4 OVERVIEW Background Information The concept of Community Justice Services Centre based on principles of Restorative Justice, Law and Justice Policy outcomes, White Paper policy initiatives and wider consultation with law and justice sector. Similar kind of concept were proposed by different Govt agencies for instance, Community Learning and Development Centres established by Dept of Community Development, Youth and Religion
5 AIM The establishment of Community Justice Service Centers (CJSC) is for them to act as the central, coordinating point and most visible hub for justice services mechanism within a district. Objectives: It will bring a range of L&JS agencies together with other government service providers and support groups including drug & alcohol counselling and local and national NGOs It will extend beyond dealing with individual problems or offences and include support for research, dialogue and education across justice, community, social and economic issues
6 White Paper on Law and Justice Community Justice Service Center supports the White Paper on Law and Justice by: Improved coordination of law and justice services at community, LLG and District Level Increased community participation in National Law and Justice Policy and whitepaper driven initiatives through restorative justice initiatives such as victim and offender rehabilitation, diversion programs, community work programs and Alternative Dispute Resolutions
7 White Paper on Law and Justice --Cont Increased awareness on law and justice policies Effective rehabilitation of offenders Facilitation of LLGs in providing work orders opportunities (non-custodial sentencing) Monitoring of policy implementation at district level Supporting restorative justice approaches and initiatives
8 Alignment to Vision 2050 and MTDP 2 Vision 2050 Pillar 1 Pillar 3 Human capital development, gender, youth and people empowerment Institutional Development and Service Delivery MTDP 2 Law and Justice Goal: To reduce crime and corrupt practices and to promote good corporate governance across all sectors Law and order critical enabler for socioeconomic and political development (Encourage investors) (2015 Budget recognize allowances for village court officials
9 WHAT IS CJSC? CJSC is an integral element of National Government s respect agenda on service delivery by joining hands with Provincial, and Local Level Government, other government agencies, the private sector, Civil Society Organizations to improve and enhance justice service delivery and to tackle anti-social behavior and the crimes associated with it.
10 CJSC VALUES Social Justice: Enabling people to claim their human rights, meet their needs and have greater control over the decision making process that affects their lives; Participation: Facilitating democratic processes by the community in the issues which affect their lives; Equality: Challenging the attitudes of individuals and the practices of institutions and society which discriminate and marginalize people while responding to cross cutting issues;
11 CJSC CORE VALUES.CONT Learning: Recognizing the skills, knowledge and expertise that people contribute and develop by taking action to tackle social, economic, political and environmental problems; Cooperation: Working together to identify and implement action; Linkage: Facilitate linkages at local level between community and formal law and justice services;
12 NEC Decision NEC Decision No. 81/2016 endorsed the establishment of CJSC in Papua New Guinea. It was directed that by year 2020, 66 Districts should have their CJSC established. It was further directed that 9 District CJSC Coordinators must be recruited and trained.
13 CJSC Function (Service Delivery in LLG & Ward Areas) Crime Prevention Activities, Presentence Reports, Pre Parole Reports, Probation & Parolee Supervision, Community Work Orders, Dispute Resolution, Criminal Compensation Orders, Volunteers, Police Witnesses, Execution of Bench Warrants, FBO & Activities, NGOs & Activities, Community Support Groups & Activities (Women, Youth & Supports), Identifying Crime Hot-spots, Enforcement of Court Orders & reporting on compliance, Monitoring & Reporting to DJAG & DDA

Submission of 58 projects submitted to the MPs for CJSC establishments through District Development Authorities
