objectives are to promote through teaching and research the principles of freedom, justice, and human dignity and solidarity. Present in more than 150 countries, it includes among its members universities and other higher education institutions and university organizations of a regional/interregional and national nature. 2. Constituent bodies General Conference, which every four years brings together delegates of voting member institutions and organizations and elects the Board and President; Administrative Board which meets annually and has an Executive Committee; the International Universities Bureau. Particular attention should be drawn to the existence of the International Universities Bureau as one of its constituent bodies, created by UNESCO and transmitted to IAU with a specific public service mission which goes beyond its members. The statutes provide that the composition of the Administrative Board should be representative of broad cultural and geographical entities, but that no institution of a country should be represented by more than one delegate. 3. Cooperation * History An agreement in proper form was concluded in 1952 with IAU, which was admitted to former category A in 1962, and reclassified in 1997 in formal associate relations. In addition to its cooperation with the Education Sector, IAU has over the years developed a partnership with all of UNESCO s various programmes, and is a key interlocutor as a structure representing the university field worldwide. In the past IAU was a regular recipient of a UNESCO subvention. It should be recalled that when it was reclassified, IAU and the organizations that were then its associate members indicated that the Association did not seek to act as an umbrella organization. It was admitted to this type of relations in view of its role, structure, representativeness and field of expertise. It was therefore recommended that this decision should be re-examined at the end of the sexennial period. Following a revision of its statutes in 2000, its former associate members were invited to become full members with voting rights and representation on its Administrative Board. The vast majority became full members at that time.

Evaluation of cooperation during the period * Bilateral cooperation IAU cooperated regularly with UNESCO on matters relating to higher education, particularly with regard to the preparation of and follow-up to the World Conference on Higher Education and the World Conference on Science. IAU is a member of the International Committee to follow up the World Conference on Higher Education, and coordinates the activities of the working group on the internationalization of higher education set up by UNESCO. Under an agreement concluded in 1989, IAU manages, through its International Universities Bureau, the joint IAU/UNESCO Information Centre on Higher Education, which maintains databases and a large collection of documents on higher education worldwide, and under the UNESCO imprint, produces various reference works. In addition, IAU has a publications programme (a quarterly and a series of monographs, which also appear under the UNESCO imprint) devoted to higher education and science policies. While these are provided to all Member States and higher education officials and specialists, these services are essentially financed from IAU membership fees. This situation has led to a number of financial difficulties. A financial contribution of $83,000 for the functioning of the Information Centre was granted to IAU under the Participation Programme during the biennium, and the sum of $20,000 was allocated for An allocation of $10,000 was provided for the biennium as part of its partnership with the Division of Higher Education. An ongoing dialogue is maintained with IAU officials, to whom various possibilities have been suggested for fund-raising from other sectors, particularly within the framework of multidisciplinary activities and extrabudgetary funding, in order to ensure the viability of the public service mission that UNESCO entrusted to IAU when it made it responsible for the International Universities Bureau from its inception in In view of the importance of the services rendered by IAU and of its broad potential for trans-sectoral cooperation, it would be desirable to include in a framework agreement the full range of issues relating to cooperation with UNESCO. * Collective cooperation Participation in all sessions of the International Conference of NGOs; Participation in the World Conference on Higher Education and the World Conference on Science; Member of the collective consultation of NGOs on higher education; Member of the NGO-UNESCO Liaison Committee (until 1998) and again since December * Contributions to documents 31 C/4 and 31 C/5 Management of the joint IAU/UNESCO Information Centre on Higher Education as a source of information on various higher education systems, individual higher education institutions and bodies, their capacities, programmes, diplomas, etc. In the service of all UNESCO sectors and the Member States; Contribution to reflection on and expertise regarding the role of higher education and science as factors for sustainable development, and the contribution of universities and university staff with respect to the priorities identified in the various UNESCO programmes;

13 Year founded: Background and mission INTERNATIONAL COUNCIL FOR FILM, TELEVISION AND AUDIOVISUAL COMMUNICATION (IFTC) 164 EX/40 Annex I page 5 IFTC was created on the initiative of UNESCO to bring together the various audiovisual professions (film archives, cinema schools, critics, television broadcasting, film producers and distributors, film societies, organizations of authors and actors, etc.) and to coordinate their relations with the Organization. Its purpose is to stimulate creation and facilitate the production and dissemination of films, in particular by participating in festivals; to promote cooperation between all NGOs concerned with cinema and the audiovisual media; to encourage research in all aspects of the audiovisual media; to contribute to international efforts to develop communication, particularly the free flow of information; and to promote and facilitate training and further training of specialists. IFTC currently includes among its members 15 international organizations, two regional organizations, three international festivals, three museums, four national organizations and one national committee (Italian), at the origin of IFTC itself. 2. Constituent bodies the biennial General Assembly; the Executive Committee; the Bureau (administrative in function). 3. Cooperation * History Admitted to former category A in 1960, IFTC had more than 50 international organizations and national committees as members. Over the years, more than half of its member organizations withdrew, having gradually become more important in their own right at the international level. This drain affected the visibility of IFTC until recently and cast a shadow over its consultative role. It must be stressed that many organizations that remained members and enjoyed considerable influence themselves subsequently maintained direct cooperative relations with programme sectors, the Mediterranean Programme and the UNESCO Venice Office. These include: the Image and Science programme of the French National Centre for Scientific Research (CNRS), the Observatoire de la communciation culturelle et audiovisuelle dans la Méditerranée (OCCAM), the International Catholic Organization for Cinema and Audiovisual (OCIC), the International Federation of Film Critics (FIPRESCI), the International Federation of Film Societies, and so on. The level of cooperation with IFTC as such has fallen considerably in recent years. Nevertheless, in 1998, member organizations, taking note of the importance of the new guidelines governing relations between UNESCO and NGOs, decided to relaunch IFTC s coordination action by appointing a directory and a new Secretary-General to prepare a restructuring. These efforts, which also included a gradual relaunch of activities and an expansion to new members, have produced results. Its reclassification to formal associate relations was delayed until 1999 in order to enable it to complete the internal restructuring then under way. It was then decided that an evaluation of its cooperation would be carried out at the end of the sexennial period. The efforts of IFTC have continued: in addition to expanding its membership to include pending the finalization of

14 Annex I page 6 agreements with other potential members bodies such as the International Association of Educational and Discovery Television Companies (AITED) and the International Confederation of Art Cinemas, representing independent networks, and the Network for the Promotion of Asian Cinema (NETPAC), it has appointed a new president, Mr Hisanori Isomura, former Director- General of the Japanese television channel NHK, following the phase of provisional administration by the directory of vice-presidents. 4. Evaluation of cooperation during the period * Bilateral cooperation Cooperation with IFTC during the biennium has been particularly satisfactory, and the Culture Sector, with which it cooperates mainly but not exclusively, deems this record to be positive over the period in question, particularly given the level of cooperation that existed previously. While its own activities are not very numerous, they are closely targeted on certain of UNESCO s priorities, and its member organizations pursue a considerable number of activities at a very high professional level, some of them being concentrated in the Europe region but, taken as a whole, extending to all regions of the world, that is, more than 120 countries. Particular emphasis is placed on Mediterranean cooperation, especially in the framework of participation in the Euro- Mediterranean Conference on Cinema, established with the European Parliament and the International Conference of Mediterranean Operators. With the help of IFTC, UNESCO has been present at major festivals such as the Venice Festival. It has been able to participate in a number of film-related activities: notably, since 1998, the CIAK-Junior Festival in Treviso, Italy, bringing together young people and numerous television stations from four regions of the world and including as of 2000 a cartoon competition organized in collaboration with the Associated Schools Project as part of International Year for the Culture of Peace; and the International Meeting on Images et Sciences (CNRS), held annually in Paris and in Budapest (Hungary) in 1999 in the framework of the UNESCO World Conference on Science. UNESCO s participation in the Pan- African Cinema and Television Festival of Ouagadougou (Burkina Faso) (FESPACO) is also increasingly linked to its collaboration with IFTC. The Council contributed to the foundation of the first international science film festival in Beijing (China) after helping to found the festivals of Minorca (Spain) in 1997, Beirut (Lebanon) in 1999, Orhid (The former Yugoslav Republic of Macedonia) in 2000 and before going on to support the inauguration of the international session of the Antalya Festival (Turkey) in IFTC also took part in UNESCO s activities relating to the study and impact of commercial negotiations on the future of cultural industries by producing a publication on the case of the cinema, demonstrating its capacity to obtain contributions from filmmakers and film specialists from throughout the world. It attends all the sessions of the International Programme for the Development of Communication and has been invited to the forthcoming session of the Information for All Programme. Since reclassification, contacts have increased with the office of its Secretary-General. It thus cooperates in all the fields of competence of UNESCO, and has enhanced its presence in the least developed countries and the developing countries, both by admitting new members and by launching new activities. Finally, it contributes to the holding of seminars and cinema events at Headquarters, such as the presentation of films from developing countries and countries in transition in the presence of their directors, and tributes to great directors. The new leadership of IFTC has given the Council fresh impetus, increased its relations with professional partners and foundations and thus created a potential for action that now makes it a very important partner, and a more representative one, in its field. IFTC has not asked to conclude a framework-agreement and the contracts offered to it are of the order of $10-15,000 per biennium. In fact, there is no other umbrella organization in the world in this field that could provide the same services to UNESCO.

15 Annex I page 7 * Collective cooperation Participation in all sessions of the International Conference of NGOs. * Contributions to documents 31 C/4 and 31 C/5 For the future, the assistance of IFTC is particularly required by the Culture Sector in connection with the ongoing task of establishing a website on film policies, under way since 2000, and establishing a list of world cinema masterpieces, in collaboration with museums and festivals and other competent NGOs that wish to be associated with it. Initiatives involving the Education and Science Sectors are also set to be pursued. Lastly, IFTC has been invited by the Communication and Information Sector to the preliminary consultations of NGOs on the World Information Summit. Recommendation of the Director-General: To renew formal associate relations.

16 Annex I page 8 Year founded: Background and mission WORLD FEDERATION OF UNESCO CLUBS, CENTRES AND ASSOCIATIONS (WFUCA) Formed in 1981 at UNESCO s request, the World Federation of UNESCO Clubs, Centres and Associations (WFUCA) brings together national federations of UNESCO Clubs, Centres and Associations in 87 countries spread across UNESCO s five geographical regions. It also maintains relations with Clubs established in countries where there is not yet a national federation. One of the principal aims of WFUCA is to further the ideals, objectives and programmes of UNESCO in the field. To that end, all the activities carried out by the members of WFUCA draw upon the Medium- Term Strategy and the biennial programmes. The purpose of the WFUCA network is also to promote international understanding and the culture of peace through practical activities, in particularly in the field of education. Two regional confederations grouping together national federations were set up a short time ago: the African Confederation of UNESCO Clubs, Centres and Associations in 1999 and the European Federation of UNESCO Clubs, Centres and Associations in In its turn, the regional Asian Pacific Federation of UNESCO Clubs, Centres and Associations has existed since Constituent bodies WFUCA s general policy is determined by the four-yearly World Congress which brings together all the national federations and the active members of WFUCA. An Executive Board is elected, consisting of a president, five vice-presidents from the five geographical regions, a secretary-general, a treasurer and five members from the five geographical regions. The Executive Board, the governing body, meets, if possible, every year and, in any case, at least once between two Congresses. The five vice-presidents are the spokespersons for the regions on the Executive Board. Resources come from members subscriptions and UNESCO assistance and contracts. Total self-generated resources accounted for 25% of total income for the 2000 budget year, 8% coming from subscriptions, UNESCO assistance and contracts represented approximately 70% of total income for the same period. 3. Cooperation Given the existence within the UNESCO Secretariat of a Unit for Relations with UNESCO Clubs, Centres and Associations and then a Division of Relations with National Commissions and New Partnerships, WFUCA s relations with UNESCO are virtually conducted on a daily basis. Regional meetings, organized jointly by WFUCA, the regions and UNESCO are the best example of this day-to-day cooperation. The regular invitations to the UNESCO Secretariat to attend the meetings of WFUCA s Executive Board facilitate the continuous sharing of information. The participation by UNESCO programme specialists (from different sectors) in the most recent World Congress is a further example of this substantive cooperation. In the run-up to the implementation of the Strategy, WFUCA is about to sign a framework agreement with the Organization in order to enhance cooperation and work out more precisely the respective roles of the UNESCO Secretariat and the Federation.

Evaluation of cooperation during the period * Bilateral cooperation WFUCA, an NGO in formal associate relations, participated in the three sessions of the General Conference during the above-mentioned period. It took the floor in the plenary meeting and in several programme commissions. During the period, WFUCA replied to the Director-General s consultations on the preparation of the C/4 document and the three C/5 documents. A special effort was made to spread the ideals of the culture of peace, for instance through the publication in three languages of a theatrical text on that subject. A public round table during the fifth Congress, in the presence of the Director-General, saw the start of a vast campaign for signatures for Manifesto As early as 1996 Confluences The World in Your Pocket presented a summary of the Medium-Term Strategy addressed to the entire movement. Furthermore, through its network of Learning Centres, WFUCA provides input to the programme on education for all and poverty alleviation. WFUCA participates in peacebuilding and in the dialogue among civilizations though major international artistic projects such as Mondo Arte and Free gesture. * Collective cooperation WFUCA was elected to the NGO-UNESCO Liaison Committee and, in this framework, is participating in the consolidation of NGO-UNESCO collective cooperation. On two occasions WFUCA represented the Committee at international NGO meetings (in particular at the United Nations Millennium Summit, New York, May 2000). It also took an active part in the NGO Consultation preceding the Dakar World Forum on Education for All (April 2000). Similarly, it jointly carried out the preparatory work for the Symposium on the Culture of Peace (Paris, November 2000) and conducted one of the workshops on that occasion. Additionally, WFUCA regularly follows the work of the Joint Programme Commissions on Follow-up to Habitat II and Communication and Information ; and it participates very actively in the Commission on Poverty Eradication. It is playing an effective part in the preparations for the Conference of NGOs in December * Contributions to documents 31 C/4 and 31 C/5 In the framework of the Medium-Term Strategy for and, especially, for the biennium, WFUCA is planning to focus its actions on the following points: Education for all (Major Programme I). WFUCA will expand and strengthen its network of Learning Centres in Asia by focusing the work of these Centres on the six goals set in Dakar (World Forum on Education for All). In the same connection, WFUCA, in cooperation with BREDA, will strengthen its network of Education Centres in Africa, which constitute true houses of education for all facilitating the organization of literacy training courses and representing veritable resource centres for teachers. A feasibility study will be carried out in order to consider extending this type of programme to the region of Latin America and the Caribbean and the Arab States.

18 Annex I page 10 Promotion of human rights for peace and democratic principles (Major Programme III). By drawing upon the experience of several national federations (Haiti, Congo, India, etc.) and through the workshops organized at each of the regional meetings to take place in , WFUCA will help mobilize its network in the promotion of human rights, primarily in the light of the recommendations of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance (Durban, September 2001). Confluences will underpin this mobilization. Culture (Major Programme IV). On the occasion of the 30th anniversary of the Convention for the Protection of the World Cultural and Natural Heritage, WFUCA is planning to organize restoration work on one or two world heritage sites. As in the preceding experiments carried out at Gorée and at Fez, WFUCA will help through its operations to enhance the young participants awareness of the international dimension of the cultural heritage. These international get-togethers/work camps will also be an occasion for learning about the dialogue among civilizations. Support for programme execution (paras and of document 31 C/5 (Draft)). As part of support for programme execution, WFUCA will continue to play its role in exchanging information among its network s members, providing advice on national and regional projects, developing new federations and training the movement s key personnel, in cooperation with UNESCO. Confluences (WFUCA s courier, The World in Your Pocket, and Arts and Culture) will continue to provide information on UNESCO and the Clubs (in WFUCA s three working languages: English, French and Spanish). It will continue to be distributed to the National Commissions in order to strengthen its links with national bodies. Recommendation by the Director-General: To renew formal associate relations.

19 Annex I page 11 EDUCATION INTERNATIONAL (EI) Year founded: Background and mission Created in January 1993 through the merger of the World Confederation of Organizations of the Teaching Profession (WCOTP) and the International Federation of Free Teachers Unions (IFFTU), Education International, an international trade union of education personnel, may be considered as the international spokesperson for the teaching profession. Its aims are to further the cause of organizations of education personnel (teaching and non-teaching), to promote the status, interests and welfare of their members and to defend their trade union and professional rights, as well as to promote the right to education for all throughout the world, without discrimination. Education International also strives in particular to broaden the participation of women in society and in the teaching profession where they represent approximately 70% of the staff. Education International represents some 24.5 million members in all sectors of education, from infant education to higher education, through its 305 trade unions 1 and national member organizations in 155 countries and territories. 2. Constituent bodies a triennial World Congress; an Executive Board of 23 members (12 of whom are women) elected by the World Congress. 2 Education International has its headquarters in Brussels and has regional offices in Africa (Togo), Latin America (Costa Rica), the Caribbean (Saint Lucia), Asia and the Pacific (Malaysia and Fiji) and Europe (Belgium). Every three years regional conferences bring together the member organizations from each region to elect a regional bureau and adopt the organization s regional policies and thematic activities. 3. Cooperation The creation of Education International, which was admitted to former category A in 1993 and then reclassified and admitted to formal associate relations in 1996, was encouraged by UNESCO since it grouped together organizations with similar aims. A cooperation agreement, with no budgetary implications, was concluded for the period for the implementation of various activities and the undertaking of joint action on priority themes. 4. Evaluation of cooperation during the period * Bilateral cooperation Education International has been an enthusiastic and competent partner in the implementation of UNESCO s programmes in its field of activity and maintains very fruitful 1 2 EI had, in 1995, 258 national organizations representing approximately 21 million members. Education International is a leading organization in its field owing to its action-research programme in areas related to Education for All (EFA) and its implementation of the UNESCO/ILO Recommendation concerning the Status of Teachers as well as its efforts in the field of preventive education and education for human rights and tolerance. With regard to diffusion of information, Education International has disseminated information about UNESCO s initiatives through its website, its monthly newsletter and its quarterly magazine, emphasizing the ways in which UNESCO programmes can reach teaching personnel. UNESCO and Education International have jointly implemented activities and prepared publications in celebration of World Teachers Day, launched by UNESCO in In the area of education for all, Education International played a leading role in the evaluation of the Jomtien follow-up by publishing a study on the perspective of teachers in some of the world s most populous countries. It also participated actively in the follow-up to the Dakar World Education Forum and the follow-up to the World Conference on Higher Education. With regard to the status of teachers, Education International has called for and worked towards the elaboration and adoption of the UNESCO 1997 Recommendation concerning the Status of Higher-Education Teaching Personnel. Every three years Education International provides a report and information to the Joint ILO-UNESCO Committee of Experts on the Application of the Recommendation concerning the Status of Teachers (CEART). With regard to the culture of peace, Education International produced a kit for teachers and participated in the production of a CD-ROM on education for citizenship, launched at the most recent Education International World Congress. In the field of preventive education, an alliance was forged on the occasion of the 1996 International Bureau of Education (IBE) conference between the directors of UNESCO, the World Health Organization, UNAIDS and the President of Education International to promote education for health and the prevention of HIV/AIDS in schools, notably by the organization of joint seminars and the production of teaching materials. In the framework of inter-agency cooperation, Education International participates regularly in the seminars and forums organized by the World Bank with the participation of ILO and UNESCO. Education International plays its partnership role with UNESCO to the full, from the standpoint of both the planning and implementation of its programmes in a vast and specialized field. It is worthy of mention that a significant part of the cooperation with Education International has taken place not through contracts or funding mechanisms but in the form of mutual arrangements between programme specialists at Education International and UNESCO. In that connection, the Education Sector has recommended the renewal of this cooperation framework with Education International and strongly supports the idea of a framework agreement with a view to reinforcing the cooperation activities between UNESCO and Education International such as those which have already been carried out.
