PTI New Delhi: A Delhi court on Tuesday remanded CBI DSP Devender Kumar and middleman Manoj Prasad, arrested in connection with bribery allegations involving the agency s Special Director Rakesh Asthana, to 14-day judicial custody. A special CBI court sent them to jail after the probe agency said that they were not required for further custodial interrogation. Both the accused were produced before special CBI Judge Santosh Snehi Mann who will hear the bail application of Kumar on Wednesday. During the hearing, Kumar, who was produced after the expiry of his seven-day custodial interrogation, told the court that the agency was tampering with and fabricating evidence in case against him. He submitted that a case of theft and extortion should be lodged against CBI officials probing case. Kumar told the court that his eight mobile phones, an ipad and his son's laptop were seized but the CBI's "seizure memo (a mandatory list of all the seized items)" only shows one mobile phone. "The very foundation of this case is based on lies and fabrication and falsification of the evidence. The data of all the seized articles requires to be analyzed after retrieval to ascertain any relevance to the present case, the IO said. The court also asked the CBI to file its reply to Kumar's bail application which will be heard on Wednesday. Meanwhile, Prasad also moved a bail application on which a notice was issued to the agency seeking its response by November 2. Two alleged middlemen Manoj Prasad and Somesh Prasad have also been named as accused in the case. PTI New Delhi: The Supreme Court on Monday quashed the Centre s decision to appoint Air Marshal Rajvir Singh as Director General of Medical Services (Army) and asked it to appoint Lt General Manomoy Ganguly to the post. A bench of Justices AK Sikri and Ashok Bhushan said the case pertaining to Lt Gen Ganguly has had a chequered history" as he had to initially fight for the promotion and then for the post of DGMS (Army). "As a result, we allow this writ petition (of Ganguly) and quash orders dated August 10, 2018 (to appoint Rajvir Singh) and issue mandamus directing the respondents (Centre and others) to appoint petitioner (Ganguly) as DGMS (Army)," the bench said. The bench reproduced the findings of the Armed Forces Tribunal which had said, "There has been some attempt (though we are not suggesting as to whether it was deliberate or bona fide) in denying the respondent his claim for promotion to the rank of Lt. General." The bench also said its verdict had asked the Defence Minister to consider the plea of Ganguly seeking appointment as DGMS (Army) "objectively" and "dispassionately". The prolonged dry spell in north and south interior Karnataka during August and September has resulted in huge agricultural and horticulture crop losses," the state's Revenue Minister RV Deshpande said in a letter to Union Home Minister Rajnath Singh, shared with reporters here. While pegging the losses incurred due to drought situation in 100 subdistricts (taluks) in 24 of the State's 30 districts at 16,500- crore, the State has requested the Central Government for a relief of 2,434-crore. "A total of lakh hectares of agricultural area and 1.94 lakh hectares of horticulture area have suffered greater than 33 per cent crop loss with an estimated loss of he Disaster Management TDepartment of Arunachal Pradesh on Tuesday issued a flash flood warning in the State following information of a landslide taking place along the Yarlung Zangbo river in China that flows into India. The river is known as Siang in Arunachal Pradesh and Brahmaputra in Assam. The department has asked the people living in and around the Siang river to prepare for a flash flood-like situation, as the landslide at Yarlung Zangbo is expected to influence the water level of the rivers downstream. In view of the situation, the Disaster Management Department of the hill State has warned the people against venturing into the Siang river for fishing or swimming. The department has also asked everyone to maintain a strict vigil. The Central Water Commission (CWC), which keeps a vigil on the water level of these rivers, has already confirmed that the water level of Siang recorded a drop at Tuting around pm on Monday. In case of such a landslide, the water level goes down as it blocks the flow of river, triggering fears of sudden gushing of the blocked water once the path is clear. "The Upper Brahmaputra Division of the CWC has received a letter from Chinese authorities about a landslide occurring in Yarlung Zangbo on Monday," said a senior CWC officer, adding the water level in the river might rise due to the landslide. The CWC, however, said that at present there is nothing to panic about. Yarlung Zangbo, which originates in the glaciers of Tibbet, flows through China to India before merging into the Bay of Bengal in Bangladesh. Earlier this month also there were reports of some landslide in the river which had blocked the flow of the river, leading to speculation that there might be flash flood-like situation in Arunachal Pradesh and Assam. more than 16,500- crore," Deshpande stated in his letter. With depleting ground water levels, the State is supplying drinking water to 159 villages and has dug 203 private bore-wells to make drinking water available in the rural areas, and few of the urban areas facing water shortage, according to the letter. M ore than ten years after a massive explosion claimed six lives and left 101 others injured at Malegaon in north Maharashtra, a special court here on Tuesday framed charges against Lt Col Prasad Shrikant Purohit, Sadhvi Pragya Singh Thakur and five other accused under the Unlawful Activities Prevention Act (UAPA) and various other sections of the IPC for their alleged involvement in the 2008 blasts. Judge Vinod Padalkar, who presides over the special National Investigation Agency (NIA), framed the charges against Lt Col Purohit, Sadhvi Pragya and five others and other accused persons in the September 29, 2008 Malegaon blasts case. With the framing of charges against the seven accused, the decks have now been cleared for the start of the Malegaon blasts case. The trial will begin on November 2. The seven key accused, including Lt Col Purohit and Sadhvi Pragya, will now be tried under sections 16 (committing a terror Act) and 18 (criminal conspiracy) of the Unlawful Activities Prevention Act (UAPA), and sections 120(b) (punishment of criminal conspiracy), 302 (murder), 307 (attempt to murder) and 326 (intentionally causing harm to others) of the IPC. They were framed charges under the Explosives Substances Act. If convicted under these sections, the maximum punishment can be life imprisonment or death. Apart from Lt Col Purohit and Sadhvi Pragya, the other accused who will now face the trial are: Sudhakar Dwivedi, Major (retd.) Ramesh Upadhyay, Sameer Kulkarni, Sudhakar Chaturvedi and Ajay Rahirkar. As the Judge read out the charges to the accused individually, all the accused denied the charges against them. Reading out the charges against the accused, the Judge said: "The Abhinav Bharat (organisation) was formed with a common objective to spread terrorism and (for this purpose) a bomb with RDX was planted in a motorcycle in Malegaon that killed six persons and injured 101 others," the judge said. The Judge said the accused came together, hatched a conspiracy and committed a terrorist act by way of the bomb blast. Deafening silence History has often proved that every crisis would find its own man. India had its crisis man in Sardar Patel in the aftermath of our country s Independence, when a great crisis was staring at the still-to-be-born India. Rulers of about 600 principalities were nursing their own ambitions of becoming independent leaders. Some of them were even thinking of associating themselves with the new-born neighbouring country. Nizam of Hyderabad, right in the centre of our country, was one among them. Such a crisis needed a man with a mind of steel and a great vision. We were indeed fortunate to have found one in Sardar Patel. To understand the significance of Sardar Patel s vision and his contribution to the unification of our country, one only needs to imagine a situation in Hyderabad, which had toyed No one has stopped the BJP from bringing a law for construction of Ram Temple in Ayodhya. Have they been sleeping? Congress leader KAPIL SIBAL T he world is in a state of shock due to the events that unfolded in Sri Lanka. President Maithripala Sirisena appointed his predecessor Mahinda Rajapaksa as the new Prime Minister after sacking former Prime Minister Ranil Wickremesinghe last Friday, thereby ending a Constitutional crisis. The New York Times described the aftermath of the situation as: The country s political system has fallen apart in a matter of days, threatening to upend its emergence from decades of civil war. It is surprising why New Delhi is simply saying that it is closely watching the developments; while the United States, the European Union and others have observed that political parties over there must follow the Constitution. Interestingly, Tamil Nadu, which is just 28 miles as the crow flies from Sri Lanka, has commented on the recent developments. Indulging in domestic politics, Dravida Munnetra Kazhagam (DMK) chief MK Stalin promptly blamed the Modi Government for not taking care of the interests of the Sri Lankan Tamils. With no tall leader in the State, like Jayalalithaa or Karunanidhi, Stalin has taken the lead in criticising the Centre. Though the ruling All India Anna Dravida Munnetra Kazhagam (AIADMK) has not said anything so far, competition among the Dravidian parties on India s Sri Lanka policy is always ripe. Insiders say that the Bharatiya Janata Party (BJP) is bargaining with the DMK for a possible post-poll alliance in return for early Assembly elections (due in 2020), which Stalin wants. The DMK supremo is raising his price by using the Sri Lankan issue. Tamil Nadu should understand that Sri Lanka is changing. The issue is no longer between the Sinhalese and the Tamils. While the Tamils in the northern part of Lanka are still recovering from the havoc, there is no leader to take up the Tamil cause as things have changed now. The Liberation Tigers of Tamil Eelam (LTTE) is on a decline. Sir This refers to the article, Remembering SD Burman (October 30) by KK Paul. It was interesting to read the article as it threw light on the great maestro, who mesmerised the listeners with his soulful melodies. SD Burman was the man behind the very grammar of Indian film music. His music reverberates not only within the country but also in the neighbourhood and far off countries. Fans feel so connected to his compositions that they fondly refer him as Burman da. SD Burman had a style of Sardar Patel: A man for all crises with the idea of joining Pakistan, not being a part of India. But for this great son of our country, Sardar Vallabhbhai Patel, it is indeed difficult to visualise India of today. One geographical entity of today s India is legacy of Sardar Patel. But has our country done justice to his contributions and legacy? Do our history books and school curriculum present a fair and balanced account of such legacies? Why we were forced to be so dishonest to the great vision and contribution of Sardar Patel? Should we not give a fair and balanced account of the modern history of our country and its lead actors to the post-independence generations? This is the objective of our Government s decision to observe Sardar Patel s birth anniversary as Rashtriya Ekta Diwas. This is not intended to belittle other legacies and contributions of other leaders. Pure and simple, our intention is just to do justice to the words and deeds of Sardar Patel. Sardar Vallabhbhai Patel was born on October 31, 1875 in Gujarat. He was born into a farmer s family. In the due course, he passed his matriculation examination and after some years, he passed the Law examination. He practiced as a lawyer at Godhra. He carried on a roaring legal practice. As he was ambitious, he went to England and became a barister-at-law. In 1923, he became the leader of Bardoli Down to the wire his own. Born in a royal family, he followed his musical journey at a very young age. He was a great music director who inspired many musicians. KR Srinivasan Secunderabad Sir This refers to the report, BJP slams Cong over Tharoor s scorpion metaphor against PM (October 29). This is not the first time that Congress leader and former Union Minister Shashi Tharoor has put his foot in the mouth, to malign the Bharatiya Janata Party (BJP) and Prime Minister The judiciary is not above Parliament and I will raise the Ayodhya matter in the upcoming Winter Session. BJP leader SUBRAMANIAN SWAMY There are no other major leaders despite rumours about the LTTE regrouping. Within the Sri Lankan Tamil political parties, there is a lack of unity of approach towards a reconciliation. The Tamil National Alliance (TNA) is considered moderate; whereas Sri Lanka s Northern Province Chief Minister CV Vigneswaran, (who formed a new outfit, the Tamil People Alliance, some time ago) has drifted away from the TNA. Interestingly, Rajapaksa has gone ahead to make an alliance with the Tamils, projecting Muslims as their common enemy. Even when he met Prime Minister Narendra Modi last month in New Delhi, he found Muslims as the common ground. How did Sri Lankan affairs reach such an impasse? It is no longer a secret that relations between Wickremesinghe and Sirisena have not been good. Their parties have been traditional rivals and they came together in 2015 for the sake of power. The President was also critical of investigations into human rights violations during Sri Lanka s long civil war that ended in It reached a pitch recently when Wickremesinghe defeated Sirisena inspired no-confidence motion against him. The coup was planned in complete secrecy. Prior to that, Wickremesinghe s visit to India from October 18 to 20 was to reassure New Delhi that it remains as an important trade and development partner for Sri Lanka, despite turbulent internal politics. It is not known whether Wickremesinghe knew about the possible coup and whether he discussed it with Modi. There has been no clarity on why Sirisena and Rajapakse did not choose the constitutional path to remove Wickremsinghe. Obviously, the meeting between Sirisena and Rajapaksa earlier this month might have paved the way for the coup when Rajapaksa convinced the President that they should not fight among themselves and suggested a power-sharing scheme, by which he has been appointed as the Prime Minister. Wickremesinghe had dug in his heels and insisted that he remained the Prime Minister and would prove his majority in Parliament. Technically, he is right that after Article 46 (2) of the 19th Amendment in 2015, the Prime Minister can only go out of office by death, resignation, by ceasing to be a member of Parliament, or if the Government as a whole has lost the confidence of Parliament. Sirisena has cleverly prorogued the Parliament until November 16, perhaps to give enough time to Rajapaksa to poach on other parties as he has only 95 votes while Wickremesinghe has 106 votes. Wickremesinghe may have to struggle to keep his flock together. The Rajapaksa camp claims that 21 members of the United National Party (UNP) are ready to defect. Meanwhile, Rauff Hakeem, the leader of the Sri Lanka Muslim Congress, said that his party would firmly back Wickremesinghe. Two other constituent party leaders from minority Tamil and Muslim parties have also said that they will support Wickremesinghe. So, the number game is on. The Sri Lankan crisis may continue for some more time. Until Rajapaksa or Wickremesinghe can demonstrate that they have the confidence of Parliament and force the President to accept the will of Parliament, the crisis will not be resolved. There is a possibility of the presidential and parliamentary polls to be preponed. As for India, ultimately we, have to deal with whoever wins. New Delhi should deal with the crisis with confidence and think of what is best in our interest. We have many levers and New Delhi should make use of all of them. In a bid to avert major irregularities in the public sector banks/undertakings and insurance companies, the Central Vigilance Generations ahead would find it difficult to believe how the British had planned a partition of India into three entities India, Pakistan and Princestan. The third entity was mooted by Winston Churchill, who never reconciled to the idea of independent India. Creating three nations, he visualised, would sustain considerable British influence even after India s independence was grudgingly granted. The tricky situation was left to be handled by Vallabhbhai Patel. This has been concisely described by historian RNP Singh in his latest volume, Sardar Patel, Unifier of Modern India : Though Sardar was then a helpless witness, he commented later, nobody could have been so innocent or ignorant as to presume that overnight small rulers could be converted into Their Majesties. That position would have been full of dangerous possibilities and potentialities. In its May 16, 1946, statement, the Mission virtually put a seal on the princely States sovereign status by declaring, Paramountcy can neither be retained by the British Crown nor transferred to the new Government. The machinations and manipulations of the British and their cronies in undivided India created a situation in which it was impossible to create a unified nation. It could have led to India s dismemberment into numerous principalities and nationalities! The Memorandum on State s Treaties and Paramountcy, issued on May 22, 1946, led to the interpretation by several princely States that after the departure of the British, they could negotiate with India or Pakistan on equal terms on their future relationship with the outside world. Several of the Princes, led by Nawab of Bhopal, began preparations for their own strategic liberties. Nawab Hamidullah Khan of Bhopal considered it infra dig to be in a situation to negotiate with the Government of India. He was in close touch with the Nizam of Hyderabad. He quit his position as the Chancellor of the Chamber of Princes and declared himself free and independent. After the Instrument of accession was devised, major States, like Bhopal, Junagadh, Hyderabad, Jodhpur and Mysore did not initially show much keenness to put their signatures on it. It is indeed a very interesting chapter of modern Indian history as to how, Sardar Patel, ably assisted by VP Menon, could devise a comprehensive strategy that brought all the Princes within the fold of an integrated Indian Union. The Nawab of Bhopal wished to become the successor Governor General of Pakistan after Jinnah. Junagadh declared its accession to Pakistan. Hyderabad found natural kinship with Pakistan. There were also other Princes who could feel the pulse of their people, could read the trends of the times and knew that accession to the Indian Union was the best possible alternative available to them. Sardar Patel gave them due dignity and assured to look after their interests even after accession to the Indian Union. It was liked by Maharajas of Baroda, Bikaner, Patiala, and others. This group did not ignore the sacrifices people had made as Indians during the freedom struggle. They would settle for nothing lesser than popular elected Governments in a truly democratic setup. It was indeed a stupendous task to bring together 565 States within the fold of the Indian Union, and rein in the ambitious and deviant Nawabs and Nijams. That such an unprecedented accession to the Indian Union could be achieved, poses the obvious query: Who could do it, and how was the miracle achieved? Yes, India needed an Ironman of determination, unprecedented courage and unmatched commitment to the motherland. The Sardar of Bardoli, the leader of the farmers of Kheda in Gujarat, fitted perfectly well in the mould. India was fortunate to have entrusted the task of uniting India to Sardar Vallabhbhai Patel. To visualise the persona of the Sardar during his last five years, a single instance would suffice. On October 26, 1947, Pakistan attacked the Kashmir Valley. Claimed as the Kabaili invasion, it was the handiwork of the Pakistan Army, it got the full assistance of the Muslim soldiers of Maharajah Hari Singh who deserted their posts to join the enemy forces after killing their Commanding Officer Lt Col Narain Singh. While the State was being overrun by invaders from Pakistan and internal saboteurs, Jawaharlal Nehru dithered to send the Indian Army on account of inadequacies of formalities. Description of a top-level meeting held on October 26, 1947, says it all: Lord Mountbatten exhibited studied diffidence. Pandit Ji (Nehru) presented a picture of acute anxiety and concern. Sardar listened but did not utter a word. He was a picture of calm equipoise. His silence was a strange contrast to a picture of defeatism and helplessness that otherwise pervaded in the meeting. Suddenly Sardar moved in his seat and immediately after his gruff and resolute voice attracted everybody: Look here Generals, Kashmir must be defended at all costs and come what may, resources or no resources This must, must and must be done. Do whatever you like but do it. Even after the Kashmir issue is, hopefully, resolved in the future, the query would survive: What if Sardar Patel had handled the Kashmir s accession also? Integrating all the princely States was a unique unprecedented historical challenge before a newly independent India that was reeling under the debilitating impact of Partition, sweeping poverty, illiteracy and communal dissensions. Only an exceptionally astute person could take the gauntlet and plunge himself to the task of creating a united India out of the chaos inherited. The rustic looking farmer from Kheda changed the direction of history and rest is the saga for generations ahead to marvel at his unparalleled achievements. It is no secret that during the first couple of decades, after independence, Sardar Patel s contributions were somehow not given the pride of place in the narratives of freedom struggle; though the generation, that had participated in the independence movement, adored and admired him intensely. Some recent studies focus on the contributions of Sardar, revealing instances, anecdotes and facts that are not only interesting but also of immense value for the students of statecraft. Problems posed by the rulers of several States, particularly Bhopal, Junagadh and Hyderabad, were Satyagraha. Since then, he came to be called Sardar Patel. His elder brother, Mr Vithalbhai Patel, was the President of the Indian Legislative Assembly. He was jailed several times in connection with the freedom movement. He was the right-hand man of Mahatma Gandhi and his most trusted lieutenant. It was Patel who maintained discipline in the Congress ranks. In 1936, the Congress at the General Election won the majority of seats in seven provinces of British India. Sardar Patel was the most important member of the Central Parliamentary Board. He became free India s first Deputy Prime Minister, Pandit Jawaharlal Nehru being the first Prime Minister. He was in charge of the Home Department and administered law and order. Future historians will marvel at his organising capacity and superhuman ability. The integration of about 560 Princely States and the elimination of the autocratic rule of the Maharajas and Nawabs will ever stand out as his unique and greatest achievement. He did it without bloodshed and in a short span of two years. Was this not a miracle? To him, rightly goes the credit of completely changing the map of India. He was essentially a man of action. He was India s man of destiny. He was the Iron man of India. He was the brightest luminary on the home front. He was a walking volcano with fires raging in his heart. He was not a man to be A symbol of national unity As India celebrates Sardar Patel s birth anniversary, we will do well to remember the Ironman who showed immense determination, courage and commitment to the motherland to create a united India unique and each one needed a unique strategy, in accordance with local needs and requirements. The complexity of the entire situation can be visualised. It was really tough to handle one of the biggest problem of migration of population that too under severe religious animosities created by vested interests. The declaration accession to Pakistan by Junagadh, or uncontrolled ambitions of Nawab of Bhopal, or the ballooning aspirations of the Nizam of Hyderabad, supported through persistent machinations indulged in by Jinnah needed an extraordinary analytical brain and a discerning mind to keep a tight grip on the situation. Some of this can be visualised from what VP Menon wrote: Jinnah signed a blank sheet of paper and gave it to Maharaja Hanwant Singh of Jodhpur along with his fountain pen, saying you can fill in your conditions. It also indicates how tough the task before Sardar Patel was. In the case of Hyderabad, he knew Mountbatten was talking of settlement, and nothing was coming out of it! He firmly declared: The terms and Commission (CVC) has suggested that no official in key posts can stay beyond a fixed period. In other words, the CVC is of the opinion that officials should be rotated frequently. It is said that familiarity breeds contempt. If an officer continues in a same post for a long period, it can sound death-knell for the organisation. Just because an officer is found to be working very diligently, it should not be counted as a qualification for his continuation in the same job. Because by using this as a leverage, he can cause problems. A fixed period of two years is good enough for any officer to prove his worth either way. Irrespective of whether it is good or bad, he must be necessarily shifted to save the organisation. Besides, a strict vigil must be kept so as to ensure that the official does not go awry even during the fixed period. Close monitoring of the functioning of the organisation and its officials, coupled with a fixed tenure alone can bring down the irregularities. VS Jayaraman Chennai talks which Lord Mountbatten have gone with him. Now the settlement with Nizam will have to be on lines of other settlements with the States. No help from outside, on which he seems to rest pathetic hopes, would avail him. The Hyderabad issue went to the security council razakars were indulging in arson, looting and communal killings, Pakistan was not sitting quiet. But Sardar Patel remained unruffled and eventually won universal praise and admiration in this case as well. He had his issues with the Prime Minister, too. When Sardar Patel wanted a firm and definite action, he was concerned because of vacillations on the part of Nehru. His steely resolve helped him get his way thorough eventually in spite of numerous impediments. Patel s letter to Nehru on China appears so precise to comprehend the mischievous and nefarious designs that this neighbour of India has nourished all along. The letter Sardar Patel wrote to Pandit Nehru on November 7, 1950, highlights his incisive analytical vision of the developing international scenario, particularly on its borders, and how India needs to prepare itself for every eventuality. In the letter, he clearly indicated to Pandit Nehru that even though we regard ourselves as friends of China, the Chinese do not regard us as their friends. With the Communist mentality of whoever is not with them being against them, this is a significant pointer, of which we have to take due note. Unfortunately, this warning was ignored, and the consequences are now well-known. Sardar Patel richly deserves his due place in the saga of Indian Independence and integration. It is not easy to pay tribute to the Sardar of Bardoli. Lord Mountbatten s words make one attempt, in touching words he wrote: By far the most important achievement of the present Government is the unification of the States into the dominion of India. Had you failed in this, the results would have been disastrous...nothing so added to the prestige of the present Government than the brilliant policy you have followed with the States. The Statue of Unity being inaugurated on October 31, 2018, is one welcome step in the right direction. Much more must follow. (The writer is the Indian Representative on the Executive Board of UNESCO) ignored or trifled with. Defeat, he never knew; weakness he never felt, and indiscipline he never tolerated. He was a pillar of fire and enthusiasm, but as a practical statesman, he was also calm and unfathomable. He never hesitated to take a decisive step. He combined quickness of decision with resourcefulness. He was the greatest administrator and statesman that India ever produced. His death on December 15, 1950, left India poorer. in his death, free India suffered a loss in political leadership that it found difficult to manage. Crores of our countrymen, including myself, still believe today that Sardar Patel had been the first Prime Minister of our country, the course of events would have been totally different. We as a nation need to correct this distortion. Our Prime Minister Narendra Modi made it clear that we need to look beyond politics, to build an India that lives up to its potential. Without the creation of the India of today, we would have had no voice in the global order of things. That is why we need to commemorate the legacy and memory of Sardar Patel, and that is what we are doing today. Sardar Patel symbolised a decisive leadership. In the past and in recent times, we have paid heavily for the indecisiveness of leaders, in whose hands our destinies have been placed. Today s India needs another Sardar, who can think with clarity and act firmly. We are fortunate to have another leader with such traits in Narendra Modi. Located alongside the Narmada River in Gujarat, the world s tallest Statue of Unity that is being unveiled today is a real tribute to the Ironman of India. Nearly 30 metres taller than the current record holder the Spring Temple Buddha in China and almost double the height of the Statue of Liberty, the statue of unity is a symbol of India rising, as rightly pointed by our Prime Minister. Besides unifying the country, Sardar Patel had also laid the foundations of all-india services as a permanent executive and a vehicle of building modern India. On this day, we need to resolve to contribute to the making of a new India inspired by the spirit of unification made possible by Sardar Patel. Whatever had happened had happened and it is time for every countryman to strive for the unity, integrity, safety and security of our country, inspired by the spirit and vision of Sardar Patel. We do have some issues relating to external and internal security of our country. I am confident, unitedly, we can overcome these challenges under the leadership of our Prime Minister. Let us remember Sardar Patel, whenever we are confronted with a challenge. That shall enable us to meet it with resolve. A plan to be presented to a bankruptcy court on Wednesday by the stateappointed board of the lender includes selling the entire stake to a financially strong investor and ensure business continuity, the person said, asking not to be identified as the matter is private. Other options include splitting businesses according to verticals and disposing them off to several buyers or injecting liquidity at group level to avoid an outright sale. Meanwhile, in wake of the IL&FS crisis, efforts are underway by the Indian government, RBI as well as SBI to try and stabilise the system very quickly, and things are likely to return to normal in a couple of weeks, SBI Chairman Rajnish Kumar said here. Kumar said that the Infrastructure Leasing and Financial Services (IL&FS) was a unique institution operating in the infrastructure financing and construction space. It is an engineering, procurement and construction (EPC) contractor, holding assets as well as its finances - it was a 3-in-1, Kumar said, adding that whether it is banks or non-banking financial companies (NBFCs), if they are in infrastructure financing, they have faced trouble in India. Infrastructure, particularly the BOT (build operate transfer) model, has caused a lot of problem even to the banks. About a month ago, the State Bank of India (SBI) had alerted its customers holding Classic and Maestro debit cards regarding reduction of cash withdrawal limit to 20,000 a day from ATM starting October 31. The SBI had put out the following message on its website: "Daily cash withdrawal limit for Classic and Maestro debit cards has been reduced from 40,000 to 20,000 per day with effect from October 31. "If you require higher daily cash withdrawal limit, please apply for a higher card variant." SBI Managing Director PK Gupta had said the reduction in withdrawal intends to protect customers from fraudulent cash withdrawals from ATMs and also to spur more digital transactions. "We analysed all the ATM transactions and we found that most of them are less than Rs 20,000 a day. In case of frauds reported to us, we found that in all such cases withdrawals of Rs 40,000 (the maximum) have happened. So, this is basically to protect the customers and secondly, we want that more digital transactions should happen," Gupta had said. The home side failed to create enough chances to score and were outplayed by the visitors who, however, could not find a breakthrough until the 82nd minute at the Jawaharlal Nehru Stadium here. A moment of individual brilliance from Federico Gallego (82nd minute) and a clinical strike by Bartholomew Ogbeche (90th) helped NorthEast United climb to the top of the table with 11 points, although they have played a match more than FC Goa (10 points).
