1 BOROUGH OF SPOTSWOOD 77 Summerhill Road Spotswood, New Jersey Special Meeting July 6, :00 AM The special meeting of the Borough Council of the Borough of Spotswood was called to order by Council President Ricci at the Spotswood Municipal Building, 77 Summerhill Road, Spotswood, NJ. NOTICE This special meeting was called pursuant to the provisions of the Open Public Meetings Act (N.J.S.A. 10:4-6). Notice of this meeting was sent to the Home News Tribune on Monday, July 3, In addition, copies of this notice were posted on the bulletin board in the Spotswood Municipal Building, 77 Summerhill Road, Spotswood, NJ, on the Borough website and filed in the office of the on the aforementioned date. Notices on the bulletin board have remained continuously posted. Proper notice having been given, the municipal clerk is directed to include this statement in the minutes of this meeting. ATTENDANCE The Deputy Clerk called the roll: Councilman Stollen Councilwoman Drozd Councilman Melillo Councilman Rivera Ricci Absent Also present was Business Administrator McDonald. Mayor Seely, Borough Attorney Diegnan, and Borough Clerk DeStefano were absent. RESOLUTIONS UNDER CONSENT AGENDA Copies of the resolutions under consent agenda are available for perusal only on the table. Anyone desiring a copy may contact the Deputy Clerk after the meeting. RES: RESOLUTION BE IT RESOLVED by the Borough Council of the Borough of Spotswood, County of Middlesex, State of New Jersey that the appropriate officials of the Borough of Spotswood are hereby authorized and directed to accept and sign the 2018 Municipal Alliance Agreement. BE IT FURTHER RESOLVED, that the Borough of Spotswood does accept the funds in the amount of $8, from the County of Middlesex to the Borough of Spotswood to be used for municipal alliance activities and authorize the appropriate officials to execute said grant application. 2 RES: RESOLUTION WHEREAS, the Borough of Spotswood, County of Middlesex, State of New Jersey has solicited quotes for a contract to perform Custodial Services for the Municipal Building located at 77 Summerhill Road; and WHEREAS, a quote was received by Vanguard Cleaning Services, 131-D Gaither Drive, Mount Laurel, NJ 08054, who provided the quote to the Public Works Director and Business Administrator and was found to be the most responsible quote; and WHEREAS, quotes were requested from Executive Cleaning Services, LLC, which the quote received was $5, per month, and a higher monthly fee than Vanguard Cleaning Services; and from Matrix Janitorial & Floor Maintenance, who provided the lowest bid, but was unable to provide required documentation; and WHEREAS, the most responsible quote was from Vanguard Cleaning Services, with a contract of one year, in the amount of $1, monthly, commencing July 3, 2017 through July 1, 2018, for an annual fee of $16,740.00; and WHEREAS, this contract may be awarded without public bidding as the total amount is below the threshold established by the Local Public Contracts Law and certified by Dawn McDonald, Business Administrator; NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Spotswood, in the County of Middlesex, that the contract for Custodial Services is hereby awarded to Vanguard Cleaning Services and the appropriate officials are authorized to execute the contract on behalf of the Borough. 3 RES: RESOLUTION BOROUGH OF SPOTSWOOD COUNTY OF MIDDLESEX AUTHORIZING PAY ESTIMATE NO. 7 FOR IMPROVEMENTS TO EMERGENCY SERVICES BUILDING WHEREAS, the Mayor and Business Administrator have received correspondence from Arcari Iovino Architects PC, recommending pay estimate No.7 for work performed by JG Drywall LLC for a period thru June 27, 2017 for a project known Emergency Services Building; and as Improvements to WHEREAS, Business Administrator, Dawn McDonald advised that pay estimate No. 7 for work performed by JG Drywall LLC on the above project thru June 27, 2017 in the amount of $106, Payment subject to JG Drywall LLC providing the required Certified Payroll Records and Project Manning Reports for the pay period; and NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the Borough Council of the Borough of Spotswood, in the County of Middlesex, the State of New Jersey, that pay estimate No. 7 for the aforesaid work in the amount of $106, is hereby approved. 7 Councilwoman Drozd made a motion to adopt Resolutions through , seconded by Councilman Rivera. The Deputy Clerk called the roll: Councilman Stollen absent Councilwoman Drozd yes Councilman Melillo yes Councilman Rivera yes Ricci yes, and Resolutions through were adopted. OPEN TO THE PUBLIC Ricci made a motion to open the meeting to the public, which was seconded by Councilwoman Drozd. All present were in favor and the public portion of the meeting was opened. There being no comments from the public, Ricci made a motion to close the public hearing, which was seconded by Councilman Rivera. All present were in favor, and the public portion of the meeting was closed. There being no further business before the Council, Ricci made a motion to adjourn, seconded by Councilman Rivera.
