As a sign of mourning, every time I shed my brother s blood, I shed mine too IOM, 2012 Born in Nanam, Turkana County, to a nomadic pastoralist family, Peter {*Not his real name} grew up envying his fellow men s prowess in cattle rustling and soon got into the trade. Peter narrates: I got my first gun at a tender age of 15 and when I was 16 our cattle were stolen by cattle rustlers from a neighbouring community. As a man I was sent to the wilderness together with others to look for the animals and for two years, I lived in the wilderness. Each time I met young boys guarding their cattle, I would chase and kill them and take their cattle away. Peter s life as a cattle rustler continued until the day he was shot and almost died. He says: I was chasing a small boy who was herding cattle and did not notice the older man that accompanied him. When I attacked, the man shot at me and I fell down. He came for my weapon thinking I was dead and when he approached, I shot, killed him and made away with 40 cows. 2 2 CONTINUED FROM PAGE 1 they were happy with my achievement. I was allowed to rest and recuperate, as now I was regarded as a hero and my family was now able to eat and drink. All the cattle I raided were taken by my father and his brother and I was only given 3 cattle as a token for my bravery. When interviewed Peter says: Each time I killed someone, I also shed my own blood because I regarded the people I killed as my brothers. Look at the marks on my back, there are 18 of those. Peter, who quit cattle rustling is haunted by his deeds and believes he was saved from death by a supernatural being. He says IOM has been very helpful to him and fellow young men. IOM has given us counselling and is helping us find alternative means of livelihood. I know now that I don t need to steal other people s livestock. Important for me though, is that there is need for us to reach out to our brothers from across the border. IOM has also supported several peace tournaments in Nanam and as young men here, we now play games during our free time. I am now mobilizing the community to arrange for cross-border peace tournaments that can help us interact on a friendlier platform with our Toposa brothers from Uganda. Mobile cash for emergency response Tisiana Narumbe receiving her cash from an Orange Money agent WFP, 2012 Tisiana Narumbe enjoyed Christmas last year because she could afford to treat her family to meat, chapati and rice, thanks to the cash she received from WFP through her mobile phone. Tisiana (42) is among more than 7,000 people in Isiolo who are benefiting from cash transfers via mobile phones as part of an innovative cash transfer scheme being piloted by WFP. Previously, these pastoralists who have lost their livestock to drought and cattle rustling would have received assistance by way of food distributions. But, because they live near well-stocked markets, they are in a position to do their own shopping. It is an arrangement that is good for the people and good for the local economy. Unlike food distribution where we receive all our food for the month at one go, I don t have to withdraw all the money at once. I can withdraw what I need and leave the rest on my mobile phone to withdraw later, says Tisiana. With a colourful cloth draped round her shoulders, the mother of four children received her first payment from the Orange Money agent and headed off to the market to make food purchases for her family. WFP did a market survey to establish the viability of using cash transfers, and found that in the pilot areas, there was food availability in the market, it was easily accessible and the prices were competitive, says Nicholas Mugo, WFP s Field Monitor in Isiolo. Although Tisiana has a mobile phone, there are some in her community who do not own mobile phones. To ensure that they too can withdraw their cash, WFP is providing them with cheap mobile phones. WFP is providing one phone to be shared among every five households and the communities nominate community assistants who have experience using mobile phones to be custodians of the phones and also to help those who are not very familiar with using them, says Mugo. In Isiolo, WFP has partnered with Orange Money, a mobile phone cash transfer service that is run by the Orange mobile phone company. WFP plans to do similar cash transfer pilot schemes in Turkana and Wajir where it has partnered with Safaricom s Mpesa, s leading mobile phone money transfer service.

3 My voice counts - Human Rights Day UN staff and visitors to the UN Office at Nairobi (UNON) marked Human Rights Day on 10 December 2012 with a poster exhibition, distribution of information materials as well as screening of a video with the slogan My voice. My right. My voice counts. The theme for the Day was Inclusion and the right to participate in public life highlighting the rights of all people -- women, youth, minorities, persons with disabilities, indigenous people, the poor and marginalized -- to make their voices heard, be included in decision-making, and take part in political processes. In an effort to raise awareness on the three articles 19, 20 and 21 from the Universal Declaration of Human Rights, emphasizing on inclusion and the right to participate in public life, the United Nations Information Centre (UNIC) printed bookmarks with the articles. The bookmarks were in English and Kiswahili; English and Kiganda; and English and French, which were distributed in, Uganda and the Seychelles, the three countries that the Centre serves, as well as in Tanzania. In his message to mark the Day, UN Secretary General Ban Ki-moon outlined obstacles that many groups and individuals face. These include underrepresentation of women in decision making organs of the society and discrimination of indigenous people by denying them the opportunity to make full use of their guaranteed rights. He also urged people to be wary of the growing pressures, threats and restrictions from various Governments but added that no matter who you are, or where you live, your voice counts. The commemoration emphasized on the right of each individual to be heard and shape the decisions that affect the community. 4 4 ICAO Regional Office celebrates the International Civil Aviation Day on 7 December 2012 Meshesha Belayneh, ICAO Regional Director, (front row, 5th from left) with participants from institutions, schools and colleges with interest in aviation, on International Civil Aviation Day - 7 December 2012 ICAO,2012 The ICAO Assembly Resolution A29-1 declared 7 December each year as the International Civil Aviation Day, to commemorate the establishment of ICAO on that day in The purpose of this annual celebration is to establish and enhance worldwide awareness of the importance of international civil aviation in the social and economic development of States. The ICAO Council selected Aviation: Your Reliable Connection to the World as the theme for celebration on 7 December 2012 and throughout the year The ICAO Regional Office commemorated this day at UNON, Gigiri, in Nairobi,, with Mr Meshesha Belayneh, the Regional Director, as the principal guest. Participants from various colleges, Secondary Schools Aviation Club Association members and selected high schools with interest in aviation interacted with the industry players present. The global message from the President of the ICAO Council, Mr Roberto Kobeh González, was presented to the forum. His message highlighted the essence of air travel to the wellbeing of the global society, and its exceptional reliability. With the continued growth of air traffic, the improvements made and the achievements gained need to be maintained and improved upon, and this, the message stressed, was a big challenge. Further, it emphasized the need for cooperation and mutual understanding among governments, industry, and other public and private organizations, to ensure that aviation always represents Your Reliable Connection to the World. The Regional Director and cooperating partners delivered their statements focusing on the day s theme. Other activities comprised presentations by ICAO and invited stakeholders as well as screenings of videos of aviation activities. The Regional Director, Mr Meshesha Belayneh assured participants that, at regional level, the ICAO Eastern and Southern African Regional Office would continue to provide dedicated services to States to which it is accredited. These services include advising and assisting States and air navigation service providers and users in their endeavour to establish and maintain a safe, secure, orderly and efficient air transport system through follow-up missions, meetings, seminars and workshops. ICAO hosts Aircraft Accident and Incident Investigation Workshop The International Civil Aviation Organization (ICAO) held an Aircraft Accident and Incident Investigation Workshop in Nairobi, in November The objective of the workshop was to provide aircraft accident/incident investigators and aircraft manufacturers representatives an opportunity to share their expertise and experiences with each other and explore further ideas on interregional cooperation. The Workshop was facilitated by the ICAO Regional Office under the Comprehensive Regional Implementation Plan for Aviation Safety in Africa (AFI Plan) for the Africa-Indian Ocean Region, in conjunction with the Accident Investigation Section at ICAO Headquarters and the United States Safe CONTINUED ON PAGE 5

Various aspects of investigations covered during the workshop included: provisions of ICAO Annex 13 to the Convention on International Civil Aviation; the management of a major investigation involving an accident with a large aircraft; the investigation of aircraft accidents/incidents, including manufacturers perspectives; the capturing of results of an investigation in an occurrence report; and the gathering and analysis of data for accident/incident prevention purposes. The programme also included case studies and presentations by various stakeholders on current topics of significant interest related to aircraft accidents/incidents investigations and prevention. Presenters included National Transportation Safety Board (NTSB) of the United States of America; the Bureau d Enquêtes et d Analyses pour la sécurité de l aviation civile (BEA), which is the French authority responsible for safety investigations into accidents or Participants at the Aircraft Accident and Incident Investigation Workshop held in Nairobi, ICAO, 2012 incidents in civil aviation; Airbus (an aircraft manufacturer); Eurocopter (a global helicopter manufacturing and support company), Airways and Air.
