2 Fraud Investigators Love these cases, there is nothing better that getting, or starting a new investigation. We are doggedly tenacious, love the hunt and hate to loose. We handle some of the largest and most complex files with the least amount resources, most amount of paper, and least amount of external understanding.
3 View of Fraud Investigations Fraud Investigations are difficult, dry, and laborious. In today s day and age fraud is factored into the cost of doing business. It is a clean crime Who really ever gets hurt?
4 The Bad Guy
5 The Fraudster Picked an ethnic neighborhood. Stayed in character through out his interactions. Relied on the spotless background of the family he impersonated. Was intelligent, sophisticated, and well read.
6 The Real Doctor
7 The Real Doctor Was loved in the neighborhood he worked. Exemplified the Hippocratic oath. Is still beloved by individuals that he served. Passed away leaving no relatives in the area.
8 The First Victims
9 The First Victims Knew of the history of the real Doctor. Changed their internal practices in this case. Relied on his story to convince them to participate. Waited to report hoping that a mistake had been made.
10 The Officers Begin Initial investigators love frauds. Date, time and place were on the investigators side. The complainants provided all required documents. These officers adhered to investigative norms. Documentation and notes were impeccable.
11 The Second Victim Knew of the history of the real Doctor. Changed his internal practices in this case. Became personally involved with the accused. Unwittingly referred him to others.

16 Warrant and Subsequent Execution
17 The Third Victim Was found in an administrative bind. Followed all of the proper practices. Became frustrated with the legislative standards.
18 The Unheard of Happens The first victims are made completely whole. The third victim is made completely whole. The movers investigation results in more charges. The second victim s statement changes the direction of this investigation.
19 Everything Changes
20 The Investigation Becomes International The Michigan State Police are contacted. The FBI are brought into the fold. The Michigan Department of Licensing and Regulatory Affairs is contacted. US Customs and Border Protection becomes involved.
21 The Scam Discovered
22 The Investigation changes direction The medical fraud is exposed. The Crown s office is immediately involved. The suspect is arrested, and a press release is done. The victim is re-interviewed, and more victims are discovered, and begin to come forward.
23 The Scam Discovered
24 The Investigation Grows In Scope The Illinois State Police become involved. The Cook County State Attorney is contacted. Senior leaders from the medical school are put in touch with Henry Ford Hospital staff.
25 The Investigation is Concluded Five more victims of the Medical Scam are identified. Statements are taken and charges are laid in of the medical cases. More traditional fraud is found and charges laid. International partners are made aware of what has transpired.

27 Lessons Learned No Fraud is ever simple and straight forward. A good investigator will not only listen but will hear. A good investigator is thorough, caring and compassionate. Financial losses never meet the feeling of betrayal.
